The market volume of urban regeneration projects has steadily increased, thereby mixed-use development also shows significant market growth. However, previous researches on urban regeneration mainly deduced suggestions and plans for institution improvement based on comparison between projects implemented the inside and outside of the country. Whereas, researches on project management closely related to project success were limited, particularly in performance management. Accordingly, this research aims at developing a program performance management framework for public clients so as to succeed mixed-use development projects. Through extensive literature review and expert interview, this research developed performance indices for diverse facilities, risk management framework and integrating method of program performance score. The proposed framework is able to consider total life cycle from basic planning to maintenance phase and to check real-time performance level. Moreover, risk management framework can periodically assess and control the level of inherent risks within performance indices. The results can contribute to improve existing performance management practices and be basis for a web-based system developed in future.

The port entry system of the inner harbor in Pyeongtaek (Asan) was planned as lock-gate in 'Master plan project on port planning in Asan industry base(1990)', but was changed to tidal harbor in 'Project maintaining Master Plan for comprehensive development of Pyeongtaek (Asan) port(2001)'. Accordingly, southern sea bank constructed under the lower part of Seohae-bridge will be removed so that inbound/outbound vessels for the inner harbor can navigate at all times. However, in the view of the safety on passing through the lower of Seohae-bridge, navigating conditions for the inner harbor will be restricted in the single-way of 50,000 DWT vessel and the two-day of vessel less than 30,000 DWT. Therefore, this study carried out the estimation of traffic congestion arising from these vessels with above restrictions after supposing annual inbound/outboubd vessel's numbers for loading and unloading cargo surveyed on the inner harbor.

Safety assessment of construction projects may be affected by various factors such as types and scale of projects, construction methods, procedure, climactic, and site conditions etc. Presently, in planning and design phases, designers are still often uncertain of their responsibilities, l3i]I information and training of safety. Therefore, designers are still failing to exploit the potential that have to eliminate and reduce risks on site. In this study, the concepts of safety impact assessment is introduced in order to derive the performing design for safety in design phase. For this purpose, a framework for safety impact assessment model using risk-based approach for construction projects is suggested. The suggested model includes of information survey and scenarios, classification of safety impact factors occurred by design and construction, and quantitative estimation of magnitude and frequency. Moreover, the checklist which is enable to identify relationship between safety impact factors and design factors is developed and the methodology of safety impact assessment model using risk-based approach is also proposed.

The post-evaluation system after construction projects can evaluate estimates of use demand, project cost, and project schedule estimated in the planning phase of construction projects in public sector. Thus, it was introduced in 2000 for the purpose of reduction in future errors during similar constructions by project orderer by referring the post-evaluation results. However, many barriers to the post-evaluation system after construction projects have been reported due to evaluation systems that lack objectivity and reliability and lack of main bodies that utilize the system. Thus, this study derived implications for improvements of the post-evaluation system in Korea by benchmarking building project evaluation system and management as well as utilization systems of developed nations. Then this study conducted a survey with experts who have experienced activities in the post-evaluation committee and members of post-evaluation for public project owners. Therefore it identified the need of installation of specialized post-evaluation institutions as well as functions and work tasks to be taken by specialized institutions. Based on the analysis results, this paper provided revision drafts of related legislations and guidelines to be effective in post-evaluation. Through the study results, many trial and errors can be reduced in similar projects in the future by performing in-depth analysis on large-scale construction projects and repeatedly applied building project practices can be improved to raise technical competitiveness if the specialized institution is installed.
While a vast number of cad drawings are produced in the life cycle of construction projects from the planning, design, and construction phases to the maintenance and control phases, the creation and distribution of non-standard drawings make it difficult for the construction parties to communicate with one another and to recycle, maintain, and control drawings by project phase. The Korea standard of CAD drawing in construction CALS/EC, which stipulates the standard for construction CAD drawings, is based on roads, rivers, and railways in line- and unit-based structures, allowing the creation of standardized CAD drawings. Such standard, however, cannot be easily applied to construction projects with multiple facilities like harbors, housing sites, or lands consisting of surface forms. In particular, port field consist of complex docks and amenities located in a certain coastal area based on multiple objectives. They also contain the concept of housing sites, like background land, and are composed of various civil engineering facilities, construction facilities, and port field, so that the existing CAD drawing standard cannot be easily implemented. Therefore, the purpose of this study is to maximize the efficiency of the information related to drawing information and to ultimately support smooth information exchanges in construction design by conducting a development research on the expansion of the CAD drawing standard that meets the needs of port field.
This paper presents the user needs analysis and information visualization for the development of a semantic-based national R&D information navigation service in information service planning phase, which converges and fuses NDSL databases and NTIS databases. To investigate and analyze the user needs for improving usability, we make an improvement plan for R&D information services via a survey targeted at 30 persons, and on-site interviews targeted at 12 persons, almost of who are researchers in industries, universities and government-funded institutes. To design new information visualization service, we propose an interactive national R&D information visualization service, which is provided in navigation type, and prescribe persona and screen prototyping according to the user needs analysis. We design the national R&D information convergence/fusion architecture based on the NDSL databases, including 345,411 academic articles, 620,555 co-authors and 49,958 reports and NTIS databases including 187,466 national R&D projects. We expect that the national R&D information convergence/fusion architecture contributes to R&D information convergence/fusion as a leading model/standard and the interactive navigation-typed information visualization service strengthens usability continuously.

