In recent years, aviation safety has been facing new hazards due to the rapidly changing environment in which aircraft operation increasingly finds. Continuously increasing air traffic volume, integration of various cultures from many States, and many other changes are the causal factors of the new risks. To identify such new hazards and risks, the government of the Republic of Korea (ROK) established aviation safety reporting systems in accordance with the international standards of the Convention on International Civil Aviation. However, there are some misunderstandings by the government in operating and by the personnel who take part in these reporting systems. Everybody should understand that aviation safety reporting system is not a punitive measure but a tool for collecting data in order to improve safety. In addition, such a system can be utilized further to promote an improved awareness on the need for a proper safety culture on the part of both the government, the industry and the personnel. This paper includes studies on international standards, relevant regulations in the United States and the United Kingdom. Moreover, this paper proposes to the government of ROK several points to improve their own system, including integration of the existing reporting systems, improvement of reporting items, implementation of safety data taxonomy and the establishment of safety data protection.
We have innovated the records management since 2004. So, We innovated the electronic records management, transparency, and accountability. From these results, we could mark a turning point to plant the democratic values in the government It is very surprising, but it is fact that there are the estrangement between the high level institutionalization and low level records cultural soil. But after starting new government, things have been going backward. We have experienced the hyper-politicized problem, shrinking governance problem, regressive personnel policies in the National Archives of Korea. 'New Innovation Model' has resulted the shrinking democratic values, and the growing the bureaucratism. At this point of change, it will be meaningful to review the future of records management. First, we should make the more archives to realize the self-control decentralization model. It means that all local governments has the duty to build the archives, and to operate it with a principle of autonomy. Second, We should start the culture movement to build the more archives, the small archives in private sector. Archives are necessary in the NGO, Universities, firms, art, media, etc. And the small archives are necessary in the various communities, which enhance the rights of minority. All these will spread the democratic values in our society. Third, right democracy system should be operated for the political neutrality, independency. This problem is not prohibited within the national archives innovation model. So, we should transfer the powers of government to local government, and we should re-innovate the National Archives Committee will have the role to make the important records management policies. In short, Unless going to forward with the more democratic values, it would go backward 'records management without democracy'.

Water leak detection system is a system based on wireless sensor networks(WSNs) which detect a leak on water supply, localize the leak position and finally inform a water management center. A traditional leak detection method is to use experienced personnel who walk along a pipeline listening to the sound that is generated by the leaks and their effectiveness depend on the experience of the user. Also making more successful detection, it should be processed at middle of the night when people do not use water, as the result users have to operate the leak detection system at midnight. In this paper, we propose a new method for the water leak detection system based on the WSNs and describe it in detail. Leak detection devices which detect a leakage of water transmit and receive the result of water leak detection with each other by configuring WSNs to improve reliability of the detection result. Also, we analyzed the sound from water flowed in pipeline, proposed the pre-signal processing to separate a leakage sound from noisy sound. And lastly, It is especially important to make a time synchronization with water leak detection devices that are installed on the pipeline, we used 1PPS(1 Pulse Per Second) signal generated by GPS, therefore we could get a precise time synchronization. The proposed system set up in Namyangju and performances were evaluated.

