A Study on Inter-Ministerial Policy Conflict and Coordination: Focusing on the Science and Technology Basic Law Making Process in Korea (부처간 정책갈등과 조정에 관한 연구 -과학기술기본법 제정과정을 중심으로-)

  • This paper aims to explore the cause and aspect of inter-ministerial policy conflict and its coordination in science and technology policy-making with the case of science and technology basic law-making process in Korea. This law-making processes are analysed through the three periods for the last 10 years starting 1992, such as law-formulation(1st) period, interim law-making (2nd) period, and final law-making(3rd) period. Based on these steps, it tries to concretely describe the phenomenon of policy conflict and the coordination mechanism among government departments and analyses the characteristics of dynamic interaction and mutual adjustment among the related agencies. The analysis is mainly focussed on the underlying causes and determinants of policy conflict, the development and coordination process of the conflict, the strategies and logics of the conflict participants, and eliciting some policy implications for effective policy coordination among government departments. Research results are summarized as follows. First, in science and technology policy-making the main causes of policy conflict among government departments are attributed to the difference of policy-orientation and jurisdiction-orientation of each agency. During the first period, the main aspect of policy conflict was policy-oriented, during the second, the main aspects of policy conflict were both policy-oriented and jurisdiction-oriented, and during the third, policy-oriented conflict was dominant. Second, the dominant typology and strategies of policy coordination which the participants used were vertical-political and horizontal-analytic approach. During the first period, horizontal and analytical approach were used, during the second, horizontal and political approach are mixedly used, and during the third, vertical and political approach were dominantly used. Third, The Korean National Assembly and the ruling party played a pivotal role in science and technology policy-making process(the basic law-making process) in particular during the final period.

Evolution and Features of Korea's Science & Technology Policy Coordination System

  • Korea is examining how to coordinate its S&T policies and solidify its position as a leader of infrastructure innovation policy that forms the foundation for many different policies. A number of questions have been raised, such as whether to install a superior coordinating body like the National Science and Technology Council (NSTC) or separate the budget allocation and coordination authority from the budget-planning ministry. Korea has tried using various institutional coordination devices and functions such as reorganizing its administrative ministries based on related functions and installing or reinforcing a superior coordinating body. In line with these discussions, the strengthening of the S&T policy coordination function through the NSTC is currently under review. In order to design an effective S&T coordination system in step with changing political and social demands, it is important to have a clear recognition of the current context as well as the unique institutional characteristics of Korea. This study examines the evolution of Korea's S&T policy coordination systems and analyzes its features.

  • The purpose of this paper is to find out the set of the factors influencing on the successful voluntary consolidation among local governments. This paper considers the voluntary consolidation as a kind of coordination mechanism and institutional collective action process between local governments, and identifies the configurations of the causal factors influencing the voluntary consolidations by applying the fuzzy-set analysis. It is found that the sets of the causal factors which include political and economic homogeneity factors in the region, and interlocal political, economic, and social homogeneity factors, and prior consolidation experience between regions have positive effects on the consolidations. Also, it turns out that interlocal homogeneity and conformity between regions should be considered significantly for institutionalization which supports the consolidation between local entities.

Measurement of Care Coordination between Korean Medicine and Western Medicine: Development and Validation of an Instrument (한.양방 협진의 진료협력수준 측정도구개발 및 타당도 연구)

  • Objective : The purpose of this study is to present the desirable model for the promotion of care coordination between Korean Medicine and Western Medicine and develope the instrument to measure the level of coordination. Moreover, we verified the validity and reliability of the developed Instrument. Method : In this study, We developed the 16 items regarding care coordination in Korean Medicine and Western Medicine by literature review and expert interviews. In addition, we verified the validity and reliability of the instrument as a methodological research. Results : We developed two factors such as 'Inter-professional activities' and 'Organizational support' as the instrument to measure the level of care coordination, and each of seven, eight total of 15 measurement items are listed. Conclusion : Since the legal permission, the level and type of care coordination and the effects of them are needed to be checked. So, the measurement instrument driven by this study has a political signification in healthcare system specially in these times. In addition, by utilizing this instrument, we propose to perform a variety of future studies on the levels of healthcare coordination and related outcomes.

  • This paper attempts to assess the Basel Committee's bank supervisory standards and capital adequacy rules, and thereby rethink whether global convergence in banking regulation is desirable. To that end, it seeks to address the impetus for the creation of the Basel Committee, and explore driving forces behind the internationalization of bank regulatory and supervisory standards. Following the historical and theoretical analysis of the internationalization of bank regulatory standards, the movement toward global standards in banking is reviewed. More importantly, this paper seeks to explore the origins of the Basel Accord on bank capital adequacy. To do so, it largely relies on current theories on the process of negotiating the capital adequacy standards in the areas of political science and international political economy. At this point, this study takes a position as a break against the force of international market failure logic that has enjoyed an exceptionally positive reception among economists, political scientists, and legal experts. Nonetheless, it does not intend to freeze the international coordination and cooperation of banking regulation. Given the understanding of the politics behind the creation of the Basel Accord, this paper evaluates the Basel Accord of 1988 and the new capital adequacy framework(Basel II), and then moves beyond the assessment of the capital adequacy standards In doing so, this study draws lessons from Basel in search of a just world order in the global finance.

