Digital Diplomacy via Social Networks: A Cross-National Analysis of Governmental Usage of Facebook and Twitter for Digital Engagement

  • Over the last couple of years, digital diplomacy has become a fascinating area of research among Mass Communication, Peace and Conflict Studies, and International Affairs scholars. Social media and new technology open up new avenues for governments, individuals, and organizations to engage with foreign audiences. However, developing countries' governments are still lacking in the realization of the potential of social media. This study aims to analyze the usage of social media (Facebook & Twitter) by the two biggest countries in South Asia (Pakistan and India). I selected 10 government officials' social media accounts including prime ministers', national press offices', military public relations offices', public diplomacy divisions', and ministries of foreign offices' profiles. The study relies on quantitative content analysis and a comparative research approach. The total number of analyzed Twitter tweets (n=1,015) and Facebook posts (n=1,005) include 10 accounts, five from each country. In light of Kent and Taylor's (1998) dialogic communication framework, the results indicate that no digital engagement and dialogue occurs between government departments and the public through social networking sites. Government departments do not engage with local or foreign audiences through digital media. When comparing both countries, results reveal that India has more institutionalized and organized digital diplomacy. In terms of departmental use of social media, the digital diplomacy division and foreign office of India is more active than other government departments in that nation. Meanwhile, Pakistan's military public relations office and press office is more active than its other government departments. In conclusion, both countries realize the potential of social media in digital diplomacy, but still lack engagement with foreign audiences.

  • A free vibration analysis and wave propagation of triclinic and orthotropic plate has been presented in this work using an efficient quasi 3D shear deformation theory. The novelty of this paper is to introducing this theory to minimize the number of unknowns which is three; instead four in other researches, to studying bulk waves in anisotropic plates, other than it can model plates with great thickness ratio, also. Another advantage of this theory is to permits us to show the effect of both bending and shear components and this is carried out by dividing the transverse displacement into the bending and shear parts. Hamilton's equations are a very potent formulation of the equations of analytic mechanics; it is used for the development of wave propagation equations in the anisotropic plates. The analytical dispersion relationship of this type of plate is obtained by solving an eigenvalue problem. The accuracy of the present model is verified by confronting our results with those available in open literature for anisotropic plates. Moreover Numerical examples are given to show the effects of wave number and thickness on free vibration and wave propagation in anisotropic plates.

뒤꿈치 들기 자세를 이용한 전신진동 운동이 외발서기 시 근신경 반응에 미치는 영향 (Effects of Consecutive whole Body Vibration Exercise using Heel Raise Posture on Neuromuscular Response during Single-leg Stance)

  • Objective: This study aimed to analyze the effects of consecutive whole body vibration through heel raise posture on the center of pressure and electromyography of anterior tibial muscle, lateral gastrocnemius and soleus muscles during single-leg stance. Method: The subjects of this study included 30 healthy males in their 20's, with the following inclusion criteria: no history of orthopaedic medical history, no participation in regular exercises, no history of whole body vibration exercise, and right leg being the dominant leg. The experimental procedure involved pretreatment measurement of eye open single-leg stance, application of whole body vibration for 30 seconds, post-treatment measurement (3 measurements in total). Static and dynamic movements have been measured over 2 separate experiments, with 72 hours gap between the experiments. Static movement involved maintaining single-leg heel raise posture for 30 seconds while applying whole body vibration, and dynamic movement involved heel raise (15 repetitions over 30 seconds) while applying whole body vibration. The strength of applied whole body vibration was 35 Hz frequency and 2~4 mm amplitude. Results: As the single-leg posture after static heel raise posture, mediolateral velocity of the center of pressure at post 2 and post 3 were significantly reduced compared to the pre-treatment measurement. In addition, the percentage for reference voluntary contraction in anterior tibial muscle and soleus and median frequency at anterior tibial muscle and lateral gastrocnemius muscle at post 3 were significantly decreased compared to the pre-treatment value. As the single-leg posture after dynamic heel raise posture, the mediolateral 95% edge frequency of the center of pressure and median frequency at anterior tibial muscle, lateral gastrocnemius muscle, and soleus muscle at post 3 were significantly reduced compared to the pre-treatment value. Conclusion: Acute whole body vibration via static and dynamic heel raise posture have positive effect on mediolateral posture control during single-leg stance.

