석유화학 액체화물의 환적과 수출입 물동량 관계연구 (A Study on the Relationship between Transshipment and Import-Export Volume of Petrochemical Liquid Cargoes)

  • 우리나라는 항만 인프라가 뛰어나며, 석유화학단지를 보유하고 있기 때문에 동북아 오일 허브의 가능성이 충분하다. 특히 부가가치가 높은 STS(해상환적작업)는 국가 경제에 크게 기여하고 있다. 본 연구에서는 화학공업생산품, 석유정제품, 그리고 원유를 전국, 부산, 울산, 그리고 여수/광양 물동량으로 분류하였다. 그리고 이들 간의 수입, 수출 및 환적의 그랜저 인과관계를 살펴보았다. 단위근 검정을 위하여 ADF, PP, KPSS를 적용하였다. 또한 VAR모형과 Toda and Yamamoto의 확장된 VAR모형을 활용하여 분석을 실시하였다. 그 결과 각 지역에 따라 그랜저 인과관계 유무에 차이가 있는 것을 발견하였다. 또한 컨테이너와 비컨테이너로 구분해서 분석한 결과 화물 종류에 따른 차이가 나타났다. 따라서 항만에 대한 정부의 정책이나 인센티브제도와 같은 지원은 획일화 보다는 지역, 화물의 종류, 화물의 운송 형태 등에 따라 차별화가 요구된다.

CSR을 적용한 75,000 TDW 화학제품 운반선의 구조 안전성 평가 (Structural Safety Evaluation for 75,000 TDW Chemical Tanker Applied Common Structural Rules)

  • In past decades, a maximum standard vessel size for chemical tankers is not normally larger than 55,000 TDW due to the characteristic of chemical product shipment which is so variable but small quantity unlike single product carries such as crude oil tankers. These days, as demand of very large chemical tanker is rising due to the change of market trend of chemical product shipment, 75,000 TDW class chemical tanker has been developed. The newly developed vessel's structure has been designed based on CSR (Common Structural Rule) for double hull oil tankers (hereafter CSR) published by IACS (International Association of Classification Societies). However, due to the large difference from typical oil tankers, many items should be specially considered such as on deck transverse and corrugated bulkheads. In addition, two longitudinal bulkheads without upper stool have been constructed in order to maximise the number of cargo tanks and the volume of each cargo tanks. In this study, key word of the vessel has been briefly reviewed and the structural reliability of the proposed vessel has been investigated.

태안 마도1·2호선 해양 유물로 본 고려시대의 음식 문화 (Food Culture of Koryo Dynasty from the Viewpoint of Marine relics of Taean Mado shipwrecks No. 1 and No. 2)

  • This study examined the food culture of the Koryo Dynasty during the early 13th century based on the records of wooden tablets and marine relics from the 1st and 2nd ships of Mado wrecked at sea off Taean while sailing for Gaegyeong containing various types of grain paid as taxes and tributes. The recipients of the cargo on the 1st ship of Mado were bureaucrats living in Gaegyeong during the period of the military regime of the Koryo Dynasty, and the place of embarkation was the inlet around Haenam (Juksan Prefecture) and Naju (Hoijin Prefecture) in Jolla-do. On wooden tablets were recorded 37 items of rice, cereal, and fermented foods. The measures used in the records were seok [石-20 du (斗)] for cereal, seok [15 du, 20 du] for fermented soybean paste, and pot (缸) and volume (斗) for salted fish. The places of embarkation on the 2nd ship of Mado were Jeongeup (Gobu Prefecture), Gochang (Jangsa Prefecture, Musong Prefecture), etc. On wooden tablets were recorded 29 items of rice, cereal, fermented foods, seasame oil, and honey. The volume measure for yeast guk (麴), the fermentative organism for rice wine, was nang [囊-geun (斤)], and the measure for sesame oil and honey, which were materials of oil-and-honey pastries and confections, was joon (樽-seong, 盛). Honey and sesame oil were luxury foods for the upper-class people of the Koryo Dynasty, and they were carried in high-quality inlaid celadon vases in Meibyung style. Food names and measures written on wooden tablets and actual artifacts found in the 1st and 2nd ships of Mado are valuable materials for research into agriculture, cereal, and fermented foods of the Koryo Dynasty in the early 13th century. Besides, relics such as grains and bones of fish and animals from the Koryo Dynasty are expected to provide crucial information usable in studies on food history of the Korean Peninsula.

