Pollution accident analysis using a hybrid hydrologic-hydraulic model(K-River & K-DRUM) (1차원수리모형-분포형 연계모형을 이용한 수질오염사고 분석)

  • In this study, the transport of pollutants was analyzed using the K-River and K-DRUM coupling model for water pollution accidents that occurred in the Nakdong River water system. In Korea, the necessity of a distribution model that accommodates the water circulation process and the importance of nonpoint pollution sources were emphasized in water quality management after the introduction of the total amount of water pollution. Therefore, in order to reflect the runoff characteristics of nonpoint sources, the K-DRUM distribution model, which can analyze pollution in the basin, was used. And the reproducibility of the model was improved by applying the operating rules of dams operating in the Nakdong River system. In addition, in order to analyze the movement of pollutants in the river, only the advection part of the advection-dispersion equation was applied to the 1D hydraulic model K-River to perform pollutant tracking. As a result of water pollution analysis, the peak concentration of the pollutant was underestimated, but the arrival time and the trend of the overall pollutant concentration were well reproduced.

  • Recently, with the rapid growth of industry, environmental condition became worse. In addition to outdoor insulators in seashore are polluted due to salty wind. Also this pollution causes the flashover and failure of electric equipments. Especially the salt contaminant is one of the most representative pollutants, and known as the main source of the accident by contamination. As well known, the pollution has a close relation with meteorological factors such as wind velocity, wind direction, temperature, relative humidity, precipitation and so on. In this paper we have statistically analyzed the correlation between the pollution and the meteorological factors. The multiple regression analysis was used for the statistical analysis; daily measured equivalent salt deposit density(dependent variable) and the weather condition data(independent variable) were used. Also we have developed an expert program to predict the pollution deposit. A new prediction system using this program called SPPP(salt pollution prediction program) has been used to model accurately the relationship between ESDD with the meteorological factors.

  • Garbage cause an environmental pollution, unsightly mess, fouls an odor, and unpleasant feeling. Various measures to solve the problems are studying. And the garbage are collected and treated by the street cleaner. Street cleaner is working for long time in the street from dawn to the night. And many kind of accidents are aroused, like traffic and crushing accident by garbage truck. This kind of accidents is increased every year. To prevent the accident, street cleaner wear a fluorescent light uniform But a count measures for the fallen accident and crushing accident from the garbage truck are insufficient. In addition, a street cleaner dose not like to wear a working uniform because of inconvenience. Therefore this study try to find a safety system of garbage truck for reducing measure of accidents of street cleaner.

A Study on the Improvement of Compensation Regime for Oil Pollution Accident in Korea (유류오염사고 피해보상제도 개선방향에 관한 연구)

  • This study tries to give improvement directions of the law of oil spill focusing on the view that satisfying remuneration for victims should be considered. And it looks through the existing remuneration system provided by P&I Club and IOPC Fund. It also covers with issues related to remuneration in order to find the best for victims. The major contents of this study are as follows. First, the present law of compensation security to Marine oil pollution accident should be revised. Maximum value of remuneration needs to be raised and subjects liable to pay reparation need to be expanded. Second, in case the damage is widely different comparing to similar cases in foreign countries, it's hard to get complete remuneration from international corporations responsible for reparation. That's the reason the national emergency system for oil pollution must be established. Third, this study says the law that certainly defines a liability subject and that the liability is not necessarily caused by fault should be enacted. Last, it suggest that victims should have their object income data to facilitate establishment of the law of compensation for damages from marine oil pollution. To calculate proper remuneration, government should consider to choose one of public organizations as an investigator to damages and should collect accurate statistics relating to fishery. Furthermore, compensation system which can provide rapid reparation to victims needs to established by founding professional maritime organization of arbitration.

