The present study investigated Korean and the US college students' scientific reasoning skills involving hypothesis-testing skills and tested the hypothesis that hypothesis-testing skills are more advanced ones than other scientific reasoning skills investigated in this study. Seven hundred and seventy-four(774) Korean and five hundred and sixty-eight(568) the US students were sampled in university level. The Test of Scientific Reasoning was used as a scientific reasoning test. The test is consisted of two conservational reasoning, two proportional reasoning, one pendulum, two probability reasoning, two controlling variable, one correlational reasoning, and two hypothesis-testing reasoning tasks. Korean students showed a significant higher score in proportional and probability reasoning tasks than the US students. However, the Korean showed a significant lower score in conservation and correlation reasoning tasks than their American counterparts. Further, Korean and the US college students showed a notably poor performance in hypothesis-testing skills comparing with other scientific reasoning skills, which supported the hypothesis that hypothesis-testing skills are more advanced ones than other scientific reasoning skills. In addition, the Korean showed a severe deficiency in candle-burning task which required the skill that students have to design a scientific test-procedure to test theoretical hypotheses. This study also discussed on the educational implications of the results of the present study.

With an entry into force of OPRC-HNS on June 14th 2007, response system against any large scale accidents related to HNS is required to respond rapidly and effectively in a national scale, US national response system and national contingency plan for any chemicals in operation were analyzed to understand the characteristics of management system and response system for any HNS driven accidents in the Us. Main characteristics of the US system were well described as an unified information window and an integrated incident command system supported by response facilities, manpower and technical support from other response organizations through good cooperation. In general, response activities are conducted by private sectors, however, the government will take over response activities in case large scale accidents occur in the Us. Expected expenses for response activities are covered by a type of Superfund in the Us. Several applicable ways are proposed to enable NGO to participate in and reorganize response system in ROK, and are feasible in collaboration with other response organizations and private sectors in the aspects of equipment, technology and manpower, Based upon the above activities, it is desirable to reorganize domestic rules and/or regulations related to response measures in ROK.
The price for health service are decided by very complicated process because many of factors are related with them. The RBRVS(resource-based relative value scale) were used to calculate the Korean health service fees including dental fees. This study aimed to compare dental fees of Korea with other countries, such as Japan, Germany, and the US for evaluating the adequacy. Dental fees were categorized as oral evaluation and imaging, dental treatment including restorative, periodontal, and surgical work, and preventive treatment and compared by each country. The official documents about dental fees were collected from Korea, Japan, Germany, and the US. Each fee was presented as their own currency at first. Then they were converted into Korean won (KRW) by applying the market exchange rates at a specific point of time. Finally the fees were adjusted by purchasing power parities (PPPs) which equalize the different currencies. In general, the level of Korean fees were markedly low compared to those of Japan, Germany, and the US. German fees were similar or higher than that of Japan, and the US. The Korean fees were lower than three other countries 1.2~4.1 times for oral evaluation and 2.2~7.3 times lower for panoramic radiography. The endodontic fees of Japan, Germany, and the US were higher 1.8~15.3 times and 4.0~35.9 times for the deciduous teeth extraction compared to the Korean. In Japan the prophylaxis was 3.2 times more priced than the Korean fee. Exceptionally, the fees for re-evaluation, amalgam filling, and scaling were lower priced in Japan than other countries. This study has limitations on the items in definition and contents of dental practices units which were not exactly comparable and differently determined by countries. However, this study is meaningful because it surveyed the price levels to compare four different countries and then applied PPPs adjustment. This finding can be used to develop the dental RBRVs of Korean national health insurance and will contribute to improving the payment systems of health care.
