Managing Legal Issues and Developing Ordinance for the Effectiveness of Port Authority: Focused on Busan Port Authority and Busan Metropolitan City (항만공사(PA) 운영 활성화를 위한 법률 정비와 지원조례 설치방안 -부산항만공사와 부산광역시를 중심으로-)

  • This study deals with legal issues and solutions for a successful management of the Busan Port Authority(BPA) and proposes Busan Metropolitan City Ordinance for the effectiveness of BPA because the role of BPA is to improve Busan regional economy and to strengthen the competitiveness of Busan Port. In order to prepare the ordinance, this paper suggests that the current legislation related to Port Authority(PA), which empowers central government to control the management of port, should be amended to strengthen the port autonomy by allowing PA and local government to control the management and operation on port independently and enabling the building of cooperative system from the City for BPA.

  • In order to improve inefficient and unproductive factors and in response to criticisms of the failure in harbor privatization introduced in 1997, the Korean government introduced the Port Authority system, which is commonly adopted in advanced harbors in the world. This research examined the theoretical background of harbor management system and various cases of harbor management in foreign countries. The desirable introduction of Port Authority system must be preceded by the settlement of problems in harbor structure and operation. In addition, the Port Authority Act, which restricts the autonomy of harbor corporations, should be improved for user-centered Port Authority system. Strategies for the successful introduction of Incheon Port Authority are as follows. Firstly it is required to establish consumer-centered harbor operation system. The second requirement is to activate the harbor logistics industry through the development of nearby logistic complexes led by Port Authority and, by doing so, to promote the development of local economy. Thirdly it is essential to lay the foundation of mutual prosperity through developing profitable businesses by linking localities and harbors, and to suggest a crisis control network for Port Authority and local self-governing bodies to cope jointly with crises in logistics and natural disasters.

  • Port Authority System has been regarded as one of the most efficient ways of port administration. The Korean government is now planning to setup PA system in Busan. Busan New Port is located in Kadok Island the ownership of which Busan City and Kyongnam Province have partly of jointly. So The new PA system is expected to have many complicated problems between Busan City and Kyongnam Province in many aspects. The purpose of this paper is to provide an empirical methodology about the best approach to these problems using AHP(Analytic Hierarchy Process).

  • The port is a space where maritime transport and land transport intersect and is an essential industrial infrastructure for international trade. Therefore, it has a very important function in the national economy. Although the space and the physical facilities of a port are important, it is also very important to efficiently manage and operate these port infrastructures. The government introduced the Port Authority System to strengthen the efficiency and professionalism of port management operations. Since the port authority systemis based on port autonomy, the independence and autonomy of the port authority are very important in port management and operation. Nevertheless, the Port Authority is not functioning properly because the government interferes excessively with the operations of the Port Authority. Therefore, it is suggested that the legal system should be improved to strengthen the autonomy of the Port Authority (PA). This study examines the perception of the legal system that needs to be improved to strengthen the autonomy of the Port Authority, and suggests policy measures for Port Authority workers, civil servants, port companies, and civic groups.

Governance-Based Measures to Solve the Conflicts in Pyeongtaek-Dangjin Port (평택당진항의 갈등 원인과 거버넌스 접근을 통한 해결방안)

  • There have been many conflicts in Pyeongtaek-Dangjin Port among central government, metropolitan council, and cities over the jurisdiction of reclaimed port area, an international passenger terminal construction and a bridge between the port and Dangjin area. This study found out two causes for the conflicts in terms of governance. First, the current governance structure of Pyeongtaek-Dangjin port has high levels of conflict and disputes among stakeholder. Second, there is no leading agency which is responsible for the future development of the port. It is very important to decrease the possibility of conflict and to establish leading agency. Measures to decrease the likelihood of conflict include establishment of conflict resolution mechanism, the clarification of the facts and applicable law, mutual exchanges between stakeholder. Measures to establish a leading agency include the introduction of a single governance, establishment of Pyeongtaek-Dangjin Port Authority, central-local combined governance, and empowering PA to do all port management.

