Determination of proper ground motion prediction equation for reasonable evaluation of the seismic reliability in the water supply systems (상수도 시스템 지진 신뢰성의 합리적 평가를 위한 적정 지반운동예측식 결정)

  • The water supply system has a wider installation range and various components of it than other infrastructure, making it difficult to secure stability against earthquakes. Therefore, it is necessary to develop methods for evaluating the seismic performance of water supply systems. Ground Motion Prediction Equation (GMPE) is used to evaluate the seismic performance (e.g, failure probability) for water supply facilities such as pump, water tank, and pipes. GMPE is calculated considering the independent variables such as the magnitude of the earthquake and the ground motion such as PGV (Peak Ground Velocity) and PGA (Peak Ground Acceleration). Since the large magnitude earthquake data has not accumulated much to date in Korea, this study tried to select a suitable GMPE for the domestic earthquake simulation by using the earthquake data measured in Korea. To this end, GMPE formula is calculated based on the existing domestic earthquake and presented the results. In the future, it is expected that the evaluation will be more appropriate if the determined GMPE is used when evaluating the seismic performance of domestic waterworks. Appropriate GMPE can be directly used to evaluate hydraulic seismic performance of water supply networks. In other words, it is possible to quantify the damage rate of a pipeline during an earthquake through linkage with the pipe failure probability model, and it is possible to derive more reasonable results when estimating the water outage or low-pressure area due to pipe damages. Finally, the quantifying result of the seismic performance can be used as a design criteria for preparing an optimal restoration plan and proactive seismic design of pipe networks to minimize the damage in the event of an earthquake.

Situations and Challenges of ODA for Sustainability of Asian Cultural Heritage (아시아 문화유산의 지속가능성을 위한 ODA 현황과 과제)

  • Various opinions and discussions have been actively in progress which are connected with cultural heritage since 'Sustainable Development Goals, SDGs' was announced by UN Sustainable Development Summit 2015 as Post-2015 Development Agenda. Apart from SDGs, conservation of cultural heritage itself stands on the basis of sustainability that originality, characteristic, diversity of cultural heritage should be permanently preserved. From that point of view, it is necessary to understand practical ODA for cultural heritage, far from theoretical approaches and policies. This paper is intended to look into the domestic and overseas situation related to ODA of Asian cultural heritage and the mentioned problems, future plans and challenges. First, the background and concepts about ODA were described and then ODA projects which have been carried out by Japan and China as typical ODA countries for Southeast Asia were introduced. ODA of cultural heritage in Korea has relatively recently started for restoration work for historic sites of Laos and Cambodia and its scale and performance do not come to much yet. Therefore, to develop ODA of cultural heritage, there are suggestions as in the followings. First, it is necessary to have a long-term master plan of ODA projects for sustainability of cultural heritage. Second, based on the view from the long-term perspective, the selection and focus for ODA partner countries should be considered, avoiding short-term projects aiming at a number of countries. Not widespread existing projects by other countries, but the model of Korean ODA for cultural heritage only Korea can conduct should be prepared. The next thing is connection with sustainability, and ultimately the conservation of cultural heritage should result in benefit to the natives by giving an impetus to economy as well as fostering tourism of local areas. To accomplish that connection, educational training and building capacity are suggested as the most suitable alternatives. Cultural heritage of each country reflects its indigenous originality and characteristics, therefore, the restoration work should be conducted by people in each country as the best way. From this point of view, ACPCS held by National Research Institute of Cultural Heritage will take a role of a specialized training program in Korean way. Lastly, establishment of a control tower for ODA in Korea is necessary. JCIC(Japan Consortium for International Cooperation in Cultural Heritage), which was set up in Japan for sharing information, establishment of cooperation system and prevention of overlapped projects will be an example we can take into consideration.

Analysis and Management Strategies of the Cold Air Characteristics in Hannamgeumbuk-Jeongmaek and Geumbuk-Jeongmaek (한남금북·금북정맥 일대의 찬공기 특성 분석을 통한 청주시 찬공기 관리방안)