여수·광양항 중심의 유조선통항금지해역 출입 항로에 관한 연구 (A Study on the Entrance Channel of Restrictions on Passage of Oil Tankers in Yeosu-Gwangyang Port)

  • 해사안전법에서는 기름 1,500킬로리터 이상 또는 유해액체물질 1,500톤 이상을 싣고 운반하는 유조선에 대하여 통항을 금지하는 유조선통항금지해역을 설정하고 있다. 이러한 선박이 유조선통항금지해역 내에 위치한 항만에 입출항하는 경우 유조선통항금지해역 바깥쪽 해역에서부터 항구까지의 거리가 가장 가까운 항로를 이용하여 입출항하도록 허용된다. 이는 유조선이 유조선통항금지해역에서 항행하는 시간이나 거리를 최소화하기 위한 것으로, 연안통항대를 이용한다는 의미로 해석되어서는 아니된다. 본 연구에서는 여수 광양항 특정해역 진입수로를 이용하지 않는 연안유조선의 교통량을 분석하고, 선박의 선적화물량을 조사하였다. 조사기간 중 연안통항대를 이용하는 총 31척의 연안유조선 중 51.6 %에 해당하는 16척의 선박은 1,500톤 이상의 화물을 적재한 것으로 나타났다. 이는 유조선통항금지해역의 입법취지에 타당하지 않는 것으로, 본 연구에서는 유조선통항금지해역의 바깥쪽 해역으로부터 특정해역 진입수로까지를 연결하는 해역을 설정하여 여수 광양항 유조선 입출항 항법 규정(안)을 제시하였다.

Identification of Impact Factors in Ship-to-Ship Mooring Through Sensitivity Analysis

  • With the recent increase in the volume of liquid cargo transportation, there is a need for STS( Ship To Ship) globally. In the case of the STS mooring, the safety assessment should be conducted according to other criteria because mooring is different from the general mooring at the quay, but there is no separate standard in Korea. Thus in this study, STS mooring simulation and sensitivity analysis using OPTIMOOR program, the numerical analysis program, was conducted to identify the characteristics of the STS mooring. The target sea modeled the Yeosu port anchorage in Korea and the target ship was selected as the case of VLCC (Very Large Crude Oil Carrier)-VLCC. Through the numerical simulation and sensitivity analysis, the characteristics of STS mooring were identified. Also based on these results, we focused on establishing the standard for STS mooring safety assessment. Numerical simulation results show that the STS mooring safety can be changed according to a ship's cargo loading condition, pre-tension of mooring line, sea depth, encounter angle with the weather, and the weather condition. Additionally, the risk matrix is prepared to establish the safe external force range in the corresponding sea area. This result can be used to understand the mooring characteristics of STS and contribute to the revision of mooring safety assessment criteria.

케이프사이즈 용선료에 미치는 영향 요인분석 (Factor Analysis Affecting on the Charterage of Capesize Bulk Carriers)

  • 발틱해운거래소는 건화물 해상무역 지수인 BDI(Baltic Dry Index) 지수를 발표하고 있는데, BDI 지수는 철광석, 석탄, 곡물 등 주요 건화물을 운송하는 벌크선박의 평균 용선료를 의미한다. 현재 BDI 산출의 기초가 되는 용선료 데이터는 케이프사이즈 40%, 파나막스 30%, 스프라막스 30%의 비중으로 반영되고 있다. 이처럼 케이프사이즈는 건화물 시장을 구성하는 다양한 사이즈의 선박 중에서도 대장 역할을 담당하고 있다. 본 연구는 벡터오차수정모형(Vector Error Correction Model; VECM)을 활용하여 변수 간의 인과관계를 검증하였으며, 이를 통해 케이프사이즈 용선료에 영향을 미치는 변수 간의 장기균형모델을 도출하고자 하였다. 분석결과, 케이프사이즈 선복량 1% 증가시 용선료 0.08% 감소, 엔달러 환율 1% 증가시 0.01% 감소, 세계 GDP 1% 증가시 0.02% 증가, 철광석과 석탄 물동량 1% 증가시 각각 0.11%, 0.09% 증가, 벙커유 가격 1% 증가시 0.04% 증가하는 실증분석 결과를 계측하였다. 벌크선 중 핸디막스, 파나막스급 활용도가 낮아지고 상대적으로 케이프사이즈의 활용도가 높아지고 있는데 본 연구는 케이프사이즈를 대상으로 하여 분석을 수행하였다는 점에서 의의가 있다.

