Globalization, deindustrialization, and the revolutionary development of technology has led to the concerns that existing social policies might not be fit for the current and upcoming society. At the same time, the idea of universal basic income has drawn significant attentions as the alternative to the old welfare state. There are pros and cons of basic income, and scholars of both sides stand against each other with their equivalently strong logics. In this situation, some governments have planned or conducted field experiments in order to estimate the causal effects of basic income. This study explores the Finnish and Dutch basic income experiments in methodological perspective. All the World have been watching the experiments in these two countries with keen interest. The results of these experiments will surely influence on the pros and cons of basic income in numerous countries, including South Korea. It is important to precisely figure out the methodological meanings and limitations of the experiments, for the experiments in both countries deal with only some partial components of basic income and have been exposed to many threats to internal validity. Therefore, scholars for and against basic income should be careful in interpreting the findings from these experiments. This study elucidate the methodological meanings and limitations of the Finnish and Dutch basic income experiments. Furthermore, this study extracts some lessons from these experiments that would be useful if scholars would have an opportunity to design and conduct a basic income experiment in South Korea.

Housing Re-Development business is to improve the environment of old residential area and secure insufficient infrastructure facilities for the public, and to provide housing of fine quality for the individuals and it is taken as an opportunity for the individuals to be able to increase their property. However, it is true that the benefits from the redevelopment has not offered to the original dwellers who has lived there for a long time. This research studies the related systems of the Rental House Redevelopment Supply Service and is to present the schema to raise resettlement rate through the investment on the rate of tenants who chose the rental house and their specific characters. This study is to present the reform measures about the following 3 problems, on the basis of prior theoretical studies which deals with the common factors having low rate to move in the rental house of the tenants. (1) Physical side, the problem of supply structure, which is not appropriate Housing Supply Structure, (2) Psychological side, the problem of socially excluded rental house residents (3) Economical side, low re-settlement rate of tenants caused from the unreasonableness of the estimated rental value. This study presents that the compulsory rental housing supply rate should be changed to the gross area not from the number of households, and the supply of rental houses should correspond to the household size of tenants through prior demand survey. Secondly, it proposes the housing complex layout for intermixing to solve the social problems to allow a housing for sale and rental houses mixing in a building. And it proposes that the rental value should be calculated considering the neighboring value and in the long run, it should be calculated considering the tenants' income instead construction cost estimate. Also, it should be arranged to provide an opportunity to create income through resident welfare center improvement and provide self-sufficiency functions leading residents to participate in the residential area's repairing and maintenances.
In many countries the demographics clearly informs us that an aging population represent a serious problem. To this extent senior citizens welfare does matter it has developed into a public debate and genuine concern. it seems that the social issues are focused on how the socity views the social welfare policies. In a modern welfare state where the emphasis lies in pursing a high standard of living and thereby high quality of life. This does not cover the very well the old people in society, but the government clearly carries an obligation to look after and care for the retired & old people in the society. This obligation the social and economic impact that an old person faces as he/she grows old. it is important ensure that their lives carries a meaning and that they as a group will not be estranged from the mainstream of society just because they are considered to be part of the aging population. The key issues that must be addressed are 1) The impact of reduced spending power from less income. a lower income stream; 2) increasing health problems and costs; 3) the natural degradation of ones physical & mental powers; 4) and thereby an isolation from the public in general. So clearly the social policy related to the old people in society should be developed with the consent of what they believe is important to them. To ensure their minimum income level that a beneficiary of an old person's pension will receive, the monthly pension should be reflected by the official price index and be adjusted accordingly. by making the job market open for the senior citizens, expending the mandatory retirement age, give companiesincentives to hire senior citizens, there maybe an opportunity to extend to the aging population the possibility to continue to participate in the society at large.

This study attempts to identify the relationship between inequality and entrepreneurship activities and to provide theoretical and policy implications. To do this, we use the Global Entrepreneurship Monitor (GEM), which is a survey of entrepreneurial activities at the national level, the World Income Inequality Database (WIID), and the World Bank survey data. The analysis shows entrepreneurial activities are relatively high in countries with high level of inequality. We also find GDP moderates the relationship between inequality and entrepreneurial activity. In addition, as expected, necessity entrepreneurship prevails in low income group while opportunity entrepreneurship is dominant in high income group. The study illustrates potential venue for research of entrepreneurship and inequality, whiles calls for broader studies and scrutiny.

