Declaration of Air Defense and Identification Zones started with the United States in 1950, which was followed by declaration of KADIZ by the Republic of Korea in 1951. Initial ADIZ were solely linked with air defense missions, but their roles have changed as nations around the globe manifested a tendency to expand their influence over maritime resources and rights. In particular, China declared ADIZ over the East China Sea in October 2013 and forced all passing aircraft to submit flight plan to ATC or military authority, saying failure of submission will be followed by armed engagement. China announced it would declare another zone over the South China Sea despite the ongoing conflict in the area, clearly showing ADIZ's direct connection with territorial claim and EEZ and that it serves as a zone within which a nation can execute its rights. The expanded KADIZ, which was expanded in Dec 15, 2013 in response to Chinese actions, overlaps with the Chinese ADIZ over the East China Sea and the Japanese ADIZ. The overlapping zone is an airspace over waters where not only the Republic of Korea but also of China and Japan argue to be covering their continental shelf and EEZ. Military conventions were signed to prevent contingencies among the neighboring nations while conducting identifications in KADIZ, including the overlapping zone. If such military conventions and practice of air defense identification continue to be respected among states, it is under the process of turning into a regional customary law, although ADIZ is not yet recognized by international law or customary law. Moreover, identification within ADIZ is carried out by military authorities of states, and misguided customary procedures may cause serious negative consequences for national security since it may negatively impact neighboring countries in marking the maritime border, which calls for formulation of operation rules that account for other state activities and military talks among regional stake holders. Legal frameworks need to be in place to guarantee freedom of flights over international seas which UN Maritime Law protects, and laws regarding military aircraft operation need to be supplemented to not make it a requirement to submit flight plan if the aircraft does not invade sovereign airspace. Organizational instructions that require approval of Chairman of Joint Chiefs of Staff for entrance and exit of ADIZ for military aircraft need to be amended to change the authority to Minister of National Defense or be promoted to a law to be applicable for commercial aircraft. Moreover, in regards to operation and management of ADIZ, transfer of authority should be prohibited to account for its evolution into a regional customary law in South East Asia. In particular, since ADIZ is set over EEZ, military conventions that yield authority related to national security should never be condoned. Among Korea, China, Japan and Russia, there are military conventions that discuss operation and management of ADIZ in place or under negotiation, meaning that ADIZ is becoming a regional customary law in North East Asia region.

Helicobacter pylori is a causative agent of type B gastritis and plays a central role in the pathogenesis of gastroduodenal ulcer and gastric cancer. To elucidate the host-parasite relationship of the H. pylori infection on the basis of molecular biology, we tried to evaluate the genomic diversity of H. pylori. An ordered overlapping bacterial artificial chromosome (BAC) library of a Korean isolate, H. pylori 51 was constructed to set up a genomic map. A circular physical map was constructed by aligning ApaI, NotI and SfiI-digested chromosomal DNA. When the physical map of H. pylori 51 was compared to that of unrelated strain, H. pylori 26695, completely different restriction patterns were shown. Fifteen known genes were mapped on the chromosome of H. pylori 51 and the genetic map was compared with those of strain 26695 and J99, of which the entire genomic sequences were reported. There were some variability in the gene location as well as gene order among three strains. For further analysis on the genomic diversity of H. pylori, when comparing the genomic structure of 150 H. pylori Korean isolates with one another, genomic macrodiversity of H. pylori was characterized by several features: whether or not susceptible to restriction digestion of the chromsome, variation in chromosomal restriction fingerprint and/or high frequency of gene rearrangement. We also examined the extent of allelic variation in nucleotide or deduced amino acid sequences at the individual gene level. fucT, cagA and vacA were confirmed to carry regions of high variation in nucleotide sequence among strains. The plasticity zone and strain-specific genes of H. pylori 51 were analyzed and compared with the former two genomic sequences. It should be noted that the H. pylori 51-specific sequences were dispersed on the chromosome, not congregated in the plasticity zone unlike J99- or 26695-specific genes, suggesting the high frequency of gene rearrangement in H. pylori genome. The genome of H. pylori 51 shows differences in the overall genomic organization, gene order, and even in the nucleotide sequences among the H. pylori strains, which are far greater than the differences reported on the genomic diversity of H. pylori.