Intracorporeal Esophagojejunostomy during Reduced-port Totally Robotic Gastrectomy for Proximal Gastric Cancer: a Novel Application of the Single-Site® Plus 2-port System

  • Purpose: Intracorporeal esophagojejunostomy during reduced-port gastrectomy for proximal gastric cancer is a technically challenging technique. No study has yet reported a robotic technique for anastomosis. Therefore, to address this gap, we describe our reduced-port technique and the short-term outcomes of intracorporeal esophagojejunostomy. Materials and Methods: We conducted a retrospective review of patients who underwent a totally robotic reduced-port total or proximal gastrectomy between August 2016 and March 2020. We used an infra-umbilical Single-Site® port with two additional ports on both sides of the abdomen. To transect the esophagus, a 45-mm endolinear stapler was inserted via the right abdominal port. The common channel of the esophagojejunostomy was created between the apertures in the esophagus and proximal jejunum using a 45-mm linear stapler. The entry hole was closed with a 45-mm linear stapler or robot-sewn continuous suture. All anastomoses were performed without the aid of an assistant or placement of stay sutures. Results: Among the 40 patients, there were no conversions to open, laparoscopic, or conventional 5-port robotic surgery. The median operation time and blood loss were 254 min and 50 mL, respectively. The median number of retrieved lymph nodes was 40.5. The median time to first flatus, soft diet intake, and length of hospital stay were 3, 5, and 7 days, respectively. Three (7.5%) major complications, including two anastomosis-related complications and a case of small bowel obstruction, were treated with an endoscopic procedure and re-operation, respectively. No mortality occurred during the study period. Conclusions: Intracorporeal esophagojejunostomy during reduced-port gastrectomy can be safely performed and is feasible with acceptable surgical outcomes.

Vibration analysis of damaged core laminated curved panels with functionally graded sheets and finite length

  • The main objective of this paper is to study vibration of sandwich open cylindrical panel with damaged core and FG face sheets based on three-dimensional theory of elasticity. The structures are made of a damaged isotropic core and two external face sheets. These skins are strengthened at the nanoscale level by randomly oriented Carbon nanotubes (CNTs) and are reinforced at the microscale stage by oriented straight fibers. These reinforcing phases are included in a polymer matrix and a three-phase approach based on the Eshelby-Mori-Tanaka scheme and on the Halpin-Tsai approach, which is developed to compute the overall mechanical properties of the composite material. Three complicated equations of motion for the panel under consideration are semi-analytically solved by using 2-D differential quadrature method. Several parametric analyses are carried out to investigate the mechanical behavior of these multi-layered structures depending on the damage features, through-the-thickness distribution and boundary conditions. It is seen that for the large amount of power-law index "P", increasing this parameter does not have significant effect on the non-dimensional natural frequency parameters of the FG sandwich curved panel. Results indicate that by increasing the value of isotropic damage parameter "D" up to the unity (fully damaged core) the frequency would tend to become zero. One can dictate the fiber variation profile through the radial direction of the sandwich panel via the amount of "P", "b" and "c" parameters. It should be noticed that with increase of volume fraction of fibers, the frequency parameter of the panels does not increase necessarily, so by considering suitable amounts of power-law index "P" and the parameters "b" and "c", one can get dynamic characteristics similar or better than the isotropic limit case for laminated FG curved panels.

PVDF/MgO 마찰재를 이용한 마찰면진장치의 성능 분석 (Performance Analysis of Friction Pendulum System using PVDF/MgO Friction Material)

  • 구조물을 지진 위험으로부터 완화시키기 위한 마찰면진장치의 상용화된 마찰재료 중 폴리테트라플루오로에틸렌(polytetrafluoroethylene, PTFE)은 내화학성과 마찰성능이 우수하다. 그러나 PTFE는 상대적으로 낮은 내마모성을 가지므로 경제적인 마찰재료이며 산화마그네슘(oxide magnesium, MgO)으로 내마모성을 증가시킨 개선된 폴리비닐리덴 플루오라이드(polyvinylidene fluoride, PVDF)를 PTFE의 대안으로 제안하였다. 개발된 PVDF/MgO 마찰재를 이용하여 실험을 통해 마찰성능을 측정하였으며 PTFE의 마찰성능과 비교하였다. 그리고 측정된 마찰계수를 이용하여 마찰면진장치를 설계하였다. 마찰면진장치의 성능은 교량의 비선형 시간이력 해석을 통해 확인하였고, 이를 통해 마찰면진장치의 마찰재료로 PTFE를 대체하여 PVDF/MgO를 사용하는 것에 대한 타당성을 평가하였다.

IoT 기반 주택형 건물 에너지 모니터링 시스템 설계 (Design of IoT-based Energy Monitoring System for Residential Building)

  • 최근 에너지 자원관리는 전 세계적인 주요 관심사이다. 에너지원 생산의 한계 조건 속에서, 효과적인 에너지 관리 활동은 에너지 수요 및 생산을 최소화하고 이는 환경이 미치는 영향을 최소화할 수 있다. 본 논문은 주거형 건물에서 에너지 소비자에게 전기 사용에 대한 실시간 정보를 제공할 수 있는 가정용 전기에너지 모니터링 시스템의 프로토타입 설계를 제안하고자 한다. 제안된 시스템은 자체 개발된 센싱 시스템, 데이터처리시스템, 원격 모니터링 서버 시스템으로 구성된다. 주거형 건물내에 설치 적용된 센싱 시스템은 전원 공급을 제어하는 릴레이, 부하 전기기기의 전류를 감지하는 CT센서, Kmote로 구성된 무선 스마트 플러그로 구성된다. 공동/단독 주거형 건물에서 3개월 동안의 가전제품별 에너지 소비량 데이터를 분석하여 제시하였으며, 실험결과는 에너지 소비 패턴과 현황을 추정할 수 있는 가능성을 확인하여 제시하고 있다.

