  • This study attempted to investigate school participation experiences and the need for a school-participation leave for employed parents. A school participation leave is a paid or unpaid leave that guarantees workers to take time-off for school participation regarding children's educational purposes. We reviewed cases of school participation in other countries. There are similar types of educational leave in Russia, Greece, Italia, Sweden, Swaziland, and South Africa. We collected survey data from 1,194 employed parents (794 fathers and 400 mothers) whose children attend kindergarten, elementary, middle, or high-school. This study compares school participation experiences and needs by parent gender. The results showed that 62 % of the fathers and 80 % of the mothers participated in any type of school meetings and events at least once in the previous year. Fathers attended school events such as art festivals and mothers attended PTA meetings, school events, and parent-teacher conferences. The most frequently mentioned reason for non-participation among parents was related to work. A total of 87.7% of the parents agreed that a school-participation leave should be introduced. The results of the logistic regression showed that mothers compared to fathers, college graduates compared to post-secondary graduates, those whose children attended preschool or elementary school compared to high school, and those who had longer working hours were more likely to agree on the introduction of school participation leave. In conclusion, a policy intervention such as school-participation leave should be considered to provide employed parents time to be involved in their children's education and participate in school activities.

  • This paper examines the intergenerational time transfers between married women and their co-residing elderly parents, and how they affect married women's labor force participation and work hour. The sample was drawn from the "2004 Time Use Survey" conducted by Korea National Statistical Office and the Heckman's 2-step model was estimated to examine these relationships. We find that women's caregiving time for their elderly parents reduces their likelihood of participating in the labor force. On the contrary, parental time transfers for married women increases the probability of their labor force participation. We find no evidence that the actual hours of paid work is related to the time transfers between married women and their elderly parents. In other words, after married women decide to participate in the labor force, their work hours are not affected by the time spent for parents and time gained from parents to them. Parental income is positively associated with the married women's labor force participation whereas husband's income is negatively related. The married women working in service occupation and earn salaries work longer hours than those employed as laborer and wage workers. Having older parents and owning the second home reduce working hours of married women.

Surveys were conducted in six schools that implemented foodservice monitoring. In these schools, 126 participants and 167 non-participants were surveyed. The results were as follows: The participant group was more satisfied with taste (participation 3.63, non-participation 3.20), quantity (participation 3.69, non-participation 3.20), and menu composition (participation 3.67, non-participation 3.16) than the non-participant group. In addition, the satisfaction level of the participant group (3.74) was significantly higher than that of the non-participant group (3.24) (p<0.01). It was also indicated that the overall level of trust toward the foodservice operation was significantly higher in the participant group (3.90) than in the non-participant group (3.32) (p<0.001). After participating in monitoring, 74.8% of the parents changed their perception on school foodservice and 84.7% of them became to have more positive views. • The purpose of this study was to examine the recognition of the Children's Rights Guarantees among parents and child service providers in a local community, and to explore ways to organize Child Friendly Cities. To this end, I analyzed survey data collected from a municipality based in Seoul, Korea, and discovered certain differences in recognitions of play and leisure, citizen and participation, safety and protection, health and social service, education, and housing. Among the six categories, the parents and child service providers recognized that education and housing were relatively well guaranteed whereas citizen and participation was less secure. Child service providers were more negative in the physical environment for building child-friendly community, while parents were more negative about the institutional / cultural environment, such as participation rights. Based on these findings, I suggested the following: First, the physical environment should refer to the standards of child welfare officers, and the institutional and cultural environment should refer to the parents' standards. Second, the participation of parents and child service providers as well as children should be expanded in the community decision-making process.
