While designing and operating machines, it is very important to understand the dynamic characteristic of the machines. Authors developed the Sylvester-transfer stiffness coefficient method in order to analyze effectively the free vibration of machines or structures. The Sylvester-transfer stiffness coefficient method was derived from the combination of the Sylvester's inertia theorem and the transfer stiffness coefficient method. In this paper, the authors formulate the computational algorithm for flexural free vibration analysis of axisymmetric annular plate using the Sylvester-transfer stiffness coefficient method. To confirm the usefulness of the Sylvester-transfer stiffness coefficient method, the natural frequencies and modes for two computational models computed using the Sylvester-transfer stiffness coefficient method are compared with those computed using the exact solution and the finite element method.

A circular plate is one of the important structures in many industrial fields. In static analysis of a circular plate, we may obtain an exact solution by analytical method, but it is limited to a simple circular plate. Thus, many researchers and designers have used numerical methods such as the finite element method. The authors of this paper developed the finite element-transfer stiffness coefficient method (FE-TSCM) for static and dynamic analyses of various structures. FE-TSCM is the combination of the modeling technique of the finite element method (FEM) and the transfer technique of the transfer stiffness coefficient method (TSCM). FE-TSCM has the advantages of both FEM and FE-TSCM. In this paper, the authors formulate the computational algorithm for the static analysis of axisymmetric circular plates under lateral loading using FE-TSCM. The computational results for three computational models obtained by FE-TSCM are compared with those obtained by FEM in order to confirm the accuracy of FE-TSCM.

1953년 12월 23일 불법 외국어선 단속 및 영해경비를 목적으로 창설된 해양경찰은 2014년 4월 16일 발생한 세월호 사건을 계기로 국민안전처 해양경비안전본부로 개편되었다. 이 과정에 정보 수사업무는 '해상에서 발생한 사건에 관한 수사 정보'를 제외하고 경찰청으로 이관되었다. 그러나 정보활동에 대한 정의가 명시되지 않았으며 활동범위와 관할이 불분명하여 논란이 지속되고 있다. 이러한 인식하에 본 연구에서는 정부조직법 개정으로 개편된 해양경비안전본부의 정보기능에 대해 법적, 제도적 측면을 분석하고 경찰청, 일본 해상보안청, 미국 해양경비대 등 국내 외 치안기관과의 비교분석을 통해 그 한계를 도출하고 개선방안 제시를 목적으로 하였다. 연구 결과를 요약하면, 첫째 법적인 측면에서 "정부조직법" 본문에 정보활동에 대한 수권 근거가 없었으며, 임무를 규정한 조직법이 없었고, 작용법 역시 근거가 미약하였다. 둘째, 제도적 측면에서 "정부조직법" 부칙에 규율된 '해상에서 발생한 사건에 관한 정보'의 개념이 불분명하며, 경비 안전 오염방제 업무는 '해양에서'로, 정보업무는 '해상에서 발생한 사건'으로 각각 이원화 되어 직무와 정보활동의 범위가 일치하지 않았다. 또한, 직제 및 인력이 대폭 감축되어 유기적이고 조직적인 정보활동이 곤란하였다. 경찰청은 "정부조직법"에 '치안에 관한 사무'가 명시되어 있으며, 조직법과 작용법을 통하여 수권직무를 지원하는 정보활동범위를 '치안정보 수집, 작성 및 배포'로 규정하여 담당직무와 정보활동의 범위가 일치하고 있었다. 일본이나 미국 해상치안기관 역시 정보기능이 설치되어 있으며 조직의 임무에 부합하는 정보활동을 하고 있었다. 중국, 일본 등 인접국가들은 해양에서의 우위를 확보하기 위하여, 중국은 해경국을 신설하였으며, 일본은 해상보안관에게 도서지역에서 경찰권을 행사할 수 있도록 관련법령을 개정하는 등 해양집행력을 강화하고 있으며 이를 뒷받침하기 위해 분야별로 전문화된 정보기능을 유지, 발전시키고 있었다. 해양주권수호 및 해양안전의 안정적인 집행력을 확보하기 위해 해양경비안전본부의 정보기능에 대해 법적근거를 명확히 갖추고 직제와 기능을 강화함과 동시에 인력을 보강하고 전문적인 교육 및 관리 체제를 갖추기를 제안한다.

