The fishing vessel buyback program, that is, the project of fishing vessel reduction is a complex challenge that needs to take into consideration for both fishing resource protection and industrial restructuring. By the way, the fishing vessel buyback program in Korea is still poorly fruitful and there are few applications for the project in the country. For example, the buyback program of this nation has some problems like uncertainly set goals, conflicts among targets, no flexibility in the program implementation, low participation in the project and lack in follow-up actions. To solve these problems, this study offers the following alternatives. First, it is setting up detailed targets for fishing vessel buyback. Those targets should be what can be actually driven under policy support, such as reduction in illegal fishing, decrease in an exact number of fishing vessels and decline in fishing capacity rather than what seem to be comprehensive such as protection of coastal or offshore fishery and industrial restructuring. Second, it is taking measures for the livelihood of those who would face disadvantages due to fishing vessel reduction. Those measures providing or supporting the re-education and re-employment of fishery workers and building up systems that help the workers transfer fishing to another job. Third, it is adopting the governance system that overcomes lacks in communications between the fishing vessel buyback program and improves the performance effectiveness of that program. Here, governance means that businesses and authorities concerned in the program interact and cooperate with one another in making and implementing policies related to the project of fishing vessel reduction and assessing the results of that project. Fourth, it is taking actions for fishery reorganization after the fishing vessel buyback program. Factors that can be considered as those actions include supporting fishery workers' cost of fishing vessel reduction, decreasing and modernizing fishing fleets and improving the quality of fishing equipment. In conclusion, the fishing vessel buyback program should be prepared with comprehensive actions or measures that can cope well with a variety of problems that may be arisen from it while keeping itself on the track of its original goals.

The International Maritime Organization (IMO) is promoting the introduction of e-Navigation that prevents maritime accidents by fusion of Information & Communication Technology (ICT) with ship operation technology. In Korea, Korean e-Navigation is also being developed for fishing vessels and small vessels sailing offshore, which are vulnerable to maritime accidents. However, for the successful development of Korean e-Navigation, it is necessary to develop an indicator that can evaluate the development performance so that the development performance that has been progressed so far can be evaluated and the development direction can be re-established. Therefore, this study attempted to develop an evaluation index tailored to the development goal of e-Navigation service centering on the collision accident, which is a major maritime accident. In this study, a collision accident evaluation index for e-Navigation service was developed by deriving and quantifying the root cause of maritime collision accidents using Root cause analysis(RCA) and fault tree analysis (FTA) techniques. This indicator is considered to be helpful in reducing maritime accidents as it is used as a development indicator for e-Navigation and an indicator for maritime collision accident analysis.

The fishery compensation by marine spatial planning such as routeing of ships and offshore wind farms is required objective data on whether fishing vessels are engaged in a target area. There has still been no research that calculated the number of fishing operation days scientifically. This study proposes a novel method for calculating the number of fishing operation days using the fishing trajectory data when investigating fishery compensation in marine spatial planning areas. It was calculated by multiplying the average reporting interval of trajectory data, the number of collected data, the status weighting factor, and the weighting factor for fishery compensation according to the location of each fishing vessel. In particular, the number of fishing operation days for the compensation of driftnet fishery was considered the daily average number of large vessels from the port and the fishery loss hours for avoiding collisions with them. The target area for applying the proposed method is the routeing area of ships of Jeju outer port. The yearly average fishing operation days were calculated from three years of data from 2017 to 2019. As a result of the study, the yearly average fishing operation days for the compensation of each fishing village fraternity varied from 0.0 to 39.0 days. The proposed method can be used for fishery compensation as an objective indicator in various marine spatial planning areas.