  • In this study, we analyzed the characteristics of the cold air generated in Hannamgeumbuk and Geumbuk-Jeongmaek and proposed their management strategies. We also suggested management strategies after analyzing detailed cold airflows for Cheongju located Hannamgeumbuk-Jeongmaek and we compared the degree of nighttime temperature reduction of the Jeongmaek by using data obtained from observatories located on Cheongju. We used KALM(Kaltluftabflussmodell), a cold air simulation model developed in Germanay and identified both cold airflows and altitude of cold air layers generated during 360minutes at night. As a result, the cold airflow generated in the Jeongmaek became strong and the cold air was appeared clearly in the western part of the Hannamgeumbuk-Jeongamek and in the northern part of the Geumbuk-Jeongmaek. The average velocity of cold airflow was recorded at 0.45m/s, and the maximum speed of cold airflow was recorded at 2.70m/s. The average height of the cold air layer was 104.27m/s and the maximum thickness was 255.0m. The average velocity of cold airflows in Cheongju was 0.51m/s and the average height of cold air layer was 48.87m high. The highest degree of nighttime temperature reduction appeared in the Cheongnamdae observatory($-3.8^{\circ}C$), where the altitude of the cold air layer is high. The results showed that cooling effect of Jeongmaek actually affected the temperature reduction during nighttime. Based on the results, we designated the main mountain area of the Jeongmaek with active cold air generation as "cold air conservation areas" and proposed the current forest and topography conservation. We also proposed to designate areas that facilitate the cold airflows as "cold air management areas" and to complement the function of Jeongmaek. This study could support the establishment of systematic management plans of the Jeongmaek. In addition, it is expected that the results can be applied as basic data for ventilation paths of Cheongju.

Prioritization of Species Selection Criteria for Urban Fine Dust Reduction Planting (도시 미세먼지 저감 식재를 위한 수종 선정 기준의 우선순위 도출)

  • Selection of the plant material for planting to reduce fine dust should comprehensively consider the visual characteristics, such as the shape and texture of the plant leaves and form of bark, which affect the adsorption function of the plant. However, previous studies on reduction of fine dust through plants have focused on the absorption function rather than the adsorption function of plants and on foliage plants, which are indoor plants, rather than the outdoor plants. In particular, the criterion for selection of fine dust reduction species is not specific, so research on the selection criteria for plant materials for fine dust reduction in urban areas is needed. The purpose of this study is to identify the priorities of eight indicators that affect the fine dust reduction by using the fuzzy multi-criteria decision-making model (MCDM) and establish the tree selection criteria for the urban planting to reduce fine dust. For the purpose, we conducted a questionnaire survey of those who majored in fine dust-related academic fields and those with experience of researching fine dust. A result of the survey showed that the area of leaf and the tree species received the highest score as the factors that affect the fine dust reduction. They were followed by the surface roughness of leaves, tree height, growth rate, complexity of leaves, edge shape of leaves, and bark feature in that order. When selecting the species that have leaves with the coarse surface, it is better to select the trees with wooly, glossy, and waxy layers on the leaves. When considering the shape of the leaves, it is better to select the two-type or three-type leaves and palm-shaped leaves than the single-type leaves and to select the serrated leaves than the smooth edged leaves to increase the surface area for adsorbing fine dust in the air on the surface of the leaves. When considering the characteristics of the bark, it is better to select trees that have cork layers or show or are likely to show the bark loosening or cracks than to select those with lenticel or patterned barks. This study is significant in that it presents the priorities of the selection criteria of plant material based on the visual characteristics that affect the adsorption of fine dust for the planning of planting to reduce fine dust in the urban area. The results of this study can be used as basic data for the selection of trees for plantation planning in the urban area.

Mediating Effect of Ease of Use and Customer Satisfaction in the Relationship between Mobile Shopping Mall of Service Quality and Repurchase Intention of University Student consumer (모바일쇼핑몰 서비스품질과 대학생 고객의 재구매의도 관계에서 사용용이성과 고객만족도의 매개효과)

  • The purpose of this study is to verify empirically the causal relationship between service quality, ease of use, customer satisfaction, and repurchase intention of mobile shopping mall. And this study is to investigate the ease of use and customer satisfaction mediating effect of between service quality and repurchase intention. Therefore, 323 university students in Jeonnam area were surveyed and the structural equation model was derived based on previous research. Service quality of mobile shopping mall make a significant effect on using easiness, purchasing satisfaction and repurchase intention. However, among service quality of mobile shopping mall, service scape like mobile interface and site design made a positive effect on purchasing satisfaction, but did not any effect on repurchase intention. In other words, service quality factors that make positive effects on customer's pleasant using and repurchase intention make a positive effect on repurchase intention when providing and using the service customer wants faithfully rather than external part of the site and mutually influencing attitude or behavior well. The implications suggested by this study are as follows. First, service quality of mobile shopping mall makes a significant effect on repurchase intention, so it's necessary to improve CS service system so as to treat customers' inquiries or inconveniences actively during mobile shopping and return and refund of defective products quickly and conveniently. And, in addition to the finally used factors in analysis process, benefits using customers' grade by number of purchases, such as various events, coupons, reserve, etc. and active contents marketing strategies providing more various pleasures and values of shopping are necessary. Second, satisfaction of mobile shopping mall makes a positive effect on repurchase intention, so visiting of site and repurchasing of product are continuously done as customers' satisfaction on shopping mall is increasing. Therefore, shopping mall site requires differentiation of contents, exact plan and practice of service, marketing, etc. so that customers can feel more satisfaction. This study is significant as it systematically analyzed concepts of components that service quality of mobile shopping mall makes an effect on using easiness, purchasing satisfaction, and repurchase intention, verified the relations, systematized it by theoretical structure, and widened the understanding of effects making an effect on repurchase intention.