Many States such as Arizona, Texas, New Mexico, Colorado, California, New Mexico, Florida were obtained either from Spanish Empire or from Mexico. In 1848 due to the Guadalupe-Hidalgo treaty America could obtain half of the original territory of Mexico. American identity cannot be understood without the history of American expansionism further consolidated by the Spanish-American War in 1898, which brought other ex-Spanish colonies such as Guam, Puerto Rico, the Philippines to the US. The US's interest in these territories dates back to the Monroe doctrine in 1823 when Monroe "declared the Americas off-limits to any new European colonization." America justifies their expansion based on the notion of Manifest Destiny which was created by O'Sullivan at the hight of American fever to annex Texas to US. The intent of this paper is to study how Anglo-Saxon and Latin Culture clashed against each other especially right before and after the Spanish-American War. In this study the American hero, Theodore Roosevelt and Latin American hero, $Jos{\acute{e}}$ Martí will be compared, though they did not meet each other during the Spanish-American war due to Marti's early death in 1895 at the battle for the Cuba Libre. Their comparison is significant in that the former represents the American expansionist spirit and the latter the spirit of Anti-imperialism and Anti-Anglocentrism. Along with the concept of Manifest Destiny of America, 'American exceptionalism' is also mentioned which motivates U.S. to expand further even after the Spanish-American war in the form of 'informal imperialism' characterized by 'gunboat politics'of the US. These discussions will draw attention to how recent theorists such as Bryce Traister criticizes the Border Theory represented by $Jos{\acute{e}}$ David Saldívar. Here the Border Theory is criticized to repeat the discourse of the globalized capitalism which prefers the weak state and the transnational aspects by focusing on the in-betweenness of the border. In the end the paper will focus on how the Border theory as represented by Saldivar is political enough and sets up a resistant example against American expansionism of today in its focus on the call for pan-American and pluri-versal subjectivity of the borderlands. This point will be supported by a discussion of how Saldivar's view is confirmed by Walter Mignolo who advocates the "bottom up" resistance of the indigenous people of Chiapas and other social forums such as World Social Forum and the Social Forum of the Americas derived from the Zapatistas' movement whose motto is "A World in which many world co-exist."
This article deals with the nature of ISDS along with the admissibility thereof, for the settlement of investment disputes between states and nationals of other states. ICSID as an organization of World Bank Group, has been established in 1966 and as of May in 2011, 157 nations ratified its convention. As for the Republic of Korea(ROK) it has been involved in the problematic situation with regard to ISDS of the KORUS FTA in negotiation with the United States. The ruling Grand National Party is pushing the FTA for ratification including ISDS. However, the opposition party, the Unified Democratic Party rejected the ISDS with a view to a toxin infringing on its judiciary sovereignty. The ROK has invested in the US 3.5 times more than the US did in Korea up to now. As a result, it seems that the ROK is more concerned about ISDS than the US is, considering that exhausting local remedy through the US local courts, applying even a municipal ordinance in their decisions which will be unsatisfactory toward the ROK side. The ROK is now struggling with the ISDS as a political issue between the ruling party and the opposition party mostly based on sovereignty with a reference on AUSFTA which excluded the ISDS. Australian model about ISDS has been impacted by the experience from the NAFTA which allowes direct claims against each other(the US against Canada and Canada against the US). It seems not to be much sympathy for developed countries because it has long been held to standards for pressing on developing countries. Australia is also struggling with ISDS from the political point of view likewise the ROK. And the ISDS is destined to the political situations established within the domestic countries among the political parties in relation with the acceptance or rejection of thereof.
The paper introduces US Indo-Pacific Strategy and discusses its meanings and implications for international security and our strategy. It tries to look at the Indo-Pacific strategy(IPS) through the lenses of international political theories. The paper provides three important observations. First, the US Indo-Pacific strategy is a declaration of the national identity of the US as an Indo-Pacific nation. The paper argues that the IPS reflects the US leadership that would facilitate the formation of, so called, the Indo-Pacific community. In arguing these points, the paper notes that the IPS has rich elements of constructivist approaches including norms and national identity. Second, the paper observes that the IPS report serves as an effective deterrent strategy. The IPS does not call out China as an enemy. But, it tries to deter against a range of actors including China by warning that whoever violates the rules-based order in the region would have consequences. Third, the paper maintains that the IPS is an effort by the US to mitigate the risk of a great power war between the US (an established power) and China (a challenging power) because the IPS articulates the United States's willingness to work with China as long as it plays by the rules. There will be challenges to the US and other countries in the region including South Korea particularly because of economic interdependence. However, the paper argues that the IPS stands for an optimistic sign of the future security in the Indo-Pacific region because it is a manifestation of the US for its national will to defend the status quo characterized as Pax Americana which has been maintained since the end of the Second World War. It also argues that South Korea also can, and should make the most of this opportunity by enhancing our capacity in national defense.
