This paper develops a general methodology for evaluating inspection (mainly, safety inspection) policies, standard and regulations in a complex system with lots of components. Based on practically available data, this methodology enable planners and regulators to estimate the costs and effectiveness of different inspection policies when applied under different system working conditions. As main tools, the concepts of detection probability and earliness of detection are developed in this paper.

This study provides considerations for quantitative risk assessment of landslide on GIS technology. It shows how the landslide possibility analysis is linked by GIS modeling to provide loss estimation tools for landslide hazards in support of socio-economic loss reduction efforts. Those risk assessment results can deliver factual damage situation prediction to policy making for the landslide damage mitigation.

Under the Renewable Heat Obligation (RHO) public buildings in the Republic of Korea larger than $10,000m^2$ must achieve an 11% overall reduction to thermal energy consumption. Well intended solutions have been proposed. However, not all option is evaluated on the same basis, potentially resulting in incomplete or sub-optimal solutions. What's more once projects are implemented, there are inconsistencies in the methods used to measure and evaluate operating performance of the post-retrofit case. The RETScreen decision tools and methodology can be used by decision makers, policy developers, architects, engineers and community leaders to evaluate and select the most effective solutions for Korea's RHO needs.

Knowledge, technology and information have special characteristics different from the ones of normal consumer products and services. Especially the value of such information varies according to external elements such as the provided environment, their method of utilization, and the level and purpose, etc. of the user. In this study, the indicators of information customer value are developed and measured to enhance customer-based values with efforts for making new customers and maintaining existing customers. The result is as follows: 14 customer value indicators were developed. Among the indicators, value gained versus effort, reduced time for research idea investigation and savings in time searching for equipment, and tools and materials got the highest score, which means that time-saving effects were the most important. The field study of this paper was conducted from information users in the field of national R&D, and thus future studies could be conducted in various industries in many countries to attain generalized results.

Shipping protectionist measures are imposed to help the national fleet based on the protection that shares are low and that there are economic benefits from increasing them. Relative to the complexity of those objectives, protection is fairly simple and blunt instrument of policy. Shipping protectionist measures are classified into two groups on the basis of the nature of protectionist tools; finance-oriented and non-finance oriented instruments. The thesis aims to show non-finance oriented shipping instruments in the pre-WTO Period. Chapter 2 deals with the development of protectionism in shipping. Chapter 3 Classified non-finance oriented protection such as Cargo Reservation, Cargo Sharing and Cargo Control. Chapter 4 outlined and examined the effect of Non-Finance Oriented Shipping Instruments which was the most important in developing countries.

Silicon Valley's legal foundation in recent years has surfaced on the radar of policy planners who model Silicon Valley's ICT industry. Precisely, the prohibition of covenants not to compete is linked to firm to firm knowledge spillovers by way of mobile workers positioned as nodes in a system of innovation. Meanwhile, traditional frameworks support enforcement of covenants not to compete as a way to encourage R&D into the worker and to prevent the worker's tacit knowledge and know-how from fleeing. This article examines the ICT industry in Silicon Valley and Route 128 to argue that California's unique law is a key factor in the success of Silicon Valley firms. Theoretically, we reconcile the ostensible strife between enforcement and prohibition frameworks by presenting an industrial approach. We contend that selective enforcement by industry can maximize the policy tools of discorded planners.

Broaching machine is widely used for machining inner shaped slots in the work-pieces, and provides vertical motion (usually hydraulically powered) between tool and work-piece. In this study, we modelled the tool life process and investigated economic tool life of broaching machine. Tool life process is divided into wear-process and succeeding failure process. Wear process is defined as machining wear and failure process as 'chipping' occurred by random shock. We modelled wear process as linear regression function for products amounts and assumed failure process as Poisson process. Economic tool life is defined as the number of lots which minimizes average tool related cost per lot and analyzed by using age replacement policy technique. As tool-related cost factors, we consider tool replacement cost, tool maintenance cost and quality costs of products. The results of this study can be applied to analyze life process of general machining tools.

E-Government refers to government to use ICT (information and communications technology) to work more effectively, share information and deliver better services to the public. With ICT, e-Government has increased transparency of governments. However even there has been much trial for transparency, corruption has been growing with the form of e-corruption. While external threats such as hackers and viruses can have serious consequences, currently most crime involving emerging technology is carried out by insiders i.e. employees in the e-government. Among the many tools being developed to fight e-corruption, there has been much focus lately on internal control system. So, South Korea developed and test-operated "Barum e-system" for internal control last year. This research establishes legal basis, information system link and privacy policy for settlement of this information system through legal review.

Since the coastal countries, such as Unite States and other Latin America countries, proclaimed their 200 nautical mile Exclusive Economic Zone, these countries have attention to the need to develop effective coastal management and resource conservation But these countries often perceive themselves as being in competition with each other for profitable for the expansion of the vested EEZ. In such a situation, Exclusive Economic Zone expansion can appear as attractive policy tools in a coastal fishing firms in a noncooperative rivalries with pelagic countries, enable them to expand their fishing share and earn more profits. In reality, the coastal countries strategic Exclusive Economic Zone expansion change the initial condition of the game that both countries' fishing firms play. In this case, the coastal countries' fishing, such as South Korea, Japan and others, act as a followers. As result, the coastal countries' welfare is improved because of pelagic countries profit share shifts to the coastal countries profit share. In this paper, we find that coastal countries strategic EEZ expansion policy may not improve the coastal contries welfare if the shifting profits are dominated by the direct lobbying costs and related resource depletion.

Using the Sunflower movement as a case study, this article seeks to articulate a theoretical framework to evaluate online "free spaces" as tools for political mobilization. To this end, this article conducts a thematic and content analysis of 151 posts on the official Facebook page of the Sunflower movement. Key results uncover four thematic functions among posts - expressive, informative, informative-support, and promotional - that overlap, in which the expressive theme prevails, and two thematic topics discussed by posts - damages by protesters and their ideology of freedom. I conclude that: (1) combining the logistic and thematic dimensions of posts enables a specific understanding of an online free space's political viability and anticipates the campaigns it will connect itself to; (2) the networked nature of the Sunflower movement page prompts the reconceptualization of (i) online free spaces as nodes through which various political campaigns and struggles are thematically connected by a political ideology; (ii) inactivity as a strategy where protest capital and followers accumulate to prepare and empower future mobilizations.
