Discussion about the Mission Construct of the National R&D Programs: Case Study (NTIS 데이터를 활용한 국가연구개발사업의 미션구성체의 탐색적 적용에 관한 연구)

  • This study emphasizes the importance of the mission concept in managing the public programs by the government rather than the existing quantitative output. To this end, a case study for 7 representative National R&D Programs in Korea is presented, based on the program portfolio model using the mission construct suggested by the prior researches, in order to give its empirical validity and strategic meaning. For the case analysis, the study devises the measures to evaluate the level of the mission in a program in the aspect of achievement and appropriateness. Real data collected from NTIS are analyzed in two ways: static and dynamic perspectives. The first is conducted by differences of mission values among programs and the latter by yearly differences. Finally, it concludes the implication and the shortcoming of the study.

The Recent Trend of R&D Investment in Korean Medicine by Research Steps and Fields (연구단계와 분야에 따른 한의약 R&D 투자 동향)

  • Objectives : This study aims to analyze the public investment for Korean Medicine R&D to facilitate the future strategic planning. Methods : All government supported research projects for Korean Medicine that were invested in 2009, 2012, 2015 were searched in the NTIS (National Science & Technology Information Service) Database. Research budgets were analyzed by government departments, R&D agents, R&D steps, and research fields. CAGR (Compound Annual Growth Rate) was derived from each Korean Medicine research field. Differences of research budgets among research fields were tested using Chi square analysis. Results : A total of 891 projects supported in 2009, 2012, and 2015 was analyzed. The amount of research budgets has increased, from 49,839 million won in 2009 to 106,536 million won in 2015 showing 13.5% of CAGR. Ministry of Science, ICT, and Future Planning, and Ministry of Health and Welfare were the biggest sponsors in Korean Medicine R&D. Chi square analysis showed that, in this period, there were statistically significant differences of research budgets in Korean Medicine technology equipment field and infrastructure field. Conclusions : To diversify the Korean Medicine R&D, unequal research funding among government departments should be relieved, and virtuous cycle of Industry-University-Institute Collaboration in Korean Medicine need to be built.

The Study on the Analysis of Efficiency of Governmental R&D Programs Regarding to the S&T Outcomes (과학기술적 성과 관점에서 정부 R&D사업 효율성 분석에 관한 연구)

  • The Korean government continuously increases the R&D investment in order to pursue an economic growth through technological innovation. Hence, the intensity of governmental R&D has increased rapidly. However, the whole amount of the R&D investment is still small compared to developed countries. And the type of R&D policies is more and more changing from the catch-up model to the technology-driven model. Therefore, there is a growing interest in the efficiency of public R&D investment. Hence, many studies on the efficiency of R&D investment have been researched. This study estimated the efficiency of governmental R&D programs considering the technological outcomes, e.g. theses, patents and so on, using DEA(Data Envelopment Analysis) with data of S&T investment and outcomes from NTIS(National S&D Information Service). In addition, we used the Mann-Whitney Test to investigate the characteristics of governmental R&D investment.

A Research on the Impacts of Technology Rransfer in Government-sponsored Research to the Growth of Technology Licensees (공공 R&D의 기술이전이 기업의 성장에 미치는 효과 연구)

  • This study considered technology commercialization as a sort of external R&D of the licensee firm. Then, this study analyzed industrial characteristics of technology commercialization and interactions between internal R&D and technology commercialization from the licensee's viewpoint. Data from NTIS (National science and Technology Information Service) and KED (Korea Enterprise Database) were matched. 7,645 technology commercializations from 1,980 firms were extracted. Afterward, OLS and quantile regression were applied to the extracted data. The impact of technology commercialization on firm growth was concentrated to few high-tech and medium high-tech firms. Technology commercialization was effective in the growth in a year while internal R&D was effective in the growth in two years. The firm size was insiginificant variable. In analysis of 4 selected industries (automobile, electronics, semiconductor, chemistry), the impact was skewed among industries. Though the importance of technology commercialization is widely acknowledged, quantitative analyses like this study are uncommon. Therefore, this study can be useful for the tailored industry solutions for technology commercialization.

