Each company has different business processes. Since it is impossible that an ERP system contains every different business processes, the productivity of customizing and maintenance well-matched for the business process of a company is the key to successful implementation. This ERP UI development tool was developed for better connection to back-end in terms of customizing and maintenance, integration with design, providing various tools for higher productivity, reusability, and standardized user interface so that it enhances the productivity, meets the UI standard, and copes with upcoming changes of business process. In the further study, the study on the service automation and integrated development environment with front-end and back-end providing through the advanced user convenience development for front-end designer and front-end generator would be carried out.
Our society is increasingly dependent on the Internet, and this trend will be accelerating in the ear of All-IP convergence. As the core infrastructure of the All-IP convergence, the next generation Internet should enable end-to-end Quality of Service(e2e QoS). For that purpose, major international standardization institutes such as ITU(International Telecommunication Union) and IETF(Internet Engineering Task Force) are building the concept and architecture of the Next Generation Network(NGN). However, these institutes focus only on technical issues, and leave many business/policy-oriented challenges unresolved. For example, the standards raised by ITU assume that the entire service delivery process for e2e QoS services is perfectly working. But required is a standardized business interface and process for seamless inter-operations across many stakeholders including ISPs(Internet Service Providers), CPs(Content Providers), so on. On the other hand, TMF(TeleManagement Forum) and QuEST(Quality Excellence for Suppliers of Telecommunication) Forum, global consortiums of telecom operators and vendors, present sets of interface rules and process which playa crucial role as de facto standards: for example, NGOSS/eTOM and TL9000 authorization system. However, these standards focus on telephone services, and provide little principle for the next generation Internet. Our study seeks a way to combine these two strains for a successful implementation of NGN. In particular, we find a missing link in the NGN architecture and the elements that could be complemented with the help of NGOSS/eTOM and TL9000. Finally, presented is a strategic direction that our standardization policy should purse in order to reinforce our global leadership for the next generation Internet.
A Collection Policy provides a direction to an archive, but also provides a foundation for developing practical measures of planning and collecting process. In terms of a Collection Policy, it enables detail collection as regulations or codes cannot be as defined as the level of collection, thus, it allows systematic and strategic approaches in collecting former presidents' records. In the case of United States, where the same presidential system exists as South Korea, although the individual Presidential Libraries and Museums have different periods of collections, the Collection Policy was implement a half century ago that is used as a foundation data for record collection. However, the Presidential Archives in South Korea do not have a Collection Policy implemented that the collection is based on 'collection regulations' and 'collection plans.' In the comparison of the Collection Policy at the Presidential Libraries and Museums in the United States and the "collection regulation" and "collection plan" at the Presidential Archives in South Korea, it shows that while the Presidential Libraries and Museums' Collection Policy applies the characteristics of individual presidents that the collection comprises the records from more than the appointed period that it includes various personal records of relating figures, events, regions, and even personal interest; the records are written in detail to the detailed scale and procedure. On the other hand, the Presidential Archives in South Korea, the records collected based on 'collection regulations' and 'collection plans' do not sufficiently apply the individual features of the former presidents that the collections remain as general and unclear. This is due to the absence of a Collection Policy that systemizes and sustains professionalism and consistency of collection plans and procedures. Hence, this study is conducted to propose collection policy implementation measures by analyzing the Collection Policy of the Presidential Libraries and Museums in the United States and identifying implications for applying individual president characteristics.

To date, the implementation and adoption of new manufacturing technologies has been retarded despite their technical advances and strategic virtues such as flexibility and synergy effect. This phenomenon is partly attributable to the lack of commensurate development and widespread dissemination of adequate selection and justification procedures. Many strategically vital automation projects have been rejected and/or seemingly promising proposals have turned out to be fiascos since the justification process has been solely based on the traditional capital budgeting or engineering economy methods. As the degree of system automation/integration increases, a variety of benefit/cost attributes, both quantitative and qualitative, should be taken into account and more comprehensive and analytic justification methods should be applied in the justification process. This paper points out the distinct characteristics of advanced technologies and presents an illustrative set of procedures that can be used in the justification process. It outlines the algorithmic structure of each procedure and also describes the advantages/disadvantages of each procedure and the conditions under which it is most appropriate to employ. The selection of appropriate justification technique is situation-specific. In general, it is recommended that more complex and sophisticated procedures be used as the degree of integration increases. Nonetheless, traditional procedures may be used as well to make in-depth analyses of the local impact.

