But many recruitment services suffer from shortcomings due to their reliance on traditional client-pull information access model, in manay cases resulting in unfocused search results. Worldjob+, being operated by The Human Resources Development Service of Korea, addresses these problems and uses Splunk, a platform for analyzing machine data, to provide a more proactive and personalised services. It focuses on enhancing the existing system in two different ways: (a) using personalised automated matching techniques to proactively recommend most preferrable profile or specification information for each job opening announcement or recruiting company, (b) and to recommend most preferrable or desirable job opening announcement for each job-seeker. This approach is a feature-free recommendation technique that recommends information items to a given user based on what similar users have previously liked. A brief discussion about the potential benefit is also provided as a conclusion.

  • Due to the advances in machine learning and artificial intelligence technologies, many new services have become available. Among such services, recommendation systems have already been successfully applied to commercial services and made profits as in online shopping malls. Most recommendation algorithms in commercial services are based on content analysis or explicit feedback rates as in movie recommendations. However, many online shopping malls have difficulties in content analysis or are lacking explicit feedbacks on their items, which results in no recommendation system for their items. Even for such service systems, user log data is easily available, and if recommendations are possible with such log data, the quality of their service can be improved. In this paper, we extract implicit feedback like click information for items from log data and provide a recommendation system based on the implicit feedback. The proposed system is applied to a real in-service online shopping mall.

  • The coronavirus disease 2019 (COVID-19) pandemic has significantly changed the Lifeline Program, a telecommunications rate discount program for low-income Americans. As the reliance on online activities such as remote work, distance education, and online shopping grows because of the spread of COVID-19, there is a concern that the digital divide will widen among low-income households that struggle to access internet infrastructure due to the burden of access rates. Accordingly, the US Congress passed a bill to help lower the internet bill for low-income households using the government budget to close the digital divide. The Lifeline Program, which is a part of the universal service obligation, has been in charge of the telecommunications rate discount for low-income households. However, according to the new law, the internet rate discount program based on the government budget was implemented beginning in 2021. As the internet rate discount based on the government budget begins, the US telecommunication rate discount system is transitioning from a system in which telecommunication industry support was borne by operators to one in which public support from the government budget will play a significant role. In this paper, we will look at recent changes in the US telecommunications rate discount program and their implications.