Exploring the Knowledge Structure of Fuel Cell Electric Vehicle in National R&D Projects for the Hydrogen Economy (수소 경제를 위한 국가R&D과제에서 연료전지전기차의 지식구조 탐색)

  • With a global shift from carbon economy towards hydrogen economy, leading countries such as the U.S., Europe, China, and Japan are focusing their research capabilities on hydrogen research and development(R&D) by announcing various hydrogen economy policies. South Korea also has been following this global trend by announcing hydrogen economy roadmap in January 2019 and legislating hydrogen economy related law. In this paper, we tried to figure out the national R&D trend of Fuel Cell Electric Vehicle(FCEV) and its knowledge structure by using recent 10-year project data of National Technology and Information Service(NTIS). We collected 1,479 FCEV-related projects and conducted text mining and network analysis. According to the analysis, FCEV-related R&D has been actively carried out over the entire process of hydrogen production, transport, storage, and utilization. Furthermore, the paper provides insights into the government's policy agenda building and market strategy on the hydrogen economy.

Analyzing the Trends of Culture Technology using National Research Projects (문화기술(CT) 연구 동향 분석: 국가연구과제를 중심으로)

  • Culture technology (CT) becomes important in the recent environment where digital technology drives content-based innovations. However, technological trends of CT have not been systematically discussed. Especially, the trends of CT should be analyzed from the national perspective, because CT has grown with the help of government-driven innovation. Therefore, this paper aims to analyze CT trends focusing on national research projects. We collected data on CT from the national science and technology information service (NTIS) database, analyzed the keyword co-occurrence network, and identified the patterns of technological innovation using a clustering analysis. As a result, we found that CT has contributed to the digital content and cultural media, and has been actively developed with the help of machine learning technique. Especially, due to the rise of Covid-19, the non-face-to-face online content is rapidly increasing. This study provides important clues for understanding, analyzing CT trends.

Document Classification Methodology Using Autoencoder-based Keywords Embedding

  • In this study, we propose a Dual Approach methodology to enhance the accuracy of document classifiers by utilizing both contextual and keyword information. Firstly, contextual information is extracted using Google's BERT, a pre-trained language model known for its outstanding performance in various natural language understanding tasks. Specifically, we employ KoBERT, a pre-trained model on the Korean corpus, to extract contextual information in the form of the CLS token. Secondly, keyword information is generated for each document by encoding the set of keywords into a single vector using an Autoencoder. We applied the proposed approach to 40,130 documents related to healthcare and medicine from the National R&D Projects database of the National Science and Technology Information Service (NTIS). The experimental results demonstrate that the proposed methodology outperforms existing methods that rely solely on document or word information in terms of accuracy for document classification.

Elements for the Assessment of Collaborative Repositories Based on E-Metrics Measurement Standards (E-Metrics 측정지표에 기반한 협력형 레포지토리 평가요소 연구)

  • This paper strives to shed a light on current academic resource sharing initiatives, and seeks the measure for the cooperative information resource management. It first attempts to draw outcomes and suggestions on the basis of issues and implications identified through the analyses in the aspects of management, service, and infrastructure of academic resource sharing in other countries. For this job, research methods such as interviews and on/offline literature review are employed. Specific projects to be analyzed via literature and web site review, although not detailed in nature, are National Technical Information Service(NTIS) and The National Science Digital Library(NSDL) in the United States, Intute of United Kingdom, and Australian Research Repositories Online to the World(ARROW) of Australia. Next, the paper discusses such an issue as the orientation of national level academic resource sharing initiatives based on the comparison of characteristics of current academic resource sharing project. For this, a thorough comparison on background, outlines and characteristics of the projects and analysis on the specifics of each project were conducted as well.

  • Today, governments are evolving into digital governments that actively leverage digital technologies to promote national development. Government websites play a crucial role as key elements in reshaping the interaction between individuals and the government. Within this context, government website chatbots play an important role in facilitating citizens' easy access to information. However, the chatbot ND on the National R&D Knowledge Information Portal (NTIS) exhibits low usage rates. This study proposes a framework based on user journey mapping to address the usability issues of chatbot ND. By delineating the user journey into pre-usage, in-usage, and post-usage stages, the study aims to identify points of inconvenience experienced by users at each stage and provide enhanced user experiences.

  • As researches of on scientific technology are considered as a pivotal factor of a national competitiveness, the central and local governments have extended assistance for commercialization-linked technology development (CLTD) and accordingly various outputs are coming out now. However, the valuable findings from painstaking researches are not sufficiently distributed to or shared with other governmental and public organizations, and businesses. As a result, it could be possible for them to become unknown and unused. Therefore, it is being sensed that a measure to coordinately and systematically manage the information and outputs derived from the research projects is urgently needed. Hence, this study designs PIMS to manage CLTD efficiently and transparently.
