This paper describe the most advanced database management system for the mobile number portability(MNP) in the world The database management system can process the procedure of porting_out and porting_in in 30 minutes and it is the shortest time in the world. The MNP DB management system consists of two functional blocks, one is for the call processing system and the other is for the management of subscriber of MNP. The hardware and processing algorithm are presented in this paper. The DB for call processing is located at each mobile operator and be called local number portability database (L-NPDB). The DB for the management of subscriber of MNP consist of L-NPDB and master database which is located at the Korea telecommunications operators association(KTOA). The hardware database system for MNP consists of the interconnection system of master-NPCDB (NP customer database, M-NPCDB), local-NPCDB, M-NPDB and L-NPDB. The master database is interconnected to the local database through dedicated line and can process any MNP service in real time. The presented MNP structure in this paper has been implemented in Korea and became the most effective and advanced DB management system for MNP in the world.
Korea Medical Dispute Mediation and Arbitration Agency, "K-MEDI" in abbr. herein-after, is established on Apr. 9, 2012 according to the law cited in the title above for the purpose of settling medical disputes in a prompt, fair and efficient manner. Two special professional organizations are established in K-MEDI, one of them is Medical Dispute Mediation and Arbitration Committee(hereinafter referred to as the "Mediation Committee") and the other Medical Malpractice Appraisal Board(hereinaf-ter referred to as the "Appraisal Board"), the mission of the latter is to investigate the facts concerning the disputed medical conduct and to research as to and apprai-se whether the medical conduct was negligent and whether a causal relationship exists. Each panel organized in the Mediation Committee or the Appraisal Board shall be comprised of five mediators or appraisers, including necessarily a judge or a prose-cutor respectively and any disputed case regardless of the scale, the importance or the complicacy shall be handled by a panel. As the system is not thought efficient or economic, the number of the members comprising a panel or total members com-prising the Mediation Committee or the Appraisal Board shoud be adjusted, and the process shoud be versified, including the "Rapid Process," for instance. A petition for the mediation of a medical dispute shall be rejected if the respondent fails to notify K-MEDI of his/her intention to accede to the mediation within 14days from the day on which the petition for the mediation was served(Art. 27 Cl. 7). As the option of an arbitrary decision whether the mediation proceedings shall be commenced or not given to the respondent by the clause is thought unfair, making the process unstable, and moreover, diminishing the purpose of the system established by the law cited above for solving the medical disputes, the clause shoud be amended not to allow the respondent the option of such an arbitrary deci-sion. K-MEDI shall conduct the "Program for Compensation of Medical Accidents"(Art 46) according to which unavoidable injuries caused by the medical accidents in the cour-se of childbirth and the "Advances for Damages"(Art. 47) that are the compensating moneys paid to victims in medical malpractice cases who fail to receive money at all or partly from the operator or the professional of a public health or medical institution although he/she has a final and conclusive right to be paid by them. Some operators or professionals of such institutions claim that both the programs violate their fundamental rights assured by the constitution, and that it be a justifica-tion of refusal to accede to the mediation. As any of the programs needs not to be conducted by K-MEDI, it may be a proper solution to change the conductor of the programs to avoid the unproductive controversy.
Objective : The aim of the present study was to identify whether the deformity angular ratio (DAR) influences the occurrence of complications after posterior vertebral column resection (PVCR) and to establish the DAR cut-off value. Methods : Thirty-six consecutive patients undergoing PVCR from December 2010 to October 2016 were reviewed. The relationships between the total, sagittal, and coronal DAR and complications were assessed using receiver operator characteristics curves. The patients were divided into two groups according to a reference value based on the cut-off value of DAR. Demographic, surgical, radiological, and clinical outcomes were compared between the groups. Results : There were no significant differences in the patient demographic and surgical data between the groups. The cut-off values for the total DAR (T-DAR) and the sagittal DAR (S-DAR) were 20.2 and 16.4, respectively (p=0.018 and 0.010). Both values were significantly associated with complications (p=0.016 and 0.005). In the higher T-DAR group, total complications (12 vs. 21, p=0.042) and late-onset complications (3 vs. 9, p=0.036) were significantly correlated with the T-DAR. The number of patients experiencing complications (9 vs. 11, p=0.029) and the total number of complications (13 vs. 20, p=0.015) were significantly correlated with the S-DAR. Worsening intraoperative neurophysiologic monitoring was more frequent in the higher T-DAR group (2 vs. 4) than in the higher S-DAR group (3 vs. 3). There was no difference in neurological deterioration between the groups after surgery. Conclusion : Both the T-DAR and the S-DAR are risk factors for complications after PVCR. Those who had a T-DAR >20.2 or S-DAR >16.4 experienced a higher rate of complications after PVCR.
