위드코로나 시대, 어떻게 준비할 것인가? (Coexisting with the Coronavirus, How to Prepare for It)

  • With the increase in vaccinations worldwide, the world is facing the era of coexisting with coronavirus disease 2019 (COVID-19). The government announced that it will change its focus of public health emergency response system, gradually toward daily recovery from November. Hence, this article reviews an overview of policy tasks to prepare for the era of coexistence with COVID-19. The three key policies that should be considered are as follow: (1) vaccination should be administered promptly to improve the immunity of the target population; (2) the government should advance the medical capability for critically ill patients and reorganize the patient delivery system; and (3) epidemiological surveillance system should be reformed in a direction to raise the social capacity.

  • 지능형 로봇은 사용자의 요구에 따라 상황에 맞는 작업을 선택하여 서비스를 수행할 수 있어야 하며, 다양한 상황에 대해서 현재 가장 적합한 작업이 무엇인지 비교하고 선택할 수 있어야 한다. 이를 위해 절차적 추론 시스템을 활용하는 기존의 지능형 로봇시스템은 작업 모델 내부에 우선도 함수를 정의하고 이를 활용하여 작업 간 우선도를 비교하는 방법으로 작업관리 기능을 제공하고 있었다. 하지만 이러한 기존의 방법은 다중 도메인 서비스를 수행하는 데에 있어, 우선도 결정 함수가 명시적이지 않아 일반적인 상황에 대한 우선순위를 결정할 수 없고, 유용성을 비교하기 위한 표준적인 기준이 존재하지 않아 각 서비스 간의 우선도를 비교하는 방법이 범용적이지 않으며, 이를 재사용하거나 확장할 수 없다는 한계점이 존재했다. 우리는 이를 개선하기 위해 작업관리를 위한 정책 모델과 이를 활용하여 작업의 우선도를 계산하는 방법인 정책 모델 주도 메타-플래닝을 제안한다. 정책 모델은 메타-플래닝 과정에서 작업의 유틸리티를 명시적으로 계산할 수 있는 기능을 제공하며, 기초 모델을 통해 다양한 서비스 간의 유용성을 비교할 수 있게 해준다. 또한, 모델의 구성을 온톨로지를 활용함으로써 확장성을 가지는 특징이 있다. 실험을 통해 동적 환경에서 정책 모델에 따라 로봇의 행동이 변화하는 것을 관찰할 수 있었고, 이를 통해 서비스가 필요에 따라 우선도의 비교를 통해 선택되는 것을 확인할 수 있었다.

공공부문 EA 추진성과와 발전방안에 관한 연구 (The Study on Strategy Planning and Outcome of EA in the Public sector)

  • 최근 공공부문에서 EA(Enterprise Architecture)에 대한 관심이 다시 높아 졌다. EA성숙도 결과가 기관의 정보화 수준에 반영되고 비중도 커졌기 때문이다. EA발전에 대한 행정기관 정보화책임관의 참여도도 상승했다. 공공부문에서 EA연구가 '90년대 말부터 시작하여 '05년도 법제화, '06년도 성숙도 모델의 개발 등 제도화와 연계 되면서 IT 환경변화에도 많은 영향을 미치고 있다. 그러나 그간 도입 위주의 EA정책 추진, 전자정부 UN 평가 연속 1위 반열에서 EA역할 한계 노정, 사용자 친화적 대응체계 부족 등의 과제를 안고 있다. EA관련 연구측면에서도 모델과 성숙도 등 미시적 접근이 다수이고 공공정책으로 거시적 방향 제시는 드물다. 본 논문은 이러한 문제의식을 가지고 공공부문에서 향후 EA 정책방향을 어떻게 추진할 것인가에 대한 함의를 제공하고자 한다. 이를 위해서 EA 정책을 시계열적으로 조망하고 분석하고자 한다. 그리고 EA 정책과 기술, 지원시스템의 관점에서 그간의 성과를 분석하고 시사점을 제시한다. 아울러 EA와 관련된 이해당사자와 업무를 통해 나온 요구들을 각 영역별로 정리하고 그 성과와 향후과제들을 도출한다. 이런 결과를 통해 공공부문의 EA관련 이해당사자와 정보화관련 담당들에게 향후 EA추진에 대한 정책방향 설정을 지원함으로써 보다 효율적인 정보화 정책 추진에 도움을 주고자 한다.

DACUM을 이용한 고위험 산모·신생아 통합센터 간호사의 직무분석 (Job Analysis of Maternal Fetal Intensive Care Unit Nurses Using DACUM Technique)

  • Purpose: This study was performed to establish the role and to analyze the job of MFICU (Maternal Fetal Intensive Care Unit) nurses using DACUM (Developing a curriculum). Methods: A DACUM workshop was held to define MFICU nurses' role and identify their duties and tasks. A DACUM committee was consisted of 7 nurses, 2 nursing professors and 1 medical doctor and as a result, a survey was developed which contained duties and tasks of MFICU nurse. Pre-test was carried out for the validity, finally collected the data from 97 nurses who worked at 7 MFICU and 10 delivery room. Results: A total of 60 duties, 115 tasks and 822 elements of tasks were defined on the DACUM chart and survey. The importance, frequency and difficulty of the tasks were presented the determinant coefficient (DC), the highest DC duty was 'Manage maternal ventilator' (15.09) and the lowest DC was 'Provide nursing care for leisure to gestation extension mother' (6.52). Twenty-eight tasks were differentiated between MFICU and delivery nurses significantly. And the most important, frequently, difficulty task perceived by MFICU nurse was 'Check fetal heartbeat with electronic fetal heart monitor'. Conclusion: The organized educational program and policy was needed to develop for MFICU nurses.