Vascular Endothelial Growth Factor May Be Involved in the Behavioral Changes of Progeny Rats after Exposure to Ceftriaxone Sodium during Pregnancy

  • Antibiotic exposure during pregnancy have an adversely effects on offspring behavior and development. However, its mechanism is still poorly understood. To uncover this, we added ceftriaxone sodium to the drinking water of rats during pregnancy and conducted three-chamber sociability test, open-field test, and Morris water maze test in 3- and 6-week-old offspring. The antibiotic group offspring showed lower sociability and spatial learning and memory than control. To determine the role of the gut microbiota and their metabolites in the changes in offspring behavior, fecal samples of 6-week-old offspring rats were sequenced. The composition of dominant gut microbial taxa differed between the control and antibiotic groups. KEGG pathway analysis showed that S24-7 exerted its effects through the metabolic pathways including mineral absorption, protein digestion and absorption, Valine, leucine, and isoleucine biosynthesis. Correlation analysis showed that S24-7 abundance was negatively correlated with the level of VEGF, and metabolites associated with S24-7-including 3-aminobutanoic acid, dacarbazine, L-leucine, 3-ketosphinganine, 1-methylnicotinamide, and N-acetyl-L-glutamate-were also significantly correlated with VEGF levels. The findings suggest that antibiotic exposure during pregnancy, specifically ceftriaxone sodium, will adversely affects the behavior of offspring rats due to the imbalance of gut microbiota, especially S24-7, via VEGF and various metabolic pathways.

Robot-Assisted Repair of Atrial Septal Defect: A Comparison of Beating and Non-Beating Heart Surgery

  • Background: Robot-assisted repair of atrial septal defect (ASD) can be performed under either beating-heart or non-beating-heart conditions. However, the risk of cerebral air embolism (i.e., stroke) is a concern in the beating-heart approach. This study aimed to compare the outcomes of beating- and non-beating-heart approaches in robot-assisted ASD repair. Methods: From 2010 to 2019, a total of 45 patients (mean age, 43.4±14.6 years; range, 19-79 years) underwent ASD repair using the da Vinci robotic surgical system. Twenty-seven of these cases were performed on a beating heart (beating-heart group, n=27) and the other cases were performed on an arrested or fibrillating heart (non-beating-heart group, n=18). Cardiopulmonary bypass (CPB) was achieved via cannulation of the femoral vessels and the right internal jugular vein in all patients. Results: Complete ASD closure was verified using intraoperative transesophageal echocardiography in all patients. Conversion to open surgery was not performed in any cases, and there were no major complications. All patients recovered from anesthesia without any immediate postoperative neurologic symptoms. In a subgroup analysis of isolated ASD patch repair (beating-heart group: n=22 vs. non-beating-heart group: n=5), the operation time and CPB time were shorter in the beating-heart group (234±38 vs. 253±29 minutes, p=0.133 and 113±28 vs. 143±29 minutes, p=0.034, respectively). Conclusion: Robot-assisted ASD repair can be safely performed with the beating-heart approach. No additional risk in terms of cerebral embolism was found in the beating-heart group.

Confirming the Continued Representativeness of an Online/Telephone Panel Using Equivalence Testing

  • Decreasing response rates to traditional survey methods, like face-to-face and telephone interviews, have led survey practitioners around the world to seek new ways of conducting surveys in recent years." The COVID-19 pandemic exacerbated this problem because it made conducting face-to-face interviews even more difficult than before. For example, it made conducting face-to-face surveys infeasible in 2020 in South Korea, and so the Korean Academic Multimode Open Survey (KAMOS) was unable to conduct a planned face-to-face survey to recruit new panel members. The entire 8,514-member panel, established via two-stage probability-based sampling from 2016 to 2019, was invited to take three online/telephone surveys in 2020. Of these panel members, 1,352 responded to at least one survey in 2020. To test to what extent the panel remained representative of the adult South Korean population, we compared the two groups of panel members: those who responded to at least one survey in 2020 and those who did not. After weighting both groups on the basis of age, sex, and geographical area, we analyzed their responses to some of the questions that were asked during multiple rounds of the face-to-face panel-recruiting interviews. Using Cohen's d for survey items that could be analyzed numerically and Cramér's V for categorical items, we were able to conclude that the respondents to the 2020 surveys were equivalent to the non-respondents in terms of both demographics and in the answers they originally gave to substantive questions on a variety of topics related to social science or public opinion research, including questions about quality of life, societal issue, and politics (Cohen's d items <0.2, 95% CI; Cramér's V items <0.1, 95% CI). This analysis may provide a model for others who wish to test the continued representativeness of their panel or who would like to use a different survey mode or change some other aspect of their methodology and test whether it is equivalent to their former methodology. Our success in building a panel that retained its representativeness may be useful to those in other countries where face-to-face surveys had previously been the norm but are becoming increasingly difficult to conduct.
