A Study on the Evolution of the Holding and Utilizing System of Fisheries Resources in Korea (수산자원 소유.이용제도의 변천에 관한 연구)

  • This study deals with the evolutional history of the holding and utilization of fisheries resources in Korea. Fisheries resources have the basic characteristics of the density dependent self-regulating renewable and common property resources, Irrational utilization of fisheries resources is mainly due to the unlimited access to the resources. The holding and utilization of fisheries resources in Koryo era was opened to everyone. But it was nationalized in the early Yi Dynasty. The purpose of its nationalization was to provent the paticular powered-man with their monoplized holding and to levy fisheries tax. Eoeop-peop, the first modern fisheries law in Korea, was enacted as a part of the invasion policy of Japan in 1908. With the japanese annexation of Korea in 1910, the Japanese Government established a new institutional system of fisheries as a part of an overall reformation of the institutional for an implementation of the colonial policy. It was very the new enacted Fisheries Law (Gyogyorei). Also the Government enacted compulsorily another new Fisheries Law (Chosen Gyogyorei) with its adjunct laws and regulations revise the institutional system of fisheries on May 1, 1930. After Eoeop-peop enactment, the fisheries resources in Korea could be used only under the license, permission, and statement. After Korea was from Japan in 1945, Korea Government at last enacted the new fisheries law (Susaneop-peop) in 1953. The goal of Susaneop-peop was to achive the general usage and protection of the fisheries resources, and to attain the development and democratization of the fishery in Korea. This law was amended 13 times until 1990. The license fishery have a legal right on the fishery, called a fishery rigt. This right means a right of exclusive occupation and utilization of a unit of the inshore fishing grounds. The main evolutional issues of license fishery are as the following : 1) the foundation of the exclusive usable fishery right(1911, Gyogyorei), 2) the deletion of the settled U9space lift net and settled space sein net fishery, and the expansion of the cooperative fishery-No.1, 2, and 3 type cooperative fishery-(3rd amendment, 1963), 3) the deletion of the No.2 and 3 type cooperative fishery, and the separation of the culturing fishery in No.1 and 2 type culturing fishery (13th amendment, 1990). The effective period of the license fishery was amended as the following : 1) 1908(Eoeop-peop) : within 10 years, renovation system, 2) 1929(Chosen Gyogyorei) : within 10 years, unlimited extension system, 3) 1971. 7th amendment : 10 years, renovation system, 4) 1972. 8th amendment : 10 years, only 1 extension system, 5) 1975. 9th amendment : 5-10 years, only 1 extension system, 6) 1990.13th amendment : 10 years, within 10 years of total extensional years. The priority order of the fishery license was established in 1953 (Susaneop-peop). First, it was within 5 years and renovation system (Eoeop-peop). Now it is 5 years and renovation system. The effective period of the statement fishery was amended 4 times. First, it was within 5 years, and then was amended within 3 years(Chonsen Gyogyorei). Now it is 5 years.

A 2nd Order Harmonic Compensation Method for Wind Power System Using a PR Controller

  • This paper proposes a compensation method for the $2^{nd}$-order harmonic of single-phase grid-connected wind power generation systems. Theoretically, a single-phase grid-connected inverter system has no choice but to cause the $2^{nd}$-order harmonic to DC-link voltage. The reference active current is affected by the DC-link voltage. The output current from the reference active current is distorted by the $1^{st}$ and $3^{rd}$-order harmonic. The proposed method can compensate, conveniently, the reference active current with the $2^{nd}$-order harmonic. To reduce the $2^{nd}$-order ripple in the reference active current, proposed method takes a PR controller as a feed-forward compensator. PR controllers can implement selective harmonic compensation without excessive computational requirements; the use of these controllers simplifies the method. Both the simulation and experimental results agree well with the theoretical analysis.

  • In this paper, we have proposed a numerical method for Singularly Perturbed Boundary Value Problems (SPBVPs) of reaction-diffusion type of third order Ordinary Differential Equations (ODEs). The SPBVP is reduced into a weakly coupled system of one first order and one second order ODEs, one without the parameter and the other with the parameter ${\varepsilon}$ multiplying the highest derivative subject to suitable initial and boundary conditions, respectively. The numerical method combines boundary value technique, asymptotic expansion approximation, shooting method and finite difference scheme. The weakly coupled system is decoupled by replacing one of the unknowns by its zero-order asymptotic expansion. Finally the present numerical method is applied to the decoupled system. In order to get a numerical solution for the derivative of the solution, the domain is divided into three regions namely two inner regions and one outer region. The Shooting method is applied to two inner regions whereas for the outer region, standard finite difference (FD) scheme is applied. Necessary error estimates are derived for the method. Computational efficiency and accuracy are verified through numerical examples. The method is easy to implement and suitable for parallel computing. The main advantage of this method is that due to decoupling the system, the computation time is very much reduced.

