The aim of this paper is to analyse correlation between the new library act and policy tasks of public libraries in Korea. In order to attain this objective, author set seven policy tasks, that is, amendment and complement of master plan for library development, unification of public library administrative system, institutionalization of local public library and information policy, job analysis and improvement of library personnel system, infrastructure expansion and revision of various legal standards, standardization of management evaluation and statistical system, and strong connection between public library and related cultural institutions. And author suggested the alternatives to drive and improve of these policy tasks.

Reviewing the meaning aid task of balance of regional development, this papa examines the causes of the underdevelopment of rural areas in relation to the urbanization process, probes the concept, principle and necessity of rural community development, and suggests the policy tasks for rural community development in the perspective of regionally balanced development. Since 1960's, Korea has pursued a growth-oriented economic policy. The focus on the aggregated growth, however, has resulted bo invite some regional disparity problems. In the process of development, regional disparity problems were quite a large rural areas compared with urban areas relatively. The under-development of rural areas is deeply correlated with the overcrowding (or overconcentration) phenomena of urban(or metropolitan) areas. The urban-biased policy is the primary cause of the deepening regional imbalance structure between urban and rural areas. The inter-regions equitable and well-balanced development is one of the national policy issues by which the government is confronted, since the issue is closely related with national quality of life. Main three policy tasks for rural community development were 'the new paradigm of development policy' , 'local-oriented policy' and 'human-oriented policy'.

The goal of this study is to suggest policy tasks for the public library in Seoul. For this goal, researcher compared macroscopically the gap between the Seoul city and the global competitiveness city using the core index of the public library, and analyzed microscopically the level of the Seoul city and the metropolitan cities and provinces focusing on the public library infrastructure and service index. Next, researcher evaluated the public library policies by linking the "2030 Seoul City Master Plan" and the "Library and Reading Culture Revitalization Plan". Based on the results, researcher proposed branding for global knowledge culture capitals, advancement of core competencies and systems of libraries, composition of citizen centered knowledge culture ecosystem, maximization of citizen's service satisfaction and expected benefits as future-oriented policy tasks of public libraries in Seoul.

With the growing data size and the increased computing load in machine learning, energy-efficient resource planning in IoT systems is becoming increasingly important. In this paper, we suggest a new resource planning policy for real-time workloads that can be fluctuated over time in IoT systems. To handle such situations, we categorize real-time tasks into fixed tasks and variable tasks, and optimize the resource planning for various workload conditions. Based on this, we initiate the IoT system with the configuration for the fixed tasks, and when variable tasks are activated, we update the resource planning promptly for the situation. Simulation experiments show that the proposed policy saves the processor and memory energy significantly.

In this study, We confirmed the three major policy directions presented in "Educational Policy Direction and Core Tasks in the Age of Artificial Intelligence" announced by the government in 2020, and analyzed how the direction and key tasks are reflected in the policy from keywords selected from government policy data related to artificial intelligence education published between '20 and '22. It was extracted and analyzed how the direction and key tasks are reflected in the policy. As a result of text mining and the topic analysis, the direction of education set was analyzed and various types of activities for nurturing talents in the field of artificial intelligence were confirmed. Ultimately, the government's policy direction is to apply the '25 revised curriculum in earnest, while advancing and activating the AI education policy and allowing it to settle naturally in the field. It could be predicted that related policies and tasks would appear more and more.

With the recent increase of multiple robots cooperating in smart manufacturing logistics environments, it has become very important how to predict the safety and efficiency of the individual tasks and dynamically assign them to the best one of available robots. In this paper, we propose a novel task policy learner based on deep relational reinforcement learning for predicting the safety and efficiency of tasks in a multi-robot manufacturing logistics environment. To reduce learning complexity, the proposed system divides the entire safety/efficiency prediction process into two distinct steps: the policy parameter estimation and the rule-based policy inference. It also makes full use of domain-specific knowledge for policy rule learning. Through experiments conducted with virtual dynamic manufacturing logistics environments using NVIDIA's Isaac simulator, we show the effectiveness and superiority of the proposed system.