Improvement in Calculating Engineer Standard Wage Rate and Its Appropriate Level Computation (엔지니어링 노임단가 산출기준 개선방안과 적정 노임단가 추정)

  • The purpose of this study is to suggest an improvement plan for the calculation method of the engineer standard wage rate (ESWR) and to compute a reasonable ESWR. To this end, an adequacy review of theESWR calculation criteria was conducted along with an extensive engineering industry survey. The survey results were analyzed using an effective response sample of 748 companies out of 1,000 survey samples extracted by stratifying the 5,879 survey population. The main results were as follows. ①When calculating the engineering service fee, the prime contractor's engineer wage is suitable for the ESWR. The ESWR can be estimated by the formula 'average wage÷[1-proportion of subcontract orders×(1-subcontract rate)].' ② The field survey showed that the number of monthly working days was 20.35-20.54 days at 99 % confidence interval, which was significantly different from the current standard (22 days). In addition, as a result of a legal review of the ESWR criteria, it was found that the number of working days should be calculated in accordance with the Labor Standards Act after 2022. ③ Applying government guidelines, the time difference between the wage survey and the ESWR application can be corrected by the past ESWR increase rate for a specific period. ④ Using modeling based on the analysis above, the current ESWR was 13.5-14.5 % lower than the appropriate level. A lower ESWR was driven by the non-reflection of subcontract structure (4.1 %), overestimation of monthly work days (6.8-7.8 %), and application of past wage (2.6 %). The proposed model is expected to be widely used in policy making, as it can provide a useful framework for calculating the standard wage rate in similar industries as well as calculating appropriate engineering fees.

Development of Long-term Education Program for Jeollabukdo Level 6 Educational Administrative Officials (전라북도 6급 교육행정공무원 장기교육프로그램 개발)

  • Local education autonomy aims to improve the quality of life of local residents and to realize education considering local characteristics. For this purpose, it is necessary to strengthen the competency of local education administrative officials. This study intends to derive the competency of level 6 public officials who should play a central role in local education administrative officials, and to devise the subjects cluster and subjects of the long-term education program. The purpose of this study is to prepare a basic plan so that the education program for level 6 educational administrative officials can be developed in the future. For this study, an expert panel was composed of 20 people including education administrative officials and education program development experts. In addition, the Delphi survey was conducted three times to obtain opinions on the competency of level 6 educational administrative officials and the subjects cluster and subjects of the long-term education program. For the competency of level 6 educational administrative officials, the validity of the survey data was evaluated in the Delphi 1st survey and the validity of the revised data in the 2nd Delphi survey was conducted. And for the subjects cluster and subjects of the long-term education program for level 6 educational administrative officials, the validity of basic data was evaluated in the Delphi 2nd survey and the validity of the revised data in the 3rd Delphi survey was conducted. As a result, the competencies of level 6 educational administrative officials were extracted into nine competencies including coordination and integration competencies. And the long-term education program for level 6 educational administrative officials was developed with 13 subjects cluster and 43 subjects. And the relationship model between the competency of level 6 educational administrative officials and the subjects cluster and subjects of the long-term education program was derived. Based on the results of this study, it was proposed to operate a flexible curriculum for a long-term education program. In addition, the necessity of establishing a system that can reflect the educational training results in the actual educational field was suggested.

An Analysis of the Effect of Reducing Temperature and Fine Dust in the Roadside Tree Planting Scenario (가로수 식재 시나리오에 따른 기온 및 미세먼지 저감 효과 분석)