It is demanded to promote research and development of cyber weapons system and core technology in response to the ongoing cyber attack of North Korea. In this paper, core technologies of the future cyber weapon system are developed and the factors affecting the realization timing of core technologies were analyzed. 9 core technology groups and 36 core technologies are derived. Afterwards, these core technology groups are compared to the operation phase of the joint cyber warfare guideline and the cyber kill chain of Lockheed Martin. As a result of the comparison, it is confirmed that the core technology groups cover all phases of the aforementioned tactics. The results of regression analyses performed on the degree of influence by each factor regarding the moment of core technology realization show that the moment of core technology realization approaches more quickly as factors such as technology level of the most advanced country, technology level of South Korea, technology transfer possibility from the military sector to the non-military sector(spin-off factor), and technology transfer possibility from the non-military sector to the military sector(spin-on factor) increase. On the contrary, the moment of core technology realization is delayed as the degree at which the advanced countries keep their core technologies from transferring decrease. The results also confirm that the moment of core technology realization is not significantly correlated to the economic ripple effect factor. This study is meaningful in that it extract core technologies of cyber weapon system in accordance with revision of force development directive and join cyber warfare guideline, which incorporated cyber weapon system into formal weapon system. Furthermore, the study is significant because it indicates the influential factor of the moment of core technology realization.

New approaches for detecting, preventing and remedying environmental damage are important for protection of the environment. Procedures must be developed and implemented to reduce the amount of waste produced in chemical processes, to detect the presence and/or concentration of contaminants and decontaminate fouled environments. Contamination can be classified into three general types: airborne, surface and structural. The most dangerous type is airborne contamination, because of the opportunity for inhalation and ingestion. The second most dangerous type is surface contamination. Surface contamination can be transferred to workers by casual contact and if disturbed can easily be made airborne. The decontamination of the surface in the nuclear facilities has been widely studied with particular emphasis on small and large surfaces. The amount of wastes being produced during decommissioning of nuclear facilities is much higher than the total wastes cumulated during operation. And, the process of decommissioning has a strong possibility of personal's exposure and emission to environment of the radioactive contaminants, requiring through monitoring and estimation of radiation and radioactivity. So, it is important to monitor the radioactive contamination level of the nuclear facilities for the determination of the decontamination method, the establishment of the decommissioning planning, and the worker's safety. But it is very difficult to measure the surface contamination of the floor and wall in the highly contaminated facilities. In this study, the poly(styrene-ethyl acrylate) [poly(St-EA)] core-shell composite polymer for measurement of the radioactive contamination was synthesized by the method of emulsion polymerization. The morphology of the poly(St-EA) composite emulsion particle was core-shell structure, with polystyrene (PS)as the core and poly(ethyl acrylate) (PEA) as the shell. Core-shell polymers of styrene (St)/ethyl acrylate (EA) pair were prepared by sequential emulsion polymerization in the presence of sodium dodecyl sulfate (SOS) as an emulsifier using ammonium persulfate (APS) as an initiator. The polymer was made by impregnating organic scintillators, 2,5-diphenyloxazole (PPO) and 1,4-bis[5-phenyl-2-oxazol]benzene (POPOP). Related tests and analysis confirmed the success in synthesis of composite polymer. The products are characterized by IT-IR spectroscopy, TGA that were used, respectively, to show the structure, the thermal stability of the prepared polymer. Two-phase particles with a core-shell structure were obtained in experiments where the estimated glass transition temperature and the morphologies of emulsion particles. Radiation pollution level the detection about under using examined the beta rays. The morphology of the poly(St-EA) composite polymer synthesized by the method of emulsion polymerization was a core-shell structure, as shown in Fig. 1. Core-shell materials consist of a core structural domain covered by a shell domain. Clearly, the entire surface of PS core was covered by PEA. The inner region was a PS core and the outer region was a PEA shell. The particle size distribution showed similar in the range 350-360 nm.

The disposal facility in Gyeongju is planning to dispose of 800,000 packages of low- and intermediate- level radioactive waste. This facility will be developed as a complex disposal facility that has various types of disposal facilities and accompanying management. In this study, based on the comprehensive development plan of the disposal facility, a preliminary post-closure safety assessment is performed to predict the phase development of the total capacity for the 800,000 packages to be disposed of at the site. The results for each scenario meet the performance target of the disposal facility. The assessment revealed that there is a significant impact of the inventory of intermediate-level radionuclide waste on the safety evaluation. Due to this finding, we introduce a disposal limit value for intermediate-level radioactive waste. With stepwise development of safety case, this development plan will increase the safety of disposal facilities by reducing uncertainties within the future development of the underground silo disposal facilities.