To know the food chain of an intertidal community, feeding habits of Acanthogobius elongata were studied by analyzing stomach contents. A. elongata were monthly collected and the environment conditions of the habitat were investigated in the intertidal zone of Naecho-do, Kunsan from July 1993 to June 1994. Ratio of stomach contents to weight of A. elongata was $1.78\%$, and fullness of stomach showed a similar value to ratio of stomach contents to weight. Fullness of stomach was increased twice a day in the morning and the afternoon. The most important food item was copepods amounting to $54\%$ of the total stomach contents. Of these, Paracalanus parvus was most abundant in spring, Calanus sinicus in summer, Acartia sp. in autumn, and Calanus sinicus in winter. Degree of overlapping for the food items between seasons was not very high, except between spring and summer. There were little differences in feeding habits among the size groups. For all size groups of A. elongata, the occurrence rates of copepods, decapods, molluscs and cirriped larvae were high. As the fish grows, those of amphipods, polychaete larvae, isopods, cumaceans and stomatopods increased gradually. This study aims to identify appropriate tree species and crops for agroforestry target sites in North Korea based on ecological geography and site properties. To this end, an ecological geographic map (13 regions and 4 zones) of North Korea was made using satellite images and North Korean academic journal articles. The target agroforestry sites were selected and mapped according to 18 site conditions depending on 3 site characteristics, and the sites were divided into short-term and long-term target sites depending on the agroforestry management period. Finally, optimal combinations of 30 tree species and 19 crops were selected by overlapping the ecological geographic map and agroforestry target site map. For regions within the same zone, tree species and crops were almost similar; however, compared to regions in other zones, they differed. This is likely because the geographical climatic characteristics reflected in the ecological geographic map vary greatly from zone to zone. These results will be used to propose a combination of suitable tree species and crops that takes into account both management purposes and management types for inter-Korean forest cooperation in the agroforestry sector.

In this paper, the Mobile IP has been adapted to allow AAA protocol that supports authentication, authorization, and accounting(AAA) for security and collection for accounting information of network usage by mobile nodes(MNs). That is, the Proposed scheme delivers the session keys at the wired link for MN's security instead of the wireless one, so that it provides a fast and seamless handoff mechanism. According to the analysis of modeling result, the proposed mechanism compared to the existing session key reuse method is up to about $40\%$ better in terms of normalized surcharge for the handoff failure rate that considers handoff total time.

Feature normalization as a pre-processing step has been widely used in classification problems to reduce the effect of different scale in each feature dimension and error as a result. Most of the existing methods, however, assume some distribution function on feature distribution. Even worse, existing methods do not use the labels of data points and, as a result, do not guarantee the optimality of the normalization results in classification. In this paper, proposed is a supervised rank normalization which combines rank normalization and a supervised learning technique. The proposed method does not assume any feature distribution like rank normalization and uses class labels of nearest neighbors in classification to reduce error. SVM, in particular, tries to draw a decision boundary in the middle of class overlapping zone, the reduction of data density in that area helps SVM to find a decision boundary reducing generalized error. All the things mentioned above can be verified through experimental results.