  • This study aims to establish a scenario based on the spacing and arrangement of the roadside trees to reduce heat waves and fine dust in cities that occurred during the urbanization process and to quantitatively analyze the degree of reduction. The ENVI-met 5.0.2v model, a micro-climate simulation program, was used to analyze the degree of improvement in the thermal environment and fine dust according to the roadside tree scenario. As a result of temperature analysis according to street tree spacing, the narrower the distance between roadside trees, the lower the temperature during the day as the number of planted trees increased, and a similar pattern was shown regardless of the distance between roadside trees in the morning and evening. In the case of fine dust emitted from the road, the concentration of fine dust increased slightly due to the increase in roadside trees, but the concentration of sidewalks where people walk increased slightly or there was no difference because of blocking fine dust on trees. The temperature according to the arrangement of street trees tended to decrease as the number of planted trees increased as the arrangement increased. However, not only the amount of trees but also the crown projected area was judged to have a significant impact on the temperature reduction because the temperature reduction was greater in the scenario of planting the same amount of trees and widening the interval of arrangement. In terms of the arrangement, the fine dust concentration showed a difference from the results according to the interval, suggesting that the fine dust concentration may change depending on the relationship between the main wind direction and the tree planting direction. By quantitatively analyzing the degree of thermal environment and fine dust improvement caused by roadside trees, this study is expected to promote policies and projects to improve the roadside environment efficiently, such as a basic plan for roadside trees and a project for wind corridor forests.

A Study on Changes in Consumption Behavior due to the Risk of the COVID-19 Pandemic (COVID-19 팬데믹 위험으로 인한 소비행동의 변화 연구)

  • This study intends to examine how the perception of covid-19 risk affects consumers' consumption behavior based on previous studies in a situation where the spread of covid-19 is prolonged. This study demonstrates how consumers' perception of covid-19 risk affects online and offline consumption behavior through the perceived severity, perceived vulnerability, coping effectiveness, and self-efficacy of the revised protective motivation theory (Rogers, 1983). We want to test it through analysis. In order to achieve the purpose of this study, consumers living in Seoul and Gyeonggi Province who have purchased within the past 3 months were selected as a sample. In addition, variable data such as risk perception of covid-19, perceived severity, perceived vulnerability, coping effectiveness, self-efficacy, online purchase attitude and purchase intention, offline purchase attitude and purchase intention were collected through the questionnaire.A total of 363 copies of valid responses were tested to test the hypothesis of the relationship between variables through the covariance structure model. The analysis results of this study were first, that covid-19 risk perception had a significant positive (+) effect on perceived severity, perceived vulnerability, and coping effectiveness. Second, perceived severity and perceived vulnerability were found to have a significant positive (+) effect on offline purchasing attitude. Third, perceived severity, perceived vulnerability, coping plan effectiveness, and self-efficacy were all found to have significant positive (+) effects on online purchase attitude. Finally, it was found that offline purchase attitude and online purchase attitude had a significant positive (+) effect on offline purchase intention and online purchase intention, respectively. Also, it was found that online purchase attitude had a negative (-) effect on offline purchase intention. The results of this analysis will provide meaningful implications for the establishment of strategies for distribution channels according to the social risk of infectious diseases.

  • KHNP's shared growth activities are based on such public good. Reflecting the characteristics of a comprehensive energy company, a high-tech plant company, and a leading company for shared growth, it presents strategies to link performance indicators with its partners and implements various measures. Key tasks include maintaining the nuclear power plant ecosystem, improving management conditions for partner companies, strengthening future capabilities of the nuclear power plant industry, and supporting a virtuous cycle of regional development. This is made by reflecting the specificity of nuclear power generation as much as possible, and is designed to reflect the spirit of shared growth through win-win and cooperation in order to solve the challenges of the times while considering the characteristics as much as possible as possible. KHNP's shared growth activities can be said to be the practice of the spirit of the times(Zeitgeist). The spirit of the times given to us now is that companies should strive for sustainable growth as social air. KHNP has been striving to establish a creative and leading shared growth ecosystem. In particular, considering the positions of partners, it has been promoting continuous system improvement to establish a fair trade culture and deregulation. In addition, it has continuously discovered and implemented new customized support projects that are effective for partner companies and local communities. To this end, efforts have been made for shared growth through organic collaboration with partners and stakeholders. As detailed tasks, it also presents fostering new markets and new industries, maintaining supply chains, and emergency support for COVID-19 to maintain the nuclear power plant ecosystem. This reflects the social public good after the recent COVID-19 incident. In order to improve the management conditions of partner companies, productivity improvement, human resources enhancement, and customized funding are being implemented as detailed tasks. According to KHNP is presenting a public enterprise-type model in the environmental field. In order to strengthen the future capabilities of the nuclear power plant industry as a state-of-the-art energy company, it has set tasks to attract investment from partner companies, localization and new technologies R&D, and commercialization of innovative technologies. This is an effort to develop advanced nuclear power plant technology as a concrete practical measure of eco-friendly development. Meanwhile, the EU is preparing a social taxonomy to focus on the social sector, another important axis in ESG management, following the Green Taxonomy, a classification system in the environmental sector. KHNP includes enhancing local vitality, increasing income for the underprivileged, and overcoming the COVID-19 crisis as part of its shared growth activities, which is a representative social taxonomy field.