In this study, variations in water temperature after the passage of typhoons in Korean waters from 2009-2015 were analyzed. Sea surface temperature (SST) images derived from satellite remote sensing data were used, and water temperature information came from real-time mooring buoys at Yangyang, Gangneung, Samcheok and Yeoungdeok, while wind data was supplied by the Korea Meteorological Administration. Differences in SST observed before and after the passage of a typhoon using the SST images were found to be affected by wind direction as well as hot and cool seasonal tendencies. Coastal water temperatures of the eastern part of the Korean peninsula, located to the right of a typhoon, as in the case of typhoons Muifa, Chanhom, Nakri and Tembin, were lowered by a coastal upwelling system from southerly winds across the water's surface at depths of 15m and 25m. In particular, typhoons Chanhom and Tembin decreased water temperatures by about $8-11^{\circ}C$ and $16^{\circ}C$, respectively. However, temperatures to the left of the typhoons were increased by a downwelling of offshore seawater with a high temperature through the mid and lower seawater layers. After the passage of the typhoons, further mixing of seawater at a higher or lower temperature due to southerly or northerly winds, according to the context, lasted for 1-2 or 4 days, respectively.

The feasibility of counting number of small vessels and position in Korean waters using the panchromatic imageries derived from the IRS-1C was tested. The parameters for interpretation of satellite's imageries of small vessels were location(position), size, shape, shadow, tone, texture and pattern, height and depth, situation and association with other vessels. The position of small vessels in the sea without GCP(ground control point) was considered to be inclusive in the satellite imagery with 35 km semi-diameter, denoting rough geographical position of the vessel. The size of vessel was measured by length from stem to stern of the vessel, distinguished by following wave on the surface water. Offshore fishing vessels were separated from merchant ships by their length smaller than 100 m. The shape of vessels on panchromatic imagery of IRS-1C appeared just streamline. In case of clouds which were similar to the shape of small vessels, we were able to distinguish between vessel and cloud by shadow of cloud in the water surface. The tone of sea surface was dark black while small vessel appeared bright white. Small vessel was distinguished from the rough texture of the sea surface and the regular pattern of the waves with white capes when weather was not so good. The situation of the fishing activity was estimated by information of fishing method related to the fishing boat such as the pair trawl in the Yellow Sea.
The vertical profiles of the natural $^{210}Po,\;^{210}Pb\;and\;^{234}Th$, activities were measured at the upper 150 m or 200 m of water column from west-east intersection in the east-southern coastal area of the Korea Peninsula during the period from 26 to 29 April 1994 to compare the removal rates (residence time) and removal processes for $^{210}Po\;and\;^{234}Th$. At the inshore stations, the $^{210}Po$ activity was generally higher in the thermocline and its under layer than in the surface mixed layer, while represented the reversed pattern at the offshore stations. However, the $^{210}Pb$ activity decreased generally with depth. Also, the activity of $^{210}Po$ relative to its parent $^{210}Pb$ was deficient in the water column above the main thermocline, but was slightly excess or close to equilibrium in the thermocline and its under layer. The vertical profiles for the activity of $^{210}Pb$ relative to its parent $^{226}Ra$ showed the reversed pattern with the vertical variation of $^{210}Po$ excess (or deficiency). The $^{234}Th$ activity was significantly lower in the surface mixed layer and thermocline than in the deeper layer. The residence time of $^{210}Po$ ranged from 1 to 4 years at the five stations except station E8 that showed yet long residence time (approximately 10 years). The long residence time at the station E8 may resulted from the thicker surface mixed layer and subsequent the vertical mixing of $^{210}Po$ which was recycled in the lower surface mixed layer compared to at the other stations. Also, the residence time of $^{210}Po$ was shorter at the inshore stations than at the offshore stations. However, the residence time of $^{234}Th$ ranged from 52 to 74 days at all station without the significant variation, was very much shorter relative to the residence time of $^{210}Po$. The correlation between the removal rate of dissolved $^{234}Th$ and the concentration of total suspended matter (TSM) was generally positive. Therefore, it seems that the major route of the removal mechanism of $^{234}Th$ from seawater in the surface mixed layer is via adsorption onto suspended particle surfaces (most likely inorganic particles) and subsequent settling to the bottom layer. Between the removal rate of dissolved $^{210}Po$ and the concentration of chlorophyll-a was positively good correlation. Consequently, most likely the removal of $^{210}Po$ may be occurred by uptake to organisms (mainly such as planktonic debris or fecal pellets) and subsequent settling.
