The findings are the followings. To improve the election system of superintendent it is recommended to maintain present election system rather than change it drastically since the present system ensure relatively more autonomy, expertise, and political neutrality of local education system. However, the qualification such as years of educational experiences of superintendent candidates need to be restored. Regarding education standing committee it suggest that all or at least 2/3 members need to be educational representatives rather than general representatives. For superintendent as well as education standing committee election, it needs to elaborate the vote ballet such as change of candidates name order by voting place to reduce its effects to election results. It also needs to strengthen public management of election such as expenses and TV forums among candidates.

  • This study tests the applicability of concepts of integrated leadership-in-government and follower happiness in South Korea and then comes up with implication and limitations on the applicability based on the study of Mathias et al. (2018). The study adopts eight leaderships: accountability, rule-following, political loyalty, network governance, task-oriented, relations-oriented, change-oriented and diversity-oriented leadership that Mathias et al. (2018) employ from Fernandez et al. (2010) and Tummers and Knies (2016). We also select job satisfaction and self-perceived performance to measure follower happiness depending on Mathias et al. (2018). According to the analytical results, it shows that accountability leadership, network governance leadership, task-oriented leadership, relations-oriented leadership, and change-oriented leadership have positive influences on follower happiness measured. Based on the analytical results, this study suggests implication and limitation on the applicability of the link between integrated leadership and follower happiness in comparison to the results from Mathias et al. (2018).

  • This essay is politico-philosophical y examining the Ho-Shang Kung's Commentary on the Lao Tzu(HSKC) and reveals that there was a concept of 'the Monistic Body' as like as G. Deleuze and P. Guattari's concept 'Body without Organs.' The main idea of the political philosophy in HSKC is mentioned as 'Governing the Body'(GB) and 'Governing the State'(GS), that means a macrobiotic hygiene and a ruling the state respectively. GB is not limited to a personal action, because HSKC is not a Yangist work. All of the prior studies have been fail to point out HSKC's true pioneer the Lu Shi Chun Qiu. But a truly dramatic turning must be belonged to Dong Zhong-shu, he was the first man that used the word Governing to the Body, it indicated a conceptional change. The Body is traditionally not a concept connected with Governing, only just the State can be. But After Dong's change, HKSC attempted again to synthesize the theories of Huang-lao school and Dong's theory about the Body and the State.

  • The purpose of this study was to prove that interchange is a primary factor in costume changes through case analysis in costume culture interchange, and further, to assist in gaining understanding of costume changes of the present and the future, and therefore, in this study, cases analysis was conducted focusing on interchange resulting from political factors. In order to present theories that are able to analyse costume culture interchange, culture, cultural exchange, and costume cultures were examined, and based on the results, a costume culture interchange process model and its three steps, propagation, selection, and reinterpretation, were presented. The results of case study on costume culture interchange resulting from political factors based on the costume culture interchange process model presented are as follows. Interchanges that politically uses the possibility of expressing costume as symbols are in most cases aggressive and semi aggressive. In order to exhibit superiority of themselves, the aggressors forced their national costumes onto the receiving culture. Rather than a simple introduction of their costumes, it was an attempt to introduce they values and their ways of life. The conclusion that can be reached through such result is that interchange is an important driving force for changes in costume culture. All interchanges were not greatly affected by methods of propagation and acceptance, and resulted in fusion. Fusion is a process in which existing costume and foreign costume come together constructively to for a new costume culture therefore change in costume style is inevitable.

  • Laos' 2017 is a year of political "stagnation" and economic "change". In the political arena, despite the achievements such as the improvement of the corruption perception index (CPI), it is necessary to watch the progress of the reform. Diplomatically, the influence of China is expected to increase further. In particular, since November 2017, Xi Jinping's visit to Laos is expected to strengthen the framework of cooperation between the economic corridor and Lanchang-Mekong Cooperation Meeting. And Laos continued to have friendly relations with other neighboring countries, the ASEAN countries. However, the issue of the Laos-Cambodian border issue following the general election in Cambodia may recur. The economic sector maintained a high growth rate due to capital inflows from the construction of large infrastructures and the favorable tourism industry, but structural problems such as deficits in the fiscal and current account should be resolved. Korea and Laos discussed the comprehensive cooperation between the two countries through the Mekong Senior Officials' Meeting in March 2017 and the Ministerial Meeting of the Korean-Lao Foreign Minister in September 2017. Laos is Korea's eighth ODA aid (grant), and ODA will become an important diplomatic cooperation channel between the two countries in the future. In the economic relationship, the trade sector is on a declining trend, but investment and human exchanges are steadily increasing.