Vitamin E has been a generic term for all tocopherol and tocotrienol derivatives. The most active form of vitamin E isoforms in vivo is regarded to be $\alpha$-tocopherol which is the only form defined as vitamin E in the US Food and Nutrition Board, causing controversy over setting dietary reference intake (DRI) of vitamin E. However, most of the countries other than the US maintain the original concept that all isoforms are accepted as vitamin E but with different biopotency. The roles of the isoforms of vitamin E other than $\alpha$-tocopherol have received continuous attention. Among them those of $\gamma$-tocopherol and $\alpha$-tocotrienol have been most studied in comparison with $\alpha$-tocopherol, since $\gamma$-tocopherol comprises major form of vitamin E in many plant seeds and those of the both vitamin E have been implicated in unique physiological functions. This review summarizes findings that have led a better understanding of vitamin E absorption, transport, tissue storage and various functions common and specific to vitamin E isoforms focusing $\alpha$- and $\gamma$-tocopherol as well as tocotrienols. It is expected to help redefining vitamin E and setting its DRI for Koreans.

This study was performed to investigate shopping behavior of Chinese, Japanese, and US tourists in Korea. For this purpose, travel activities and shopping items were identified first. And thereafter the shopping satisfaction, travel satisfaction, intention to word-of-mouth, and intention to re-visit were compared by country, gender and age. Finally, the effect of shopping satisfaction on travel evaluations as well as the effect of demographics on shopping satisfaction were examined. Secondary data were used for this survey, while ${\chi}^2$ test, t-test, ANOVA, Duncan test and regression analysis were applied to analyze data. The results were listed below. First, main travel activities were shopping, followed by enjoying natural scenery and visiting historic sites. Apparel, cosmetics, leather goods, and shoes were major shopping products. Chinese and Japanese tourists preferred cosmetics and apparel most, while US travellers bought lots of apparel and shoes. Men and older tourists tended to buy food products more than women and younger people did. Second, degree of shopping satisfaction significantly differed by country and age. The US tourists showed highest satisfaction, followed by Japanese and Chinese ones. Younger people tended to be satisfied more than older people significantly. In terms of travel satisfaction and intention for word-of-mouth, the US tourists, women, and younger people revealed higher scores than the other counterparts. Intention to re-visit Korea were significantly different, based on country and gender, showing higher for the US people and women. Third, shopping satisfaction was found to affect travel satisfaction, intention for word-of- mouth, and intention to revisit Korea significantly. In turn, travel satisfaction was also shown significantly to affect on intention for word-of-mouth, and intention to re-visit Korea.

The project management information system (PMIS) has recently been developed by using the information technology(IT) in order to implement advanced information management technology to construction industry in Korea. The PMIS has been applied not only to domestic construction projects, but also to some overseas projects executed by Korean construction companies. This study was performed to develop the PMIS that is tailored to the US construction IT market. It has been monopolized by the US-based IT companies, but other companies are recently emerging with competitive technology and market strategy. As a preceding study, existing commercially available systems were analyzed, and the required features of the PMIS were identified by analyzing the core elements of contract, process and cost management about construction projects in the US. Then, the PMIS was developed based on the aforementioned analysis results. The system includes the document management module with an internal electronic approval system, the cost-plus-based automatic labor cost calculation module, and the progress management module to support the integrated project cost management. In addition, the functionality of the developed system was verified by experts about construction management in the US via questionnaire survey. The developed PMIS, in this study, is expected to be applied not only to the US construction IT market as a system specialized for the US construction industry, but also to other oversea markets in the future.
This study reviews international discussions about the trade-labor linkage and examines the labor chapters of FTAs enforced by the US and the EU from a comparative perspective. Since early 1990s, starting from the NAFTA, the US has included forceable labor provisions in its FTAs and this trend continues to the TPP which was concluded in October 2015. On the other hand, the EU's labor provisions in its FTAs have been composed of promotional elements on labor rights based on cooperations and dialogues. These different features of labor provisions in the US and European FTAs are mainly due to the motives of the FTAs of the US and the EU respectively as well as their domestic situations with regards to domestic law and institutional set-ups. The coordination of labor provisions involves a long-term institutional as well as regulatory convergence which triggers not only economic but also social changes, compared to a relatively short-term effect of tariff elimination. For Korea which has been a FTA partner country both with the US and the EU, it is significant to keep the different characteristics in the labor provisions in mind, particularly in the process of its implementation. Concerning the implementation of Korea-US FTA, it might be problematic if Korean law and its regulatory practice on labor-management relations do not comply with that of the US. The Korea-EU FTA case can also have an indirect impact on Korea's labor laws since it stipulates in its provisions that both parties should have discussions not only within each government but also with the civil communities including NGOs. Thus, Korea should pay more attention to the true meaning in labor provisions of both FTAs in order to promote its firms to be equipped with the right labor-management system in their operations abroad.
