The Yeong-dong heavy snowfall forecast supporting system has been developed during the last several years. In order to construct the conceptual model, we have examined the characteristics of heavy snowfalls in the Yeong-dong region classified into three precipitation patterns. This system is divided into two parts: forecast and observation. The main purpose of the forecast part is to produce value-added data and to display the geography based features reprocessing the numerical model results associated with a heavy snowfall. The forecast part consists of four submenus: synoptic fields, regional fields, precipitation and snowfall, and verification. Each offers guidance tips and data related with the prediction of heavy snowfalls, which helps weather forecasters understand better their meteorological conditions. The observation portion shows data of wind profiler and snow monitoring for application to nowcasting. The heavy snowfall forecast supporting system was applied and tested to the heavy snowfall event on 28 February 2006. In the beginning stage, this event showed the characteristics of warm precipitation pattern in the wind and surface pressure fields. However, we expected later on the weak warm precipitation pattern because the center of low pressure passing through the Straits of Korea was becoming weak. It was appeared that Gangwon Short Range Prediction System simulated a small amount of precipitation in the Yeong-dong region and this result generally agrees with the observations.

Uncertainties in weather forecasts would affect the reliability of yield prediction using crop models. The objective of this study was to compare uncertainty in crop yield prediction caused by the use of the weather forecast data. Daily weather data were produced at 10 km spatial resolution using W eather Research and Forecasting (W RF) model. The nearest neighbor method was used to downscale these data at the resolution of 5 km (W RF5K). Parameter-elevation Regressions on Independent Slopes Model (PRISM) was also applied to the WRF data to produce the weather data at the same resolution. W RF5K and PRISM data were used as inputs to the CROPGRO-SOYBEAN model to predict crop yield. The uncertainties of the gridded data were analyzed using cumulative growing degree days (CGDD) and cumulative solar radiation (CSRAD) during the soybean growing seasons for the crop of interest. The degree of agreement (DOA) statistics including structural similarity index were determined for the crop model outputs. Our results indicated that the DOA statistics for CGDD were correlated with that for the maturity dates predicted using WRF5K and PRISM data. Yield forecasts had small values of the DOA statistics when large spatial disagreement occured between maturity dates predicted using WRF5K and PRISM. These results suggest that the spatial uncertainties in temperature data would affect the reliability of the phenology and, as a result, yield predictions at a greater degree than those in solar radiation data. This merits further studies to assess the uncertainties of crop yield forecasts using a wide range of crop calendars.

A number of heavy rainfall events on the Korean Peninsula are indirectly influenced by tropical cyclones (TCs) when they are located in southeastern China. In this study, a heavy rainfall case in the middle Korean region is selected to examine the influence of typhoon simulation performance on predictability of remote rainfall over Korea as well as direct rainfall over Taiwan. Four different numerical experiments are conducted using Weather Research and Forecasting (WRF) model, toggling on and off two different improvements on typhoon in the model initial condition (IC), which are TC bogussing initialization and dropwindsonde observation data assimilation (DA). The Geophysical Fluid Dynamics Laboratory TC initialization algorithm is implemented to generate the bogused vortex instead of the initial typhoon, while the airborne observation obtained from dropwindsonde is applied by WRF Three-dimensional variational data assimilation. Results show that use of both TC initialization and DA improves predictability of TC track as well as rainfall over Korea and Taiwan. Without any of IC improvement usage, the intensity of TC is underestimated during the simulation. Using TC initialization alone improves simulation of direct rainfall but not of indirect rainfall, while using DA alone has a negative impact on the TC track forecast. This study confirms that the well-suited TC simulation over southeastern China improves remote rainfall predictability over Korea as well as TC direct rainfall over Taiwan.
This study defines non-precipitation information as areas with weak precipitation or cloud particles that radar cannot detect due to weak returned signals, and suggests methods for its utilization in data assimilation. Previous studies have demonstrated that assimilating radar data from precipitation echoes can produce precipitation in model analysis and improve subsequent precipitation forecast. However, this study also recognizes the non-precipitation information as valuable observation and seeks to assimilate it to suppress spurious precipitation in the model analysis and forecast. To incorporate non-precipitation information into data assimilation, we propose observation operators that convert radar non-precipitation information into hydrometeor mixing ratios and relative humidity for the Weather Research and Forecasting Data Assimilation system (WRFDA). We also suggest a preprocessing method for radar non-precipitation information. A single-observation experiment indicates that assimilating non-precipitation information fosters an environment conducive to inhibiting convection by lowering temperature and humidity. Subsequently, we investigate the impact of assimilating non-precipitation information to a real case on July 23, 2013, by performing a subsequent 9-hour forecast. The experiment that assimilates radar non-precipitation information improves the model's precipitation forecasts by showing an increase in the Fractional Skill Score (FSS) and a decrease in the False Alarm Ratio (FAR) compared to experiments in which do not assimilate non-precipitation information.

