Advance in Information and Communication Technology (ICT) is intensely influenced to increase importance of Software on global ICT industries. The trend of technological development has been transformed from hardware-oriented environment to software-oriented environment. This industrial transformation brought novel trend to Software market. Open Source Software (OSS) has been widely distributed for private uses. At the same time, many governmental offices are planning to expand the use of OSS. In this paper, we analyze the strength and weaknesses of OSSs for both Web and WAS servers based on 4 types of testing environments which are created by the combination of 5 selected OSSs. We anticipated to learn the optimal system architecture design for the next generation of V-World through this research.

The purpose of this study is to identify and analyze characteristics of library consortia around the world. This study was done by interviewing 5 library consortia experts from 4 developed countries. Findings are each consortium has unique characteristics in purposes, organizations, funding sources, functions and also perception of consortium by experts were different. Experts recognized the value of library consortia as an economy of scale (mainly buying power) and pointed out open access as one of the alternatives for electronic information price increase. This study could improve understanding current status of library consortia around the world.

This study investigated and analyzed operating policies and status of the best practices repository in the world to propose the successful strategies of management and establishment of repository. The best practices were selected from the top 10 of the Ranking Web of World Repositories by CSIC and Registry of Open Access Repositories by JISC. These repositories fell into two rough classes, disciplinary and institutional repositories. Policies on operation and support, collection, management, distribution and information services, long-term preservation, technology and copyright were analyzed. Characteristic of disciplinary and institutional repository policies were also identified.

Genshin Impact is an open-world action role-playing game launched by miHoYo in 2020 and has been released on multiple platforms. Due to the excellent character design, it has received widespread attention once it was released, and it has been ranked in the top 10 best-selling lists in several countries after a few weeks of launch. This article will first analyze the map design of the game's open world, and what elements are used on the game map to allow players to immerse themselves in it. Then, in the gameplay of the game, a rich and varied combat system is formed by using the relationship between the elements to restrain each other.There is also a card drawing system added to it, which makes the acquisition of characters full of randomness and allows more players to participate in it. It is concluded that the novel design and rich and varied play methods have made the game Genshin Impact high in popularity, occupying the forefront of the app download list for a long time.

This paper explores the factors influencing the degree of freedom in open-world games, taking <The Legend of Zelda: Tears of the Kingdom> as a case study, it is carefully analyzed in comparison to similar well-known games such as <Genshin>,<Elden Ring>, and <Far Cry>. It also analyzes how the player skill system and its synergy with the combination of interactive elements can effectively enhance the freedom of the game. The results show that the diversity of player skill systems not only significantly enhances the in-game strategy and depth of exploration, but also the rich combination of interactive elements further enhances players' tactical flexibility. This paper also points out that simply expanding the map size while neglecting the content richness and balance of quest design can have negative impacts on the game. This study aims to provide game developers with insights that emphasize the application of skill diversity and interactive elements to improve players' gameplay freedom and overall experience.

This study research how beginner utilization guild is made of beginner utilization guild for expanding the V-World. We classified the subjects and investigated the purpose of the visit through satisfaction surveys, Depending on the purpose of the visit, we categorize a beginner, intermediate and advanced user of the V-World visit. This paper studies making beginner utilization guild in the majority of visitors of using map-based services. We carried out analyzing function of the V-World, configuration beginner utilization guild, creation contents, making guild. The V-World is a public service that the spatial information of having built of the country provide to Citizens.

Open Science is an umbrella term that involves various movements aiming to remove the barriers to sharing any kind of output, resources, methods or tools at any stage of the research process. While the study of open science is relatively advanced in Western countries, we know of no scholarship that attempts to understand open science in Hong Kong. This paper provides a broad-based background on the major research data management organisations, policies and institutions with the intention of laying a foundation for more rigorous future research that quantifies the benefits of open access and open data policies. We explore the status and prospects for open science (open access and open data) in the context of Hong Kong and how open science can contribute to innovation in Hong Kong. Surveying Hong Kong's policies and players, we identify both lost research potential and provide positive examples of Hong Kong's contribution to scientific research. Finally, we offer suggestions regarding what changes can be made to address the gaps we identify.

Recently, Korea government make an effort to make jobs through public information disclosure and a public-private partnerships. In this regard, the MOLIT (Ministry of Land, Infrastructure and Transport) is pushing the V-World Business. The V-World is the public platform for the government to disclose spatial and adminstration information. However, the V-World is still not been able to fulfill the role of a public platform, private partnerships window, Warehouse jobs. So, the molit is promoting the V-World advanced project, creating a long-term plan. This study performed a user satisfaction survey and analysis, this result are used as a basis data of the efficient execution of the V-World advanced project and creating long-term planning. Also, we suggested V-World Service Improvement, Open API Service Improvement, future service direction. This study improve the current the V-World, will be utilized as basic data of improving utilization of the use.

The corrosion problem of rebar is a world wide concern of every engineer engaged in reinforced concrete business, clients, engineers construction contractor and maintenance organizations, all alike. According to the NGIS (National Geographic Information System) project conducted since 1995, the central and local government has been accumulating huge amount of geospatial data. Korean Ministry of Land, Infrastructure and Transport started its GeoSpatial open platform (V-World) service in January 2012, also offering a wide range of functions and services. However, the National GeoSpatial open platform is still woefully deficient for the users to find their desired data, lack of data for private business area, insufficient in publicity of local government and public-private partnerships. Through analyzing current research trend after GeoSpatial open platform served for three years, study on overseas expansion, system links, service improvement, utilization and future strategy has been mainly conducted. This study, by analyzing the advanced overseas GeoSpatial platform as well as domestic research trend and combining the concept of new technology, business platform and SMG (Seoul Metropolitan Government)'s GeoSpatial platform, proposes a policy for the construction of future GeoSpatial Open Platform model.
