The Role of Export Insurance for the Korean Export Promotion: Reflecting the Market Share of Korean Export in Trading Partner Countries (한국수출의 독점정도에 따른 수출보험의 수출촉진 효과 분석)

  • This paper empirically analyzes the influence of export insurance on export promotion using panel data for the Korean case during the sample period from 2003 to 2006. We use the Korean export's share in trading partners' imports as a weight for the weighted least square (WLS) estimation to measure the effect of export insurance on the export promotion. Our main finding is that export insurance subsidy seems to enhance the export performance when the Korean export takes greater share in other countries' markets. On the other hand, under weaker monopoly power of the Korean export, export risk and trading partners' GDP growth rate has more influence on the export promotion rather than export insurance subsidy. Our finding implies that policy makers and practitioners should discern the Korean exports' monopoly power differential across trading countries for better performing export insuarnce policy.

The Effects of Border Shutdowns on the Spread of COVID-19

  • Objectives: At the beginning of the coronavirus disease 2019 (COVID-19) pandemic, some countries imposed entry bans against Chinese visitors. We sought to identify the effects of border shutdowns on the spread of the COVID-19 outbreak. Methods: We used the synthetic control method to measure the effects of entry bans against Chinese visitors on the cumulative number of confirmed cases using World Health Organization situation reports as the data source. The synthetic control method constructs a synthetic country that did not shut down its borders, but is similar in all other aspects. Results: Six countries that shut down their borders were evaluated. For Australia, the effects of the policy began to appear 4 days after implementation, and the number of COVID-19 cases dropped by 94.4%. The border shutdown policy took around 13.2 days to show positive effects and lowered COVID-19 cases by 91.7% on average by the end of February. Conclusions: The border shutdowns in early February significantly reduced the spread of the virus. Our findings are informative for future planning of public health policies.

A Design Problem of a Two-Stage Cyclic Queueing Network (두 단계로 구성된 순환대기네트워크의 설계)

  • In this paper we consider a design problem of a cyclic queueing network with two stages, each with a local buffer of limited capacity. Based on the theory of reversibility and product-form solution, we derive the throughput function of the network as a key performance measure to maximize. Two cases are considered. In case each stage consists of a single server, an optimal allocation policy of a given buffer capacity and work load between stages as well as the optimal number of customers is identified by exploiting the properties of the throughput function. In case each stage consists of multiple servers, the optimal policy developed for the single server case doesn't hold any more and an algorithm is developed to allocate with a small number of computations a given number of servers, buffer capacity as well as total work load and the total number of customers. The differences of the optimal policies between two cases and the implications of the results are also discussed. The results can be applied to support the design of certain manufacturing and computer/communication systems.

The Study of Financing for Energy Efficiency Homes (주택 에너지효율향상을 위한 재정지원 방안에 관한 연구)

  • The aim of this study is to evaluate current policies and suggest the way of overcome financial impediments to the energy efficiency function of residential buildings. Based on this analysis the paper enumerates policy recommendations for enhancing how energy efficiency is addressed in building codes and other policies for residential buildings. For achieving this goal, this study conducts the cost-benefit analysis to measure total energy savings and associated total cost. The results of study shows that the cost is greater than the benefit from 1st to 4th year but the benefit will be greater than the cost for the rest of the year. In addition, this study designs a financial support method and an implementation mechanism. Investment from the capital market will take place with the government's interest subsidy. Home retrofit will be undertaken with low interest rate with 2.5% and the return will be paid by a monthly energy bill. The results of this study provides some useful insights for the policy design, including the importance of developing information tools for providing appropriate information to households.

  • According to the result of this study, China and Japan, the competing countries of Korea are progressing their policy to develop port more intensively than ever. To cope with this situation, it is required for Korean port to prepare systematic and strategic measure as follows. First, the cooperation strategy is necessary to operate domestic port. Second, it is required to set strategy to construct infrastructure for physical distribution in the port. Third, it is necessary to consider inducing transshipment cargo and development of strategy for connected transportation network. Fourth, the system of international physical distribution centering around complex behind ports shall be constructed.

