Analysis on the Patent Portfolio for Hidden Champion Companies: Focusing on the "Hidden Champion" companies introduced in Herman Simon's book (히든 챔피언 기업의 특허 포트폴리오 연구: 헤르만 지몬의 저서에 소개된 "히든 챔피언" 기업들을 중심으로)

  • In fostering dynamic, innovative SMEs, hidden champion companies can be an appropriate model for SMEs to learn the success factors. On the other hand, the need for intellectual property management is becoming important as the value of a company is changing from a financial asset to an intellectual property. Therefore, in this study, the patent portfolio analysis of the hidden champion companies mentioned in Herman Simmon's book "Hidden Champion" was performed. As a result of the analysis, it was confirmed that patents are not possessed or patent activities are actively carried out and a differentiated intellectual property management strategy is implemented to improve patent quality depending on the characteristics of the technology possessed. The results of these studies can be used as basic data to prepare an intellectual property management strategy for companies that want to create opportunities to acquire monopoly rights and reduce patent maintenance and management costs. In addition, in this study, the patent IPC analysis verified that Herman Simmon's claim that "Hidden champions have the ability to focus on core competencies and focus on one technology" is valid.

  • In recent years, multinational companies' pirate cases for traditional knowledge and genetic resources are growing. Meeting of International Authorities(MIA) agreed that traditional knowledge documentation should be included in the non-patent literature part of the Patent Cooperation Treaty(PCT) minimum documentation as a means of protection. In Korea, Korean Intellectual Property Office(KIPO) and Rural Development Administration(RDA) have played a leading role in traditional knowledge-related protection activities. KIPO's Korean Journal of Traditional Knowledge(KJTK) was selected as a PCT minimum documentation in 2008, and has been serviced through Korean Traditional Knowledge Portal(KTKP) since 2007. RDA has published several books which contain traditional agricultural knowledge and Korean local food information compiled from 1997 to now. Traditional knowledge of RDA is searchable in KTKP from 2010.In this paper, we introduce overview of activities for protection and utilization of traditional knowledge.

The Analysis of Structural Relationships among Public Technology Transfer, Technological Performance, and R&D Productivity (공공기술 이전, 기술적 성과, 연구개발 생산성 간의 구조적 관계 분석)

  • This study aims to identify the causal relationship among public technology transfer, technological performance, and research and development (R&D) productivity. Using the impulse-response function(IRF) of a panel vector autoregressive model (panel VAR), this study suggests the results of how long the factors such as technological performance (patent), public technology transfer, and R&D productivity takes and lasts if a one-unit shock of standard deviation occurs. As a result, first, the increase of public technology transfer activities has no power to increase the technology performance but improve the R&D productivity. If the public institute increases its technology transfer activities by one unit, the R&D productivity will increase within five years. Second, the impact of increasing technological performance on improvement of public technology transfer and R&D productivity is an insignificant. Third, the effect of R&D productivity on the public technology transfer creates a substantial reaction after a current time. Considering the structural relationships among public technology transfer, technological performance, and R&D productivity, if policy makers intend to construct the active R&D circumstance, technology suppliers should be motivated to run the active R&D mechanism because they achieve gains.

A Case Study on the Improvement Activities of Quality Circle by Improving Attorney System (품질분임조 개선 활동 활성화를 위한 개선변리사 제도)

  • Purpose: The purpose of this study is to introduce the improving attorney system. It was confirmed by document writing that the staff in the field in Korea had the most difficulty in the Quality circle activities. The reform improving attorney is a quality expert at the Quality Secretariat and assists them in their documentation. Methods: Just as a patent attorney helps to get a patent, an improving attorney system helps document the improvement results of the field Quality circle and even standardizes the company. The process of introducing an improving attorney includes the declaration of an improving attorney are 11 levels of work. Results: An improving attorney was conducted in 600 organizations for 18 months. As a result of the comparison of the number of cases before and after the introduction of the improving attorney, the number of solution problem was lowered to 9 before 2016 and 8 in 2017, but after the introduction, it increased exponentially to 181 in 2018 and 162 in August 2019. In 2016 and 2017, only one standard was registered, but 64 standards were registered in 2018 and 71 in 2019. Conclusion: In this case, the improving attorney system was found to be helpful in activating the Quality circle. It is expected to revitalize Korea's Quality circle by spreading the improving attorney system to many companies.

Present Status of Scientific and Technical Information Activities in Russia (러시아의 과학기술정보활동 현황)

  • This paper outlines recent conditions after the collapse of former Soviet Union and presents activities in eight major information-related organizations including International Center for Scientific and Technical Information, Russian State Central Scientific Medical Library. Russian National Public Library for Science and Technology, All-Russian Institute for Science and Technical Information, Natural Sciences Library of Russian Academy of Sciences, Scientific and Technical Information Center of Russia, Russian State Library and All-Russian Scientific and Research Institute of State Patent Examination. All of these organizations face economic difficulties brought about by financial crisis and inflation as well as shortage of the state budget. In addition, the domestic information processing technology using computers and computer networks is generally inferior to that of developed western countries due to lack of growth of information infrastructure in Russia.

