This study aims to research into a plan for the spatial design on the major facilities in new-town region in Mongolia by using the spatial analytical technique in GIS. In case of Mongolian region, the demand for new-town development is rapidly increasing around Ulaanbaatar, where is the capital. On the other hand, the adequately relevant ground or the spatial-design technique is failing to be applied. This study extracted the region available for developing new down by using spatial analytical technique in GIS, and researched into the spatial-design plan for housing complex, filtration plant, sewage disposal plant, power plant, general park, crematory. The housing complex in the targeted region could be known to be adequate to be positioned around watercourse and road. It could be known to be adequate for filtration plant, which is the source of drinking water, to be located in the upper-stream region of a river, which is secured good quality of water, and for sewage disposal plant to be located in the lower-stream region available for minimizing occurrence of contamination. It is judged to be required for a proposed site of power plant to be located in the upper-stream region, for the park unit, which is space of the living culture, to be repaired and expanded the existing facilities, and for traffic network to be expanded through predicting demand along with new-town development. It is judged to be probably needed to be reflected even the flexible aspect for changing design through surveying the feasibility and economic efficiency on the future spatial design.

The objective of this study is to analyze the distribution of urban parks and its problems in a city in Gyeonggi-do where new towns and old towns are mixed. The study will also analyze and understand the unbalanced deployment of urban parks - rest areas and carbon absorbers of an entire city - between old towns and new towns, suggest improvement opportunities and examine and suggest plans to create and expand urban parks in old cities that lack urban parks. Findings showed that first, new towns were 1.2~1.6 higher than old towns in the number of parks, park area, and per capita park area, indicating that parks were unbalanced across towns. Second, as for a plan for improving the unbalanced deployment of urban parks, when the use area needs to be changed in an urban development project, it was suggested to donate 10% of the project site to the city to create it into a park and it was suggested to identify and proactively improve alternative park resources that can replace parks such as rivers and recreational sites. Third, regarding a plan for improving urban parks in old towns, it was suggested to secure urban parks by attracting various urban development projects to old town areas. The amendment of related laws was proposed to double required park area to $6m^2$ per household. Amendments were also suggested for one law and four guidelines to specifically define the location of urban parks as well.
The purpose of the study was to perform the post-occupancy evaluation of housing environments of Jangyou New Town in Gimhae. The data for the analysis was collected through questionnaire survey method from August 10 to 27, 2010, and the sample consisted of 524 respondents living in apartment complexes in Jangyou. The features of housing environment were categorized into unit housing, apartment complex, and neighborhood and total 28 specific items were included in the evaluation. The data were analyzed using descriptive statistics and analysis of variance with Duncan's multiple range tests. The results were as follows: 1) Overall evaluation of housing environment of the residents in Jangyou were relatively high, expecially in floor plan layout of unit housing, self-expression through apartment complex, and natural environment of neighborhood. 2) The demographic and housing variables that had significant influences on the post-occupancy evaluation were age of the respondent, monthly income, apartment size and tenure type of apartment. Respondents who were over sixty years old, with monthly income of less than 2,000,000 won, or living in public rental apartments were more likely to evaluate overall housing environment positively than rest of the respondents.

As a leading nation of ubiquitous technology, South Korea has been promoting u-City pilot projects throughout the country. According to 'Fundamental Construction Law of u-City,' u-City projects are classified into old-town and new-town types. However, most projects have focused only on the new-town type. Pushing forward large-scale land development projects, Korea Land and Housing Corporation (LH Co.) under Ministry of Land Transport and Maritime Affairs (MLTM) has gained a development profit out of the u-City infrastructure and then donated the infrastructure to a local government without making any plan for operations. In the process of u-City pilot projects, old-towns have been relatively ignored and various of unexpected problems have emerged. Building the u-City of an old-town is not easy due to many constraints such as huge initial investment, long validity and verification procedures, lack of useful services for citizens, lack of professional outsourcing methods for business promotion, high operating costs of the integrated control center, inadequate law related, insufficient institutional requirements and so on. This paper introduces a case study on u-City development for an old-town, Ansan City, as a private investment project. The case will help boost u-City projects for old-towns by solving their problems and providing an effective operational mechanism. As the first BTL (Build-Transfer-Lease) project for constructing u-City, 'Broadband Information Network Development Project' of Ansan City will provide a reference model of expanding u-City projects for other cities.
The purpose of this study is to derive indicators and development directions to be considered when planning new towns in the Seoul metropolitan area as new towns are planned to be built. To this end, the following implications were derived after analyzing the survey data of experts in each field using Frequency Analysis and Analysis of Variance(ANOVA) technique. First, the assessment results of the existing first and second phase new towns showed that there were many negative assessments of citizen participation and information sharing, smart technologies and services, social and cultural diversity and inclusion. Regarding the third phase new town, experts said that the most important indicators are accessibility and convenience of transportation, environmental comfort, quality and service of residence. In addition, experts cited the superiority of landscape/design, jobs/self-sufficiency and social/cultural diversity as important indicators. Second, after examining whether the perceptions and assessments of experts differ depending on individual characteristics such as gender, age, occupation, and professional field, the first and second phase new towns showed significant differences only in "gender", and the third phase new town had significant differences in "gender" and "professional field". Third, experts thought that changes in population structure, industry and jobs, quality of life and diversity, environment and climate change, and social and residential welfare should be considered important in the planning of third phase new town. In addition, experts considered expanding park and self-sufficient land as important in the land use plan, and ranked eco-city as a desirable type of the city, and public transportation facilities, park areas and education facilities as the most important living infrastructure.
Gyeongsangbuk-do moved its provincial office in October, 2015 and has been building a new town with a goal to construct a truly self-sufficient city with the population of 100,000 people before 2027. However, a new town tends to be dualized in terms of its administrative districts, so it is raising a lot of problems regarding from city construction up to operation. In order to solve those problems, this author has selected Si Gun Gu integration that was chosen as a major task to do in 2012 among the basic plans to revise the local administration system announced by the promotional committee to reorganize administrative districts as the range of this research and analyzed how it is going on in Andong-si and Yecheon-gun where a provincial office new town is being constructed. The main contents of this study regard the theoretical model to reform the local administration system, basic plans to revise the local administration system, and necessity and directions for reorganizing administrative districts in Andong-si and Yecheon-gun. Based on that, this author suggests integration of administrative districts as a way for a provincial office new town to establish its identity and grow as a sustainable, new growth focus city in Gyeongsangbuk-do.

