MAINTENANCE COST ANALYSIS FOR LARGE HOSPITAL BUILDINGS

  • Large hospitals such as medical centers provide not only medical services, but also carry the responsibilities for emergency refuges, medical researches and education. The function of large hospitals is as important as other infrastructure systems such as highways, bridges, and utilities. When disasters occur, the hospitals have to provide emergency medical services for victims and support the patient's needs of health. In order to keep a smooth operation of hospitals, the maintenance management of hospital buildings should be carefully investigated. However, there are few researches focused on maintenance management issues of hospital buildings. This paper investigated the National Taiwan University Hospital (NTUH) and established a maintenance cost database. The NTUH is the best-known and most high-renowned medical center in Taiwan in which more than 4,000 employees serving approximately 2,000 in-patients and 7,000 out-patients daily. The data were collected from the NTUH which consisted of 16,228 maintenance records in the past ten years. This paper analyzed these data to obtain various characteristics of maintenance records, and revealed the key items of maintenance cost for large hospital buildings, which can provide the facility manager of hospital buildings to execute a proper maintenance policy for hospital buildings.

  • The QOS(Quality of Service) recognized by the customer will become the most important thing under the competitive telecommunications market. Korea Telecom is going to develop many system to manage the telecommunication network, to improve the level of QOS, and to increase the revenue. Operation and Maintenance Adiministration System is one of the systems developed to meet those purposes efficiently. This system gathers qualities data from telephone offices or operation centers and analyze the results of QOS improvement activities and evaluate overall QOS. And also system makes it possible to improve the cost/effectiveness of operation and maintenance of telecommunication network. Operation and Maintenance Administration System has four functional modules, i.e., the user interface module, the database management module, the QOS management module, and the database conversion module. The purpose of this study is to develop the QOS management program, one of the four functional modules of the system,using FOCUS 4GL/DBMS. Since Operation and Maintenance Administration System is developed using FOCUS 4GL, every user can handle and maintain the system very easily and reduce system backlogs.

  • Life cycle costing is one of the most effective cost approaches when we choose a solution from series of alternative so the least long-term cost ownership is achieved. Life cycle costing in railway industry has been focused on the prediction of investment for railway vehicles. But in today, the life cycle cost, LCC, prediction on the aspect of operation and maintenance cost through whole life cycle is highly necessary. In this paper, we present a strategy for the development of life cycle cost estimation software on the aspect of maintenance strategies of railway vehicle. For this purpose, we suggested a structure of LCC software based on the UNIFE LCC model. And we developed a pilot version of software to evaluate the LCC model that we suggested for railway vehicle. We performed LCC analysis on the brake module of metro vehicle in case study and concluded that the software and model developed in this research could enough to support engineers in choosing better cost effective solutions from many alternatives.

  • The remote operation of the Advanced Spent Fuel Conditioning Process (ACP) is analyzed by using the 3D graphic simulation tools. The ACP equipment operates in intense radiation fields as well as in a high temperature. Thus, the equipment should be designed in consideration of the remote handling and maintenance. As well as suitable remote handling and maintenance technology needs to be developed along with the design of the process concepts. To develop such remote operation technology, we developed the graphic simulator which provides the capability of verifying the remote operability of the ACP without fabrication of the process equipment. In other words, by applying virtual reality to the remote maintenance operation, a remote operation task can be simulated in the graphic simulator, not in the real environment. The graphic simulator will substantially reduce the cost of the development of the remote handling and maintenance procedure as well as the process equipment, while at the same time developing a remote maintenance concept that is more reliable, easier to implement, and easier to understand.

  • The introduction of electricity industry provides generators incentives to recover the related cost through the market. Hence, the generator should sell his/her electricity at high market-clearing price with optimal operation of his/her power plant. The maintenance of power plant is the most critical factor in affecting generators' decision-making. This paper analyzes technique for establishing maintenance schedule reflecting recovery cost and considers differences in monthly load pattern in minimizing LOLP.

  • This study deals with the procedure of safety improvement, productivity increase ,and tact-time reduction through setting up the system about preventive maintenance. Actually, it is hard to establish and carry out preventive maintenance, even though we recognize the importance of the system concerning time, cost, labor, and so forth. In this study in the viewpoint of cost we are for achieving maximum efficiency by change and reduction of planning process adapted to the special work group. At first we briefly will mention the kind ,the necessity ,and the concept of preventive maintenance ,and then divide the equipment used in the assembly line into the two whether it is necessary or not by way of estimating the breakdown loss ,comparing with general establishment of preventive maintenance and modifying it to the case. At the second step we will establish the operation system of plan management related to production and quality in the special case. Check period and category will be set by dividing the assembly equipment into LCL and Focus in the third step. The forth step will contain the operation procedure in detail. And then we must make check and repair record periodically. Finally, on the basis of the record the selection of checking of significance will be conducted. This results in safety improvement, tact time reduction, and productivity improvement.

  • For a successful construction project not only construction engineering and project management technology but also economic evaluation technique is required. Design and construction technologies are necessary to receive a project order. However, construction management technology which can be apply from the project initial phase to the project operation and management phase is required to create a benefit from the project. Construction management technology is one of the effective factors for project success. Economical and efficient cost management from the planning phase influences the project success. This study investigated cost flow and cost factors of domestic Sewage Treatment Plant project for systematic analysis of cost items following the entire project phase. Particularly, data modeling based on domestic Sewage Treatment Equipment maintenance cost DB was performed, and maintenance cost estimation trend line is suggested using Monte carlo Simulation Method to decrease uncertainty of actual results DB and for feasibility study. Principles and Implication of Rail Infrastructure Charging in Advanced Countries (철도 선진국의 선로사용료 현황과 그 시사점)

  • This article considers how the rail track charges of the advanced countries are performed and derived political implication to Korail. In case of North America and Japan, rail track charges are being decided to collect the infrastructure maintenance cost. In European countries, the separation of infrastructure and operation is realized and the railroad track charges are based on MC+ principle. On the other hand, Korail is paying construction cost of KTX as well as maintenance cost in Korea. As for this, railroad reform including rail track charging should be reconsidered.

  • This paper presents the result of life-cycle cost (LCC) estimation for domestic products propulsion control system (motor block unit) of KTX-1 considering periodic maintenance. Life cycle costing is one of the most effective approaches for the cost analysis of long-life systems such as the KTX-1. Life cycle costing includes the cost of concept design, development, manufacture, operation, maintenance and disposal. To estimate LCC for domestic products motor block unit, it was analyzed physical breakdown structure (PBS) on motor unit in view of maintenance cost and unit cost etc. As a results, life cycle cost on motor block unit increased moderately expect for periodical time when major parts are replaced at the same time. hereafter this results will be reflected in the domestic products being developed.