  • RFID technology as a typical convergence technology combines RFID communication, mobile communication and network infrastructure, and information processing technology. As it enables users to communicate with the surroundings, RFID technology is now recognized to serve as the basis technology for the ubiquitous information society where users can get the needed information anytime and anywhere. Through lots of efforts for the early technology development and standardization activities on RFID technology, Korea has been leading technology standardization as well as technology initiatives. Thus in this paper, we discuss the RFID technology trend by analyzing RFID standard patent data which is declared in international organization for standardization (ISO, IEC, ITU). Especially, we analyzed 906 standard patents data that declared in International organization for standardization (SO, ISO/IEC JTC1, ITU-T) on June 2013.

R&D Investment Effect through Patent on IT firms using Panel Structural Equations (패널구조방정식을 활용한 IT기업의 R&D투자효과 연구: 특허 매개효과 중심으로)

  • This study analyzes not only the direct impact of R&D investment on corporate growth for 578 private firms in 2007-2016, but also whether corporate innovation activities play a role as a mediating parameter between R&D investment and corporate growth. For this purpose, we classify companies into IT and non-IT companies and measure the mediating effect by dividing innovation activities into the number of registered patents, applied patents, and sum of them. In addition, this study is based on both the systemGMM which is considered to be effective in solving the endogenous problems caused by the cross-sectional analysis in previous studies and ML-SEM which is a new method recently, and then compares two results. According to the empirical results, innovation activities has a role as partly mediating parameter on sales growth in non-IT companies. On the other hands, in IT companies, the increase in R&D investment leads to a decrease in sales of the company, and the increase in innovation activities increases the sales of the company. However, it was confirmed that IT companies also had positive effects by adjusting the lag of the R&D. In other words, this suggests that securing patents is more important than R&D investment for direct sales growth of IT companies. It is also evidence that immediate introduction of technology is necessary to respond to the speed of technological change since the cycle time of technologies of the IT field is relatively shorter compared to that of other fields.

  • This study aims to analyze the teaching and learning methods realities and needs in the subjects 'The basis of the Invention Patent'. To this end, research and analysis of the subjects 'The basis of the Invention Patent' the teacher and take advantage of their current teaching and learning methods, 'The basis of the Invention Patent' subject teachers to recognize the most desirable teaching and learning methods, subjects 'The basis of the Invention Patent' of teaching and learning and the operating requirements of the difficult matters. Survey of 48 schools across the country in high school teachers to teach the subjects 'The basis of the Invention Patent' was conducted, the results of this study are as follows. First, a high percentage of theoretical learning activities, teaching methods, such as 'lectures' and take advantage of the higher percentage. Module was to conduct classes such as 'project', 'lab experiments', 'discussion', 'investigation' by taking advantage of the high proportion of practice learning activities. Second, Higher requirements for the experience and practice of student-centered 'lab experiments', 'project', 'Case Studies', 'field trips' and theory-driven rather than 'lectures'. Third, 'The basis of the Invention Patent' subjects 'Teaching and learning important when operating requirements for the degree' as a whole was highly recognized. in particular, operating requirements for teaching and learning in accordance with the former college of education of education than non-group differences were higher overall response.   • The need for miniaturization, high efficiency, and green energy resources as an energy storage device through the development of various electronic device has emerged. Accordingly, nanomaterials with excellent electrochemical properties, such as graphene and graphene hybrids, are attracting attention as promising materials. In particular, in the electric vehicle industry, cost reduction of secondary batteries is a key factor that can determine the spread of related industries, and it is most important to analyze R&D trends for battery material technology and respond to future technological development directions. Therefore, in this study, we tried to suggest a direction for R&D activities in the future by analyzing patent trends for graphene anode material technology for secondary batteries and deriving implications. As a result, in the case of anode material technology, the proportion of foreigners in the US and European patent markets was higher than in the Korean and Japanese patent markets, which means that the US and European marketability is high. In addition, Japanese applicants are filing high-level applications not only in the Japanese patent market but also in other countries suggests that Japan is leading the technology in this field. Lastly, the proportion of research institutes in the patent market of Korea and the US remains high compared to that of Japan and Europe, indicating that the commercialization of technology is still slow in those countries. Therefore research institutes and companies in Korea will have to establish their own strategies for developing and securing materials using the results of patent trends in major countries and major companies analyzed in this study.

  • This paper identifies GNSS education and training program under Geomatic field of study. GNSS education programs is evaluated $vis-{\grave{a}}-vis$ new-products. Data on Geomatic knowledge generation in the era of the GNSS derivatives over the 1975 - 2003 period are examined. The emerging trends and patterns; in particular for selected Asian nations will be dissected in detail. The knowledge indicator used in this study is the patent ownership against the background of emergence of new core technologies and innovations in the field of GNSS. Looking at the dismal performance of Geomatic professionals in terms of innovative activities in most part of Asian and Malaysia in particular, is it there is something that holding up these professionals from doing so? With our universities and numerous polytechnics offering Geomatic program, more is expected from them. Is it a problem of lack or inadequacy of skills? Or is it these professionals are too busy and being narrowly focused on doing something else?