This research is to investigate the concept of Local Housing Association, and stepwise implementation procedure, through the theoretical consideration, and then to find out overall problems happening in the process of pushing ahead with Local Housing Association, including problems in the corresponding business stage, based on the cases of Local Housing Association that have been appearing in Changwon areas, Gyeongnam, and to present legal and policy directions for solutions to it, based on it. First, regarding improvement measures at the stage of promotion committee, it is necessary to introduce the system to report the establishment of promotion committee to cities, provinces, and districts under the jurisdiction of the location of overall business, for the establishment of association. In order to secure the professionalism of promotion committee, it is necessary to enforce those members to receive education and training for a certain period, and improve the system to post on Website or through public notices. Second, regarding improvement measures at the stage of the approval of establishment, Local Housing Association have difficulties in replacing members and joining new memberships, after getting the approval of the establishment, which can put the brake on business operation. Finally, in order to prevent crime actions, such as embezzlement or breach of duty, in advance, it is necessary to establish the institutional system that allows every member to check details of business fund. It is expected that this research would minimize side effects incurred by Local Housing Association System and help Local Housing Association take full institutional responsibility and play an axis of housing supply policy.
As a case study of an ex-post evaluation of regulations, in this paper I evaluate the 'uniform settlement rate requirement', a regulation that was introduced in 1986 and that was applied to the international telephone market in the U.S. for more than 20 years. In a bilateral market between the U.S. and a foreign country, each U.S. firm and its foreign partner jointly provide international telephone service in both directions, compensating each other for terminating incoming calls to their respective countries. The per-minute compensation amount for providing the termination service, referred to as the settlement rate, is determined by a bargaining process involving the two firms. In principle, each U.S. firm could have a different settlement rate for the same foreign country. In 1986, however, the Federal Communications Commission introduced the Uniform Settlement Rate Requirement (USRR), which required all U.S. firms to pay the same settlement rate to a given foreign country. The USRR significantly affected the relative bargaining positions of the U.S. and foreign firms, thereby changing negotiated settlement rates. This paper identifies two main routes through which the settlement rates are changed by the implementation of the USRR: the Competition-Induced-Incentive Effect and the Most-Favored-Nation Effect. I then empirically evaluate the USRR by estimating a bargaining model and conducting counterfactual experiments aimed at measuring the size of the two effects of the USRR. The experiments show remarkably large impacts due to the USRR. Requiring a uniform settlement rate, for instance, results in an average 32.2 percent increase in the negotiated settlement rates and an overall 13.7 percent ($3.43 billion) decrease in the total surplus in the U.S. These results provide very strong evidence against the implementation of the USRR in the 1990s and early 2000s.

Objectives: Health promotion policies have been developed and implemented in most developed countries. The purpose of this study is to compare the national health promotion plans among Korea, Japan and USA. Methods: Data were collected and involved overview of health promotion plans, formulation of policy, evaluation, monitoring and research, implementation in each countries. I got the some literatures over the governmental websites related to the health promotion. The data from each country were analyzed for comparison. Results: The goals of Healthy People 2020 are to attain high-quality, longer lives, to achieve health equity, to create social and physical environments, to promote quality of life across all life stages. Those of Healthy Japan 21 are increasing the year of healthy life and reducing health disparities. and Those of Health Plan 2020 are prolonging of healthy age and improvement of healthy equity. The number of topic areas and objectives of health promotion in each countries were different. Healthy People 2020 lacks participation of community people and stakeholders in the process of planning, impletation, evaluation. Conclusion: The planning models of health promotion were different among countries. But they reflect the social determinants of health. The health plan goals of Korea were similar to Japan. but were different from USA. The implementation and evaluation systems of USA and Japan were systematic and performed well than those of Korea.
Purpose: The purpose of this study was to translate and culturally adapt the International Classification of Functioning, Disability and Health (ICF) into the Korean language. Methods: The process of translation and adaptation of the ICF used here followed the translation guidelines of WHO. Implementation of this procedure comprised of four steps; forward translation, expert panel back-translation, pre-testing and cognitive interviewing, and final adaptation. The translators included health professionals with knowledge of ICF and non-health professionals blinded to the ICF. Clinical academics with significant experience in the use of disability survey, medical doctors, special educators, related policy makers, clinicians, architecture professionals, and international experts in ICF were invited to integrate all versions of the ICF for testing; 151 clinicians volunteered from 19 medical institutes across the country. Four different core-sets and a questionnaire were used for testing its practical usability and adaptation. Results: All translations were reviewed and a consensus was reached on any discrepancy from the earlier versions. Over 90% of the newly translated version of K-ICF was found to be different from the 2004 K-ICF version in the ICF language. Understanding of K-ICF language was responded difficult and very difficult by 50% of participants, whereas its practical use was responded 'useful' by more than 50% of subjects. Conclusion: It can be suggested that the new version of K-ICF should be widely used for final adaptation in the field of areas. Future studies will be required for implementation of K-ICF.
The purpose of this study is to suggest practical ways to improve the 5th Government Employees Pension System(GEPS) in the near future. This article surveyed the civil servants cognition in three different levels(validity, feasibility, efficiency) by Q methodology. The value and mean of GEPS in the validity level, procedure and participants of GEPS reform process in the feasibility level, and contribution rates, benefit rate, replacement rate of GEPS in the efficiency level were analyzed. There is no successful policy without securing compliance and acceptance of implementation organization and target group. So next 5th GEPS reform could proceed successfully when it took into account civil servant's-who is the implementation group and target group- thought about variances of the 3 levels of GEPS.
With the outbreak of coronavirus disease 2019 (COVID-19) pandemic, health policymakers are adopting new policies regarding the issue of immunization disparities, especially for children in low-income communities of color who lack awareness and thereby access to vaccines. The purpose of this paper is to propose an evaluation framework using program theory-based evaluation approach and logic model to analyze and evaluate the immunization disparities in children aged 19-35 months. Data is collected from New York City department of Health and the U.S. Census Bureau for Northern Manhattan Start Right Coalition program which consists of 19,800 children, and the community-provider partnership includes 26 practices and 20 groups. Program theory is used to evaluate this community-based initiative with the logic model which is a visual depiction that illustrations the program theory to all stakeholders. The logic model highlights the resources, activities, outputs, outcomes, and impacts of the program to guide to planners and evaluators and to call attention to the inadequacies or flaws in the operational, implementation and service delivery process of the program in offering a new perspective on the program. This framework adds to the literature on evaluations of immunization disparities in determining whether evaluators can definitively attribute positive immunization outcomes in the community to the program and conclude whether it has potential in expanding or duplicating it to other similar settings, especially in other rural areas of the United States, and abroad, where routine immunization equity gaps are wide due to income, racial and ethnic diversity, and language barrier.