In recent years, the security of hardware and software systems is one of the most essential factor of our safe network community. As elliptic Curve Cryptosystems proposed by N. Koblitz and V. Miller independently in 1985, require fewer bits for the same security as the existing cryptosystems, for example RSA, there is a net reduction in cost size, and time. In this thesis, we propose an efficient hardware architecture of underlying field arithmetic processor for Elliptic Curve Cryptosystems, and a very useful method for implementing the architecture, especially multiplicative inverse operator over GF$GF (2^m)$ onto FPGA and futhermore VLSI, where the method is based on optimized unit operation components. We optimize the arithmetic processor for speed so that it has a resonable number of gates to implement. The proposed architecture could be applied to any finite field $F_{2m}$. [7]. The designed underlying arithmetic processor can be also applied for implementing other crypto-processor and various finite field applications.
Aviation safety is the State and industry's top priority and more scientific approaches for fatigue management should be needed. There are lately various studies and regulation changes for crew fatigue management with ICAO, FAA and EASA. ICAO issued the provisions of fatigue management for flight crew since 1st edition, 1969, of Annex 6 operation of aircraft as a Standards and Recommended practice(SARPs). Unfortunately, there have been few changes and improvement to fatigue management provisions since the time they were first introduced. However the SARPs have been big changed lately. ICAO published guidance materials for development of prescriptive fatigue regulations through amendment 33A of Annex 6 Part 1 as applicable November 19th 2009. And then ICAO introduced additional amendment for using Fatigue Risk Management System (FRMS) with $35^{th}$ amendment in 2011. According to the Annex 6, the State of the operator shall establish a) regulations for flight time, flight duty period, duty period and rest period limitations and b) FRMS regulations. The Operator shall implement one of following 3 provisions a) flight time, flight duty period, duty period and rest period limitations within the prescriptive fatigue management regulations established by the State of the Operator; or b) a FRMS; or c) a combination of a) and b). U.S. FAA recently published several kinds of Advisory Circular about flightcrew fatigue. U.S. passed "Airline Safety and FAA Extension Act of 2010" into law on August 1st, 2010. This mandates all commercial air carriers to develop a FAA-acceptable Fatigue Risk Management Plan(FRMP) by October 31st, 2010. Also, on May 16, 2012, the FAA published a final rule(correction) entitled 'Flightcrew Member Duty and Rest Requirements; correction to amend its existing prescriptive regulations. The new requirements are required to implement same regulations for domestic, flag and supplemental operations from January 4, 2014. EASA introduced a Notice of Proposed Amendment (NPA) 2010-14 entitled "Draft opinion of the European Aviation Safety Agency for a Commission Regulation establishing the implementing rules on Flight and Duty Time Limitations and Rest Requirements for Commercial Air Transport with aeroplanes" on December 10, 2010. The purpose of this NPA is to develop and implement fatigue management for commercial air transport operations. Comparing with Korean and foreign regulations regarding fatigue management, the provisions of ICAO, FAA, EASA are more considering various fatigue factors and conditions. Korea regulations should be needed for some development of insufficiency points. In this thesis, I present the results of the comparative study between domestic and foreign regulations in respect of fatigue management crew member. Also, I suggest legal proposals for amendment of Korea Aviation act and Enforcement Regulations concerning fatigue management for crew members. I hope that this paper is helpful to change korea fatigue regulations, to enhance aviation safety, and to reduce the number of accidents relating to fatigue. Fatigue should be managed at all level such as regulators, experts, operators and pilots. Authority should change surveillance mind-set from regulatory auditor to expert adviser. Operators should identify various fatigue factors and consider to crew scheduling them. Crews should strongly manage both individual and duty-oriented fatigue issues.
Operation of rice whiteners has been depending on operator's experience only and very limitted data are available for operational criteria of rice whiteners in Korea. With developments of new rice varieties and with a tendency of automation of machine operations for precision control, operational criteria depending on physical characteristics of rice grains arc required for an improvement of milled rice recovery and the performance of rice whitening systems. An experimental study was conducted to identify operational criteria of a rice whitening system consisted with an abrasive-aerated whitener developed newly and a frictional-aerated whitener being used commercially. Further, comparisons were made between the performance of the rice whitening system adopted for this study and a commercial system used in small scale milling plants. Results of this study are summarized as follows: 1. Total number of passes necessary for the final white rice in the combined whitening system depended exclusively on the counter pressure level of the frictional whitener successive to the abrasive whitener. 2. The counter pressure required for whitening Japonica type rice variety (Akibare) was higher by about 1.6 times than that for Japonica type (Pung-san), when other conditions were kept at the same. 3. Radial pressure in the whitening chamber of the frictional whitener should be maintained between 1.5 to $2.1kg/cm^2$ for the completion of whitening within 5 to 3 passes regardless of rice varieties. Hence, it was found that the radial pressure in the whitening chamber could be used as an operational criteria to control the counter pressure level. 4. The following regression equation was found between radial pressure($R_p$) in whitening chamber and electric power consumption of the whitening system: $$EPC=-0.545\;R^2_p+1.277\;R_p+0.874[KWH/100kg]$$ 5. The following multiple regression equation was found among radial pressure ($R_p$), counter pressure ($C_p$), and bioyield point ($B_i$), length (L) and width (W) of brown rice. $$R_p/(B_i/W^2)=0.547\{C_p/(B_i/W^2)\}^{0.365}(L/W)^{0.120}(R^2=0.9897)$$ 6. The milled rice recovery and machine efficiency (kg/KWH) from the combined whitening system were higher by about 2.0% point and by 15 to 27% point than those from the conventional system, respectively.