  • In this paper it was attempted to design a system for the effective development of electronics industry by use of systems management concept. For the design of this system, current status of electronics industry was analyzed; problem area was derived through this analysis and developmental strategy was determined. As an organization for centeralized coordination, "Electronics Industry Committee" was proposed. The committee controls three specialized organizations such as R&D center, marketing management center, and council for political support. Each function of these special organizations was introduced and special role as a system manager was described.

Institution for Regional Innovation System: The Korean case

  • There is an implicit assumption in most regional innovation policy studies that once a policy has been made the policy will be implemented. This assumption is not valid for regional innovation policies formulated in many countries. This assumption rests upon certain political and organization conditions. It is frequently said that regional innovation system in Korea is one of the successful cases because of properly established institution for the implementation of innovation policies. The components of institution for innovation are defined in this article. For the analysis of institution for regional innovation system in Korea, three aspects such as organization, policies & programs, and governance structure were taken into account. Institution for regional innovation system in Korea is analyzed with three aspects: (1) organization for policy implementation, (2) innovation policy, and (3) governance structure. Firstly, organizations for innovation in Korea are composed of three categories such as organizations for policy formulation, organizations for policy implementation and agencies for coordination. Secondly, there are two categories of policies for innovation: (1) policies for the enhancement of national competitiveness and policies for the regional innovation capacity building, and (2) policies for fostering manpower and policy for regulatory reform. Thirdly, innovation governance in Korea is composed of three layer structure: (1) top level governance which is composed of two committee, three ministries and two agencies, (2) local level governance such as one innovation related offices and one center for regulatory reform, and (3) one category of agency for coordination as a regional platform.

Research on the Polarization Effects of the Shandong Processing Trade and Strategy to Coordinate Its Development

  • Purpose - This dissertation is based on previous research, and analyzes processing trade, which constitutes a major section of foreign trade in Shandong Province. Research design, data, and methodology - The study uses the survey data on polarization, which is a vital index reflecting the unbalanced growth of regional economic development. The article introduces the processing trade polarization index, and the processing trade polarization fluctuation rate, to predict the geographical polarization posture and development trends in Shandong Province. Results -The development of processing trade in Shandong Province shows the level of gradient from east to west. The first-line growth pole has been formed and developed, and the initial formation of the diffusion mechanism has taken place. However, coordination problems in accompanying regional development have become increasingly prominent. Conclusions - This study focuses on the development of processing trade strategy and suggests overall coordination of development objectives, using non-balanced development goals. According to regional characteristics and development objectives of the processing trade in Shandong Province, the region around the city is divided into innovation diffusion region, enhanced growth areas, areas expected to undertake development, and areas to upgrade in four levels, given the different policy proposals.

The Evolution of Korea's Basic Acts on Science and Technology and their Characteristics

  • This study examined the evolution of S&T Basic Acts in Korea from the Science and Technology Promotion Act (1967) through the Special Act on STI (1997) to the Framework Act on Science and Technology (2001) in the following aspects: 1) comprehensive plans, 2) coordination mechanisms for S&T policies, 3) enforcement of R&D programs and performance diffusion, 4) promotion of human resources, 5) and S&T investment and budgeting. Before the Framework Act on S&T was enacted in 2001, critical issues were found in establishing S&T master plans, promotion of R&D programs, comprehensive coordination mechanisms, and R&D budgeting. The three Basic Acts have expanded the scope of regulation over time to cover the entire cycle of the S&T process. They concern a wide range of issues, including creating a basis for scientific and technological development, S&T promotion, disseminating and commercializing research outcomes, and preventing adverse effects from science and technology. The content of the Basic Acts has evolved in response to changes in the political, economic, and social environment of Korean industry during the past five decades.

  • Insufficient problem about resource of satellite network frequency and orbit was seriously issued, because commercialization of a satellite has been successfully achieved since 1980s. Therefore, each countries execute an advantageous policy to them for guarantying and protecting satellite network resource and perform study for preoccupying new satellite network resource. Understanding and insight of policy about occupying satellite network resource of world each countries are landmark of satellite network task. In this paper, policies of Japan, Russia and China located around Korea are especially described. Also, in this paper, the administration organization of Japan, Russia and China which are to manage satellite network is described. The KARI(Korea Aerospace Research Institute) secured satellite network frequency and orbit of the KOMPSAT(KOrea Multi Purpose SATellite)-1 and the KOMPSAT-2 and is also going to register satellite network of the KOMPSAT-3 and the KOMPSAT-5. When satellite network coordination with nearby three countries will be needed, understanding of political policy and organization let the Korea acquire coordination agreement of the other administration.
