실시간 유출유 확산모델링 (Real-time Oil Spill Dispersion Modelling)

  • To predict the oil spill dispersion phenomena in the ocean, the oil spill response model, which can be used for strategic purpose on the oil spill site, based on Lagrangian particle-tracking method was formulated and applied to the neighboring area with Pusan port where the oil spill incident occurred when the tanker ship No.1 Youil struck on a small rock near the Namhyungjeto on September 21, 1995. The real-time tidal currents to be required as input data of the oil spill model were obtained by the two-dimensional hydrodynamic model and the tide prediction model. Evaluation of tidal currents using observation data was successful. For wind data, other input data of oil spill model, observed data on the spot were used. To verify the oil spill model, the oil spill modelling results were compared with the field data obtained from the spill site. Compared the modelling results with the observation data, there exist some discrepancies but the general pattern of modelling results was similar to that of field observation. The modelling results on 7 days after spill occurred showed that the 40% of spilled oil is in floating, 36% in evaporated, 23% at shore, and 1% in out of boundary, respectively. According to the evaluation of weighting curves of effective components to the dispersion of oil, the winds make a 37% of contribution to the dispersion of oil, turbulent diffusion 39.5%, and tidal currents 23.5%, respectively. Provided the more accurate wind data are supported, more favorable results might be obtained.

유류확산모델 개발 및 동해의 유류오염 사고대책 (Development of Oil Spills Model and Contingency Planning ill East Sea)

  • There has been increasing offshore oil exploration, drilling, and production activities, as well as a huge amount of petroleum being transported by tankers and pipelines through the ocean and costal environment. Assessment must be made of the potential risk of damage resulting from the exploration, development and transportation activities. This is achieved through predictive impact evaluations of the fate of hypothetical or real oil spills. VVhen an oil spill occurs, planning and execution of cleanup measures also require the capability to forecast the short-term and long-term behavior of the spilled oil. A great amount of effort has been spent by government agencies, oil industries, and researchers over the past decade to develop more realistic models for oil spills. Numerous oil spill models have been developed and applied, most of which attempt to predict the oil spill fate and behavior. For an actual contingency planning, the oil fate and behavior model should be combined with an oil spill incident model, an environmental impact and risk model and a contingency planning model. The purpose of this review study is to give an overview of existing oil spill models that deal with the physical, chemical, biological, and socia-economical aspects of the incident, fate, and environmental impact of oil spills. After reviewing the existing models, future research needs are suggested. In the study, available oil spill models are separated into oil spill incident, oil spill fate and behavior, environmental impact and risk, and contingency planning models. The processes of the oil spill fate and behavior are reviewed in detail and the characteristics of existing oil spill fate and behavior models are examined and classified so that an ideal model may be identified. Finally, future research needs are discussed.

Google Earth Engine과 Sentinel-2 위성자료를 이용한 러시아 노릴스크 지역의 기름 유출 모니터링 (Oil Spill Monitoring in Norilsk, Russia Using Google Earth Engine and Sentinel-2 Data)

  • 기름 유출 사고는 발생 시 환경과 관련된 다양한 문제들을 야기하므로 신속하게 유출유의 면적과 위치 변화를 파악하는 것이 중요하다. 광학 위성자료를 활용한 기름 유출 탐지의 경우 다양한 위성탑재 센서를 통해 유출유에 대한 정보 수집 후 이를 이용하여 광범위한 기름 유출 범위를 모니터링할 수 있다. 선행 연구에서는 파장별 기름의 반사도를 분석한 후 특정 파장대의 밴드를 이용한 oil spill index가 개발 및 적용되었다. 기름 유출 모니터링을 위해 유출 전후 여러 시기의 위성자료를 분석할 경우 다량의 데이터로 인해 많은 시간과 컴퓨팅 자원이 소비된다. 웹 브라우저를 통해 대량의 위성자료 분석이 가능한 Google Earth Engine을 활용할 경우 효율적으로 기름 유출 탐지가 가능하다. 본 연구에서는 Sentinel-2 MultiSpectral Instrument 위성자료와 클라우드 기반의 위성자료 분석 플랫폼인 Google Earth Engine을 이용하여 기존에 제안된 네 종류의 oil spill index의 다양한 피복 환경에서의 활용성 평가를 수행하였다. 지표 피복별 index 값의 비교를 통해 기름 유출 영역이 타 피복과 잘 구분되는지에 대한 분리도를 평가하고 기름 유출 면적을 산정하였다. 본 연구 결과를 통해 Google Earth Engine이 기름 유출 광역 모니터링에 효율적으로 활용 가능하다는 것을 확인하였고, 복잡한 지표 피복이 분포하는 다른 지역에 기름 유출 사고 발생 시 우수한 성능으로 평가된 oil spill index B ((B3+B4)/B2)와 C (R: B3/B2, G: (B3+B4)/B2, B: (B6+B7)/B5)의 적용은 효과적인 기름 유출 모니터링에 기여할 것으로 판단된다.

Oil Spill Response System using Server-client GIS

  • It is necessary to develop the one stop system in order to protect our marine environment rapidly from oil spill accident. The purpose of this study is to develop real time database for oil spill prediction modeling and implement real time prediction modelling with ESI and server-client GIS based user interface. The existing oil spill prediction model cannot provide one stop information system for public and government who should protect sea from oil spill accident. The development of multi user based information system permits integrated handling of real time meteorological data from external ftp. A server-client GIS based model is integrated on the basis of real time database and ESI map to provide the result of the oil spill prediction model. End users can access through the client interface and request analysis such as oil spill prediction and GIS functions on the network as their own purpose.