The mid-range streamflow forecast was performed using NWP(Numerical Weather Prediction) provided by KMA. The NWP consists of RDAPS for 48-hour forecast and GDAPS for 240-hour forecast. To enhance the accuracy of the NWP, QPM to downscale the original NWP and Quantile Mapping to adjust the systematic biases were applied to the original NWP output. The applicability of the suggested streamflow prediction system which was verified in Geum River basin. In the system, the streamflow simulation was computed through the long-term continuous SSARR model with the rainfall prediction input transform to the format required by SSARR. The RQPM of the 2-day rainfall prediction results for the period of Jan. 1~Jun. 20, 2006, showed reasonable predictability that the total RQPM precipitation amounts to 89.7% of the observed precipitation. The streamflow forecast associated with 2-day RQPM followed the observed hydrograph pattern with high accuracy even though there occurred missing forecast and false alarm in some rainfall events. However, predictability decrease in downstream station, e.g. Gyuam was found because of the difficulties in parameter calibration of rainfall-runoff model for controlled streamflow and reliability deduction of rating curve at gauge station with large cross section area. The 10-day precipitation prediction using GQPM shows significantly underestimation for the peak and total amounts, which affects streamflow prediction clearly. The improvement of GDAPS forecast using post-processing seems to have limitation and there needs efforts of stabilization or reform for the original NWP.
In this study, for YSU (Yonsei University), MYJ(Mellor-Yamada-Janjic), ACM2 (Asymmetric Convective Model), and BouLac (Bougeault-Lacarrere) PBL schemes, numerical experiments were performed for the case period (June 26-30, 2014). The PBLH calculated by using the backscatter signal produced by the mobile vehicle-mounted lidar system (LIVE) and the PBLH calculated by the prediction of each PBL schemes of WRF were compared and analyzed. In general, the experiments using the non-local schemes showed a higher correlation than the local schemes for lidar observation. The standard deviation of the PBLH difference for daylight hours was small in the order of YSU (≈0.39 km), BouLac (≈0.45 km), ACM2 (≈0.47 km), MYJ (≈0.53 km) PBL schemes. In the RMSE comparison for the case period, the YSU PBL scheme was found to have the highest precision. The meteorological lider mounted on the vehicle is expected to provide guidance for the analysis of the planetary boundary layer in a numerical model under various weather conditions.
Data for model analysis derived from the finite volume (fv) GCM (Goddard Earth Observing System Ver. 4, GEOS-4) and the Land Data Assimilation System (LDAS) have been utilized in a mesoscale model. These data are tested to provide initial conditions and lateral boundary forcings to the Purdue Mesoscale Model (PMM) for a case study of the Midwestern flood that took place from 21-23 May 1998. The simulated results with fvGCM and LDAS soil moisture and temperature data are compared with that of ECMWF reanalysis. The initial conditions of the land surface provided by fvGCM/LDAS show significant differences in both soil moisture and ground temperature when compared to ECMWF control run, which results in a much different atmospheric state in the Planetary Boundary Layer (PBL). The simulation result shows that significant changes to the forecasted weather system occur due to the surface initial conditions, especially for the precipitation and temperature over the land. In comparing precipitation, moisture budgets, and surface energy, not only do the intensity and the location of precipitation over the Midwestern U.S. coincide better when running fvGCM/LDAS, but also the temperature forecast agrees better when compared to ECMWF reanalysis data. However, the precipitation over the Rocky Mountains is too large due to the cumulus parameterization scheme used in the PMM. The RMS errors and biases of fvGCM/LDAS are smaller than the control run and show statistical significance supporting the conclusion that the use of LDAS improves the precipitation and temperature forecast in the case of the Midwestern flood. The same method can be applied to Korea and simulations will be carried out as more LDAS data becomes available.
This paper evaluates precipitation forecast skill of Global/Regional Integrated Model system (GRIMs) over South Korea in a boreal winter from December 2013 to February 2014. Three types of precipitation are classified based on development mechanism: 1) convection type (C type), 2) low pressure type (L type), and 3) orographic type (O type), in which their frequencies are 44.4%, 25.0%, and 30.6%, respectively. It appears that the model significantly overestimates precipitation occurrence (0.1 mm d-1) for all types of winter precipitation. Objective measured skill scores of GRIMs are comparably high for L type and O type. Except for precipitation occurrence, the model shows high predictability for L type precipitation with the most unbiased prediction. It is noted that Equitable Threat Score (ETS) is inappropriate for measuring rare events due to its high dependency on the sample size, as in the case of Critical Success Index as well. The Symmetric Extreme Dependency Score (SEDS) demonstrates less sensitivity on the number of samples. Thus, SEDS is used for the evaluation of prediction skill to supplement the limit of ETS. The evaluation via SEDS shows that the prediction skill score for L type is the highest in the range of 5.0, 10.0 mm d-1 and the score for O type is the highest in the range of 1.0, 20.0 mm d-1. C type has the lowest scores in overall range. The difference in precipitation forecast skill by precipitation type can be explained by the spatial distribution and intensity of precipitation in each representative case.
A watershed model was constructed using Hydrological Simulation Program Fortran to quantitatively predict the stream flows at major tributaries of Nakdong River basin, Korea. The entire basin was divided into 32 segments to effectively account for spatial variations in meteorological data and land segment parameter values of each tributary. The model was calibrated at ten tributaries including main stream of the river for a three-year period (2008 to 2010). The deviation values (Dv) of runoff volumes for operational stream flow forecasting for a six month period (2012.1.2 to 2012.6.29) at the ten tributaries ranged from -38.1 to 23.6%, which is on average 7.8% higher than those of runoff volumes for model calibration (-12.5 to 8.2%). The increased prediction errors were mainly from the uncertainties of numerical weather prediction modeling; nevertheless the stream flow forecasting results presented in this study were in a good agreement with the measured data.
