Impact of Digital Divide on Online Political Participation: With Focus on the Gap of Operational Skills of Digital Device Users (온라인 정치참여에서 디지털 정보격차의 영향: 디지털 기기 이용자의 기기 운용 기술 격차를 중심으로)

  • This study empirically analyzes the impact of digital divide between digital device usage motivation and operational skills on online political participation. The analysis was performed using the National Information Society Agency's 2018 digital divide survey data from September to December 2018 and applying the Heckman selection model to control the sample selection bias that may occur between internet users and non-users. The result shows the gap in motivation and device operational skills of individual citizens using digital devices has significant impact on online political participation. In socio-economic terms, it shows the age, education level and regional factors also have significant impact on online political participation, while gender and income levels do not. This study holds significance in that there are different patterns of digital divide between digital devices, identifying the motivation to use a digital device as an important factor for mobile device users, and the device operational skills, for personal computer users.

  • Satisfying the customer orders with a short lead-time is one of the essential and competitive factors for business units under a mass customization environment. To shorten the lead-time for fulfilling various orders entails the production capacity expansion and efficient operational policy. Most business firms utilize the multiple production lines or facilities to cope with this business and manufacturing environment by making the manufacturing and distribution more flexible. In this study, we introduce the operational problem determining the joint production and delivery policy in an environment where multiple products are manufactured with more than one production lines. Also, we propose the heuristic solution approach for determining the product-line selection and joint lot size for this problem.

  • We consider a Direct Input Output Manufacturing System(DIOMS) which has a munber of machine centers placed along a built-in Automated Storage/Retrieval System(AS/RS). The Storage/Retrieval (S/R) machine handles parts placed on pallets for the machine centers located at either one or both sides of the As/Rs. This report studies the operational aspect of DIOMS and determines the optimal operating policy by combining computer simulation and genetic algorithm. The operational problem includes: input sequencing control, dispatching rule of the S/R machine, machine center-based part type selection rule, and storage assignment policy. For each operating policy, several different policies are considered based on the known research results. In this report, using the computer simulation and genetic algorithm we suggest a method which gives the optimal configuration of operating policies within reasonable computation time.

  • The study aims to explore the alternatives through case analysis in the UK, which is quickly responding with appraisal policies and guidelines appropriate to the digital age. Through a theoretical study, it was confirmed that the concept of appraisal in the digital age was extended to decisions on which records to be created and acquired, and in this context, that the value of records needed to be determined at the earliest point in their life cycle. Furthermore, the advantages of macro-appraisal methods and the inevitability of expanding appraisal groups were outlined. Based on this discussion, the change in the British public record appraisal policy was discussed from a policy perspective, and the current British public record appraisal system was analyzed. Based on the analysis of various policy statements and guidelines, general appraisal criteria, 60 operation selection policies and appraisal processes were discussed. As a conclusion, this study discusses various alternatives to appraisal policies in the digital age.

  • The recent flow of broadcasting technology, HDTV and 3DTV are being followed to develop UHDTV. UHDTV has established itself as the new paradigm. In Korea, the 4K-UHDTV experimental terrestrial broadcasting and cable and satellite TV services are being carried out in the present. 4K-UHD content creation workflow to enable a systematic formulation is needed. In this study, Through expert opinion 4K-UHD production workflow to derive the important topics and Hierarchical analysis methods (AHP, Analytic Hierarchy Process) is applied to 4K-UHD content creation is important to consider the items were compared to each other. The upper layer has a content creation workflow planning side, the media file management side and operational aspects of the selection and production equipment were classified. In the lower layer, UHD STAFF roles between production and training, media management, selection and operation of the storage device was evaluated in a relatively important. In addition, real-time 4K-UHD suggested workflow for production.

A Study on Development and Site selection of an AIRFIELD (경비행장 개발 및 입지선정에 관한 연구)

  • As of end of 2014, the population engaging in aviation activities for leisure has reached approximately 13 million, where approximately 356 cases involve a general aircraft, 200 cases involve light aircraft, and 636 cases involve an ULM. The industry for leisure has become a very promising industry in line with rapidly rising living standards which are expected to further increase in the future. The demand for such services is expected to increase over time. The purpose of this paper is to review the development and site selection of airfields in anticipation of these developments in the industry. While the government also has experience in the review of airfield location and candidate sites, it is not the government that carries out the actual construction. As such, the feasibility of the site needs to be verified in terms of actual construction. This study identified factors for Site Selection of factors through a review of related documents and existing research reports. A questionnaire was also used to collect the views of experts in the field, which was then analyzed. The Research model was confirmed in the layered form for an AHP analysis. The factors for Site Selection were identified as the technical / operational factors and economic / political elements for a two-stage configuration. The third step consisted of technical and operational elements. The final step is was constructed a total of 11 elements (weather, surface conditions, obstacle limitation surface, airspace conditions, operating procedures, noise problems, environmental issues, availability of facilities, construction and investment costs, contribution to the local economy, accessibility, demand / the proximity of demand). The surveys are conducted for more than 10 General and light aircraft pilots, professionals, and instructor. The analysis results showed a higher level in the technical / operating elements (73.2%) in the first step, while the next step sawa higher level of the operational elements (30.9%) than the other. The factors for Site Selection were any particular elements did not appear high, the weather conditions (17.5%), noise problems (19.8%), the proximity of demand (6%), accessibility (5.7%), environmental issues (11.1%), availability of facilities (8%), airspace conditions (7.9%), obstacle limitation surface (12%), construction and investment costs (4.2%) and to operating procedures (4.9%), contribution to the local economy (3.8%).

  • This research presents efficient operation schemes that is emphasized on mailing center's automation parts. We utilized the automation indicator to analyzed the mailing center system. For automation of the mailing center, we proposed the sorting automation alternative of registered mail, automation of conveyance system between workshops and the Up-Grade scheme for process improvement in mailing center. The selection of the registered mailing f s automation alternatives is composed of the AHP(Analytic Hierarchy Process) method. Through the analysis of the space and the quantity of materials, the simulation experiments are conducted to examine conveyance equipment possibility of the mailing center. By simplifying the mailing center conceptually, we proposed the upgrade of process for the mailing center system. The result of this research can give some ideas to people who are formulating a policy for the mailing center operation.
