This paper presents a target localization scheme for distributed Multi-input Multi-output(MIMO) radar system using ToA measurements obtained from multiple transmitter and receiver pairs. The proposed method can locate the target from an arbitrary initial point by iteratively finding the Taylor linear approximation equation. The simulation results show that proposed method achieves the better mean square error(MSE) performance than the existing target localization methods, and furthermore, attains Cramer-Rao Lower Bound(CRLB).

To locate an object accurately in the wireless sensor networks, the distance measure based on time-delay plays an important role. In this paper, we propose a maximum likelihood (ML) time-delay estimation algorithm in multi-path wireless propagation channel. We get the joint probability density function after sampling the frequency domain response of the multi-path channel, which could be obtained by the vector network analyzer. Based on the ML criterion, the time-delay values of different paths are estimated. Considering the ML function is non-linear with respect to the multi-path time-delays, we first obtain the coarse values of different paths using the subspace fitting algorithm, then take them as an initial point, and finally get the ML time-delay estimation values with the pattern searching optimization method. The simulation results show that although the ML estimation variance could not reach the Cramer-Rao lower bounds (CRLB), its performance is superior to that of subspace fitting algorithm, and could be seen as a fine algorithm.

A particle image velocimetry (PIV) technique was employed to investigate the effects of blowing jet on the flow characteristics over stationary and pitch-oscillating airfoils. The Reynolds number was $7.84{\times}10^5$ based on the chord length. It was found that for stationary airfoil cases, continuous and pulsating blowing jets successfully reduced separated wake region at high angles of attack. A comparison study of two different types of jet blowing indicated that pulsating jet is more effective than continuous jet for flow separation control. Pulsating leading-edge blowing postpones flow separation and increased stall angle of attack by $2^{\circ}{\sim}3^{\circ}$. For pitch-oscillating airfoil cases, the PIV results showed that blowing jet efficiently delays the separation onset point during pitch-up stroke, whereas it does not prevent flow separation during pitch-down stroke, even at angles of attack smaller than static ones.

Terrorists always threats the global security with the possibility of using prohibited warfare, NBCs(Nuclear, Biological and Chemical Warfare). Compared to other prohibited warfares, most of biological warfare agents (BWAs) have no physical properties and time delays from spread to affect. Therefore the early detection is important to protect and decontaminate from BWAs. On the preliminary detection stage for suspicious material, most of detection kits only serve to know weather the BWAs exists or not. Due to this reason, simple field confirmation testing for suspicious substances have been used to identify materials which show negative result on detection kits. Considering the current Lab on a Chip(LOC) technologies, we suggest simple identification platform for unknown suspicious substances based on paper fluidics. We hope that our research will envision the future direction for the specific point-of-view for LOC technologies on detection strategy of BWAs.

It is well known that during tensile testing, a part of the mechanical work done on the specimen is transformed into heat energy. However, the ultimate temperature rise and the rate of temperature rise is related to the nature of the material, conditions of the test and also to the deformation behaviour of the material during loading. The recent advances in infrared sensors and image/data processing techniques enable observation and quantitative analysis of the heat energy dissipated during such tensile tests. In this study, infrared imaging technique has been used to characterise the tensile deformation in AISI type 316 nuclear grade stainless steel. Apart from identifying the different stages during tensile deformation, the technique provided an accurate full-field temperature image by which the point and time of strain localization could be identified. The technique makes it possible to visualise the region of deformation and failure and also predict the exact region of fracture in advance. The effect of thermal gradients on plastic flow in the case of interrupted straining revealed that the interruption of strain and restraining at a lower strain rate not only delays the growth of the temperature gradient, but the temperature rise per unit strain decreases. The technique is a potential NDE tool that can be used for on-line detection of thermal gradients developed during extrusion and metal forming process which can be used for ensuring uniform distribution of plastic strain.
What are some of the explanations for cross-national diversity of foresight performance among technological followers? Why are some countries more successful than others in learning how to develop national innovation system foresight? This paper argues that the answers are linked to organizational capacities at three different levels: governmental, policy network and social learning. To corroborate this argument, the paper chose Iran and Korea as benchmarking partners, and attempts to find out what makes Iran a slow learner in building innovation system foresight. The conceptual model is an improved model of Saritas's, by integrating Borras' and Andersen's conceptions and classifications. The data are collected from comprehensive interviews in both countries and second-hand data of international indexes. The paper, finally, concludes that it is the weakness of analytical-systemic capacity that impedes and delays the emergence of systemic foresight in Iran, and that this weakness stems from the adverse impacts of the dominant institutions, surrounding the innovation system. The final point is that it is not sufficient for Iran to learn the methods and techniques of foresight from Korea. It should learn how to open its macro-policy towards the global market and design appropriate industrial strategy in a coherent policy-strategy portfolio.