This study aims to figure out the main agent of management in the 69 recently constructed neighborhood parks in Busan, and to analyze the present status of the main agents. For this purpose, the work resources on park and landscape management, interview to related staff, and the budget on urban parks were found as the main agents of management. In case the parks were managed by consignment or by other separate organization, this study collected resources through the homepage or personal visits. As a result for the management method on parks, about 48 parks(69.6%) were under direct management by the local governments' main office and its business offices. Eighteen parks(26.1%) were commissioned to corporation or private organizations and three parks(4.3%) were operated by both direct and commissioned management. Because of the overall management result on urban parks, the company under outsourced management is not sufficient for a comprehensive management. Such is mainly focused on the maintenance like landscape or cleaning, but have fewer programs for the users. Forty-six parks cared by the local governments are mainly small sized neighborhood parks. For the management, contract workers or short-term workers are hired. It demonstrates an urgent need to improve professional personnel and organizational system for park management. In addition, any educational or cultural facility in the park is managed by separate institutions. Thus, it is not controlled as a park facility but an independent facility with separate controls. Moreover, to solve such problems, it needs legalization on the proper employment for parks, institutional improvement, cooperative network with NGO, planning and development of the program used according to the change of time, and customer oriented program management.
The principal objective of this study was to assess the demands of the development program of silver health care professionals for elderly individuals residing in the Northern Gyeonggi-do area. To this end, a survey was conducted to investigate college students and employees related with elderly individuals in the area regarding their recognition, interest, and involvement in the labor training program. In the case of college students, the health education they had received was only 1 to 2 hours, from a school lecture(35%). The content of health education they desired was exercise(34%) and stress management skills(28%). The sources of health information they received included mass media(77%) and the internet(12%), and they trusted the information they received from health professionals(45%), and the mass media(34%). In the case of health professionals who were working at silver care facilities, the sources of health information to which they had access were mass media(51%), internet(14%), reliable health professionals(56%), mass media(22%), and books related to health (18%). The principal issues they reported as being relevant to the elderly were dementia(39%), hypertension(14%), arthritis (11%), and they reported that the most important personnel for elderly in the future would be care managers(44%), and care helpers(21%). 88% of subjects believed that there was a need for a silver welfare integrated information system. 43% of subjects used the internet, 77% of them required in-service training programs for the welfare of the elderly. Via this developmental program of silver health care professionals, a variety of new job opportunities can be provided in the future, and a program related to the silver service industry must be established as soon as possible.
The key lessons of the very complex modern war can be dangerously misleading to the outsiders. The efforts trying to draw lessons learned from the Iraq War (OIF : Operation Iraqi Freedom) may be biased by the view of point by Americans, because most of war episodes have been come from the Western media coverage. More serious bias can be committed thanks to the differences of warfighting doctrines and military technology between US forces and ROK forces. However, OIF-fought allied commanders and outside military experts said this campaign exemplified 21st-century warfare: swift, agile and decisive, employing overpowering technology to bring relentless violence to bear in many places at once. Even though the campaign evolved differently than anticipated, allied forces regrouped and regained the initiative remarkably quickly, thanks in large part to a new command flexibility, tied to new technology that made possible the more rapid sharing of data. These factors permitted "new air-land dynamic". The things that compel that are good sensors networked with good intelligence disseminated through a robust networking system, which then yields speed. Speed turns out to be a very important factor for conducting "Rapid Decisive Operations" relied on joint "Mass of Effects". ROK forces facing the heaviest ground threat in the world may learn more from Cold War era-typed US Army 3rd Infantry Division (3ID), which operating considerably beyond existing doctrine. 3ID flew its personnel into Kuwait to meet up with equipment already located in the region as pre-positioned stock. During OIF, the division conducted continuous offensive operations over 230km deep battlespace for 21 days. The lessons learned for ROK army to prepare tomorrow's war may be found from 3ID in its training, command and control, task organization, firepower and battlespace management, and logistics.
Purpose: This study identified the influence of hotel workers' emotional labor and social support on their intentions to change jobs. Methods: Study participants were 437 workers from seven hotels in Korea who consented to the survey. Among them, insufficient responses from 21 participants were excluded, as well as 107 responses from workers with workloads of under one hour of face to face work. Thus, 309 hotel workers were included in the final analysis. A multivariate regression analysis was used to identify factors influencing the hotel workers' intention to change jobs. Results: The intention to change jobs was high when external behavior was shown, and workers who received social support from a superior exhibited low intention of changing jobs. Conclusion: The study results show that the most influential variables of turnover intention are external behavior and the support of a superior. It is therefore important to educate managers on personnel management methods for reducing external behaviors so that the rate of job changes by hotel workers can be reduced. It is also necessary to prepare and manage measures for strengthening the support system by workplace superiors.
Purpose: The purpose of this study was to identify the prevalence of cognitive impairment, behavioral problems, and the state of mental health for elderly Korean people who have been institutionalized. Methods: A cross-sectional, nationwide survey was performed using an anonymous questionnaire. The participants in this study were 2,521 institutionalized elderly Korean people. A proportional stratified random sampling method was employed. Results: 1) Elders admitted to subacute hospitals and long term care (LTC) facilities showed a higher level of cognitive impairment compared to elders admitted to acute care hospitals. 2) Elders confined in LTC facilities showed a higher level of behavioral problems compared to elders in acute or subacute hospitals. 3) Elders admitted to subacute hospitals and LTC facilities showed more serious mental health problems, such as depression or suicidal ideation, compared to elders in acute care hospitals. Conclusion: The results of this study indicate that the severity of cognitive-behavioral or mental health problems do not match well with type of care setting. Therefore, health personnel working with elderly people should be provided guidance on detection and management of cognitive-behavioral and mental health problems. The necessity of a decision support system for eligibility and placement in long-term care is also discussed.

The recent convergence in ICT industry has created new businesses as well as other opportunities. However, it entails new convergence threat accompanied by security risks. Even though there are security professionals who are dealing with the situation, there is not enough human resource in risk management. Moreover, the amount of research that studies quality of education and training security personnel is not sufficient. This paper explores the curriculum of information security education in the private sector and reasons out fifteen standard curriculums in four professional fields categorized by job classification. In addition, it provides a weighted score table based on the evaluation indicator for the effective security education certificates in the private sector.

Reacently one the main issues has been to develop useful strategies to improve hospital services for patients in the health care delivery system in our rapidly changing society. This study has focused on exploring the perceptions that the clinical nurses have concerning who they are and what they are going to become in the days ahead as medical care reaches a new stage of advancement centered around the patient and hospital services. This study in also based upon the premise that the role of the clinical nurse practitioner. is central to the progress of any patient centered nursing program. This study was carried out by the members of the academic committee of Seoul Branch of Korean Nurses Association from January 1995 to February 1995. The interview method was a semi-structured questionnaire used to collect data from 25 staff nurses who were working more than 3 years at 3 different university hospitals in Seoul. The 6 interviews were selected from each hospital and they were trained for the interviewing techniques. The data were analysed qualitatively and 10 elements of the nurse's responsibilities classified such as caring for the patients (which includes specific medical care as well as general); assessing; diagnosing; coordinating with other health personnel; careful listening; teaching and the patient guiding; administering the prescriptions; giving information and counseling the patient; ward management. Although the premise of this study was based on a wholistic concept, the overall behavioral aspects of hospital clinical nursing were the major thrust of the questionnaire. Broad philosophical questions regarding the nature of nursing need to be further explored. The data gathered for this questionnaire should be useful as a reenforcement tool in educating nursing students as well as in continuing education for clinical nurses. For the future, another study should be done to determine the nursing/patient relationship.
