Reformation of Environmental Regulation through introduction of the Zero Liquid Discharge System (무방류시스템 도입에 따른 환경규제효율화 방안)

  • It is difficult to examine the causal relation of pollution damages because the time gap between pollution cause and effect is large and new pollutants are continuously being produced. Their many environmental effects are not promptly studied. As both the study of causal relation about pollution and the pollutant treatment are becoming highly advanced by the development of science and environmental technology, both the economy and balance on environmental regulation may be discussed. It is reasonable to decide environmental policy in consideration of close relation between both the generation and resolution of environmental problems and of technological developments because environmental problems are related to complicated social problems and scientific technologies. First item in policy decision about environmental control and management is preferentially to consider the way of prevention. It is necessary to prevent pollution by regulating the installment of environmental pollution facility into the environmentally sensitive areas, like water supply source and to regulate land utilization as a method to achieve pollution prevention. Second is a consideration of environmental technology development. This is a solution which can accomplish the development of environmental technology and the reinforcement of economic competition. Third is the coexistence of environment and economy. It is necessary to consider economy in connection with environmental problems and environment in economic problem. Then, we can enjoy a healthy life as well as economic affluence. Fourth is the enlargement of environmental management means. Environmental management means must be diversified because environmental cause and effect are varied. For Improving the land use regulation system, it is necessary to consider both land use regulation status and pollutant toxicity with the development of environmental technology. Land use must be approached by classifying land to 3 levels; water source protection zone and water front zone, special zone 1 and 2, rancus and other zones. Land regulation policy to prevent any accident in water source protection zone, waterfront zone, and special zone must be continuously upgraded. However, economical consideration in other zones is required by the development of environmental technology.

  • This study was carried out for the purpose of proposing the guideline for the non-mischief and comfortable coastal leisure activities to reduce the marine pollution caused by sea fishing and strengthen the marine management and supervision for the fishing activity. In research method, a extensive reference was examined and analyzed, and the questionnaire investigation and field work were carried out to recognize the present conditions and problems concerning the environmental pollution caused by sea fishing. At the same time, the guideline for the safe and comfortable activities was proposed by diagnosing of actual evil conditions of marine environment due to the sea fishing activity and by analyzing of foreign mangement cases. On the basis of these research results, it is useful to contrive a management criteria for the realities investigation on the pollution of coastal activities. It also contributes to develop the regional economy by controlling coastal leisure activities effectively and systematically through the national publicity for the prevention of marine pollution.

  • Although the Act on the Prevention of Light Pollution Due to Artificial Lighting has been enforced since 2013, the area of advertisement lighting has made slow progress in solving the problems of light pollution. This paper first investigated institutional problems by analyzing domestic laws and regulations relating to the light pollution of advertisement lighting, and investigated and analyzed methods for reducing light pollution that were applied in overseas countries. Then, problems of light pollution were analyzed by conducting a research on the actual status of advertisement lightings installed in South Korea and applying various methods for reducing light pollution, and advertisement lighting using LED was recommended. As a method for reducing light pollution that can be applied to the process of manufacturing channel letter-type advertisement lights, power consumption per unit area ($W/m^2$) was proposed, and $100W/m^2$ was recommended as a value currently suitable for South Korea.

  • In the case of a boiler, scale is made in the tube by the chemical reactions of Ca and Mg ions contained in the water, and heat transfer rate is reduced because of increasement of heat resistance in the pipe of the heat flow. Thus it brings to reduce the energy efficiency and to make environmental pollution by the use of chemicals for the prevention and removement of scale. In this paper, we discussed the design of electronic generator for dual ultrasonic transmitters and analyzed the effect of scale prevention by ultrasound.

A Study on Integrated Approaching Factors of Environmentally-Friendly Companies Certification Scheme and Environmental Impact Assessment of Korea (환경친화기업지정제도와 환경영향평가제도에서의 통합적 환경관리 요소에 대한 기초적 연구)

  • A worldwide trend of permitting system for industrial installation to achieve a high level of protection of the environment has been moved from single media to multimedia in approach. The Council of the European Community issued the Directive 96/61/EC, the IPPC Directive, concerning integrated pollution prevention and control in 1996. The IPPC Directive is one of the most ambitious legal measures that the European Union (EU) has initiated with a view to applying the prevention principle for industrial activities. The IPPC aims to achieve the integrated prevention and reduction of environmental pollution emitted by those industrial installations with a higher potential of emissions to the environment. Organization for Economic Cooperation and Development (OECD) recommended on Environmental Performance Reviews of Korea in 2006 that IPPC permitting concept should be considered for large stationary sources at the national and regional levels. Any Korean law doesn't provide for integrated pollution control with a single process covering all pollution from economic activities. However, one exception might be the "environmentally-friendly companies" certification scheme, introduced in 1995, in which participants agree to meet targets beyond the legal emission limit values in exchange for government technical and financial support to operate environmental management systems. The other exception might be Environmental impact assessment (EIA) of projects, in 1977, which has been strengthened and reinforced to be more preventive through development of the prior environmental review system (PERS) in 1999. The aim of this work is to introduce the contents of IPPC Directive at the viewpoint of Korea policy and to survey the integrated approaching concept of Environmentally-Friendly Companies (EFC) Certification Scheme and EIA policy of Korea. The study will be helpful in the future to prepare the infrastructure of integrated permitting system and to enforce the integrated permit which the authorities of local government issues on industrial activities. It can be said that the data calculated through both EFC Certification Scheme and EIA will be discussed as worthful information to determine Korean BAT reference notes for integrated permitting process.

