General concern over 'Quality of Life(QOL)' has caused many researches, which compare nations' or cities' QOL by the normative criteria proposed by themselves. The fact that these are characterized by subjectiveness makes this study have a purpose of trying to enhance the intersubjectiveness by means of quantitive analysis to find the factors on the QOL. This study uses statistical methods such as multiple regression and factor analysis based on the secondary data from the "2011 Seoul Survey". The survey includes many items, for example happiness index and satisfaction for work, amenity, etc.. And the analysis tells three findings as follows; Firstly, five subcategories of happiness have relative importance in the order of (1)financial condition, (2)health, (3)social activities, (4)community relationship and (5)family life. These generally constitute the first factor extracted by factor analysis and named 'abundance-family-intimacy factor.' Secondly, the 'abundance-family-intimacy factor' and the 'information-danger factor' among five factors(the others are 'learning-giving factor', 'local patriotism-hope for rise factor' and 'amenity-comfort factor') have statistically significant effect to QOL. Thirdly, the first factor has positive effect, but the second has negative to QOL. Note is needed to the fact that the items on SNS and internet belong to second factor and to the result that these make QOL deteriorate. These results should be considered as having limited meaning of statistical aspect. But accumulation of following studies by quantitive approach is anticipate to make more practical and general meaning.

In Korea, video-based news broadcasters are primarily classified into terrestrial broadcasters, general programming cable broadcasters and YouTube broadcasters. Recently, news broadcasters get subjective while targeting the desired specific audience. This violates normative expectations of impartiality and neutrality on journalism from its audience. This phenomenon may have a negative impact on audience perceptions of issues. This study examined whether broadcast news reporting conveys emotions and if so, how news broadcasters differ according to emotion type. Emotion types were classified into neutrality, happiness, sadness and anger using a convolutional neural network which is a class of deep neural networks. Results showed that news anchors or reporters tend to express their emotions during TV broadcasts regardless of broadcast systems. This study provides the first quantative investigation of emotions in broadcasting news. In addition, this study is the first deep learning-based approach to emotion analysis of broadcasting news.
Despite the growing interest and normative discussions on AI ethics, there is a lack of discussion on policy instruments that are necessary for companies to develop AI-based services in compliance with ethical principles. Thus, the purpose of this study is to explore policy instruments that can encourage companies to voluntarily comply with and adopt AI ethical standards and self-checklists. The study reviews previous research and similar cases on AI ethics, conducts interviews with AI-related companies, and analyzes the data using AHP to derive action plans. In terms of desirability and feasibility, Research findings show that policy instruments that induce companies to ethically develop AI-based services should be prioritized, while regulatory instruments require a cautious approach. It was also found that a consulting support policy consisting of experts in various fields who can support the use of AI ethics, and support for the development of solutions that adhere to AI ethical standards are necessary as incentive policies. Additionally, the participation and agreement of various stakeholders in the process of establishing AI ethical standards are crucial, and policy instruments need to be continuously supplemented through implementation and feedback. This study is significant as it presents the necessary policy instruments for companies to develop ethical AI-based services through an analytical methodology, moving beyond discursive discussions on AI ethical principles. Further analysis on the effectiveness of policy instruments linked to AI ethical principles is necessary for establishing ethical AI-based service development.
This study was made to analyze the housing adjustment phenomenon in the first half of Chosun Dynasty by applying Microsociological approach. By reviewing the housing adjustment theory of Morris and Winter, research model for the period was developed in terms of socioeconomic characteristics, normative housing deficit (=cultural norm-housing condition+family norm), constraints, behavioral propensities, and housing adjustment mechanism with the following results : 1. In the first half of Chosun Dynasty the size of the house, the house site and decorating items were specified by law (cultural norm) according to the social status. Although the law was constraints for the housing phenomenon, it was not applied universally. Frequantly the law was violated by the upper class. By the middle of the Dynasty the family norm became more important for the housing phenomenon than the cultural norm. 2. Efforts were made to practice the Confucianism as a cultural norm in the first half of Chosun Dynasty At that time Husband-Living-in-Wife's-House was more popular than Wife-Living-in-Husband's-House. Because the customs were against the Confucianism, the latter was encouraged by law. But it did not change. Instead a compromised system became popular in the middle of the Dynasty. The house shrine was practiced to increase the symbolism of the family, which, in turn, exerted influences in deciding the housing site (cultural norm). These cultural norm was not accepted as the family norm untill the second half of the Dynasty. These trends forced the man and woman use separate areas of the house, and formulated a hierarchic positions within a house. 3. It was shown that the settlement of Confucianism as a family norm was closely related to the popularization of the Ondol system in the house, which functioned as one of the behavioral propensities to encourage diversity of space for many purposes. Though the Ondol system was accepted as a useful heating system earlier, this became more popular in the middle of the Dynasty because the housing pattern with Ondol fitted very well with a large family system with patriarchism. Ondol system for one or two rooms substituted Ondol for all rooms in the second half of the Dynasty. 4. From the beginning of the Dynasty housing adjustment of the family was determined by the social status and by law (cultural norm). Within this cultural norm each family decided its adjustment mechanism according to its economic ability (family norm). Family norm was more important factor than the cultural norm to determine the micro-space pattern in the house. But this period witnessed the formations of new conditions by the ruling class's efforts to implement new ethics for hierarchy and sexual discrimination. According to these conditions the Confucianism overruled the family norm in the later period.
