Indigenous innovation is the main strategy for China during 2006 - 20 period. China may hope that indigenous innovation policy will spur on industrial upgrading. The purpose of this paper is to evaluate the indigenous innovation policy. The paper begins with the background of the strategy, follows the detailed content of the national strategy, then analyzes how the strategy is implemented. We find that the package of indigenous innovation policy is constructive and efficient for a catch-up economy with clear industry targets but not good for innovation. If China want to be an innovative country, it needs to give market competition more space to incubate and eventually yield increment or disruptive innovation, even radical innovation. Chinese enterprises cannot close themselves off to the global technology system. Only open innovation can give Chinese enterprises the possibility to win in the next wave of innovation in the world and make China an innovative country.

The purpose of this study is to analyze and assess the family policy of the Lee administration and to suggest agendas for sustainable future family policy. Traditionally, families are a unique unit of production and reproduction of family members and social laborers. In addition, families are the social safety net help people survive in a society. Therefore, family policies play an important role in contemporary society. In this context, we review the literature related to family and social policy, and the contents of Ministry for Health, Welfare and Family Affairs, which is the main authority in Korea. The results are as follow: Firstly, the Lee administration ignored the data showing that family policy should be a unique policy, and not a sub-division of welfare policy. Secondly, there is no difference between the active welfare policy of the Lee administration and policies of past administrations. Finally, this study suggests that subjects of future oriented family policy should focus on co-developing programs for the individual, family, and society, to develop problem-prevention and family needs- ordered policy, and to make integrated family policy through laws and delivery systems such as Healthy Family Centers.

We want to know the key factors which are important to make any cluster grow up. First, we make four cluster types which are national policy type, local recruit type, local network type, and existing industry transforming type. Second, We selected Austin case and Kyushu case as two local recruit type clusters. Third, this paper looks into the dynamics of two clusters. Forth, we arrive at the conclusion including the policy implication for Daegu technopolis.

The purpose of this paper is to analyze the concept and cultivating planning of leading company in digital contents industry to promote industrial competitiveness of Korea. This study examines the approach of socio-technical systems and strategic niche management. It reviews the characteristics of that approach such as multi-level perspectives, the views on technology, and policy orientation. It applies the approach to the long-term vision making in science and technological innovation, socio-technical planning, participatory R&D, and science communication in Innovation policy areas and suggests some policy implications.

This study is about establishing the policy direction according to the perception change of the welfare service of the aged. To achieve this goal, this study analyzed the reprocessed result of the survey related to the welfare of the aged among the second and third community social welfare plans of D county, Southern Jeolla Province. The result shows the recipients of the welfare service of the aged have higher perception about spreading the hardware side such as the welfare facility of the aged than about practicing the software policy such as elder care services. It suggests significant implication in deciding the priority of the welfare policy of the aged from now on. But this result is confined in D county, so getting the generalized conclusion needs the comprehensive review toward more broad regions hereafter.

Whatever the country, nanotechnology features as a key priority of most national research and innovation policies. This focus on nanotechnology is due to the promises of this general purpose technology, this new technological wave. As 'one size does not fit all', policies supporting its development cannot just adopt the 'best practices' of the preceding wave. We argue that specific on-going dynamics of nanoscience and technology production justifies the existence of dedicated nanotechnology policies. It also questions the portfolio of instruments mobilized and their balance. In this article, we discuss policies developed for the preceding technological waves and, based on the characteristics of nanosciences and technologies, propose five dimensions of policies to be taken into consideration for their governance at the country and cluster levels.

The purpose of the study is to propose a policy implication of urban logistics in the Incheon metropolitan city. To attain the aim, it reviews new characteristics that Logistics Policy Fundamental Law(LPFL) published by government 2009 suggests and studies the previous papers like Logistic Fundamental Plan(LFP) of other metropolitan cities. After that it proposes a policy implication through benchmarking of urban logistics plan at Tokyo city not only located at a capital area at Japan but also including port and airport. The results are as follows. Firstly, field survey studies of the "LFP" every five years will need to keep pace with "Urban Fundamental Plan"(UFP) having designed to all cities legally every ten years. Secondly, Incheon will be required to create value-added logistics, making best use of third-party logistic companies to small-medium sized businesses along with the age of green. Thirdly, LFP needs to be performed through a mutual cooperation and adjustment among Incheon, Gyeonggi-do and Seoul and in this regions eco-friendly companies performing related logistic activities have to be followed executive and financial supports. Lastly, it will be obliged to develop a evaluation management index to understand the advancement level through a feedback system.