The paper is to serve as a guide for deciding on a desirable direction for the vessel buyback program, reviewing their performance and economic effects from fish harvest reduction due to not reaching MSY. Compared with maximum willingness to pay for vessel buyback programs designed to avoid economic losses occurring as a result of overfishing, the portions of investment costs for buyback program are so small comparatively to the range of 0.32% to 12.19% at the annual base. The economic loss effects occurred in terms of the reduction of fishing harvest are comprehensively estimated at the present value of 30,877 billion won since 1971, and exceeded the revenues for fish harvests from 1999. In order to resole fish stocks through a vessel buyback program, this paper recommends that the yield should be reduced to less than the intrinsic growth rate. Otherwise, the buyback program policy eventually fails regardless of the temporal effect of benefits. This paper further argues that technical policy tools such as fishing grounds, fishing seasons, size of fish and minimum size of meshes should be effectively utilized.
Macro fouling due to blue mussels (Mytilus edulis) has affected negatively on the operation efficiency and eventual system failure of offshore structures and coastal power stations. A certain range of chlorine (0.05, 0.1, 0.3, 0.5, 0.7 and 1.0 mg/L) was applied on the mussel larvae to identify the survival rate with respect to various exposure times under laboratory condition. The ciliary movement of the larvae was used to check their survival. The 1.0 mg/L of chlorine shows to 97% of larvae mortality whereas 0.7 mg/L of chlorine shows only 16% of larvae mortality. Minimum exposure times for 100% larvae mortality ranged from 300 to 20 min for increasing concentrations of chlorine (0.05~1.0 mg/L). It was found that 1 mg/L of chlorine was 4 times more efficient than 0.7 mg/L of that, and 15 times more than 0.05 mg/L of chlorine dose. Data collected and analyzed here will help plant operators to optimize chlorine dosage and its scheduling.
This study was carried out to determine marine environments and phytoplankton community around Mokpo harbour on March to November during the period of 2004-2009. The remarkable fluctuations of marine environments were shown around Mokpo harbour depending on monthly and yearly. Among seasons, summer was a great that was associated with extremely releasing the freshwater from Youngsan River Weir, contributing to effect the fluctuations of water quality. Nevertheless of monthly and yearly, the molecular ratio of N:P was always shown in above 16 that was mainly attributed to freshwater discharge on March to November. This indicates that phosphorus playes an important role in limiting factor as growth in phytoplankton. During this study, Skeletonema costatum was found to be richer than the other groups of diatoms in terms of abundance and species number. Mokpo harbour, with the presence of a narrow avenue for exchange with offshore waters, has limited growth in phytoplankton, but this species is able to well adapt and fast grow under even high level of suspended solid and low intensity of light compared with other species. The discharge of freshwater is associated with significantly fluctuation of marine environments in this region, but it does not affect the quantitative and qualitative distribution of phytoplankton. It is necessary to persistently monitor based on water quality and phytoplankton community.
The comprehensive review of the STCW 1978, as amended in 1995 and associated Code was carried out from 2006 to 2010. These amendments will have a certain degree of impact on Maritime Education and Training(MET) institutes in terms of education and training of seafarer worldwide. Particularly, the Far East region countries are effected more than other regions since they covered about 30% of officers and 37% ratings in the world. In view of these facts this dissertation conceived to analyze the problems in the Far East main seafarer supply countries faced the implementation of "STCW Manila Amendments" To analyze these problems, this dissertation carried out questionnaire research to 7 targeted main MET of major Far East seafarer supply countries. After research this dissertation suggests the possible solutions such as, Joint On-Board Training Center; Joint Asia Maritime E-learning Systems; methods to reducing work-load, ship inspection burden and determine mandatory minimum safety manning standards in a safe way; technical cooperation fund to installation of training equipment; and clarify vague terminology of STCW Manila Amendments, to solve problems identified through the questionnaires.