  • The paper does researches and analysis on the process of marine oil spill crisis response (MOSCR), and develops the marine oil spill crisis response simulation exercise system. The system developed by this paper is composed of four subsystems, including the training system of MOSCR, the geographical information system of MOSCR, the marine oil spill control and cleanup decision-making expert system, and the computer simulation exercise system. The paper builds up the applied model system of MOSCR. The system takes the marine oil spill crisis response geographical information system as the platform, which integrates all aspects of MOSCR. This system can offer an oil spill scene to the trainees and simulate the whole process of MOSCR on the interface of GIS.

해양유출기름의 확산 시뮬레이션 모델 개발(II) - 유류확산모델의 현장 적용 (Development of Simulation Model for Diffusion of Oil Spill in the Ocean (II) - Application of Simulation model to the Field)

  • Simulation model for diffusion of oil spill is developed. The model can perform real time simulation in the case of oil spill accident in the ocean. The model consists of three dimensional ocean circulation model and model for diffusion of oil spill. Real time flow fields which are used in the calculation of advection of oil spill are obtained in the three dimensional ocean circulation model. The model for diffusion of oil spill includes the evaporation dissolution emulsification and downward diffusion. For the verification of the model it is applied to the oil spill from the accident of Sea Prince. The results shows good agreement.

원유유출 방재로봇의 컨셉디자인 (Conceptual Design of Oil Spill Protection Robot)

  • This study aims to propose the concept design of oil spill protection robot which can rapidly intervene to control the oil spillage situation at the sea. Taking into account the fact that a huge amount of oil is transported trans-continentally by oil tanker, none of industrialized countries are completely safe from the marine oil spill which results in social, economical and ecological damages to their communities. The employment of double hull-oil tanker, pipe line transporting can be most safe way. Yet complete prevention of oil spill is probably not realistic. Accordingly the alternative solution to control marine oil spill and minimize the damages caused by the incident using intelligent robot technology based on swarm control method is proposed. The main features of oil spill protection(OSP) robot is explained via following three perspectives. Firstly, from functional point of view, OSP robot system safely and efficiently replaces oil boom installation manually conducted by human workers with intelligent robot technology based on swarm control theory. For second, its modular architecture brings efficient storage of main components including oil boom and facilitates maintenance. For the last, its geometric form and shape enables whole system to be installed to helicopter, boat or oil tanker itself with ease and to rapidly deploy the units to the oil spill area.

Algorithm to Estimate Oil Spill Area Using Digital Properties of Image

  • Oil spill accidents at sea result in a wide range of damages, including the destruction of ocean environments and ecosystems, as well as human illnesses by the generation of harmful gases caused by phase changes in crude oil. When an oil spill occurs, an immediate initial action should be performed to minimize the potential damage. Existing studies have attempted to identify crude oil spillage by calculating the crude oil spill range using synthetic aperture radar (SAR) satellite images. However, SAR cannot capture rapidly evolving events because of its low acquisition frequency. Herein, an algorithm for estimating an oil spill area from an image obtained using a digital camera is proposed. Noise that may occur in the image when it is captured is first eliminated by preprocessing, and then the image is analyzed. After analyzing the characteristics of the digital image, a strategy to binarize an image using the color, saturation, or lightness contained in it is adopted. It is found that the oil spill area can be readily estimated from a digital image, allowing for a faster analysis than any conventional method. The usefulness of the oil spill area measurement was confirmed by applying the developed algorithm to various oil spill images.

  • This study was carried out to check the contingency planning methods under the analysis of oil spill potential and make a guide line to apply the results to the port of Busan. The expected spilled oil drift patterns are considered with the most probable scenarios under the base of the oil spill potential. The results obtained from this study are as follows: (1) Analysis method of oil spill potent was proposed and the applicability was proved by the application example to the port of Busan to make the contingency plan. (2) Responsible oil spill contingency planning methods / flow are suggested considered environmental factors and the oil spill potential. (3) The coastal waters of Busan was consist of rocky flat, man-made solid shore and beach shore. Marine traffic have high density of oil tanker and cargo ship. Also, oil tanker ship are examined in the small ships to be less than 3000t to supply oil to the ship moored / anchored as well as the large amount of oil tank / basin are located along the coast of Busan port. These systems are introduced to make in put data to the analysis of oil spill potential. (4) According to the analysis of historical records of oil spill accident in Busan, the frequency of accidents by cargo ship rank highest and 45% of accidents is caused by carelessness. about 65% of total accidents shows a small spill accident of less than $10k{\ell}$.

Physical and Mental Health of Disaster Victims: A Comparative Study on Typhoon and Oil Spill Disasters

  • Objectives: The purpose of this study was to compare the physical and mental health status of disaster victims according to disaster types, such as a typhoon disaster and an oil spill disaster, and to suggest adequate health care services for them. Methods: A total of 484 people who suffered disasters were selected for this study, and data were collected from July to August, 2008. The data-set for this study included 286 victims of typhoon disasters in Jeju and Jeollanamdo district in South Korea, and 198 victims of the oil spill disaster in Taean. Physical health status was measured using revised Patient Health Questionnaire and mental health status was measured using the Korean version of 'Post-traumatic Diagnostic Scale'. Results: According to the comparative analyses of typhoon disaster victims and oil spill disaster victims, poorer physical health outcomes were shown among the oil spill disaster victims when compared to the typhoon disaster victims. Also, the oil spill disaster victims showed symptoms of depression, anxiety, and post-traumatic stress disorder, at rates higher than those found among the typhoon disaster victims. Conclusions: These findings suggest that there is a need to provide adequate physical and mental health-related care services for oil spill disaster victims. The seriousness of oil spill disaster should be realized and reconsidered in developing recovery strategies and disaster preparedness for physical and mental health services.
