우리 나라 여성정보화의 현황분석과 정보화를 통한 여성 삶의 질적 변화전략에 관한 연구 (Strategies for Improving the Quality of Women′s Life through Informatization)

  • In this paper, we investigate the various opportunities of women informatization, which we believe to be major contributors for the high quality of life for women. We first justify various efforts for women informatization, which needs to be based on the analysis of the problems and the status quo. We have also examined the related government policies and programs as well as the programs of non-profit organizations for woman, and identified key problems areas. Integrating the results from this analysis, we have developed the vision and the framework for women informatization. We also give a list of strategic alternatives for improving quality of life through informatization, and promoting full-time housewives to become aggressive information users, information producers and information specialists. We use the expert Delphi method and fish-bone chart analysis to generate the priorities of specific tasks and target-based strategies for successful implementation of women informatization. We conclude this paper with various recommendations for empowering women to enjoy high-quality living through the process of informatization.

  • 본 논문은 가부장적인 한국사회에서 여성이 스스로 리더십을 발휘하여 어떻게 한국여성행정을 발전시틸 수 있는 가에 대한 논의이다, 여성주의(feminism), 여성의 정책흐름, 그리고 여성리더십을 먼저 살펴보고 거기에서 산출되는 한국여성행정의 발전방향을 모색하였다. 여성행정에 대한 여성주의적 재 개념화는 역사 속에서의 여성 리더십에 관한 인식의 전환을 그 출발점으로 삼고 있다. 한국의 가부장적 사회는 중요한 사회적 권력자원이 남성에게 유리하게 규정되고 또 분배되는 양성간의 불평등한 권력구조를 갖고 있다. 또한 여기에 관한 선행연구가 이루어졌지만 그 수가 굉장히 미비하기 때문에, 많은 여성행정 연구가 이루어져야 된다. 한국사회에서 여성리더십의 중요성이 강조되고 있다는 명제들은 사회 속에서의 여성역할의 비중이 증대하였다는 것을 의미한다. 여기에서 역할에 수반되는 권한과 권력을 상정해 볼 수 있으며, 이것은 여성리더십이 한국여성행정의 초석이 될 수 있다는 것으로 표현된다.

지역사회 자발적 결사체의 연결망과 지역사회 역량 (The Network Analysis for Community Voluntary Organizations and Its Implication for Community Capacity Building Toward Health Promotion)

  • The paradigm of health promotion requests community participation and its active problem-solving. Community is conceptualized as a resource pool to be organized. Such resource is called community capacity. Community participation is a process of capacity building. Community voluntary associations are considered as valuable resource to be used for health promotion. This paper tried to identify the network structure among community voluntary associations and to infer the possibility to make such network of organizations participate in health promotion programs. Two survey data were used for this research: 1) Measurements and Evaluations of Community Capacity on Dobong-gu (N=94) 2) A development plan of health medicine service to be Healthy Gangdong-gu (N=69). The questionnaire included such variables measuring community capacity as leadership, membership, organizational resources, and inter-organizational network, etc. Both regions had the following common characteristics: 1) There were positive correlations between the organization's budget and membership. 2) Organizational types were associated with their founded years. Two regions showed the following differences: Dobong displayed the high density of community organizations, but Gangdong showed the low density. Dobong community organizations were able to be classified into three network clusters such as women & environments, youth & adolescent, and sports organizations. Each cluster of organizations favored the different type of health promotion programs. Gangdong community organizations were less developed, and not possible to be clustered. Depending upon the level of community capacity or community organizations' differentiation, the strategy of community participation could be settle down in different ways. Particularly the health agency had to pay more attention to support the growth of civil organizations.

중소기업 직장 여성의 갈등경험에 대한 현상학적 연구 (A Phenomenological Study on Conflicts Experience by Women: Focused on the Case of Women in Small and Medium Size Enterprises)

  • 직장 생활을 하는 여성들이 점점 늘어나고 있다. 그러나 직장 여성들에 대한 담론은 부족한 편이며, 성과 중심이나 불평등과 같은 편중된 시각이 대부분이다. 여성들의 갈등 경험은 직장 내에서 발생할 수 있는 상호 작용의 다양한 측면을 내포하고 있기 때문에 여성들이 처해있는 직장 생활의 현실을 여실히 보여줄 수 있는 좋은 사례이다. 또한 이 연구는 갈등 연구에 적합한 연구 방법의 하나로 현상학적 연구를 제안하고 있다. 기존의 커뮤니케이션을 중심으로 한 갈등 연구들이 갈등대처 유형과 같은 변인을 밝히는데 치중하였다는 한계를 가지기 때문이다. 갈등은 무엇보다 맥락에 상당 부분 의존하며, 역동적인 상호 작용 속에서 이뤄지기 때문에 구체적이며 총체적인 해석이 무엇보다 필요하다. 이러한 관점에서, 본 논문에서는 여성들이 직장 내에서 겪고 있는 갈등 경험을 현상학적 연구방법으로 연구하였다. 그 결과, 다음의 여덟 가지 주제를 확인할 수 있었다. 첫 번째 주제는 '불합리한 상황', 두 번째 주제는 '위계적 질서'이다. 세 번째 주제는 '갈등에 대한 부정적인 생각'이며, 네 번째 주제는 '여자와 남자의 차이 인식', 다섯 번째 주제는 '관계의 문제를 중시함'으로 나타났다. 여섯 번째 주제는 '소극적 대처 행동'이며, 일곱 번째 주제는 '공격적인 대응', 마지막 여덟 번째 주제는 '적극적으로 갈등에 대처'였다. 아울러 이 같은 결과가 갖는 함의와 향후 연구를 위한 제언이 제시되었다.

