  • 정부는 BTL(Build-Transfer-Lease)사업으로 교육시설 분야에 2005년부터 3년간 13조원의 재원을 투여하여 교육시설을 획기적으로 개선하겠다고 발표하였으며, 현재 각 지역교육청별로 교육시설물에 대한 BTL 사업을 지속적으로 발주하고 있는 추세이다. 이에 본 연구에서는 교육시설물에 대한 현행 BTL 사업 적격성 평가방식의 효율성 제고를 위해 객관적이며 효율적으로 정량적 VFM 분석을 실시할 수 있는 BTL 사업 적격성 평가 시스템의 핵심 모듈을 제안하였으며, 이를 통해 명확한 BTL 사업수행 비용에 대한 예측 및 적격성 평가방식의 도입을 위한 기초자료를 제시하고자 한다.

  • BTL 사업 대상 중 교육시설물은 교육인적자원부에 따르면 2007년까지 3개년에 걸쳐 13조원 이상 규모의 BTL 민간투자 사업을 발주하기로 하는 등 교육시설물의 건설은 국내 공공시설물 건설 사업에서 큰 비중을 점하고 있다. 본 연구에서는 교육시설물 BTL 사업의 비용 항목 중 운영관리비에 해당되는 위생관리비 산정 방법을 제시하였다. 또한 이를 바탕으로 유지관리 시스템의 주요 모듈을 개발하고, 개발된 모델의 타당성을 입증하기 위해 대안별 비용의 비교 분석을 실시하였다.

경제성 분석을 통한 산업용 수용가의 ESS 설치 용량 산정 (Calculation of ESS Capacity of Industrial Customer through Economic Analysis)

  • In this paper, ESS capacity installed in industrial customer is calculated using economic analysis. To do this, electric charge for industrial customer is analyzed and power management system(PMS) of ESS is selected. Reduction of kW cost and kWh cost are set to 'benefit' according to operation of ESS. Also, installation cost and maintenance cost of ESS are set to 'cost'. Proper ESS capacity is determined as a result of benefit-to-cost(B/C) analysis according to the variation of ESS installation cost. In case study, B/C is analyzed for the specific industrial customer and minimum capacity of ESS to make a profit are proposed for the customer.

  • 최근 대형 전력시설물에 대한 VE 와 LCC 기법의 도입은 여러 가지 형태로 수행되고 있으며, 일반적으로 전력 시설물의 비용을 생각할 때 그 초기투자비만을 대상으로 평가하는 경향이 있으나, 시설물의 총 생애비용 (보전비, 수선비, 개선비, 운용비, 전력비등)을 동시에 고려하여야 한다. 본 연구에서는 간선설계에서 장거리 급전시 전압강하로 인한 동손비를 고려한 설계기법과 내구년한에 따른 총생애비용기법을 적용하여 타당성을 입증하였다.

  • 본 논문에서는 효율적인 유지보수가 가능한 대학졸업사정시스템의 설계 및 구현 사례를 소개한다. 졸업사정시스템의 유지보수를 어렵게 만드는 주요 원인을 도출하고, 이에 대한 해결방안을 제시하였다. 알고리즘 위주의 종전 시스템을 구동엔진을 기반으로 개선하고, 이에 따른 DB schema를 설계하고 주요 모듈에 대한 알고리즘을 개발하였다. 개선된 시스템을 실무에 적용한 결과를 통하여 제시한 시스템의 개선효과를 입증하였다.

Optimal Preventive Maintenance Policy Based on Aperiodic Model

  • Preventive maintenance(PM) is an action taken on a repairable system while it is still operating, which needs to be carried out in order to keep the system at the desired level of successful operation. The PM improves the reliability of the system by predicting the possible failures and thereby preventing such failures from its occurrence. In this paper, we develop the optimal preventive maintenance policies based on the aperiodic PM model. We investigate an aperiodic preventive maintenance policy and propose several optimal PM policies which minimize the expected cost over an infinite time span. Park, Jung and Yum(2000) determine the optimal period and the optimal number of PMs based on Canfield's(1986) periodic model. Our techniques to derive the optimal preventive maintenance policies based on our aperiodic PM model is similar to those in Park, Jung and Yum(2000), which can be considered as the special case of our results.

  • RIMS(Rolling Stock Information Maintenance System) was installed in structure which it can analyze the data base in need of credibility maintenance. So it could accumulate real data without repulsion of working spot. Information system was installed not following to system but following to working spot. The development of RIMS project was started from March 29, 2001 and it has been operating from October 12, 2004 in Chang-dong Car depot for light maintenance in charge subway line4. So substantial data base was accumulated for three years. This study calculated all RAMS data by analyzing data base accumulated in RIMS and used in dada base about credibility maintenance and found investigation of propriety, expectation of the life cycle cost, the improvement plan on credibility of sorts of cars and formation about the cycle of repairing and maintenance. This got MKBSF MKBF and MTBF about devices and sorts of line4 Rolling Stocks for it.

  • The maintenance of generating units is implicitly related with power system reliability and has a tremendous bearing on the operation of the power system. A technique using a fuzzy search method which is based on fuzzy multi-criteria function has been proposed for GMS (generator maintenance scheduling) in order to consider multi-objective function. In this study, a new technique using combined fuzzy set theory and genetic algorithm(GA) is proposed for generator maintenance scheduling. The genetic algorithm(GA) is expected to make up for that fuzzy search method might search the local solution. The effectiveness of the proposed approach is demonstrated by the simulation results on a practical size test systems.

  • In the plant industry, the share of equipment accounts for 45 ~ 75%, which is very high. It is a traditional plant centered on processes and reactions like petroleum and chemical plants. Renewable energy generation plants such as wind power generation and solar power generation are equipment-centric plants. Equipment-centric plants are very important not only in the EPC phase but also in the operation and management phase. The procurement of equipment for plant operation and management can be divided into make and buy. Make is a method of producing equipment itself, and buy is a method of procuring equipment from the outside. The procurement method of the equipment directly affects the plant operation and management cost. In this study, the decision making of equipment procurement method for plant operation and management is defined as 4 phase. Each phase is selection of procurement decision-making objects, technology strategy perspective, finance perspective, and production perspective. In detail, we defined selection process of procurement decision-making objects and technology strategy perspective process. We will contribute to the enhancement of the competitiveness of the plant operation and management area by carrying out researches on the process and application examples of financial and production perspectives in the future.
