  • Progresses in ICT make the processing and exchange of personal data across international borders often necessary and relatively easy. The challenge lies in protecting fundamental rights and freedoms of individuals, notably the right to privacy and the right to personal information, while encouraging the free and secure flow of information across borders for the continued expansion of online transactions. The key to establishing a functioning international solution for personal data protection is to strike a right balance between the two camps which currently dominate the debate - the advocates of individual privacy rights on one side exemplified by the EU, and the proponents of self-regulation and economic efficiency on the other, represented by the U.S. In the face of a growing tension between the two sides each equipped with their own ideals, a practical solution may lie in utilizing established institutions of standardization such as ISO and IEC as a ground upon which an agreement can take its root.

  • The purpose of this paper is to estimate the revenue function of the personal income tax of Korea. Unlike the traditional approach employing the data adjustment, this paper explicitly includes the explanatory variables of the tax rate or schedule in the revenue function and further estimates the functions by income sources such as labor, interest, global, and dividend incomes. One of the main findings is the GNP elasticity of the combined personal income tax is around 1.2 when evaluated on the basis of the estimates of the GNP elasticities of tax revenue from respective income sources, which is somewhat smaller than those in the previous studies. Another interesting result is that the GNP and interest rate elasticities of the interest income, are found around one and .15 respectively, as expected. Also, the estimate of the tax-free income coefficient is significantly negative in the labor income tax revenue function.

  • An electronic personal dosimeter(EPD) with hybrid type preamplifier adopting a semiconductor detector as a radiation detector has been developed, manufactured and test-evaluated. The radiation detection characteristics of this EPD has been performance-tested by using a reference photon radiation field. After several test-irradiations to a $^{137}Cs$ gamma radiation source the radiation detection sensitivity of this EPD appeared to be $3.8\;cps/Gy{\cdot}h^{-1}$. The linearity of radiation response was kept within 8% of the dose equivalent ranges of $10{\mu}Sv{\sim}4Sv$ and the angular dependence was under less than 4% in angles of ${\pm}60^{\circ}$. It was confirmed that the energy response range was in $60{\sim}1,250keV$ given in the ISO standard. This EPD satisfied the international criteria for the EPD in the mechanical and the environmental performance test for 9 test categories according to IEC 61526.

Appearance management was categorized into the appearance management through clothing, strict diet therapy and daily appearance management. The psychological well-being was classified as seven factors which include the life goal, self-acceptance, positive personal relations, self-regulation, personal development, environment control and responsibility. 2. The appearance management was classified by 4 groups as below: Daily appearance management group, strict diet therapy group, appearance management through clothing group and no interest in appearance group. 3. There were significant differences among the four groups regarding body image, psychological well-being and life satisfaction. First, appearance management through clothing group had more interest in appearance than other groups. In the case of weight awareness, strict diet therapy group and the appearance management through clothing group intended to have more concerns over their weight. The strict diet therapy group seemed to have an overall lower level of psychological well-being than other groups. Lastly, the appearance management through clothing group had a higher level of life satisfaction.

  • Automatic transmission of data from the blood analyzer to the request site is one of the most important part in hospital computerization. We have developed a system to automatically transmit the data from the atrial blood gas analyzer. In this system, HOST computer, FILE server, LAN(Local Area Network), 3270 Emulator and Multi-port card were integrated. Also, 3 blood gas analyser(NOVA Inc., USA) were connected to a single multi-port card which is attached in a personal computer for data acquisition. When specimen is collected from sampling sites, it is transfered to the lab. After analysis, the result is transmitted to the personal computer via serial communication between machine and multi-port card using interrupt method. Then, the patient's information (Name, Sex, etc.) is obtained from the HOST computer througth the emulator. The combined data(patient information & lab data) is transmitted to the each request site via LAN automatically. From the collected data, patient's previous data could be reviewed, and it could be used for the various statistics and the flow chart for clinical research. Also, we found that this system reduces the personal labor.

  • Recently, stereotactic radiosurgery plan is required with the information of 3-D image and dose distribution. A project has been doing if developing LINAC based stereotactic radiosurgery since April 1991. The purpose of this research is to develop 3-D radiosurgery planning system using personal computer. The procedure of this research is based on two steps. The first step is to develop 3-D localization system, which input the image information of the patient, coordinate transformation, the position and shape of target, and patient contour into computer system using CT image and stereotactic frame. The second step is to develop 3-D dose planning system, which compute dose distribution on image plane, display on high resolution monitor both isodose distribution and patient image simultaneously and develop menu-driven planning system. This prototype of radiosurgery planning system was applied recently for several clinical cases. It was shown that our planning system is fast, accurate and efficient while making it possible to handle various kinds of image modalities such as angiography, CT and MRI. It makes it possible to develop general 3-D planning system using beam's eye view or CT simulation in radiation therapy in future.

  • The purpose of this study was to determine the leading causes of choosing to be single through in-depth interview. In the study I applied Hermeneutic Phenology to clarify the relationship between the past experiences and values of the subjects. I analyzed the leading causes that have drawn them to stay single, and the gender differences on the two subjects. The causes of being single were divided into two categories; personal factors and socio-environmental factors. The personal factors were standard value by birth order, expectation from parents, overcoming economic difficulty, and lack of interest toward the opposite sex. The socio-environmental factors were achievement at work, and ease of living. Staving single is not a special way of life. As found in the study, the cause of being single is not determined at birth, but rather results from being raised to be single in a way. The main cause of being single was basically based on the environment in which they were raised including parents' attitudes, economic situation, and sibling order We are living in a society of diversity. Being and staying single is a personal choice, that is one aspect of diversity. Therefore we need to widen our vision to accept the single life as one of the normal life styles and one for special treatment. We have to approve of other people's life styles as long as of causes no harm for the development of society. On the other hand, we need to be more serious about the family itself and having family. Finally I think we need to develop various family programs targeted at a diverse range of families rather than only at the normal family.