This main purpose of the study is to identify social network of communicators sharing information on Bokjiro for publicizing welfare policy. This study employs NodeXL pro to understand networks and their role in the social network. The data for social network analysis was collected from Twitter for a week. The result of the analysis shows that the social network of communicators on Bokjiro does not have many nodes. It also has an independent network with high possibility of information distortion. Little communicators have controlling power in information flow in one way of communication. According to the result, it is not effective for marketing strategy of welfare policy in providing online information through Bokjiro. The study suggests that the government should use the transactional approach to marketing based on agent-oriented activity focusing on the exchange relationship between information providers and demanders in an age of networked intelligence.

The Unites States has been plagued with soaring health care costs and an alarmingly large number of uninsured population. The Patient Protection and Affordable Care Act of 2010 ushered in the most sweeping health care reform in the United States since the introduction of Medicare and Medicaid in 1965 to address these issues. The law's requirement for individuals to purchase health insurance (the so-called "individual mandate"), however, not only caused a political stir but also prompted constitutional challenges. Some questioned whether the federal government, lacking general police power, could require its citizens to buy unwanted insurance based on its enumerated powers under the U.S. Constitution. This paper summarizes the decision of the U.S. Supreme Court on the constitutionality of individual mandate, and explores how the decision relates to Korea's own universal health care.

In this paper I examined economies and implications of "Net Neutrality" and Internet Freedom. It is argued that mandating Net Neutrality would be likely to reduce economic welfare. Instead, the government should focus on creating competition in the broadband market by liberalizing more spectrum and reducing entry barriers created by certain local regulations. In cases where a broadband provider can exercise market power the government should use its antitrust enforcement authority to police anti-competition behavior. To assure Net Neutrality, it is needed to make sure of fair competition and to facilitate flexible prices. Especially it is needed to invest consistently to the sector of Network.

<콜드 케이스>는 미제 살인 사건을 수사하는 미국 필라델피아 강력반의 이야기를 그리는 미국 TV시리즈이다. 시리즈는 여타의 인기 있는 시리즈들과 달리, 과거와 현재의 시간을 오가며 미국 역사의 소수자, 주류 역사에서 지워진 보통의 범죄 희생자들을 주인공으로 한다. 이유는 시리즈의 목표가 과거의 용기 있는 이들의 헌신으로 이루어진 사회적, 정치적 변화에 대하여 현재의 우리들이 미처 기억하지 못한 부분들을 다시 한 번 돌아보게 해주는 것이기 때문이다. 시리즈는 플래시 백 기법, 영혼의 등장, 시대배경과 주제에 정확하게 부합되는 대중음악의 사용을 통해 시청자들의 감정적 몰입을 유도하고, 간접경험으로만 기억하고 있는 역사적 사건들의 숨은 주인공들을 기억하게 한다. 즉, 기존의 기억만으로는 부족한 부분을 좀 더 세밀하게 보완한 "보철적 기억"의 개념으로 시리즈 존재의 가치를 입증한다. 우월한 지식과 권력의 남용으로 구성한 사회적 구조의 변화는 개인들의 끝없는 노력을 통해서만이 가능했고, 절대 그들을 잊어서는 안된다는 것이 시리즈 전체의 이야기 이다.

