Effects of Job Rotation of Public Employees on Organizational Effectiveness (공기업 조직구성원의 직무순환 인식이 조직유효성에 미치는 영향)

  • As job rotation provides various job experiences and opportunities to develop potential abilities to employees, it is considered as a strategy for key human resources management to improve individual and organization's competitiveness. Therefore, to practically verify how employees at public companies having perception of job rotation influences on organization effectiveness, based on document research, we examined the viewpoints of perception on job rotation(operating procedure, individual development, career management) and viewpoints of organization effectiveness(job satisfaction, organizational commitment, organizational loyalty) and empirically analyzed organizational relationships. As a result, First, as the perception of job rotation, the operational procedures have a positive effect on job satisfaction, and the operational procedures and career management have a positive effect on organizational commitment. Second, job satisfaction has a positive effect on organizational commitment. Third, job satisfaction and organizational commitment have a positive effect on organizational loyalty. From this research, importance of perception on job rotation is verified in order to improve public companies' organizational effectiveness. This research has a purpose to suggest practical implication to improve the competitiveness of individual and organization at public companies.

Approaches to Implementing Public Library Programs for Married Immigrant Women in Korea (결혼이주여성을 위한 공공도서관 프로그램 운영 전략)

  • This study aims to propose desirable operational strategies for public library programs as a means to alleviate the daily difficulties faced by married immigrant women. To achieve this, We conducted an analysis of 326 multicultural programs from 132 institutions, all of which were supported by the Ministry of Culture, Sports and Tourism in 2022. The purpose was to gain an understanding of the current situation and identify any issues related to these programs. Additionally, we conducted interviews with married immigrant women to gain insights into the challenges they encounter in Korean society and to determine their specific demands regarding library programs. Furthermore, we interviewed librarians responsible for multicultural services to better comprehend their experiences in managing such programs and to understand their perceptions of multicultural services for married immigrant women. Based on these findings, we have proposed four operational strategies for public library programs targeting married immigrant women. These strategies include: 1) Program content, 2) Program operation method, 3) Building a personal network and utilizing human resources, 4) Collaboration with other institutions.

Re-conceptualization of Secondary Science Teacher's Pedagogical Content Knowledge (PCK) and Its Application (과학교사 교수내용지식(PCK)의 재구성과 적용 방법)

  • Despite the rapidly growing body of research on science teachers' pedagogical content knowledge (PCK), most of the research has mainly focused on the definition of PCK and its components. The main purpose of this research was to explore the operational definition of PCK and to suggest another form by re-conceptualizing PCK, with the newly defined and conceptualized PCK capable of being used as standards and/or criteria in selecting the curricular content of and deciding the subject area of science teacher education. In this research, the science teachers' PCK was defined as the "practical knowledge and skills that are acquired through the curriculum of science education and in the course of teaching experiences, and which are used in their teaching of secondary school science." The science teachers' PCK was further defined as consisting of two integrated and/or combined dimensions: subject matter and pedagogy, each of which comprises several components. In this paper, the PCK is called science education literacy. The paper also presents the ways to apply the operational definition of PCK and re-conceptualized PCK and a few suggestions for the research on science teachers' PCK.

Comparative Analysis on Cloud and On-Premises Environments for High-Resolution Agricultural Climate Data Processing (고해상도 농업 기후 자료 처리를 위한 클라우드와 온프레미스 비교 분석)

  • The usefulness of processing and analysis systems of GIS-based agricultural climate data is affected by the reliability and availability of computing infrastructures such as cloud, on-premises, and hybrid. Cloud technology has grown in popularity. However, various reference cases accumulated over the years of operational experiences point out important features that make on-premises technology compatible with cloud technology. Both cloud and on-premises technologies have their advantages and disadvantages in terms of operational time and cost, reliability, and security depending on cases of applications. In this study, we have described characteristics of four general computing platforms including cloud, on-premises with hardware-level virtualization, on-premises with operating system-level virtualization and hybrid environments, and compared them in terms of advantages and disadvantages when a huge amount of GIS-based agricultural climate data were stored and processed to provide public services of agro-meteorological and climate information at high spatial and temporal resolutions. It was found that migrating high-resolution agricultural climate data to public cloud would not be reasonable due to high cost for storing a large amount data that may be of no use in the future. Therefore, we recommended hybrid systems that the on-premises and the cloud environments are combined for data storage and backup systems that incur a major cost, and data analysis, processing and presentation that need operational flexibility, respectively.

Aerodynamic Design of the Solar-Powered High Altitude Long Endurance (HALE) Unmanned Aerial Vehicle (UAV)

  • Korea Aerospace Research Institute (KARI) is developing an electric-driven HALE UAV in order to secure system and operational technologies since 2010. Based on the flight tests and design experiences of the previously developed electric-driven UAVs, KARI has designed EAV-3, a solar-powered HALE UAV. EAV-3 weighs 53kg, the structure weight is 22kg, and features a flexible wing of 19.5m in span with the aspect ratio of 17.4. Designing the main wing and empennage of the EAV-3 the amount of the bending due to the flexible wing, 404mm at 1-G flight condition based on T-800 composite material, and side wind effects due to low cruise speed, $V_{cr}=6m/sec$, are carefully considered. Also, unlike the general aircraft there is no center of gravity shift during the flight because of the EAV-3 is the solar-electric driven UAV. Thus, static margin cuts down to 28.4% and center of gravity moves back to 31% of the Mean Aerodynamic Chord (MAC) comparing with the previously designed the EAV-2 and EAV-2H/2H+ to upgrade the flight performance of the EAV-3.

