AEB 시험평가 방법에 관한 연구 (A Study on Evaluation Method of AEB Test)

  • Currently, sharp increase of car is on the rise as a serious social problem due to loss of lives from car accident and environmental pollution. There is a study on ITS (Intelligent Transportation System) to seek coping measures. As for the commercialization of ITS, we aim for occupancy of world market through ASV (Advanced Safety Vehicle) related system development and international standardization. However, the domestic environment is very insufficient. Core factor technologies of ITS are Adaptive Cruise Control, Lane Keeping Assist System, Forward Collision Warning System, AEB (Autonomous Emergency Braking) system etc. These technologies are applied to cars to support driving of a driver. AEB system is stop the car automatically based on the result decided by the relative speed and distance with obstacle detected through sensor attached on car rather than depending on the driver. The purpose of AEB system is to measure the distance and speed of car and to prevent accident. Thus, AEB will be a system useful for prevention of accident by decreasing car accident along with the development of automobile technology. This study suggests a scenario to suggest a test evaluation method that accords with domestic environment and active response of international standard regarding the test evaluation method of AEB. Also, by setting the goal with function for distance, it suggests theoretic model according to the result. And the study aims to verify the theoretic evaluation standard per proposed scenario using car which is installed with AEB device through field car driving test on test road. It will be useful to utilize the suggested scenario and theoretical model when conducting AEB test evaluation.

FCM을 이용한 지능형 해양사고 DB 검색시스템 구축 (Intelligent DB Retrieval System for Marine Accidents Using FCM)

  • 해양사고로 인한 경제적, 환경적 피해가 커짐에 따라, 해양사고 방지를 위한 이슈가 크게 대두되고 있다. 발생된 해양사고 사례의 종류와 원인을 분석하여 구축된 DB가 해양사고 방지를 위한 연구에 널리 활용 되고 있으나, 하나의 종류 및 원인에 대해서만 DB가 구축되어 있어 일반적으로 복수의 원인에 의해 발생되고 복수의 종류에 해당하는 해양사고를 합리적으로 분류하지 못하고 다양하고 막연한 조건을 이용해 검색할 수 없다는 문제점이 있다. 따라서 본 연구에서는 FCM을 이용하여 복수의 해양사고 원인과 종류에 연계된 해양사고 DB를 구축하고 언어 레이블을 이용하여 다양한 원인과 종류에 의해 해양사고 사례추출이 가능한 검색 시스템을 제시하였다.

의료기관의 위험도 분석 조사 - 지역공공의료원을 중심으로 (A Study on the Hazard and Risk Analysis of Hospital in Korea - Focused on Local Medical Centers)

  • The purpose of this study is to analyse the hazard risk by examining the magnitude and severity of each type of hazard in order to mitigate and prepare for disasters in medical facilities. Methods: The hazard risk analysis for hazard types was surveyed for team leaders of medical facilities. The questionnaire analyzed data from 27 facilities, which were returned from 41 Local Medical Centers. Results: When looking at the 'Risk' by category type of hazard, the influence of health safety and fire/energy safety comes first, followed by natural disaster, facility safety, and crime safety. On the other hand, as for 'Magnitude', facility safety and crime safety come first, followed by health safety, fire/energy safety, and natural disasters. Most of the top types of disaster judged to have high hazard in medical facilities are health types. The top five priorities of hazard in medical facilities, they are affected by the geographical and industrial conditions of the treatment area. In the case of cities, the hazard was found to be high in the order of infectious disease, patient surge, and wind and flood damage. On the other hand, in rural areas, livestock diseases and infectious diseases showed the highest hazard. In the case of forest areas, the hazard was high in the order of wildfire, fire accident, lightning, tide, earthquake, and landslide, whereas in coastal areas of industrial complexes, the hazard was high due to fire, landslide, water pollution, marine pollution, and chemical spill accident. Implications: Through the research, standards will be established for the design of hospitals with disaster preparedness, and will contribute to the preparation of preemptive measures in terms of maintenance.