원자력 안전에 대한 국민적 관심이 지속적으로 증가하고 있는 가운데 그동안 비정규직으로 위탁운영되던 원자력발전소 특수경비원의 정규직화가 추진 중에 있다. 특수경비원은 시설경비하기, 무기 사용하기, 비상사태 대응하기, 출입통제하기 등 상당한 수준의 체력이 요구되는 직무를 수행하는 바, 특수경비원의 정규직화 과정에 있어 이들의 체력검정방안에 대한 논의가 시급한 실정이다. 본 연구에서는 문헌연구를 통해 한국, 미국, 일본 3개국의 경찰, 소방, 군인을 대상으로 한 체력검정방법을 분석하였으며, 이를 통해 기존 특수직종별 체력검정방법의 특징과 장·단점을 고찰하고자 하였다. 이후 전문가 회의를 거쳐 원자력발전소 특수경비원에게 적합한 새로운 체력검정방법을 도출하였다. 또한 본 연구는 개발된 체력검정방법이 현장에 도입될 수 있도록 체력검정결과를 해석할 수 있는 가이드라인을 제시하고자 하였다. 이를 위해 74명의 피검자를 대상으로 체력검정을 실시하였으며, 실험결과를 기초로 특수경비원 체력검정종목별 예상기록을 제시하였다.

본 논문은 검찰개혁에 대한 검사의 정치적 중립성 확보방안을 중심으로 고찰하였다. 우리나라 검찰은 막강한 권한을 가진다. 그동안 검찰은 수사권, 기소독점권, 경찰 수사지휘권을 가지고 통제받지 않는 무한 권력을 만끽하였다. 검찰은 초임 검사에서 검찰총장까지 일사불란하게 움직이는 초유의 동일체 기관이다. 한국검찰만큼 권력을 가진 기관은 타국에 없다. 그런데 이런 권력을 누리는 검찰은 민주적통제가 제대로 이루어지지 않아 검찰개혁이라는 시대적 과제에 놓여있다. 한국 역사에서 권력의 눈치를 보지 않고 앞만 보고 권력 부패에 대하여 장검도를 휘두르는 그런 검사가 있었는가. 지금까지 검찰은 정권의 눈치나 보고 정권 수사에 입맛에 맞는 수사를 하였고 그 반대급부로 검사들은 출세 가도를 달렸다. 그래서 역대 정권은 검찰의 정치적 중립성을 보장하려고 무던히 애썼다. 이와같이 검찰개혁의 진정성을 분석하기 위하여 법적인 논리를 고찰하고자 한다. 이를 위해 먼저 첫째, 검사 및 검찰 권한을 고찰한다. 둘째, 정부 검찰개혁의 내용을 고찰한다. 셋째, 검찰개혁의 방향을 정립한다.

본 연구는 인터넷상의 가상공간에 다양한 자료로 구성된 환자 증례를 통해, 교정을 배우고자 하는 임상의나 학생들의 교육에 필요한 멀티미디어 데이터베이스를 구축하기 위한 것이다. 이러한 시스템을 구현하기 위해서는 이미지 자료의 처리, computer network를 통한 빠른 정보처리 기능, 진단 분석법의 개발, 데이터베이스의 구축 기술, 데이터베이스와 인터넷과의 연계, 증례를 통한 교육방법론과 같은 기술적 문제점들이 있다. 진단과 치료계획을 위한 분석은 모델 분석과 두부방사선 사진분석으로 나누어 제공하였다. 모델분석법은 arch length discrepancy와 Bolton tooth ratio를 환자 정보란에 제공하였다. 두부방사선 사진분석은 초진란에 제공하였다. Cephalometric analysis ver 2.0과 Power Ceph pro 3.3.5를 이용하여 Tweed, Steiner, Jarabak분석법 등을 제공하였으나, 본문에서는 주로 Kim's analysis와 몇 가지 계측치를 추가하여 설명하였고, 나머지는 tracing란에서 제시하였다. 또한 치료 종료 후나 보정란에서 치료 전,후의 두부방사선 사진을 중첩해서 보여줌으로써 치료에 의한 효과를 직접 볼 수 있도록 하였다.