보건소 모성과 어린이 건강관리사업의 효율적 운영을 위한 조직구축 연구 (Development of Organization System for Health Management Program of Maternal-child in Public Health Centers)

  • Purpose: The purposes of this study are: to evaluate the effectiveness of organizations engaged in MCH programs; and to suggest the executive organizational system of maternal and child health (MCH) services linked to HP services at public health centers. Method: This study analyzes data on the present conditions and evaluates the organizational effectiveness of MCH workers at public health centers nationwide. The organizational effectiveness of MCH organization is assessed by MCH workers. Finally, this study seeks to obtain consensus among experts in the field of MCH. Result: The results are as follows. Of public health centers, 61.9% have a MCH organization for their MCH programs. For the other 38.2%, MCH services are undertaken by HP organization. Executive organizational systems for MCH services at leading MCH health centers are classified into three types: Type I (provides MCH and HP services through MCH organizations); Type II (provides MCH and HP Services through HP organizations) ; and Type III (provides MCH services through MCH organizations and HP services through HP organizations). The evaluation of the organizational effectiveness of MCH organizations shows that Type II is the most effective in terms of teamwork, autonomy, service quality and resource utilization. Conclusion: This study suggests that executive organizations for MCH and HP services for women and children should be established in accordance with lifetime health programs in order for public health centers to utilize the limited MCH and HP resources efficiently.

  • This study is conducted with the aim of redefining the university-based lifelong education support system for developmental disabled. The research method consisted of procedures in parallel with literature analysis and expert meetings. As for the contents of the study, a composition system that recognized the problems and solutions of lifelong education for the developmental disabled based on universities was primarily presented. Through this, it was suggested that universities can form an academic foundation for the establishment of a lifelong education support system for the developmental disabled along with the convergence field. In addition, a structural model related to this was presented along with the aspect that universities could develop a curriculum for lifelong education for the developmental disabled according to the school foundation. Also, a composition system was suggested that universities can develop lifelong education curriculum for people with developmental disabilities to lead the cooperation of local related organizations such as welfare centers for the disabled and lifelong education centers for the developmentally disabled. As a result of the study, it was analyzed that leadership in the university-based lifelong education support system for developmental disabled can contribute to fostering professional manpower qualifications and establishing cooperation with local related organizations in an integrated composition system.

한국 여성단체의 아동복사활동의 실태에 관한 연구 (A Study on the Child Welfare Activities in the Korean Women's Organizations)

  • This study attempts to shed additional light on the national diffusion process and interaction of welfare services for children and mothers. The central hypothesis examined is the following : In general, the implant of social welfare system is first considered on the characteristics of their own socio-economics , and diffusion prodess of welfare services tends to occur faster in countries with open sicieties than in countries where entry barriers are high and society ranking rigid. The scope of the study is limited in several ways. Attention is concentrated on the agency of woman in the belief that an in-depth case study of one field can yield more insight than a less detailed investigation embracing a number of social welfare systems. The angency of woman is selected for several reasons. a) It is important the agency of woman alone produce more effective than services affecting both the child welfare and women's libertion bradually. Moreover, these services will form the heart of mother's welfare. b) The services of women's agency is gradually wide spread, since a role of government is still negligible before a full realization of economic income. c) The services of women agency is a prime example of a social welfare. d) statistical data and other information are more readily available. One of major findings of our study is the existence of the barriers inhibiting child welfare form " motherhood cult". Despite all the distinct advantages for mother and child , social attitudes appear to be some resistant on child welfare system among men and women even the agenices of women. What is surprised is the extent of the awareness that strategies of women's agency to liberate woman and to increate activities of women involve the strategies to liberate child. The conviction that solving application problems for child welfare in line with the activities of agency by women offer greater freedom and more advantage to mother are not apparent on the data collected from 18 of multi-functional agencies in our country. there are little sign that such agencies cooperate toward attainment of common goals. The intensive early focus of the movement on consciousness raising is a necessary beginning and such efforts by women's organizations would help both in the continuous evolution of women and child. Some of the agencies offer a variety of services to women and children, others are specialized in that they offer fewer services or even only one. Social welfare agenices giving service to children and their families are identified by various names usually women service and child welfare from govern , mental agency and voluntary public agency to foreign aided. What is totally missing , however, is an integrated synthesis of child welfare program Through women's agency. Social changes to occur, but delineation of appropriate and comprehensive social policy is also necessary at this point at this point since efforts, social changes and polices must be well coordianted and focused, as well as mutually supprotive and reinforcing.