Research on employee commitment to the organization is necessary for human resource management, and the result is applied in practice to improve organizational effectiveness. The aim of the present study is to explore factors affecting organizational commitment at the small and medium-sized enterprises (SMEs) in Vietnam. Besides, the relationship between organizational commitment and job performance is examined as well. The research was conducted on a sample consisting of 67 white-collar workers and 260 blue-collar workers at SMEs. A total of 327 valid complete questionnaires were input into SPSS 20 database for processing to provide evidence. The research model and hypotheses were tested using the technique of the hierarchical multiple regression analysis. The research resultsrevealed that income, reward and welfare, direct manager, working environment, coworker, and promotion opportunity tended to associate positively with organizational commitment. Besides, the finding also showed that, when the employee has a high organizational commitment, it would lead to high job performance. The main findings of this study provided some managerial implications for SMEs, in general, and managers, in particular. It implies that Vietnam's small and medium-sized enterprises should improve these six factors to retain employees as well as enhance their job performance.
In the face of revolutionary changes in industry, the relationship between labor and income needs to be reconceptualized in the period of social revolution. The absolute decrease in labor due to the absence of labor is caused by automation, smartization, AI, robot labor, etc., which we must accept whether we want to or not. However, while gross social product and capital of the state or society increase, individual income is likely to decrease. During this transformation period, the state or politics must prepare for the problems caused by the decline in individual income. Until now, there have been various levels of discussion on social welfare or social security from the perspective of welfare or assistance. Attempts or studies at the experimental level have been conducted at the level of many countries or local governments and have found positive and negative effects. There is no basic income system that is widely implemented at the national level, and various discussions are taking place from a future-oriented perspective. Therefore, I propose to look at it from a new perspective based on the perspective so far. We explored that it is part of a positive approach to examine the importance and necessity of basic income in terms of working hours, quality of labor, income, quality of life, value of spare time, and work-life balance. The goal is to actively accept the absolute lack of working hours, replacement of mechanical labor, and polarization due to changes in the industry paradigm, and to look at the problems that come from a positive perspective. If we are going to accept it anyway, we should not look at these issues as short-sighted, but prepare them preemptively and establish a primitive plan from a long-term and overall perspective. Smartphones have changed the world over the past decade and have been lost, but wouldn't there be a lot of new discoveries? Shouldn't we think of it as a great opportunity to improve the quality of life through technological changes?

Investing in the tax-benefit funds is the best way for the inexperienced investors who do not have knowledge, expertise, and the time to research the information by themselves. This study describes the benefits of tax-benefit funds in Thailand. The tax-benefit funds consist of retirement mutual funds (RMFs) and super saving funds (SSFs). There are many kinds of funds investment policies on offer. The tax-benefit funds provide the opportunity to investors, which they are able to invest a small amount and draw more benefits. They hire fund managers to manage their money. These funds are able to help investors to meet their goals. The RMFs are suitable for investors who want to have money for retirement, investing every year, and getting tax exemption. The investors who invest in RMFs are able to deduct the tax income by including other retirement funds not exceeding THB500,000.00 per year. The SSFs match for the investors who need to obtain the tax exemption and long-term investment for at least ten years. The SSFs provide the benefit to investors that they are able to deduct taxable income not more than THB200,000.00 per year. Finally, these funds are tax-except and promoted for retirement savings.

This paper investigated the characteristics of population structure and the determinants of population movement in the south west area of Kyonggi-do by grouping 9 cities in 3 categories and using Panel data of $1995{\sim}2001$. The major findings of this paper were identified as follows : 1) The population structure of regions was different to the stages of urbanization. The ratio of child and elder dependency was high in the rural regions and low in the urbanized regions. It was due to the movement of economically active population of $20{\sim}40$ aged groups, from rural regions to urban regions. This means that more productive segments of the rural population leave the country to the city. In addition. The ratio of male to female was higher in $20{\sim}40$ aged groups for rural regions. This suggested that young females moved from rural regions to urban regions more than young males in the process of industrialization. 2) Based in pooling regression, income was the most significant determinant that could explain the inter-regional and intra-regional movement of population for south west area studied, The next one was educational opportunity variable. The coefficients of income and education were 0.5, 0,7 for intra-regional migration and 0.01, 0.02 for interregional migration indicating that Todaro's hypothesis could be tested well rather than Tiebout' model for this area.

In this paper I tried quantitative measures of the rent-seeking for budgetary allocations in Korean fisheries. There is a great deal of ignorance about the level of rent-seeking that takes place as a consequence of government expenditures and the potential for influencing their allocation, and so the attempt by Kats and Rosenberg(1989) to measure this in terms of the extent of annual changes in these allocations was a significant step forward. The opportunity to concentrate net public expenditure benefits within the fiscal function of the state gives rise to rent-seeking by special interest taxpayer-citizens through government budget allocations, special interest groups and coalitions of special interest groups. There are several important implications of budgetary rent-seeking. Budgetary rent-seeking is composed of 'income' and substitution effects, the budgetary 'income' effect is the general increase in government expenditures from one period to another. According to result of this analysis, average expenditures were 17.0% of total fisheries budget in 1966-2005. Therefore, distribution of fisheries budget should be converted by indirect support systems to reduce these rent-seeking behaviors.

The assessment (or the evaluation) of spatial disparity is the main concern for the study of spatial disparities or spatial inequalities. In order to evaluate the spatial disparity, the regional differences have to be counted quantitatively. Several measurements have been introduced for evaluating the development potentials of each region. Most of them are the composite indices of the socio-economic variables rather than the real potentials of the region. This study attempts to investigate the spatial disparity in Korea. For the purpose, the levels of opportunity potentials of the cities have been calculated by the Potential Model redefined by Lee(1995). The opportunity potentials have been calculated for the educational, cultural, medical service, environmental sectors, income, and consumption sectors, and the spatial patterns of various opportunity potentials have been analyzed. The spatial patterns of opportunity potentials show the severe concentration on the Metropolitan Seoul area through all sectors. The next level concentration appears at the other end of the Keuyng-Bu axis. And the cities relatively high opportunity potential values are distributed along the Keuyng-Bu axis. Remain parts of the country show quietly low opportunity potential values. In particular, the southern-west and the northern-east parts show relatively very low values. This pattern appears for all sectors except for the opportunity potential of the environmental sector. It means that the spatial disparity in Korea have been promoted and enhanced by the national development policies concentrated the investment on the large cities along the Keuyng-Bu axis during the last 40 years.