The occurrence of cyber crime is on the rise every year, and the security control center, which should play a crucial role in monitoring and early response against the cyber attacks targeting various information systems, its importance has increased accordingly. Every endeavors to prevent cyber attacks is being attempted by information security personnel of government and financial sector's security control center, threat response Center, cyber terror response center, Cert Team, SOC(Security Operator Center) and else. The ordinary method to monitor cyber attacks consists of utilizing the security system or the network security device. It is anticipated, however, to be insufficient since this is simply one dimensional way of monitoring them based on signatures. There has been considerable improvement of the security control system and researchers also have conducted a number of studies on monitoring methods to prevent threats to security. In accordance with the environment changes from ESM to SIEM, the security control system is able to be provided with more input data as well as generate the correlation analysis which integrates the processed data, by extraction and parsing, into the potential scenarios of attack or threat. This article shows case studies how to detect the threat to security in effective ways, from the initial phase of the security control system to current SIEM circumstances. Furthermore, scenarios based security control systems rather than simple monitoring is introduced, and finally methods of producing the correlation analysis and its verification methods are presented. It is expected that this result contributes to the development of cyber attack monitoring system in other security centers.
Along with the growth of Blockchain, DApp (Distributed Application) is getting attention. As interest in DApp grows, market size continues to grow and many developers participate in development. Many developers are using API(Application Programming Interface) services to mediate Blockchain nodes, such as Infura, for DApp development. However, when using such a service, there is a serious risk that the API service operator can violate the user's privacy by 1 to 1 matching the account address of the Transaction executed by the DApp user with the IP address of the DApp user. It can have an adverse effect on the reliability of public Blockchains that need to provide users with a secure DApp service environment. The proposed Blockchain platform is expected to provide user privacy protection from API services and provide a reliable DApp use environment that existing Blockchain platforms did not provide. It is also expected to help to activate DApp and increase the number of DApp users, which has not been activated due to the risk of an existing privacy breach.

Towing vessels have carried out the important role and service in the maritime industry construction, such as port and sea bridge construction, fairway dredging and sea reclamation etc. Furthermore, tugboat takes the largest portion in number of vessel at the domestic registry and barges as big as the general merchant vessel, which are getting specialized and larger, are in operation. In spite of the increase of marine accidents under this situation, there has been no proper measure for the safe navigation of tugboat in the aspect of a nation. This paper aims to propose the measure for the safe navigation of tugboat according to the frequent marine accident of tugboat with sea bridge. Therefore, we show an example of the sailing schedule and operation checklist based on the analysis of statistics and precedent of marine accident and the investigation of the actual operation state of tugboat in the aspect of a contract of carriage and a personnel setup, which should be checked by the operator of tugboat, to pass through sea bridge safely and propose the safe traffic supporting system based on electronic chart system to improve the safe navigation of tugboat.

In this research, experimental seakeeping results of Warped hull form 2 on the regular waves were compared with numerical results of strip method and CFD. In case of ship's speed, there are 3 cases (3.4m/s, 4.6m/s, 5.75m/s) for numerical simulation, and they are belong to semi-planing and planing condition. Consequently, in case of strip method, it is shown that the resonance phenomena occurred from around ${\lambda}/L_{OA}=2$ to 4 and RAO value were significantly higher than that of other. this is different from experimental results. In case of CFD, overall trends were similar with experimental values except there are somewhat excessive RAO values around ${\lambda}/L_{OA}=0.5$ to 2.5. these phenomena is confirmed that it became larger as the ship's speed increased, and it was considered that the error occurred because the number of mesh in vertical direction of wave height at ${\lambda}/L_{OA}=0.5$ to 2.5 were relatively less than those of wave height at ${\lambda}/L_{OA}=2.5$ to 5.2.