This study examines the major changes of research about science and technology administrative system and innovation governance, and suggests future direction through critical review. The subjects of the analysis are papers of such as Korean Public Administration Review, Journal of Technology Innovation and policy reports and government documents published by national research institutes. As a result of the analysis, the research itself has evolved from the part of the government organization to the unique field and main focused historical, normative, comparative analysis and institutional approach. In addition, coordination and integration of science and technology policies have been regarded as important issues in research, and innovation system (NIS) and governance perspectives have begun to be reflected in research. However, it reveals some issues such as small government theory vs big government theory, governance theory vs control tower theory, and shows limitations in problem definition and solution inconsistency, and lack of grand and detailed discourse. Future challenges include the pursuit of evolutionary rationality, the pursuit of diversity in multidimensional research and methods, development of korean policy theory and securing universality.
The purpose of this essay is to explore the methodological standpoint and the meaning of 'Discourse Analysis' in policy science. I discussed it in three dimensions including: 1) the ontological point of view, 2) the epistemological perspective, and 3) researcher's position in policy research. 1) From the ontological standpoint, I explained the policy as a text, context, discourse, and ideology, that is focused on being constructed by the formative power of language. 2) The ontological standpoint produced "the argumentative turn" in the policy analysis, and many policy analysts emphasize the argumentative process of policy making and evaluation. This argumentation process includes the interpretative and critical viewpoints as well as the normative and ethical characteristics of policies in the discourse analysis. We should reexamine reality critically because discourse is ultimately influenced by the prevailing cultural and social norms. Therefore, an interpretative and critical viewpoint is an epistemological perspective in the discourse analysis. This critical approach creates an awareness of the limitations on our thinking under the particular major discourse, and requires the self-reflection within and beyond the discourse. This process leads to the human emancipation. 3) In order to achieve this emancipation, the last approach suggests that we need to scrutinize "the subject" as a researcher, who is also influenced and subjectified by the major discourse and, thus must deconstruct his or herself. Last but not least, we should emphasize the researcher's role as a listener of the minor voice(discourse) and even the silence of the clients.
The hypothetical nature of stated preferences can lead to a hypothetical bias that might work as a normative pressure, influencing survey responses. This paper aims to test the impact of social desirability bias by comparing economic estimates based on both subjective and objective valuation questions. The case study is about an urban riverine restoration project in Deajeon, South Korea. As valuation methods both contingent valuation and choice experiments were comparatively applied. Based on a nationally representative sample of 1,000 respondents, the test results offered contrasting conclusions between two test approaches. Accroding to the estimation results based on the conventional valuation, the marginal willingness to pay estimates are 10,500 KRW from CV; and 18,600 KRW for improving water quality, 2,200 KRW for the inside view, 8,900 KRW for the outside view, and 5,800 KRW for biodiversity from CE. A segmentation-based approach is a conventionally used method, which showed a limited impact of social desirability on willingness to pay estimates. The alternative parameterization-based approach measures a model-wide impact of social desirability, proving a significant bias. Although the study positioned a cheap-talk statement before the valuation section of the survey questionnaires, which might have pre-screened the bias, the overall implications of the results suggest a caution in reducing and observing hypothetical bias. There might remain a significant and substantial hypothetical bias even after cheap-talk, particularly in situations with strong social desirability, so that the potential role of objective valuation questions is guaranteed.