With a view to providing a high-quality policy information service beyond the existing national task service of the national policy information portal (POINT) of the National Library of Korea Sejong, it would be necessary to effectively provide the policy data needed for the implementation of the new national tasks. Accordingly, in this study, an attempt has been made to find a way to connect and develop the BRM-based national tasks and the policy information contents. Towards this end, first, the types of national tasks and the contents of each field and area of the government function's classification system were analyzed, with a focus placed on the 120 national tasks of the new administration. Furthermore, by comparing and analyzing the national tasks of the previous administration and the current information, the contents ought to be reflected for the development of contents related to the national tasks identified. Second, the method for linking and collecting the policy information was sought based on the analysis of the current status of policy information and the national information portal. As a result of the study, first, examining the 1st stage BRM of the national tasks, it turned out that there were 21 tasks for social welfare, 14 for unification and diplomacy, 17 for small and medium-sized businesses in industry and trade, 12 for general public administration, 8 for the economy, taxation and finance, 6 for culture, sports and tourism, science and technology, and education each, 5 for communication, public order and safety each, 4 for health, transportation and logistics, and environment each, 3 for agriculture and forestry, 2 for national defense and regional development each, and 1 for maritime and fisheries each, among others. As for the new administration, it is apparent that science technology and IT are important, and hence, it is necessary to consider such when developing the information services for the core national tasks. Second, to link the database with external organizations, it would be necessary to form a linked operation council, link and collect the information on the national tasks, and link and provide the national task-related information for the POINTs.

This study aimed to understand why small libraries, which have been continuously extended by the increase of social interest in them and the enactment of 「Promotion of Small Library Act」, an independent law about small libraries, are poorly activated. To this end, it examined the actual status of small library operation, related policies, support and legislations. By summarizing the results, it proposed a policy direction and tasks for activating small libraries. The policy tasks for activating them consist of three main tasks such as 'the improvement of laws and institutions for establishing the base of policies and securing practical momentum', 'the reestablishment of roles by policy units and the reinforcement of cooperation systems' and 'the construction of stable operation support system for small libraries', and their 14 sub-tasks, under the vision of 'the activation of small libraries support local residents' happy life' and the core value of 'a comprehensive policy ground, the innovation of policy systems and sustainable management support'.

On May 10, 2017, Moon Jae-in's Government launched. The election pledges of Moon's Government in healthcare sector were extracted from those of president election camp and Democratic Party. The main pledges were enhancing the coverage of healthcare costs, management of healthcare costs for elderly, restructuring the health insurance contribution system, and improving the public nature of healthcare system. There are many policy tasks to realize the electoral pledge, especially, financial task is main. The National Planning and Advisory Committee are setting the policy priorities and making the detailed plans. Although this paper deals the initial evaluation of main election pledges, the precise evaluation is needed for the final plan of healthcare policy.

Task scheduling is one of the key issues in improving system performance and optimizing resource management in cloud computing environment. In order to provide appropriate services for heterogeneous users, we propose a novel task scheduling strategy with service differentiation, in which the delay sensitive tasks are assigned to the rapid cloud with high-speed processing, whereas the fault sensitive tasks are assigned to the reliable cloud with service restoration. Considering that a user can receive service from either local SaaS (Software as a Service) servers or public IaaS (Infrastructure as a Service) cloud, we establish a hybrid queueing network based system model. With the assumption of Poisson arriving process, we analyze the system model in steady state. Moreover, we derive the performance measures in terms of average response time of the delay sensitive tasks and utilization of VMs (Virtual Machines) in reliable cloud. We provide experimental results to validate the proposed strategy and the system model. Furthermore, we investigate the Nash equilibrium behavior and the social optimization behavior of the delay sensitive tasks. Finally, we carry out an improved intelligent searching algorithm to obtain the optimal arrival rate of total tasks and present a pricing policy for the delay sensitive tasks.