농촌여성단체의 사회복지활동 -김포시 생활개선회를 중심으로- (The Situations and Challenges for Enhancing Participation in Social Welfare Activities of the Rural Women′s Organization in rural Korea : Case Study of Kimpo Living Improvement Group)

  • This paper studied the present condition of social welfare activities of Living Condition Improving Committee of Kimpo City in order to activate the social welfare services of women agricultural organizations. The main results are as follows; First, the general characteristics of the respondents in this study are forty or fifty years of age with above high school education with main income source of agriculture and middle class women living in agricultural communities more than 10 years. Second, considering the present and future planned activities of the Living Condition Improving Committee of Kimpo City this study finds that there is high expectation of helping poor people and joining voluntary services. Third, the members of the Living Condition Improving Committee of Kimpo City have actively participated in the local welfare service programs however, there is significant difference among people according to the age, living standard and joining period. Fourth, out of social welfare activities managed by the Living Condition Improving Committee of Kimpo City the welfare service activities for old people and local community are most active and the participants in the welfare service activities for women and the youngsters are small. Thus, according to this study the Living Condition Improving Committee of Kimpo City should consider the following three points in order to activate the social welfare service activities; First, as the members are expecting to expand the individual activities and to enhance the private improvement, the social welfare service activities should meet with the demands to improve self satisfaction of the participants. Second, new programs should be developed after reviewing the current programs in order to meet with the need of the members. Third, as the committee has not established a network system with government administrative organizations and relating institutions, and as its activities are concentrated in particular areas the committee should establish a new system to provide more efficient services in line with the cooperation with public organization and welfare resource suppliers.

An Exploratory Research on the Improvement of Agricultural Food-related Public Organizations' Information Service : Based on the example of Okdab.kr's information service improvement strategy

  • Development, availability and users' participation in the information service of agricultural food sector is slower than that of other sectors in Korea. This phenomenon comes from the lack of development strategies and comparative analyses with other sectors, as well as the agricultural food industry's own characteristics which is developed based on the offline market. In this research, we will discuss about how to improve the public information service of agricultural food sector based on the example of establishing service improvement strategy by the most representative Okdab. In this research, we have drawn the following implications for development strategy of Okdab service based on three core keywords derived from benchmarking KOSIS. Three core subjects for upgrading public information service are 'analysis information with expertise and differentiation,' 'user cooperation-oriented platform,' and 'intuitive nd effective UX,' and to strength B.I. as an integrated information service of agricultural food sector, we need to identify the users' satisfaction and needs for the existing service, establish an optimized operating strategy on a short-term, mid-term and long term bases, and implement them in a positive way. Based on this positive action, it can become a trustworthy information service for the users, and we can expect the improvement of the users' recognition for its consistent usability and efficiency.

서울숲 공원관리조직의 사회 연결망 분석 (Analysis of Social Networks in the Management Organization of Seoul Forest Park)

  • 본 연구는 공원관리 참여조직간의 사회적 연결망을 분석하고, 참여조직의 활동을 활성화하는 방향을 모색하기 위한 것이다. 이를 위해서 공원관리 참여조직 간의 신뢰, 참여, 정보교류의 실태를 사회 연결망 분석을 통해 살펴보았다. 구체적으로 서울숲을 대상으로 하였으며, 행정기관, 시민단체, 주민단체, 기업으로 구성된 15개 참여조직과 핵심인물 30명을 조사대상으로 선정하였다. 설문조사는 조직간 신뢰, 참여, 정보교류 및 연구 통계적 속성에 관한 내용으로 구성되었으며, 분석은 사회 연결망 분석 프로그램인 UCINET을 활용하였다. 분석결과, 1) 신뢰, 참여, 정보교류의 연결구조에서 다른 조직에 비해 많은 관계를 유지하고 있는 중추조직(HUB)는 서울숲 사랑모임과 서울숲 관리사무소로 나타났다. 2) 함께 일하고 싶은 조직과 향후 활발한 참여를 바라는 조직에 대한 연결망 분석에서는 환경 예술분야의 시민단체에 대한 요구가 높게 나타났다. 3) 부녀회, 통장단 등 지역 주민단체 연결망을 살펴보면 중심성이 매우 낮으며 서로간의 연결관계도 거의 없는 것으로 나타났다. 본 연구결과와 함께 다양한 도시공원과 지역을 대상으로 공원관리 참여조직간의 사회 연결망 실태를 파악함으로써 주민참여와 협력 이 활발한 공원관리 방안을 마련하는데 활용할 수 있다.