  • This paper discusses a model order reduction for large order rotor dynamics systems results from the finite element discretization. Typical rotor systems consist of a rotor, built-on parts, and a support system, and require prudent consideration in their dynamic analysis models because they include unsymmetric stiffness, localized nonproportional damping and frequency dependent gyroscopic effects. When the finite element model has a very large number of degrees of freedom because of complex geometry, repeated dynamic analyses to investigate the critical speeds, stability, and unbalanced response are computationally very expensive to finish within a practical design cycle. In this paper, the Krylov-based model order reduction via moment matching significantly speeds up the dynamic analyses necessary to check eigenvalues and critical speeds of a Nelson-Vaugh rotor system. With this approach the dynamic simulation is efficiently repeated via a reduced system by changing a running rotational speed because it can be preserved as a parameter in the process of model reduction. The Campbell diagram by the reduced system shows very good agreement with that of the original system. A 3-D finite element model of the Nelson-Vaugh rotor system is taken as a numerical example to demonstrate the advantages of this model reduction for rotor dynamic simulation.

Adaptive second-order nonsingular terminal sliding mode power-level control for nuclear power plants

  • This paper focuses on the power-level control of nuclear power plants (NPPs) in the presence of lumped disturbances. An adaptive second-order nonsingular terminal sliding mode control (ASONTSMC) scheme is proposed by resorting to the second-order nonsingular terminal sliding mode. The pre-existing mathematical model of the nuclear reactor system is firstly described based on point-reactor kinetics equations with six delayed neutron groups. Then, a second-order sliding mode control approach is proposed by integrating a proportional-derivative sliding mode (PDSM) manifold with a nonsingular terminal sliding mode (NTSM) manifold. An adaptive mechanism is designed to estimate the unknown upper bound of a lumped uncertain term that is composed of lumped disturbances and system states real-timely. The estimated values are then added to the controller, resulting in the control system capable of compensating the adverse effects of the lumped disturbances efficiently. Since the sign function is contained in the first time derivative of the real control law, the continuous input signal is obtained after integration so that the chattering effects of the conventional sliding mode control are suppressed. The robust stability of the overall control system is demonstrated through Lyapunov stability theory. Finally, the proposed control scheme is validated through simulations and comparisons with a proportional-integral-derivative (PID) controller, a super twisting sliding mode controller (STSMC), and a disturbance observer-based adaptive sliding mode controller (DO-ASMC).

A Research on Citation Order of Classification Scheme and Its' Application (분류체계 인용순 및 적용에 대한 연구)

  • For the effective classification of complex subjects, a library classification scheme should adopt multiple division principles (or facets). Each of the multiple principles adopted for the division of complex subjects is sequentially applied at each stage of division. The order of application of these multiple principles during the process of division of complex subjects is called citation order. In order for a classification scheme to be consistent and logical, the citation order of division principles applied to classify complex subjects should be concrete and consistent. Especially, in case of enumerative classification system, decisions on citation order to represent complex subjects significantly affect the structure and organization of the classification system. There are basic principles and theoretical canons of the classification theory on the citation order and its application, but they cannot be applied solidly in the process of classification system development for practical reasons. Therefore, this paper first reviews previous works on classification theories regarding citation order, then explores the conditions and circumstances for the application of citation order.

  • In this paper a boiler control system simulator is designed and inplemeted in order to evaluate performance of the Fault Tolerant Control System. It simulates a boiler control system of a thermal power plant containtng boiler process, peripheral units and analog controller. The simulator uses a low order linear model for boiler first order models for the peripheral unit. Specifically the model of the analog controller is modularized and transformed to digital form if order to be implemented using a micro-processor board. The experimental results show the usability of the developed simulator for the performance test of the FTCS.

  • In this paper, the author devised new decision recommendation ordering method of items attributed by age to improve accuracy of recommender system. In conventional recommendation system, recommendation order is decided by high order of preference prediction. However, in this paper, recommendation accuracy is improved by decision recommendation order method that reflect age attribute of target customer and neighborhood in preference prediction. By applying decision recommendation order method to recommender system, recommendation accuracy is improved more than conventional ordering method of recommendation.

Towards a reduced order model of battery systems: Approximation of the cooling plate

  • In order to analyse the thermal performance of battery systems in electric vehicles complex simulation models with high computational cost are necessary. Using reduced order methods, real-time applicable model can be developed and used for on-board monitoring. In this work a data driven model of the cooling plate as part of the battery system is built and derived from a computational fluid dynamics (CFD) model. The aim of this paper is to create a meta model of the cooling plate that estimates the temperature at the boundary for different heat flow rates, mass flows and inlet temperatures of the cooling fluid. In order to do so, the cooling plate is simulated in a CFD software (ANSYS Fluent ®). A data driven model is built using the design of experiment (DOE) and various approximation methods in Optimus ®. The model can later be combined with a reduced model of the thermal battery system. The assumption and simplification introduced in this paper enable an accurate representation of the cooling plate with a real-time applicable model.