Design and Implementation of an HNS Accident Tracking System for Rapid Decision Making (신속한 의사결정을 위한 HNS 사고이력관리시스템 설계 및 구현)

  • HNS accidents involve large-scale fires and explosions, causing numerous human casualties and extreme environmental pollution in the surrounding area. The widespread diffusion of effects should be prevented through rapid decision making. In this study, a high-quality, standardized, and digitized HNS accident databases has been generated based on the HNS standard code proposed. Furthermore, the HNS Accident Tracking System (HATS) was applied and implemented to allow for systematic integration management and sharing. In addition, statistical analysis was performed on 76 cases of domestic HNS accident data collected over 23 years using HATS. In Korea, an average of 3.3 HNS accidents occurred each year and major HNS accident factors were Springs (41 %), Aprons (51 %), Chemical Carriers (49 %), Crew's Fault (45 %) and Xylenes (12 %). ArcGIS based Analysis of Multiple Accident Areas Caused by Marine Plastic Litter in Republic of Korea

  • Marine accidents involving the entanglement of marine litter have continued to increase, with over 300 to 400 cases per year according to the statistical agency. Entanglement of marine litter may also lead to large-scale marine accidents which cause capsizing and sinking, thereby further causing detrimental casualties and material damages, and thus exceptional attention and care are required. In this study, Incheon, Busan, and Geoje and Tongyeong were found to be the high-frequency locations for accidents, which were selected by considering the ArcGIS analysis about the marine accidents of entanglement of marine litter and the occurrence frequency by the standard. The characteristics of the multiple accident areas involving entanglement of marine litter were the coastal cities where fishing facilities or marine leisure related conditions were activated, with the port which handles much of the traffic of outbound and inbound vessels located nearby. Marine plastic pollution impacts not only the marine ecosystem and food chain, but also the hull and engine of ships, and may further pose threats to the safety of vessels and crews. It is necessary to find a common link between the relevant areas and to strive to remove the root causes of marine accidents by reducing marine litter.

The Accident Analysis Caused by Dust of Electrical Installation in Vulnerable Area (전기설비 취약지역에서의 분진에 의한 사고영향 분석)

  • In this paper, we investigated a dust pollution and spot survey of electrical installation in vulnerable area. From the survey results, we know that the dust was easily accumulated in cabinet panel because the cabinet panel cover was opened and the management of installation was not good. Although the dust pollution was not difference, the possibility of accident become increased by dust in salt area. Thus, it is necessary to variation of cabinet panel shape to prevention of electrical disaster in dust occurrence and another protection devices.

  • In today's civilization, it can be impossible to prevent disasters that cause large-scale human and material harm, and the environmental industry is not excepted from this. Over the last 50 years, several large and small environmental health catastrophes have occurred in Korea. Notable instances include the phenol pollution accident in the Nakdong River, the Hebei Spirit oil spill in Taean, Chungcheongnam-do, and the humidifier disinfectant disaster. Looking at these instances, it is clear that the government failed to prevent similar incidents and accidents after the tragedies. The government created and executed different policies to prevent such incidents and accidents, but the majority of them were highly fragmented. It is understandable that depending on the political and social level of the society in which the environmental health hazard incident/accident happened, the investigation of the cause, countermeasures, and policy reaction may differ. To put it another way, the more authoritarian and non-democratic a political social system is, the more likely it is to cover up occurrences and accidents without a deep examination. This is in line with the members of society's level of political awareness and acknowledgment of the importance of life and safety. In 1985, when the Onsan pollution disease was discovered, and in 2011, when we recognized the realities of the humidifier disinfectant disaster, South Korea's political and social systems were entirely different.

Status of Government Supports to Overcome the Hebei Spirit Oil Pollution Accident and Suggestion of Responsive Policies (허베이스피리트호 유류오염사고 극복을 위한 정부지원 현황 및 대응정책 제언)

  • The Hebei Spirit oil pollution accident which occurred in Tae-an in 2007 has brought considerable impacts on the surrounding environment such as struggles among the regions and the residents in the damaged area as well as devastation of local economy and ocean environment. The majority of the impact was related with economic problem. Also, the main factor to cause the regional community conflict was found to be firstly economic problems and secondly the insufficiency of government's management system and policy measures for the community conflicts. Therefore, the government's policy to overcome oil accidents should focus on improvement of the economic support systems and conflict resolution. In this study, the support policies taken by government after the Hebei Spirit accident was examined and responsive policies which can be used by government in future accidents are suggested.