지방정부 해안방제능력의 개선방안에 관한 연구 - 중앙정부의 지원방안을 중심으로 - (A Study on the Improvement of the Marine Pollution Management Capacity of Local Governments - Focucing on Support by the Central Government -)

  • 본 연구는 국내 외적으로 해양오염사고 예방에 관한 관심과 중요성이 날로 증대되는 가운데, 지방정부 중심의 해안방제체계를 구축하기 위한 정책방향 설계에 그 목적이 있다. 따라서 지방정부의 해안방제능력을 진단하고 해안방제 실행력 강화를 위해 필요한 중앙정부의 정책적 지원방안이 무엇인지를 밝혀보고자 하였다. 이러한 연구목적을 달성하기 위하여 국내외에서 일어났던 대규모 해양오염사고 사례분석을 통해 지방정부가 해안방제를 어떻게 수행했는지를 분석하고, 해안방제에 관한 지방정부의 문제점을 찾아내어, 향후 발생가능한 대형 해양오염사고의 해안방제 대비에 필요한 사항을 중심으로 단계별 대응체제 구축, 교육훈련 강화, 인적 네트워크 활성화, 방제자원 확보근거 마련, 전담부서 신설 등 지방정부의 해안방제능력 개선방안을 제시하였다. 그러나 아직까지 지방정부의 해안방제관리능력에 관한 연구가 일천한 상황에서 본 연구는 시험적 연구라고 판단되며, 따라서 본 연구의 결과는 시험적 연구로서 다음의 후속 연구에 큰 도움이 되었으면 한다.

동북아 해역 권원중첩수역 공동개발합의와 공동환경보호합의 도출 방안 (A Study on the Ways to Joint Marine Development and Joint Marine Environmental Protection in Northeast Asia)

  • China, Japan and Korea are the world's top 10 energy consumers, and so very interested in the development of seabed hydrocarbon resources in order to meet their energy demands. The East China Sea is the tri-junction area where three countries' entitlements on the maritime boundaries are overlapped. There are abundant oil reserves in the East China Sea, and therefore competitions among countries are growing to get control of them. Although these countries have concluded the bilateral agreements to jointly develop resources in the East China Sea, they do not function as well. Because joint development and management of seabed petroleum resources can lead to stable development system, and to lower possibility of legal and political disputes, the needs for joint development agreement among three countries are urgent. Meanwhile, Northeast Asian seas are semi-closed seas, which are geographically closed and vulnerable to marine pollution. Moreover there are a lot of nuclear power plants in coastal area, and seabed petroleum resources are being developed. So it is likely to occur nuclear and oil spill accidents. Fukushima nuclear disaster and Bohai Bay oil spill accident in 2011 are the cases to exhibit the potential of major marine pollution accidents in this area. It is anticipated that the risks become higher because power plants and offshore oil platforms are extending gradually. Therefore, the ways to seek the joint marine environmental protection agreement focused on regulation of nuclear power plant and offshore oil platform have to be considered. In this paper, we try to find the way to make joint development and joint environmental protection agreement in Northeast Asian seas. We concentrate on the measure to drive joint development of seabed petroleum deposits in East China Sea's overlap area, despite of maritime delimitation and territorial disputes, and we try to drive joint marine environmental protection system to respond to marine pollution and accidents due to offshore oil platform and nuclear power plants. Through these consideration, we seek solutions to deal with lack of energy, disputes of maritime territorial and boundary delimitation, and marine pollution in Northeast Asia.

사회적 비용을 고려한 국내 주요 발전기술의 균등화발전비용 산정 (LCOE Assessment of Major Power Generation Technologies Reflecting Social Costs)

  • A considerable cost gap between three major power generation technologies, namely nuclear, coal, and combined cycle gas turbine (CCGT), has been a well-established fact in the Korean electricity market. Alternatively, this paper analyzes the levelized costs of electricity (LCOE) of the three technologies reflecting overall social costs of electricity generation including accident risk, $CO_2$ emission, and air pollution damage. The paper unveils to what extent current discriminative subsidies on fuels regarding the social costs, mostly through tax exemptions, affect economic competitiveness of the technologies. In particular, it finds relative positions of coal and CCGT could be altered depending on appreciation level of the social costs. It has limits in analyzing fixed costs of the technologies, however, due to limited data availability of nuclear power, and suggests further studies on the issue.