METHODS AND RESULTS: This study deduced the evaluation items to assess each BMP for agricultural NPS control and conducted the surveying using the Delphi method based on agricultural BMP experts. In addition, its on-the-spot application were evaluated. Considering its importance, technical, social and economic proprieties showed that political support was ranked first and followed by cost investment, labor investment, reduction effect and resident participation. The survey findings by agricultural BMP experts showed the good performance of on-the-spot application can be achieved from fertilization by soil testing, residue and green manure application and contour plowing which are applicable within a field. Agricultural BMPs, highly applicable for the fields, were the countermeasures that farmers who are the principal bodies of agricultural NPS control could be participated directly. CONCLUSION: The active participation of farmers is essential for effective control of agricultural NPS. It is necessary to establish various incentive systems.

  • Joseph S. Nye defined soft power as the power of attraction to affect the behavior of other states through the use of non-coercive instruments including culture, political values and foreign policy. Over the last two decades, environmental issues have grown in importance on the international agenda and become critical components of states' foreign policy-making. This paper aims to analyze environmental foreign policy as a soft power instrument focusing on two major rising powers: China and India. Traditionally, China and India had been reluctant to make any commitments in the field. However, they have shown greater willingness to act in global environmental governance in the past decade. They started playing more active roles in global climate change negotiations and supported a number of initiatives. Their current rise in global environmental governance has even been praised by the international community as the Paris agreement case demonstrated. This study evaluates China's and India's recent efforts in global environmental governance with a focus on climate change negotiations linking their constructive position to their soft power potential. It is argued that environmental issues are used by these two states as foreign policy strategy to gain more influence in international politics. This study finds out that China's climate-related environmental diplomacy has been more ambitious than that of India and thus has been closer to fulfill its potential as a soft power asset.

  • As foundation wear, underwear is the starting point where a woman shapes her figure and constructs a female identity. In the late twentieth century, the use of underwear as outerwear was extensively adapted, so underwear as outerwear is the latest thing today. Based on literature review, this study aimed to examine how underwear was adopted for use as outerwear extensively in the late twentieth century. The result of this study can be summarized as follows. First, originally there was no border between underwear and outerwear at the start. With the change of female social and political status, the function of underwear and its design has been changed diversely. Also, its revealing and decoration has been linked with female sexual attraction. Second, by some precursor fashion designers such as Vivienne Westwood and Jean Paul Gaultier, underwear was redefined as outerwear with erotic but powerful meaning in the Twentieth century. Their idea had an enormous influence on contemporary fashion culture, and consequently has become popularized like lingerie look today. Third, the change of female social status led a big change in view on the female sexuality and the ideas of femininity in fashion culture in the Twentieth century. Dressed by Gaultier, Madonna's performance wearing corset costume played a role in redefining contemporary femininity in relation to sexuality and power, even though it is still under the controversy.

  • China has been experiencing a series of changes after gradually opening up its society. Such changes have now seeped into almost every sector of the society, leading to overall change. While the political system has been maintained without much change, the structure of life for Chinese has undergone a shift, especially in the sectors related to industry or the economy. The Chinese have adopted capitalism in their own way, leading to fast growth in their industries. Those who were born in the 1980s amidst such change (so-called the post-80s generation) are now playing a major role in Chinese society. Understanding this generation can help understand some of the most important phenomena in today's China. Therefore the language used by this generation is in particular meaningful as language often reflects the society it is used in. This study focuses on the newly created words arising from the lifestyles of the post-80s generation to better understand how the China's move towards a more open society over the past three decades have brought about changes. The work culture and consumption styles of the post-80s generation are also showing some collective characteristics. As such, a review of newly created Chinese words related to this generation is expected to increase understanding of the overall Chinese society and Chinese culture of today.