Recently, concepts of multicultural society and/or multiculturalism have been not only widely discussed across several disciplines, but also actively promoted in government's policy, as the in-flow of foreign immigrants has increased rapidly. This paper suggests the term 'multicultural space' instead of multicultural society in a sense that both international migration of immigrants and their accommodation to a certain locality presuppose a spatial dimension. This paper also points out that the term multiculturalsim should be used very carefully, because this term includes a normative character implied in a sense of recognition of ethnic and cultural diversity and difference on the one hand, and an ideological one reflected on strategic policies of capital and the state on the other. On the basis of recognition of these problems, this paper tries to reformulate spatially the concept of muticultural society which has been supposed to be constructed due to rapidly increasing foreign immigrants, emphasizing some usefulness of multi-scalar approach. It then analyzes economic and political contexts of transnational migration, providing a criticism of multiculturalism as an ideological logic of capital and the state in transnational captialism. Finally it put a stress upon importance of struggle for spaces of recognition as a new glocal ethics in the age of post-globalization.
Purpose - This study analyses the excepted requirement and burden of proof of the carrier due to unseaworthiness through comparison between the marine transport contract and marine insurance contract. Design/methodology - This study uses the legal analytical normative approach. The juridical approach involves reviewing and examining theories, concepts, legal doctrines and legislation that are related to the problems. In this study a literature analysis using academic literature and internet data is conducted. Findings - The burden of proof in case of seaworthiness should be based on presumed fault, not proved fault. The burden of proving unseaworthiness/seaworthiness should shift to the carrier, and should be exercised before seeking the protections of the law or carriage contract. In other words, the insurer cannot escape coverage for unfitness of a vessel which arises while the vessel is at sea, which the assured could not have prevented in the exercise of due diligence. The insurer bears the burden of proving unseaworthiness. The warranty of seaworthiness is implied in hull, but not protection and indemnity policies. The 2015 Act repeals ss. 33(3) and 34 of MIA 1906. Otherwise the provisions of the MIA 1906 remain in force, including the definition of a promissory warranty and the recognition of implied warranties. There is less clarity about the position when the source of the loss occurs before the breach of warranty but the actual loss is suffered after the breach. Nonetheless, by s.10(2) of the 2015 Act the insurer appears not to be liable for any loss occurring after the breach of warranty and before there has been a remedy. Originality/value - When unseaworthiness is identified after the sailing of the vessel, mere acceptance of the ship does not mean the party waives any claims for damages or the right to terminate the contract, provided that failure to comply with the contractual obligations is of critical importance. The burden of proof with regards to loss of damage to a cargo caused by unseaworthiness is regulated by the applicable law. For instance, under the common law, if the cargo claimant alleges that the loss or damage has been caused by unseaworthiness, then he has the burden of proof to establish the followings: (i) that the vessel was unseaworthy at the beginning of the voyage; and that, (ii) that the loss or damage has been caused by such unseaworthiness. In other words, if the warranty of seaworthiness at the inception of the voyage is breached, the breach voids the policy if the ship owner had prior knowledge of the unseaworthy condition. By contrast, knowingly permitting the vessel to break ground in an unseaworthy condition denies liability only for loss or damage proximately caused by the unseaworthiness. Such a breach does not, therefore, void the entire policy, but only serves to exonerate the insurer for loss or damage proximately caused by the unseaworthy condition.
PMO(Project Management Office) has been considered as a general approach for the successful operation of IT project. The previous studies tended to emphasize on the roles and functions of PMO in a normative way. However, in practice, since PMO is operated as a joint structure in which client firms and professional PMOs work together, it seems to be important that the implementation system of PMO should be properly formed. In this paper, it is examined whether the competence of client firms and professional PMO influence on the setup of implementation system of PMO, and also whether implementation system of PMO influence of the performance of IT project. In addition, it is also analyzed if the competence of client firms and professional PMO influence differently on the setup of implementation system of PMO, according to the degree of knowledge complementarity. As a result of this study, it is found that the competence of client firms and professional PMO influence positively on the setup of implementation system of PMO, and governance factors such as clear definition of organizational roles, responsibility, and setup of standardized processes are also important in performance of IT project. It is also shown that, if knowledge complementarity is formed with a common knowledge base between client firms and professional PMOs, Project Management Office functions effectively. In summary, for the successful performance of IT project, it seems that it is required to approach from the view point of governance in forming the implementation system of PMO and it is also important to form knowledge complementarity between client firms and professional PMOs.