재난안전관리 체계 개선 방안 연구 - 해양오일유출 확산방지기술 중심으로 - (A Study on Improved Emergency Management System - Focused on Response to Diffusion of Oil Spilled in Marine -)

  • In Korea for 20 years(1993-2012), total number and average annual number of oil spills were 6,608 cases and total volume and average annual volume of oils spilt were $57,328k{\ell}$ and nearly $2,866k{\ell}/year$, respectively. The annual number of oil spills and annual amount of oil spilt tended to decrease with the lapse of year in Korea. As oil transportation worldwide continues to increase, many communities are at risk of oil spill disasters and must anticipate and prepare for them. Factors that influence oil spill consequences are myriad and rage from the biophysical to the social. In this paper, we analysed the emergency response systems and recovery apparatuses for oil spill accident in marine and proposed a developed oil diffusion apparatus which can be used to initial response stage by crew, and to extend golden times. This system can be minimized casualties for rescued people in disaster.

무인화물차의 물류비용 분석에 관한 연구 (A Study on Logistics Cost Analysis for Autonomous Cargo Truck)

  • 자동차 산업에서 자율주행자동차의 연구가 활발히 진행되고 있음에 따라 본 연구에서는 화물 운송 산업에서 화물운송차량을 무인화물자동차로 전환했을 시, 그 효율성에 대한 연구를 진행하고자 한다. 국내의 화물 운송 산업은 공로운송이 70% 이상을 차지하고 있어 화물트럭으로 인해 교통사고 유발, 도심의 교통체증 유발, 대기오염, 소음 발생 등의 여러 문제점을 야기하고 있다. 특히 화물트럭기사의 야간 운행, 무리한 운송 스케쥴 등으로 제반여건을 개선할 필요가 있다. 이에 따라 본 연구에는 화물운송차량을 무인자율주행차로 대체하여 물류산업에 미치는 효율성을 분석하였고 물류비용 분석을 통하여 기존의 유인화물차량보다 무인화물차량이 더 효율성이 높은 것으로 분석되었다.

  • 해상에서 인명과 재산을 보호하기 위하여 해양사고를 예방하고 사고발생 시에 신속하게 대처하는 능력이 중요시된다. RFID 기술을 적용하면 선박에서 선원들의 이동경로와 출입을 통제함으로써 안전사고를 미리 방지하는 것은 물론 선박의 안정성을 크게 높일 수 있다. 이에 적용된 RFID 기술은 현재 물류유통 분야에서 많이 이용되고 있는 RFID KS 국내표준인 $860MHz{\sim}960MHz$ 대역을 이용하여 선원이 RFID 태그를 소지하여 입출항과 동선을 파악하여 안전사고를 미리 방지하는 효과를 가져 올 수 있다.

  • Demand for organic analysis increase as industries are growing and many products are spreaded in the daily life. One of many products is oil spill dispersant. It was used for oil accident in the ocean. When oil spill dispersant spread at the ocean, the petroleum in the ocean is dispersed. The oil spill dispersant is made of non ionic surfactant and petroleum oil. The non ionic surfactant disperse petroleum from oil accident. The other part is petroleum oil which has aromatic hydrocarbon. Because the aromatic hydrocarbon is cancerogenic material, it directly injure animals in the ocean. This cause the second pollution in the human body. Many oil accidents still are controlled by oil spill dispersant. Therefore quality control of the oil spill dispersant become important and this also demand for the exact quantitative analysis of aromatic hydrocarbon. Hereupon the first we develop separate petroleum oil from surfactant. The second standardize analytical method of aromatic hydrocarbon in the separated petroleum oil.
