This article investigates the impacts of firms' regulatory compliance and voluntary innovation activities in environmental management on the development of their organizational capabilities and the enhancement of their performance, within the Korean context. The study invokes a structural equation analysis. The results indicate that voluntary innovation activity in response to market pressures makes a significant contribution to the development of firm-specific organizational capability and the enhancement of firms' performance, but regulatory compliance activity does not significantly affect either organizational capability or performance. This capability was also seen to have implications for firm's performance. This article also suggests several policy implications related to the research.

This research investigates the impacts of information security (IS) culture and management leadership styles on employee's security behaviors (IS policies compliance, IS participation) in financial institutions. This study use the survey data collected from 236 employees of financial institutions. This research shows that IS culture has a positive effect on both behavioral intentions to comply with IS policies and the intentions to actively participate in information security activities. Transactional leadership has a positive impact on the IS policies compliance intentions and to participate in information security activities. In contrast, transformational leadership has a positive impact on the intentions to participate in information security activities, but not on the IS policies compliance intentions.

This study analyzed the effectiveness of China's policy to reduce of sulfur dioxide. China's $12^{th}$ Five-year plan on national economic and social development emphasized environmental protection and low-carbon economic development. Sulfur dioxide was one of the major gases to affect air pollution and climate change and its control became a key policy agenda in the environment and energy sector. As the absolute amount of sulfur dioxide emissions in China came from the industrial sector, the control of the coal-based energy was especially urgent. This study analyzed the factors that influenced the sulfur dioxide emissions and the policy effects to reduce sulfur dioxide in China from 2003 to 2012 based on regional data. The air pollution treatment investments showed the biggest impact together with energy conservation policy in reducing sulfur dioxide emissions. However, pollutant emissions charge did not show a relevant policy effectiveness in all regions as the amount of charge would be smaller than economic benefit from non-compliance. Rationalizing pollutant emissions charge is, therefore, a key policy task for further reduction of sulfur dioxide emissions.

The purpose of this paper is to find an answer why employees in organization violate the organizational information security policy. To do this, this study is rooted in the moral disengagment theory. This study found that moral belief and perceived sanction have an effect on security policy violation. However, if moral disengagement is involved in the research model, perceived sanction is not significant. Finally, SETA, moral belief, and perceived sanction have a negative effect on moral disengagement, which in turn moral disengagement influences positively the security policy violation. The conclusions and implications are discussed.

This study aims at providing with the implication of the EU agri-environmental policy which modestly started in 1985 as an optional policy for the Member States and developed as one of main measures for the reformed CAP in 2013. The first AES was the ESA scheme which had a focus on specific areas where were regarded as having a high natural value and assisted farmers who were voluntarily participated in the scheme. Such a small scale measure has developed as a main policy of the CAP from several reforming processes. It is now applying for the entire land of the EU and necessary for every Member State to introduce the AES measures in their rural development plan. With the principle of cross-compliance and the whole farm approach, it is possible to encourage the European farmers to change their ways of farming into low-input farming. This is the best way to achieve sustainable farming and rural development. This analysis on the changing process of the AES provides the Korean government with somewhat logical perspective on the reform of agricultural policy. The most important thing is to recognise that protecting and restorating environmental and biological resource must precede economical utilising the rural resource.

Korea's RPS, which requires that power generation companies obtain a minimum percentage of their generation by using renewable energy, will take effect in 2012. Based on the first-year law enforcement, generation companies have to satisfy 2% of RPS compliance ratio in 2012. Then, the required RPS compliance ratio will increase up to 10% in 2022. Thus generation companies need to construct power plants that utilize various types of renewable energy sources such as PV and wind power. This work is aimed to analyze the cost of such a renewable power source in terms of capital cost, capacity factor, and fuel cost. We provide the analytical expectation on the renewable power generation cost of 2012 focusing on PV, onshore/offshore wind, fuel cell, and IGCC, which are focused by government policy.

Recently, non-standard techniques of web like Active-X caused not only user inconvenience but also barriers to the business of Internet. The government recognized that the serious environmental situation of using Internet is needed to be improved. Especially, HTML5 convergence technology is meant to be a specific platform over the devices, users, and systems. It also means web standards to support more creative business service model and emerging market. In this paper, we performed a survey on Web standards compliance and web development professional level of domestic web developers. In addition, we present the basic direction of government policy of software and software-positive human resources policy, that is based on the analysis of the survey results. Our study will be able to contribute to construct policies to support digital convergence industry and to strengthen technical assistance and expertise to build training programs for the spread of global Web standards (HTML5).

Purpose - To study the factors that are related with compliance for the voluntary surrender program of drive's license for senior drives and to estimate the rate of voluntary surrender. Design/methodology/approach - We online surveyed 147 individuals in order to analyze the intention to comply the program. The surveyees were driver's license holders aged 54 to 65 and drawn to answer their willingness to comply in a 5-point Likert scale. We developed an ordered probit model to analyze the data. Findings - According to the main results of the empirical analysis, the higher the average number of driving per week, regardless of gender and age, the more negative was the driver toward voluntarily surrender of driver's license. Various policy measures need to be prepared to activate the voluntary surrender system using the willingness to voluntarily surrender the driver's license and the characteristics of the voluntary returners, and the implementation of customized safe driving training for elderly drivers may be one such method. Research implications or originality - Population aging is known to cause various social problems, and in the transportation field, the number of elderly drivers and traffic accidents by elderly drivers are also increasing. The government is implementing a program for elderly drivers to voluntarily surrender of their driver's licenses in order to reduce traffic accidents caused by elderly drivers. If only elderly drivers who rarely drive surrender their driver's licenses then traffic accidents may not reduce as much as the program targets, however, and further policy instruments may be needed.

Socially, organizations are required to effectively manage their information resources, both in terms of acquiring information from external sources and safeguarding against potential breaches by insiders. While information security policies and technologies implemented by organizations contribute to achieving internal security, an overly complex or disorganized security structure can create uncertainty among employees. In this study, we identify factors of structural information security (IS)-related uncertainty within organizations and propose that they contribute to non-compliance. We develop a research model and hypotheses based on previous studies on the information security environment and test these hypotheses using structural equation modeling. Our findings indicate that uncertainties related to IS policy, technology, and communication decrease employees' IS role identity and their intention to comply with IS measures. By addressing these uncertainties, organizations can improve their IS environment and work towards achieving there is goals.

This study, in the perspective of universal design, newly suggests UD-WCAG 2013 for the evaluation of job information sites used by the silver generation. Using this, 13 senior clubs run by social welfare corporations chosen by the central and local government for the silver generation job information provision organizations to analyze the compliance status of web accessibility. The web compliance status analysis was done through a self-assessment tool from Korea Agency for Digital Opportunity and Promotion and UD-WCAG 2013. Although both analyses showed that there weren't differences according to region, the general level of compliance was shown as low. In the UD-WCAG 2013's 7 major categories the part about errors was shown providing appropriate solutions, but in the other parts it was shown that the all 13 websites were being run with insufficient consideration of the social and physical characteristics of the silver generation.