액체화물특화 항만의 해양환경사고 안전항만 구축방안 연구 -사고 시나리오 및 위험도 분석을 중심으로- (Establishment Strategics for Making a Port Specialized in Liquid Cargoes Safer - Focusing on Accident Scenario and Risk Analysis -)

  • 본 연구는 국내 액체화물량이 가장 많은 울산항에서 발생한 해양사고 통계자료를 토대로 해양사고 위험도와 취약성을 분석했다. 울산항에서 발생된 해양사고 발생 위험성, 환경피해도, 환경오염사고 취약성에서 상당히 취약한 것으로 드러났으며 분석결과를 바탕으로 향후 울산항에서 발생할 가능성이 높은 해상사고 시나리오와 사고대응전략을 마련하였다. 또한 울산항에서 발생한 대형 해양오염 사고에 대비하기 위한 대응전략으로서 제어장비와 기반인프라를 구축하고 제어센터를 설립하여 해양사고안전 기능을 통합하는 것이 필요하다고 판단된다. 특히, 울산항과 같이 액체화물특화 항만의 경우 물동량의 규모나 해양오염사고의 빈도를 볼 때, 안전관리 상설기관의 유치가 절실하며 안전항만을 구축하는데 필수적으로 고려해야 할 것으로 사료된다.

한국연안의 해상교통류분석(I) (Macroscopic Analysis of Traffic Flow in the Korean Coastal Waterway)

  • Generally, the development of shipping is characterized by the amount of traffic flow (traffic volume) and seaborne cargo in the sea. Movement of ships is an essential element of constructing the traffic flow which is represented the dynamic movement of ships in the sea, but on the other band the numbers of arriving and departing the port is the basic factor consisting of the static movement of ships. The amount of cargoes by coastal vessels and ocean trade vessels have increased tremendously with the great growth of the Korean economy these days. This increase of the seaborne cargoes has made the Korean coastal traffic flow so congested that this can be a cause of large pollution as well as great marine casualities such as a loss of human lives and properties . And also the future coastal traffic is expected to increase considerably according to our economic development and high dependence upon foreign trade. Under the circumstance, to devise the safety of coastal traffic flow and to take a proper step of a efficient navigation, there is a necessity for analyzing and surveying the coastal traffic trend and the characteristics of cargo movement. In order to grasp the dynamic movement of ships in the Korean coast, O/D analysis is executed. This paper aims to secure the basic data necessary for a comprehensive plan and estimation of vessel traffic management system for the enhancement of safety, order and efficiency of vessel traffic in the Korean coast. The analyzed results of the traffic flow and seaborne cargoes of the Korean coast are summarized as follows : 1) The congestion by the vessels occurred around the ports such as-in proportion of ship's number (proportion of tonnage) -Incheon 18.5%(14.8%), Pohang 5.9% (9.9%), Samil 5.2%(8.3%), Mokpo 8.6%(0.8%), Pusan 13.5%(36.4%), Ulsan 9.1%(16.2%). 2) It is found that the area adjacent to Incheon, Pusan, Ulsan, Channel of Hanryu and South-western area are heavily congested. 3) It is confirmed thatthe area adjacent to Incheon, Pusan, Ulsan, Channel of Hanryu and South-western area are heavily congested. 3) It is confirmed that the coastal vessels are main elements constituting the coastal traffic and that there are much traffic flow among five ports as following through the precise O/D analysis of ship's coastal movement. Incheon-Samil, Ulsan, Pusan, Jeju Pusan -Samil, Ulsan, Incheon, Jeju Pohang -Samil, Inchoen, Jeju Pohang -Samil, Incheon, Jeju Ulsan -Samil, Incheon, Jeju Samil -Ulsan, Pusan, Incheon 4) The amount of cargoes to abroad are in proportion about 81% of total and the amount of coastal cargoes are about 19%. Of those, cargoes in and out to Japan are about 26% and to South-east Asia are about 27%. 5) The chief items of foreign cargoes are oil(38.33%), iron ore(13.98%), bituminoous coal(12.74%), grain(8.02%), lumber(6.45%) in the import cargoes and steel material(21.96%), cement(17.16%), oil(6.81%), fertilizer(3.80%) in the export cargoes. 6) The 80.5% of total export cargoes and 92.4% of total import cargoes are flowed in five main ports. 7) The chief items of coastal cargoes are oil (42.45%), cement(16.86%), steel material (6.49%), anthracite(6.31%), mineral product(4.3%), grain, and fertilizer. Almost 92.24% of total import and export oil cargoes in Korea is loaded and unloaded at the port of Samil & Ulsan.