일회성 작업 처리를 위한 통함 스마트폰 앱 (A Universal Smart-phone APP for Processing One-shot Tasks)

  • One shot tasks like a MERSC handling policy, a cinema poster, and so on are too small, diverse, and sporadic to make them as apps or web applications. They are usually shared as the form of notes attached in the field or messages in smart phones. In order to support inter-operability with internet web sites, QR/NFC tags are attached to them. What matters in the web technology is that HTML5 standard does not supply the accessability of smart phones' resources like a camera, an audio, magnetic sensors, and etc. In this paper, we propose a universal smart phone application for handling various one-shot tasks in the same UI/UX. One-shot tasks are described with HTML5 web documents, and the URL for the web documents are stored in QR/NFC tags. A smart phone scans a tag, and then the web document is retrieved and presented finally. QR tags can be delivered to other smart phones through messages or SNS. We solve the problem of HTML5 standard supplying a resource access library with javascrippts. We suggested the whole architecture and the internal structure of QR/NFC tags. We show that our scheme is applicable to make variable one-shot tasks.

경기도 섬유패션 산업의 대내·외 환경변화 분석을 통한 산업구조 고도화 정책방안 - 벤더와의 분업화체계 와해에 따른 근원적 현안의 해결 중심으로 - (Policy on Sophistication of Industrial Structure through Interior and Exterior Circumstantial Change Analysis of the Textile & Fashion Industry in Gyeonggi Province -Focused on Current Foundational Causes by Collapsing Specialization System with Vendors-)

  • In the textile industry located in Gyeonggi-do, 85% of small-sized firms have less than 10 employees; in addition, the most of them are characterized by a vendor relying specialization system that conducts foundry from the vendor that managed marketing, textile design development, and quality checks according to unit stream. The breakaway of these vendors accelerated over the last 7 years; however, industry survival is at stake because the specialization system and orders have collapsed. The following four main policies must be implemented to overcome industry hardship. Policies have been derived from survey and analysis (present condition and trends) from industrial statistics and related policies in advanced and developing countries. First, a policy to promote cooperation between small-sized foundry unit-streams. Second, unification of the marketing support function with a textile design and development support system. Third, the introduction of policy support-management system customized according to developmental stages (tall process${\rightarrow}$fabric production${\rightarrow}$sales${\rightarrow}$clothing production sales). Fourth, foundation of a control tower that puts these tasks in a vehicle and runs them and the division of roles with the central government. We must propel main tasks to manifest the developmental potential (develop eco-friend dyeing and processing technologies, change to the young next CEO in business environment, and grow the of knit market) of the Gyeonggi Textile Industry in a short period to present a condition where these four main policies are running.

공 던지기 로봇의 정책 예측 심층 강화학습 (Deep Reinforcement Learning of Ball Throwing Robot's Policy Prediction)

  • Robot's throwing control is difficult to accurately calculate because of air resistance and rotational inertia, etc. This complexity can be solved by using machine learning. Reinforcement learning using reward function puts limit on adapting to new environment for robots. Therefore, this paper applied deep reinforcement learning using neural network without reward function. Throwing is evaluated as a success or failure. AI network learns by taking the target position and control policy as input and yielding the evaluation as output. Then, the task is carried out by predicting the success probability according to the target location and control policy and searching the policy with the highest probability. Repeating this task can result in performance improvements as data accumulates. And this model can even predict tasks that were not previously attempted which means it is an universally applicable learning model for any new environment. According to the data results from 520 experiments, this learning model guarantees 75% success rate.

화재저감정책의 현황과 개선과제 (Current Status of Fire Reduction Policy and Its Policy Impressions)

  • To minimize and prevent the increasing fire and personal injury, the domestic firefighting organizations are making continuous efforts to strengthen the response system and safety standards. "Fire Reduction Program" has been prepared to reduce the outbreak of fire up to 20% in the next 10 years, and the analysis of fire sources should be done and its countermeasures also should be done accordingly. Therefore, the management status, the improvement tasks, and the limitations of the implementation plan are reviewed and studied so that the implementation and goal of the "Fire Reduction Policy" can be achieved.

Artificial Intelligence and Nursing: Looking Back at Florence Nightingale

  • Background: The reaction of nurses to the advent of artificial intelligence (AI) during the fourth industrial revolution era remains questionable. Understanding Florence Nightingale's achievements may provide valuable lessons that will be helpful to contemporary nurses. Aims: To understand Nightingale's nursing philosophy and methods and provide suggestions for future nursing practice, education, research, and health policy. Source of evidence: Literature. Discussion/Conclusion: Just as Nightingale captured the situation of her time and introduced latest scientific methods, modern nurses need to learn from Nightingale's drastic actions to meet social needs. Nursing can regain a solid humanistic foundation by returning to core values of nursing and humanities, while simultaneously adopting state-of-the-art technologies. Implications for Nursing Policy: AI-driven technologies will advance nursing services and provide greater human-centered and personalized care by eliminating iterative and labor-intensive tasks. Nursing educational policy should support the advancement of nursing curricula to develop AI competencies and specialists within the nursing field.

Research towards New Innovation Strategies in Korea via Focused Group Method

  • As the COVID-19 pandemic crisis left developing countries with economic setbacks, it is high time to highlight that innovative technologies lead the digital economy. The big powers including the United States and China are already implementing industrial policies that involve large-scale fiscal expenditures to secure the lives and safety of their people. To prepare for the future up to 2025, this paper reflects opinions of industry-academia-research experts regarding changes in the external environment and industry trends. By reflecting results of focus group interviews and changes in the external environment and industry trends, a new high-level 5X strategy (Digital Transformation, Energy Transformation, Bio Health Transformation, Supply Chain Transformation, and Research Transformation) to solve national tasks required for the existing ten policy demand fields and ten agenda during lower-level policy implementation stages were derived.