A Study on the role of port operation organizations for the development of a region port (지역항만 발전을 위한 항만운영기관의 역할에 관한 연구)

  • This study is aimed to extract the key role of port operation organizations for the development of region ports and identify the operating efficiency priorities of three ports such as Busan, Incheon and UIsan port operated by PA(port authority). The Factor Analysis(FA) and Fuzzy Method were used as the analysis methodes. As an important role of port authority and regional maritime affairs & port office, thirteen sub-evaluation factors and four top-level evaluation factors were selected using the FA. Among the top-level evaluation factors i.e. 'port security, information management', service for regional society and customers', 'port marketing' and 'customer attraction', the most important factor was identified as 'port marketing'. The total port efficiency was evaluated using these factors and Fuzzy Method. As a result, Busan ranked 1st, followed by Incheon and Ulsan.

  • The aim of this study is to examine opinions discussed on the structure of the PA between MOMAF, Pusan city and Inchon city by analysing and reviewing the reports and debates with the Promotion Committee. In addition, this paper is to find out the reasons why they have different views and opinions over the establishment of PA and to analyze how such conflicting opinions will influence on future operation in the PA. On the bases of the above research, this study suggests a more rational proposal to establish the PA not from the result of the negotiation between the interested parties, which have involved in the process of establishment of the PA, but from the viewpoint of principles.

The Factors Affecting on the Integration Intention among the Port Authority Members in Korea (우리나라 항만공사 조직구성원들의 통합의도 및 영향요인 연구)

  • In order to solve the current problems and inefficiencies within the Port Authorities(PA) in Korea, this study introduces the concept of the integration of PA and analyses the intention of integration. This study is based on analysing the surveys participated by the members of PA. The surveys consist of six main factors which could influence the intention of integration of PA; contribution, autonomy, strategic factor, financial factor, marketing factor and environmental factor. The two main implications from this study can be categorised as follows. First, this study identifies the structural problems such as regional self-centredness of PA, obscurity of organisations' roles and their rights, limitations on diversification of business and restrictions within PA. Second, this study extensively discusses the option of improving the inefficiency whilst maintaining the current system or to switch to the integration of PA. In addition, it has been found that individual PA recognise the little need for integration. Since the results show that the strategic, financial, marketing and environmental factors would cause both significant and little significant impacts, it would be too haste to decide on a conclusion. However, it is possible to say that the rapid integration of PA can neither improve the efficiency nor improve the characteristics of each region. Therefore, the significance of integration of PA must be further discussed from many different perspectives. The results of this research will serve as a basic literature for further studies on the integration of PA in Korea. Moreover, the problems that have been identified and analysed in this study will contribute to establishing the strategy for further development of PA in Korea.

An Analysis of Transshipment Competitiveness of Container Cargoes in Incheon New Port (인천신항의 환적경쟁력 분석에 대한 연구)

  • This study is aimed at evaluating transshipment competitiveness of Incheon New Port which will open in 2013. For this reason, we used Conjoint Analysis(CA) for a methodology of this research as CA had been frequently adopted for empirical analysis of new container terminal in previous studies. We have provided the questionnaires to the stake holders of the port such as experts in Port Authority(PA), logistics companies, and terminal operators. The result showed that transshipment competitiveness of Incheon New Port was subordinate to transshipment costs and port costs of Busan and Shanghai. Overall, we hope this study could help draw up the policies on a New Port that will attract transshipment cargoes and set up marketing plan for an early settlement.

A Study on the Optimal Concession Contract Decision Model between Port Authority and Terminal Operators (항만공사와 터미널운영사간 최적임대계약 결정에 관한 모형)

  • The competition between port authorities (PAs) and terminal operating companies (TOCs) in providing port logistics services has gained importance. The PAs enter into leasing contracts with TOCs in various ways. This study aims to model a contract method that maximizes the joint profit between a PA and a TOC. Particularly, this study aims to model the equilibrium by comparing four types of contract schemes in the non-coordination, cooperation, Cournot, and collusion models. The results of the analysis show that the two-part tariff scheme generates a higher joint profit than the fixed and fee contracts. It is understood that risk- and profit-sharing between the PAs and TOCs helps the latter to maximize the throughput and the joint profit. These results are expected to provide an important theoretical basis for decision-making about port rent and freight between the PAs and TOCs.