베트남의 해양기름유출 현황과 국가대응역량 증강 방안 - 통계자료와 유출유 방제시스템에 대한 베트남과 한국 간의 비교를 통하여 - (The Present State of Marine Oil Spills and the Enhancement Plans of National Oil Spill Response Capability in Vietnam - Through the Comparison of Statistics and OSR System between Vietnam and Republic of Korea -)

  • 베트남은 3,444 km가 넘는 해안선, 수천 개의 섬 그리고 길이 4260 km 이상인 2,360개의 강과 수로가 있는 해양국이다. 선박에 의한 유류수송의 빈도와 수송량이 증가하면서 기름유출사고의 가능성이 과거 어느 때보다 높아지고 있다. 해상에서의 연료유 및 화물유의 유출은 해양생태계, 연안자원 및 인간건강은 물론 사회 경제에 대하여 광범위하고 장기적인 영향을 미친다. 본 연구는 20년 동안의 기름유출사고 건수와 유출량과 같은 베트남의 해양기름유출 현황 그리고 기름유출대응(OSR)에 대한 국가체제 등과 같은 국가대응체계에 관한 전반을 보여줄 뿐만 아니라, 특히 베트남과 한국 사이의 국가기름유출대응체제를 비교함으로써 기름유출사고에 대응하여 베트남의 국가역량을 강화하기 위한 권고안을 제시하고자 한다. 그 결과, 베트남의 해양기름유출사고 건수와 유출량은 한국의 하락 추세와는 대조적으로 상승 추세를 보였다. 이는 베트남의 연안 해역에서 실제적 기름유출 가능성이 높다는 것을 의미한다. 따라서 베트남의 국가기름유출대응역량을 강화하기 위한 3가지 주요 권고안을 다음과 같이 제안한다. 즉 (1) OPRC협약의 수락 이행 그리고 유류오염으로 인한 피해 및 손실을 보상하는 국가기금의 조성과 같은 기름유출사고에 대비하고 대응하기 위한 법률제도를 포함한 국가기름유출대응 시스템을 강화하기 위한 방안의 개발; (2) 일관된 보고, 경보 및 모니터링 시스템의 강화; (3) 표준 교육과정 내용으로 구성된 교육 및 훈련 프로그램의 개발을 제안하고자 한다.

세계 주요 공항 운영 효율성 분석: DEA와 Malmquist 생산성 지수 분석을 중심으로 (An analysis of the operational efficiency of the major airports worldwide using DEA and Malmquist productivity indices)

  • Purpose - We live in a world of constant change and competition. Many airports have specific competitiveness goals and strategies for achieving and maintaining them. The global economic recession, financial crises, and rising oil prices have resulted in an increasingly important role for facility investment and renewal and the implementation of appropriate policies in ensuring the competitive advantage for airports. It is thus important to analyze the factors that enhance efficiency and productivity for an airport. This study aims to determine the efficiency levels of 20 major airports in East Asia, Europe, and North America. Further, this study also suggests suitable policies and strategies for their development. Research design, data, and methodology - This paper employs the DEA-CCR, DEA-BCC, and DEA-Malmquist production index analysis models to determine airport efficiency. The study uses data on the efficiency and productivity of the world's leading airports between 2006 and 2010. The input variables include the airport size, the number of runways, the size of passenger terminals, and the size of cargo terminals. The output variables include the annual number of passengers and the annual cargo volume. The study uses basic data from the 2010 World Airport Traffic Report (ACI). The world's top 20 airports (as rated by the ACI report) are investigated. The study uses the expanded DEA Model and the Super Efficiency Model to identify the most effective airports among the top 20. The Malmquist productivity index analysis is used to measure airport effectiveness. Results - This study analyzes longitudinal and cross-sectional data on the world's top 20 airports covering 2006 to 2010. A CCR analysis shows that the most efficient airports in 2010 were Gatwick Airport (LGW), Zurich Airport (ZRH), Vienna Airport (VIE), Leonardo da Vinci Fiumicino Airport (FCO), Los Angeles International Airport (LAX), Seattle-Tacoma Airport (SEA), San Francisco Airport (SFO), HongKong Airport (HKG), Beijing Capital International Airport (PEK), and Shanghai Pudong Airport (PVG). We find that changes in airport productivity are affected more by technical factors than by airport efficiency. Conclusions - Based on the study results, we offer four airport development proposals. First, a benchmark airport needs to be identified. Second, inefficiency must be reduced and high-cost factors need to be managed. Third, airport operations should be enhanced through technical innovation. Finally, scientific demand forecasting and facility preparation must become the focus of attention. This paper has some limitations. Because the Malmquist productivity index is based on the hypothesis of the, the identified production change could be over- or under-estimated. Further, as DEA estimates the relative efficiency. It also cannot generalize to include all airport conditions because the variables are limited. To measure airport productivity more accurately, other input variables and environmental variables such as financial and policy factors should be included.