  • Korean government has pursued measure of promoting specialized full time farmers, one hundred fifty thousand by 2001, along with "New Agricultural Policy" begining since year 1993, so as to improve agricultural structure depressed by urbanization and industrialization and also under pressure for agricultural imports liberlization. Objective of the study was to estimate optimal farming size for selected cash crops and livestocks aimed at farm income of more than fifty million won at the year 2001. Estimated items were eighteen fann models of four area for cash crops and nine models of three kind livestocks. Optimal fann size was estimated from the data collected through ninety nine fann household survey for farming result in 1993. and developed computer model on changing farm size estimation related on price change. Those results is espected to utilize as basic reference for promoting specialized full time farmers proposed by the New Agricultural Policy.

Public Opinions on Inter-Korean Economic Cooperation: A Survey Analysis

  • This research attempts to provide an in-depth analysis of the public perceptions of inter-Korean economic cooperation. KDI survey data with a sample size of 1,000 were subjected to empirical analyses. By means of ordered logit estimations, we derive the following results. First, there is a significant effect of age on economic cooperation perceptions, where younger generations tend to be more negative. Second, the group who has positive view on the economic cooperation tends to prefer large-scale, domestic-entity-funded cooperation projects, whereas the group who has negative view tends to prefer small-scale projects and projects funded by international organizations. According to these results, prioritizing trade with the involvement of international organizations is likely to be an effective measure to alleviate potential political constraints and to achieve sustainable long-run economic cooperation systems when pursuing the economic cooperation.

Measuring the Impact of a Trade Dispute with a Supply-side Shock Using a Supply-driven Input-Output Analysis: Korea-Japan Dispute Case

  • The purpose of this paper is to measure the impact of the recent Korea-Japan trade dispute on the Korean economy using supply-driven input-output analysis. In July 2019, Japan announced the decision to tighten the export control of three materials which are indispensable in the manufacturing of semiconductors and electronic display panels. Japan's decision directly affects production in Korea's semiconductor and display sectors and is hence not a demand shock. For this reason, a standard demand-driven input-output analysis is not valid despite the fact that it can still be applied. The impact of Japan's decision on Korea's aggregate and individual sectors' gross output, GDP and employment were computed using both methods.

  • In China, primary purpose of policy concerning land tenure system was to maintain social homogeneity among people and growth of productivity. Even before reformed by Deng Shao Ping's government, left wing who had placed more importance on the social unity. When they gained political power, pressing against market oriented agricultural policy for the collective farming system. However right wing prefered to adopt the productivity oriented policy, which might lead to individualized farming system at the cost of social unity. Since Chinese government following principles of social economy put more weight on social unities rather than productivity growth, farming system and rural community became developed into homogeneous structure across the nation before Deng Shao Ping's reform. Process for People's Commune, followed by first and then second level coperations starting from group farming so called Hozozo, was historical reflection of developing such land tenure system. However, even under People's Commune, farmers' efforts could be found to increase their own productivity along with emerged private farming, in which Posandoho with week private farming system was gradually developed into Pogandoho. As Deng's government encouraged farmers to increase productivity through the market oriented measure, there had been wide spread of Pogandoho among the farmers even before legal desolution of Peoples' Commune was realized.

Regional Strategic Industry (RSI) Promotion Projects and Their Impact on Regional Economic Growth: Focused on Chungbuk Province Cases (지역전략산업육성사업과 지역경제성장 파급효과: 충북 사례를 중심으로)

  • This study tries to measure the direct and indirect effects of the Regional Strategic Industry (RSI) promotion projects in Chungbuk Province in Korea. In specific, it critically examines whether there exists policy consistency and connectivity between the hardware-oriented Stage I (2002~2007) and the software-centered Stage II (2008~2012) RSI promotion projects. Applying System Dynamics (SD) techniques, this study examines complex system characteristics of RSI promotion projects, all of which have been derived from the causal and stock-flow models and their simulated results. Major findings are as follows: Firstly, 'the continuous investment' is regarded as the most crucial policy leverage for the strategic industry promotion and regional economic growth. Secondly, without exceptions, the RSI promotion projects should switch their evaluation criteria to performance-oriented ones. Thirdly, in selecting their subprojects, the RSI promotion projects should pay due attention to evaluating technology value and marketability. Fourthly, it should put policy priority in strengthening cluster networking and interconnectivity among projects, inevitably supporting a selective number of virtuous network systems. Fifthly, auxiliary projects such as marketing, technology aid, and knowledge-based services should not be overlooked.