Fields of high-precision positioning applications are growing fast across the mass market worldwide. Accordingly, the industry is focusing on developing methods of applying State-Space Representation (SSR) corrections on low-cost GNSS receivers. Among SSR correction types, this paper analyzes Safe Position Augmentation for Real Time Navigation (SPARTN) messages being offered by the SAfe and Precise CORrection DAta (SAPCORDA) company and validates positioning algorithms based on them. The first part of this paper introduces the SPARTN format in detail. Then, procedures on how to apply Basic-Precision Atmosphere Correction (BPAC) and High-Precision Atmosphere Correction (HPAC) messages are described. BPAC and HPAC messages are used for correcting satellite clock errors, satellite orbit errors, satellite signal biases and also ionospheric and tropospheric delays. Accuracies of positioning algorithms utilizing SPARTN messages were validated with two types of positioning strategies: Code-PPP using GPS pseudorange measurements and PPP-RTK including carrier phase measurements. In these performance checkups, only single-frequency measurements have been used and integer ambiguities were estimated as float numbers instead of fixed integers. The result shows that, with BPAC and HPAC corrections, the horizontal accuracy is 46% and 63% higher, respectively, compared to that obtained without application of SPARTN corrections. Also, the average horizontal and vertical RMSE values with HPAC are 17 cm and 27 cm, respectively.

The handover procedure of IEEE 802.11 wireless local area networks (WLANs) introduces significant delay, which can degrade the quality of service (QoS) especially for delay-sensitive applications. Although studies have been conducted to support handover in SDN-based WLAN, there is no research to reduce the channel scanning procedure that takes up the most delay time in the handover process. The channel scanning procedure is essential to determine the appropriate access point (AP). To mitigate this problem, this paper proposes a SWITCH: SDN-WLAN integrated handover scheme for QoS-Guaranteed mobile service. In SWITCH, each AP periodically broadcasts beacon frames through different channels in a predetermined order that includes the operating channel information of the AP. This allows mobile stations (MSs) to receive the beacon frames of nearby APs, and therefore they can determine the appropriate APs for handover without the channel scanning procedure. By reporting the information of the newly moved AP to the SDN controller, a flow rule is installed in advance to provide fast handover, and packet loss is reduced by buffering data destined for MS. In addition, the proposed scheme can adaptively operate SWITCH to consider the user location and QoS requirement of flow to save radio resource overhead. Performance evaluation results demonstrate that SWITCH can reduce the handover delays, flow table utilization ratio and radio resource overhead while improving the network throughput.

For real-time precise GPS data processing such as a long baseline network RTK (Real-Time Kinematic) survey, PPP (Precise Point Positioning) and monitoring of ionospheric/tropospheric delays, it is necessary to guarantee accuracy comparable to IGS (International GNSS Service) precise orbit with no latency. As a preliminary study for determining near real-time satellite orbits, the general procedures of satellite orbit determination, especially the dynamic approach, were studied. In addition, the transformation between terrestrial and inertial reference frames was tested to integrate acceleration. The IAU 1976/1980 precession/nutation model showed a consistency of 0.05 mas with IAU 2000A model. Since the IAU 2000A model has a large number of nutation components, it took more time to compute the transformation matrix. The classical method with IAU 2000A model was two times faster than the NRO (non-rotating origin) approach, while there is no practical difference between two transformation matrices.

The object of this study is to compare Grade crossing interchange, Diamond interchange. Roundabout interchange. SPUI(Single Point Urban Interchange), Echelon interchange). Echelon interchange. By VISSIM Simulation, this study drew the relative delay value of every scenario and compared the delay value of each vehicle considering construction expenses. Through this comparison study, ideal interchange is dependent on the volume of traffic, the number of lanes, and the rate of left turns.