This study aimed to review the reorganization of fisheries and the future tasks in accordance with the establishment of new fishery order in the Northeast Asian Seas. As the United Nations Convention on the Law of the Sea, which recognized the sovereign rights of Coastal States in a 200-nautical mile exclusive economic zone (EEZ), entered into force in 1994, the three countries of Korea, China and Japan ratified the United Nations Convention on the Law of the Sea in 1996 and started negotiations to establish a new fishery order consistent with the EEZ system. However, a conflict of interest occurred because of differences in fisheries between countries, negotiations many times have proceeded, resulting in the signing of fishery agreement between China and Japan in 1997, Korea and Japan in 1998, and Korea and China in 2000. Each fishery arrangement consists of a dual system of EEZ and provisional waters (middle waters, provisional waters). The two countries are engaged in mutual fishing based on coastal states in EEZ, and in the fishing operation under the principle of flag state in provisional waters. There are overlapping or ambiguous jurisdictions in the intermediate waters and provisional waters that are jointly available to both fisheries. The presence of these seas is a challenge to the establishment of a reasonable international fisheries management system for the entire Northeast Asian Seas. In this context, the challenges of the reorganization of the new fisheries order are as follows: 1) conversion to a fishery order for coexistence of fisheries, 2) expansion to an international fishery management system, and 3) establishment of a multilateral fishery cooperation system. Although the jurisdiction of their own waters has been expanded through the establishment of EEZ according to new fishery order, the need for mutual cooperation grows when considering the movement and migration of fishery resources, fishery management, fish consumption and trade. In addition to the fisheries cooperation between the governments, it is also necessary to revitalize the civil cooperation focused on fishermen who exploit fishing grounds together.
Ieodo is a submerged rock within a Korea's Exclusive Economic Zone(EEZ) in the East China Sea with its most shallow part about 4.6m below the sea level which has no specific rights for the EEZ delimitation. The United Nations Convention on the Law of the Sea (UNCLOS) stipulates that any coastal state has the rights to claim an EEZ that stretches up to 200 nautical miles from its shore, except where there is an overlap with a neighboring country's claims. Korea claims that Ieodo is within its EEZ as it sits on the Korean side of the equidistant line and the reef is located on the Korea section of the continental shelf. China does not recognize Korea's application of the equidistance principle and insists that Ieodo lies on its continental shelf. According to UNCLOS, Ieodo is located in international waters, rather than one country's EEZ as the two countries have failed to reach a final agreement over the delimitation of the maritime border. This study seeks to understand the evolution of the People's Liberation Army Navy(PLAN) strategy as main obstacles for the EEZ delimitation between Korea and China. PLAN's Strategy evolves from "coastal defense" to "offshore defence", since the late 1980s from a "coastal defence" strategy to an "offshore defence" strategy which would extend the perimeter of defence to between 200 nm and 400 nm from the coast. China's economic power has increased It's dependence on open trade routes for energy supplies and for its own imports and exports. China want secure Sea Lane. PLAN's "offshore defence" strategy combines the concept of active defence with the deployment of its military forces beyond its borders. U.S. insists that coastal states under UNCLOS do not have the right to regulate foreign military activities in their EEZs. To be consistent with its demand that the U.S. cease performing military operations in china's EEZ, China would not be able to undertake any military operations in the waters of South Korea's EEZ. As such, to preserve its own security interests, China prefers a status quo policy and used strategic ambiguity on the Ieodo issue. PLAN's strategy of coastal defence has been transformed into offensive defence, Korea's EEZ can be a serious limitation to PLAN's operational plan of activities. Considering China'a view of EEZs, China do not want make EEZ delimitation agreement between Korea and China. China argues that the overlapping areas between EEZs should be handled through negotiations and neither side can take unilateral actions before an agreement is reached. China would prefer Ieodo sea zone as a international waters, rather than one country's EEZ.
In the present study, the liquefaction potential in the area of the Incheon international airport was assessed by applying the data of both standard penetration tests and laboratory tests to the modified Seed & Idriss method. The analysis was performed against the non-plastic silty soil layer and silty sand soil layer existing within the depth of 20m and under the ground water level, having the standard penetration value(N) of below 20. Also, each set of data was mapped using the GIS(Geographic Information System) and the safety factor against the liquefaction potential ($FS_{liquefaction}$) was obtained by overlapping those layers. Throughout the analysis, it was found that there exists a potential hazard zone for the liquefaction, showing partially that the safety factor against the liquefaction potential is 1.0 to 1.5 below the standard safety factor criterion. It is further thought to be necessary that the liquefaction potential for the corresponding hazard zone be additionally assessed in detail.