A Study Of The Importance Of The Placement For Students Majoring In Culinary Art (조리관련 산학실습의 필요성에 관한연구)

  • This study was carried out to analyze the actual situation of placement and to suggest concrete contents for the improved placement. Through literature reviews and empirical analysis, the followings are to be concluded. Firstly, the necessity of the placement are fully perceived by students and people working at culinary part in hotels. Both sides acknowledge that the placement is needed for the. better understanding of operations related to culinary art in a hotel. However, on the efficiency of the placement there is a big disagreement between them. Most of students participating placement programme have had a tendency to work with culinary staff without concrete training manuals and programmes. In addition, it was found that being exposed to different F&B outlets and kitchens is useful to get a variety of operational experiences. Secondly, as shown from the questionnaire regarding the importance of place, all the students who were asked marked more than 3.0 on the Likert Scale. Especially to the questions such as kitchen organization, job descriptions, safety and hygiene, seasonings, taste, vegetables and fruits, the average was above 3.6 which si the highest. As for the kitchen staff, the average was above 3.0, which imply that they also consider a placement important. The part showing the highest average were food safety and hygiene, dealing with kitchen equipments, appliances and knives. In conclusion, appropriate and concrete placement manuals are to be provided for students and hosting hotels in order to obtain educational accomplishments when implementing placement programme.

  • A new type of simulation training system for power system operation is presented in this paper It is based on transmission mimic board, double screen PC, mimic control panel, and real-time digital simulator, KEPS. The operating simulation includes the simulations of the control panel interface and the simulator. The mimic board displays transmission network summary information using a software view of the hardware based mimic board. The symbols, numbers and colors layout exactly match those of the KEPS draft case to provide operators a familiar and effective starting point. This paper describes the development of an innovative training system, utilizing the benefits of 3 dimension visualization s/w and communication-control s/w to create the appropriate operational environment and allow simulation of various power system operations without the restrictions of other training methods. Experiences gained in developing concepts and meeting considerable s/w challenges are outlined, and the potential of the simulator for future operations training discussed.

  • Recently, many companies have been very interested in CRM(Customer Relationship Management). Most companies have been also considering the contact center as a key CRM channel, because it is a contact point between customers and companies. It turns out that the contact center handles over 70% of all customer-company interactions and the success or failure of a company can be determined by the customer satisfaction with contact center experiences. Despite of the strategic importance of the contact center, there has been few empirical study on the efficiency of contact center operations in the literature. One of the main purposes of this study is to evaluate the efficiency of contact centers so as to not only identify the current status of contact center operations, but also suggest ways to improve operational efficiency. For this purpose, we apply a non-parametric efficiency measurement method, DEA (Data Envelopment Analysis), to 57 domestic contact centers in order to compare their relative efficiency. It is expected that the measurement methods suggested in this study can be applied to various issues such as service KS certification, outsourcing service management, and the productivity analysis of service personnel.

  • To validate the previous conceptual design of cover system, construction of the engineered barrier test facility is completed and the performance tests of the disposal cover system are conducted. The disposal test facility is composed of the multi-purpose working space, the six test cells and the disposal information space for the PR center. The dedicated detection system measures the water content, the temperature, the matric potential of each cover layer and the accumulated water volume of lateral drainage. Short-term experiments on the disposal cover layer using the artificial rainfall system are implemented. The sand drainage layer shows the satisfactory performance as intended in the design stage. The artificial rainfall does not affect the temperature of cover layers. It is investigated that high water infiltration of the artificial rainfall changes the matric potential in each cover layer. This facility is expected to increase the public information about the national radioactive waste disposal program and the effort for the safety of the planned disposal facility.

  • "Jeung-Bo-San-Lim-Gyeong-Je" (meaning "Revised Forest Management") has been well recognized as the informative document that introduces scientific knowledge and experiences of Korean ancestors regarding weather and climate. The tradition of Gwan-Cheon-Mang-Gi(i.e., empirical forecasting of short-term weather phenomena based on the status of cloud or sky) has been continuously utilized as a civilian weather forecasting method and even for very short-term weather prediction by operational forecasters these days. This agricultural technology textbook, published during the Great King Youngjo in Chosun-Dynasty, may be regarded as a poorly written document from the modern standpoint. Nonetheless, this study demonstrates that by and large the empirical knowledge contained in the book is indeed science based although their applications are limited to several hours for local forecasts in agricultural practices and daily living. For example, the wisdom of keeping water at an optimum level in a paddy field after sowing to prevent young seedlings from late frost damages was not at all different from the present technique of vinyl covered seedling nursery.