The new town was assumed that there is a difference between the country's elementary school environment. First, given the important elements of the school safety plan in order to verify this, and we plan to set up each of these elements by safety criteria. In the second chapter in order to achieve the objective of this study was to develop indicators to evaluate the safety of the school environment influences the safety of the school environment through the theoretical consideration. In Chapter 3, the difference in safety through the new elementary school survey of metropolitan areas was given a score per item per item depending on the evaluation criteria. The fourth section is the difference between safety school environment can be summarized as the following analytical results that the difference between the new city. The results of this study as follows: First, the characteristics of the elementary school environment showed a significant difference between the new town. Second, school location, terrain characteristics, bike paths and pedestrian to the installation, the safety of landscape installations, installing median barriers, traffic safety facilities, speed bumps, separation of pedestrian and vehicle circulation in the front door, scores of elements of the plan such as parking scheme there is a difference between the new town. Third, the introduction of elements of the plan such as Traffic calming or Traffic Island installation techniques was found lacking.

Eco-town development projects have often prevailed throughout the World to initiate the new form of sustainable development plans. As a future development type, the eco-town project shares underlying notions with sustainable development, which has been recently revised into a wider definition; (i) energy efficiency, (ii) climate adaptation, and (iii) socio-economic development. There are four types of eco-town projects based on its characteristics and aims depending on project sites, regions, or countries. This paper tried to demonstrate the types of eco-town projects and summarizes its strategy plans from each type. Many eco-town cases can be placed in one of types, however there cannot be strictly discrete classification by its complicated and composite characteristics of them. In conclusion, the analyzed types can be a useful strategy plan for pursuing further eco-town projects in domestic as well as in international regions.

Recently, parking problems have repeatedly occurred not only in the residential areas of the old town, but in detached residential areas, neighborhood living facilities, and commercial areas of the planned New Town. This study suggests a strategy to minimize parking problems before constructing a New Town by reviewing these parking problems at the new city district planning stage. Parking problems can be divided into supply-demand and non-supply-based, and the solution strategy is reviewed in terms of supply and operation. The procedure for applying the solution strategy is proposed according to the effectiveness and ease of application.First, this paper suggests the PAZ (Parking Analysis Zone) as the basic analysis unit. Second, the supply-based parking problem in the concerned area based on the land use plan of Hanam Gyosan is reviewed. Last, solutions to a parking problem for each PAZ are presented.
As urban function has become diversified and complicated, multifunctional complex facilities to satisfy new functional desires are necessary. Since local autonomy started, many facilities previously run and managed by central administrative agencies are now under management of localities, and functionally, the necessity for governments complexes town to satisfy diverse taste of populace such as creating local community becomes imminent. Analyzing characteristics by space composition factor of the public health center, newly built as part of such governments complexes town and understanding required area of each part, this project is to be used as basic material for construction plan of public health center that is equipped with local characters while devising construction of the public health center in the governments complexes town. Research method is to analyze four public health center facilities located in governments complexes town sites built after 2007, among twenty five public health centers in Seoul, by spatial functions. Also, based on statistical documents of usage of public health center facilities, research over spatial compositional factors and area composition has been conducted. As a result, connectivity between local government building located inside the governments complexes town and public health center and that of spatial composition factor by part, area ratio by part and floor type of public health center are comprehended. Connectivity type of public health centers are divided into horizontal and vertical connectivity and it is found that spatial composition of public health center is compartmentalized into low level, mid level and high level, to make access by users easier. Level type is decided as radial, rotational and combined by hallway connecting facilities.
