  • This study analyzed the gender factors and priorities that are on the basis for establishing the school safety education policy according to the times when the demand for customized education is increasing. AHP analysis method was used in the paper for systematic and hierarchical analysis. We had checked a safety education specialist group to identify the priorities of important factors to improve the efficiency of analysis. The male group first considered the change of the beneficiary by policy guidelines, and the female group regarded the change of interest and public opinion as important. This has studied the difference in approach between the two groups, although the key elements of the detailed policy are the same. This study suggests that school safety education is effective in improving effective gender safety education response capacity and ensuring substantive policy sustainability.

  • Korea has introduced Korea Emissions In 2015, the United Nations Conference on Climate Change (COP21) was held in Paris. The Paris Agreement indicates that all nations are in charge of mitigating climate change. Prior to COP21, 197 Parties submitted the Nationally Determined Contributions (NDCs), which are greenhouse gas reduction targets. On June 30, 2015, Korea also submitted an NDC target of 37% reduction compared to BAU in 2030. However, Korea's NDC was evaluated as "Inadequate" by the Climate Action Tracker (CAT). In addition, the domestic environmental group expressed a negative opinion as well. In view of this situation, it is necessary to conduct an objective assessment of quantitative analysis of NDC goals in Korea. The goal of this study is to evaluate NDC of Korea by comparing with those of OECD member countries. For comparative analysis, data such as population, GDP, primary energy supply affecting GHG emissions were obtained from the OECD homepage. The results indicate that emission reduction goal of 37% of Korea was $4^{th}$ highest goal among OECD member countries. If Korea achieves the emission reduction goal, the greenhouse gas emissions per capita in 2030 are $10^{th}$among OECD member countries. The greenhouse gas emissions per GDP are $13^{th}$, and emissions per TOE are $9^{th}$ among OECD member countries. The results show that greenhouse gas intensity of Korea is relatively high among OECD member countries. Therefore, it is needed to continuously endeavor to reduce greenhouse gas emissions to mitigate the global climate change. This study can be further used as a fundamental document to establish the future greenhouse reduction policy in Korea.

  • Purpose: Regional public hospitals have implemented functional reinforcement projects, and the facilities to accommodate them have increased in size. Nevertheless users in hospital are concerned about space shortage and area imbalances. Therefore I will trace the factors and trends that influence the size, and derive the relationship between these and the uses' critical opinion. Methods: Among the indicators for determining the size of medical facilities, the number of beds and total floor area are the essential indicators that directly affect the composition of space and allocation of area inside the medical facility. The purpose of this study is to investigate the change and the factors of change on the these two indicators in regional public hospitals and analyze the trend of changes. Results: In accordance with support undertaking, regional public hospitals have been increased the number of chronic-based beds and expanded additional facilities such as O.P.D specialized centers, emergency centers and funeral homes for reflecting the needs of the regions and times. However, as a result of analyzing the area, regional public hospitals are growing in size mainly on the ward and O.P.D is only expanded the scope of functional reinforcement division but total area level of O.P.D is lower than the recent level. In addition, the levels of D&T, Supply, mechanical/electrical equipment area related to medical support and control environment quality are very low. This is because the functional reinforcement projects have been done without concerning diagnose the whole facility. Implications: If functional reinforcement projects are conducted, to cope with problems of space shortage and imbalance of area, it is judged that an architectural planning that comprehensively analyzes existing facilities and related departments should be included.

  • The political reformation in Indonesia is a determinant factor of the change in political communications and the roles of media. Currently, the political elites need media support, since it contextually has a significant role. Whoever has a good relationship with the media, will be loved by the public. On the other hand, the media also have a vested interest in the elite in running businesses and building the power of industry. Policies and capital pose a challenge to maintaining the continuity of the media. Independence and control of media are at stake, when the interests of the media and the elite collaborate with each other and then build a benefit on both sides. Meanwhile, the role of social media also cannot be neglected. The Indonesian political communication system is characterized by the presence of social media in a pseudo-relationship between the elite and the public. This paper tries to explain the growing trends of research in the academic environment and the research trends in political practice in Indonesia after the occurrence of post-reformation era in legislative and executive elections. The method used is the meta-analysis of research outcomes of university (dissertations) and secondary data sources. Data processing is done by meta-analysis of secondary data. The results of meta-analysis research indicate that, the objective conditions, in Indonesia, especially the political conditions, stimulate new spaces in communication research. The study of political communication becomes dominant in the academic environment. In addition, communication research is also characterized by a shift from the linear perspective (positivistic paradigm) to the interactive perspective (naturalistic paradigm). On the other hand, the development of politic and governance situations in Indonesia has prompted the establishment of polling agencies that help citizens understand the maps of political power and candidates in general elections and regional head elections.

This is previewing finally that it may become future education that education and IT, element of entertainment is combined. Already, became story that argument for party satellite of e-Learning existence passes one season already. e-Learning is utilized already in all educations that we touch by effectiveness by corporation's competitive power improvement and implement of lifelong education in educational institutions through present e-Learning. It is obvious that when see from our viewpoint which is defining e-Learning by one industry and rear by application to education as well as one new growth power about these, e-Learning industry becomes very important means that can solve dilemma of growth real form. Only, special quality of digital industry that e-Learning is being same with other digital industry and repeat putting out a fire rapidly, and is repeating sudden change that these evolution is not gradual growth of accumulation and improvement of technology that is appearing consider need to. In the meantime, we need to observe about evolution of Information Technology. Because there is some scholars who e-Learning's concept foresees to evolve by u-Learning.(although, a person who see that these concept is not more in marketing terminology by some scholars' opinion is). This u-Learning's concept means e-Learning that take advantage of ubiquitous technology as Ubiquitous-Learning's curtailment speech. Ubiquitous, user means Information-Communication surrounding that can connect to network freely regardless of place without feeling network or computer. There is controversy about introduction time regarding these direction, but e-Learning is judged to evolve by u-Learning necessarily. Because keep in step and age that study all contents that learner wants under environment of 3A (any time, any whrer, any device) by individual order thoroughly is foreseen to come in ubiquitous learning environment that approach more festinately.