Prospects for Building a Legal System for Marine Environment Protection in China (중국의 해양환경법제 분석과 전개방향에 관한 고찰)

  • Marine environment is subject serious destruction because of frequent accidents during exploration of marine resources and overseas transport. Also, as many industrial enterprises discharge high volume of wastes and contamination, marine pollution has become a serious threat to people (especially in China). China is quickly becoming a world economic leader of the 21st century. Rapid industrialization and social changes have raised the standard of living of millions of the Chinese, mainly in the areas of East and South East coast. The process of industrialization, however, is often followed by deterioration of the marine environment and rarely turned around until a country has increased its standard of living. Solving these array of problems will take decades and currently the government is addressing minor specific issues only. Fortunately, the Chinese government has enacted a number of marine pollution control laws. On 25 December 1999, the 13th Session of the Ninth Standing Commettee of the National People's Congress passed the amended the Marine Environment Protection Law of the People's Republic of China. This Law establishes rights and responsibilities of the relevant departments concerning marine environment management and provides for two new chapters on "Marine Environment Supervision" and "Marine Ecological Protection", along with "Supervision of Pollution Prevention for Marine Construction Projects", "Marine Ecological Protection" and "Marine Environment Pollution Prevention for Marine Construction Projects". Also, the Law was amended with provisions for integrated pollution discharge control system and oil spillage emergency response plan and enhanced legal responsibilities. Chinese government recognizes that international and national experience can be useful for China to prevent further ecological degradation of the marine environment.

Ambient air pollution and allergic diseases in children

  • The prevalence of allergic diseases has increased worldwide, a phenomenon that can be largely attributed to environmental effects. Among environmental factors, air pollution due to traffic is thought to be a major threat to childhood health. Residing near busy roadways is associated with increased asthma hospitalization, decreased lung function, and increased prevalence and severity of wheezing and allergic rhinitis. Recently, prospective cohort studies using more accurate measurements of individual exposure to air pollution have been conducted and have provided definitive evidence of the impact of air pollution on allergic diseases. Particulate matter and ground-level ozone are the most frequent air pollutants that cause harmful effects, and the mechanisms underlying these effects may be related to oxidative stress. The reactive oxidative species produced in response to air pollutants can overwhelm the redox system and damage the cell wall, lipids, proteins, and DNA, leading to airway inflammation and hyper-reactivity. Pollutants may also cause harmful effects via epigenetic mechanisms, which control the expression of genes without changing the DNA sequence itself. These mechanisms are likely to be a target for the prevention of allergies. Further studies are necessary to identify children at risk and understand how these mechanisms regulate gene-environment interactions. This review provides an update of the current understanding on the impact of air pollution on allergic diseases in children and facilitates the integration of issues regarding air pollution and allergies into pediatric practices, with the goal of improving pediatric health.

Heavy Metal Pollution in Sub-Saharan Africa and Possible Implications in Cancer Epidemiology

  • The increasing scourge of cancer epidemiology is a global concern. With WHO emphasizing that 40% of all cancer cases are preventable, exposure to known and suspected carcinogens must be discouraged. The battle with communicable diseases and other third world challenges has greatly de-emphasized anti-cancer campaigns in sub-Saharan Africa. The abundant deposit of mineral resources in sub-Saharan Africa has attracted high mining activity with its negative environmental aftermath. Poor regulatory mechanisms have led to environmental contamination by products of mining including heavy metals. In addition to poor urban planning, the springing up of settlements in industrial areas has led to generation and exposure to more hazardous wastes consequent on poor disposal systems. Studies establishing close association between exposure to heavy metals and cancer epidemiology in sub-Saharan Africa are increasing. The current review assesses the level of environmental pollution by heavy metals in sub-Saharan Africa, and brings to the fore available evidence implicating such in the increasing cancer epidemiology in the sub-continent.

Influence of Hazy Weather on Patient Presentation with Respiratory Diseases in Beijing, China

  • Background: Chronic respiratory disease is an important factor for development of lung cancer. To explore the influence of hazy weather on respiratory diseases and its variation the present study was conducted. Materials and Methods: Data from air pollution surveillance from January to October 2014 and case records of visiting patients in the $263^{th}$ Hospital of Chinese PLA in the corresponding period were collected to analyze the relevance between different degrees of air pollution (hazy weather) and the number of visiting patients in Department of Respiratory Disease. Results: Air quality index (AQI) of hazy weather had significantly positive association with particulate matter 2.5 ($PM_{2.5}$) and the number of patients with 5 kinds of respiratory diseases i and different pollutants had distinct influences on various respiratory diseases. Conclusions: The degree of air pollution in Beijing City is in close association with the number of patients with respiratory diseases, in which $PM_{2.5}$ and $SO_2$ are in more significant influences on all respiratory diseases. This could have essential implications for lung cancer development in China.
