This study aims to elucidate the implications for 20 years of the establishment of the information disclosure law by analyzing contents of the public regulations of 50 states of the United States. For the purpose, it looks at the general outline of the open meetings law of the 50 states, including the requirements and procedure of the advance notification of the meeting, and the protest procedure and penalties for the violation of the law. As a result of analysis, under the law, public meetings should announce their schedule and agenda in advance, and minutes of meetings and recording of meetings should be accessible to citizens. Furthermore, a person who violates the law for opening meetings could be fined or imprisoned. The implications for the establishment of the Open Meetings Act in Korea are as follows: First, the open meeting system starts with the appropriate period and method of advance notice of meeting holding. Second, the substantive contents of the advance notification guarantee the effectiveness of the meeting disclosure system. Third, the method and subject of advance notification should be as wide and diverse as possible. Fourth, all decisions of the meeting that violate the law are null and void. Fifth, a system should be set up so that any citizen could easily raise objections to the violation of the law. Sixth, the person who violates the law should be held responsible. Lastly, citizen access to minutes, recordings as well as comprehensive meeting minutes writing including attendees, agendas, and ballots should be guaranteed.
This study analyzes the status of the designated administrative meetings of the central administrative agencies, including the number of meetings, the presence of written minutes, and the form of minutes. The implications based on the analysis are as follows. First, there were meetings that were not held, and written meetings were held. The standards for determining the designated meetings should be established. Second, when only a written meeting was held, the minutes were not made because these were not written separately. A written meeting can be held, if it is necessary. However, there is still a need to keep a detailed record similar to minutes in such cases. Third, among the minute types, a written record of the points of the meeting is preferred. Even if the meeting is closed for proper reasons, making a transcript and a record in addition to writing the points must be settled. Finally, specific standards for the procedures and reasons why meetings and minutes should be closed should be established. It is necessary to change the paradigm from the viewpoint of production and management to the viewpoint of disclosure and sharing through the improvement of standards and procedures related to designated meetings and designated meeting minutes.
The purpose of this study was to analyze the variables of the state-of-the-art office planning for the productive workplaces of the North America and to predict the adaptability in Korea. Knowledge workers have been considered as the decisive factors for the survival and development of organizations. So, open workplaces have been considered appropriate for the workplace to stimulate their informal knowledge sharing. However, the low individual productivity due to low privacy and distraction in the open workplace has been the key problem. To solve the dilemma, this study suggests that closed individual offices are best for the individual productivity and open conference area and meeting places are essential for the informal knowledge sharing. Some state-of-the-art workplaces such as just-in-time offices and hotelings can provide more space for the individual workplaces and open meeting places without excessive cost burden of organizations.

본 연구에서는 각종 웹사이트와 이메일을 통해 전달되는 회의공지에 포함된 회의장소를 나타내는 문자열로부터 실제 위치를 추정하는 시스템을 설계 및 구현하였다. 직접 구현한 NER과 Relation-type Classification 모듈을 사용하였으며, 장소에 대한 모델은 기존의 지리정보시스템들과의 상호 운용성을 위하여 OpenStreetMap[6]과 Geonames[7]의 데이터 구조를 참조하여 설계되었고, 실제 위치를 구하기 위하여 내부자원 외에도, 각종 오픈API들을 외부자원으로 활용하였다.
Research on group decisions and electroinc meeting systems have been increasing rapidly according to the widespread of Internet technology. Although various issues have been raised in empirical research, we will try to solve an issue on idea categorizing in the group decision making process of elecronic meeting systems. Idea categorizing used at existing group decision support systems was performed in a top-down procedure and mostly participants\` by manual work. This resulted in tacking as long in idea categorizing as it does for idea generating, clustering an idea in multiple categories, and identifying almost similar redundant categories. However such methods have critical limitation in the electronic meeting systems, we suggest an intelligent idea categorizing methodology which is a bottom-up approach. This method consists of steps to present idea using keywords, identifying keywords\` affinity, computing similarity among ideas, and clustering ideas. This methodology allows participants to interact iteratively for clear manifestation of ambiguous ideas. We also developed a prototype system, IIC (intelligent idea categorizer) and evaluated its performance using the comparision experimetn with other systems. IIC is not a general purposed system, but it produces a good result in a given specific domain.

Teleconferences have been used in business sectors to reduce traveling costs. Traditionally, specialized telephones that enabled multiparty conversations were used. With the introduction of high speed networks, we now have high definition videos that add more realism in the presence of counterparts who could be thousands of miles away. This paper presents a new technology that adds even more realism by telecommunicating with hand gestures. This technology is part of a teleconference system named SMS (Smart Meeting Space). In SMS, a person can use hand gestures to manipulate meeting data that could be in the form of text, audio, video or 3D shapes. Fer detecting hand gestures, a machine learning algorithm called SVM (Support Vector Machine) has been used. For the prototype system, a 3D interaction environment has been implemented with $OpenGL^{TM}$, where a 3D human skull model can be grasped and moved in 6-DOF during a remote conversation between distant persons.

Living in the age of information people face problems related to information overload. Information is easy to produce, store and distribute through various communication channels, one of which is emails. With the appearance of the mobile devices, such as smart phones and tabs, people can have access to email inbox at any moment of time from everywhere. In this paper we present information extraction system with a specific goal of extracting meeting location from the announcement of seminar or conference. We apply a machine learning method (conditional random fields, CRF), train the system using annotated corpus of seminar and conference announcements and validate results by applying various extracted correction rules and patterns. Furthermore, we normalize extracted location, and reference using geo-coding databases, OpenStreetMap and Wikipedia resources to determine real geographical coordinates.

This study is researched to provide design guidelines of service facilities and programs that apartment residents want along with the increased quality of life. This study is signifiant because it sought effective methods to activate the com-munity culture through service facilities in apartment complexes and the design standard and planning direction for residents. The study results are as follows. The abstracts written in Korean presented at the Fall Meeting of the Korean Earth Science Society held at the Kangwon National University in October, 1999 were reviewed. They are dotted with foreign expressions and obscure wordings as well as difficult expressions and very long sentences. The foreign expressions are those originated from Japanese, English, and Chinese expressions and words. Several suggestions are made to increase the ability to write good abstracts and articles in Korean on the earth sciences. They include reading many books on natural sciences for general readers, writing sentences not exceeding 20 words, critical reading by professor or colleagues, and open mind to accept their criticisms. The authors should pay attention not to commit various errors shown in Table 2 in this paper.
