A Study on Multilateral Cooperation for Developing Environmental Technology in Northeast Asia (동북아시아 환경기술개발 다자간 협력에 관한 연구)

  • There were many attempts to increase the level of environmental cooperation in Northeast Asia. However, intergovernmental cooperation has not brought a substantial effects so far. This article aims to provide a model for multilateral joint research of environmental technologies. Each field of environmental problem requires a Consortium of joint research team and R & D mechanism. This model emphasizes joint-funding, tax-break for environmental investment and the importance of multilateral contract.

Trends in the Climate Change of Surface Temperature using Structural Time Series Model (구조적 시계열 모형을 이용한 기온 자료에 대한 기후변화 추세 분석)

  • This study employs a structural time series method in order to model and estimate stochastic trend of surface temperatures of the globe, Northern Hemisphere, and Northeast Asia ($20^{\circ}N{\sim}60^{\circ}N$, $100^{\circ}E{\sim}150^{\circ}E$). For this study the reanalysis data CRUTEM3 (CRU/Hadley Centre gridded land-surface air temperature Version 3) is used. The results show that in these three regions range from $0.268^{\circ}C$ to $0.336^{\circ}C$ in 1997, whereas these vary from $0.423^{\circ}C$ to $0.583^{\circ}C$ in 2007. The annual mean temperature over Northeast Asia has increased by $0.031^{\circ}C$ in 2007 compared to 1997. The climate change in surface temperatures over Northeast Asia is slightly higher than that over the Northern Hemisphere.

  • ORIRES developed by ESI, Russia is a linear programming (LP) model to optimize electric power system operation and planning. Since ORIRES requires data relatively less than other models, it is suitable for northeast asia where imposes restriction against data acquisition. In this paper, we analyze the economic imparts of the environmental regulation on the interstate electric power system in northeast asia. For the rational evaluation of environmental effectiveness, CO2 emission constraints are incorporated into ORIRES.

A Comparative Study on Mantle Communities in South Korea and Japan (남한과 일본의 임연군란 비교 연구)

  • A comparative analysis on mantle communities in South Korea and Japan was carried out. The study was accomplished by using syntaxa and hierarchical system of mantle communities in South Korea and Japan through Zurich-Montpellier School's method, and also achieved comparison on syntaxonomy, synecology, syndynamics and syngeography between two countries. Mantle communities in South Korea and Japan were defined to the Rosetea multilorae representing mantle vegetation in Northeast Asia. Mantle communities in Japan showed much diverse than those in South Korea. Mantle communities in South Korea and Japan considerably corresponded between the two. Results of the current study will make possible to accumulate qualitative $\bullet$quantitative informations on mantle communities in Northeast Asia. And the subsidiary knowledge from this study will provide practical data on comparative analysis about whole mantle communities in Northeast Asia.

Strengthening the Competitiveness of Gwangyang Port as Logistics Hub (물류중심지 광양항의 경쟁력 확보 방안에 관한 연구)

  • The goal of the project on developing Korea as the logistics hub of Northeast Asia is to develop Busan Port and Gwangyang Port as international logistics centers by promoting and attracting more warehouses. As is well known, there is intense competition among ports located in major economic blocs to become the regional logistics hub. Gwangyang is second to none in terms of being favorably located at the center of Northeast Asia. Gwangyang Port, however, lacked in SOC construction and faced the poor government support politics hub of Northeast Asia. They are i) expanding the logistics infrastructuressuch as expressway and railroads between Yeosu Airport and Gwangyang Port, ii) Setting up new port hinterland and industrial complex in the vicinity of Gwangyang Port iii) securing high value-added fixed cargo traffic, and iv) improving laws and institutions.

  • Led by KIEP, this project to establish an Online Union Catalog System on Northeast Asia is the first such attempt to create a collaboration between social science libraries in Korea. This Online Union Catalog System is seen as a problem solving mechanism, as it helps to maximize efficiency in utilizing labor, finance, and data, by sharing library resources. This study focuses on the process of converting databases in a non-MARC format to a MARC format.

A Study on the Prospect of the Maritime Transport Market Integration in the Northeast Asia

  • Though the issue on the integration of maritime transport market in Northeast Asia has a long history, there has never been any notable progress. Especially the lack of country-wise analysis on the barriers of market integration appears as a serious problem for more concrete discussion and the design of the roadmap for market integration. This study analyzes the maritime market of each country in the aspect of infrastructure provision, the development of the industry, change of institutions, and network connectivity and compare the competitiveness of 3 countries in the Northeast maritime market. Furthermore this study analyzes the barriers for market integration on the basis of bilateral relation, i.e. Korea-Japan, Korea-China and Japan-Korea. Based on these analyses, this study finds out the fact that the most serious barrier for market integration among 3 countries is the egocentric policies for the protection of industries in each country rather than any other institutional or physical barriers. In conclusion, this study argues that 3 countries should try to find out a third policy alternative which can make 3 countries enjoy the win-win game, such as route integration among 3 countries and joint venture for the liners operated in the region.

  • With the change of global production network, the establishment of new strategy in gwangyang port is required. Especially, the trade pattern has been concentrated to Northeast Asia region according to economic growth of the Asia including China, Japan, and Korea. Hence, Gwangyang port that have price and service competition have to meet of the need of Northeast port alliance and to compete against other countries in variable trade environment. Therefore, the objective of this study is to propose the port alliance strategy in order to promote the growth of Gwangyang port. For the purpose of the Logistics business model in Gwangyang port, we provided the direction of the Northeast port alliance and candidate ports in China and Japan.

The Problem of East Asia Notation and Location in the World Geography Textbook (세계지리 교과서에서 동아시아의 지명 표기와 위치의 문제)

  • This study aims to review the problem of East Asia notation and location in the world geography textbook. Major findings from this study are follows. First, Eastern Asia is used to denote the area where the Korea, China and Japan are located in world geography textbook, while Eastern Asia area covers Korea, China, Japan, Taiwan, and Mongolia on the map. Second, East Asia is appeared in textbook from the 2th national curriculum, as a cultural region shares same cultural tradition. It is recommended that East Asia might be the suitable place name to designate Northeast Asia and Southeast Asia, Northeast Asia can be use for the area where Korea, China, Japan, Taiwan and Mongolia are located.
