CONSTRUCTION COST INDEX FOR APPLYING INDEX ADJUSTMENT RATE IN THE ROAD PROJECT

  • Construction cost index is generally used to estimate the new project cost based on past construction data and to adjust contract cost when the price change of various articles and items of expenditure composing the contract occurs. In Korea, it is mostly used for adjustment of construction contract cost due to fluctuation of prices. However index adjustment rate which is used for adjustment of construction contract cost had some problems in calculating cost index of each expenditure item that could not reflect properly the change of construction cost. For supplementing these problems, the research of developing construction cost index has been executed. Through the precedent research, these problems were partially resolved but still remain. Therefore this research proposes method of making cost index that utilizes representative items of labor, material, and equipment by analyzing bill of quantity of road construction, through analysis and comparison of precedent study. By using this method, it is expected to solve problems which were not reflected in precedent studies.

A Portfolio Model for National IT R&D Strategy Project Selection Methods

  • In this paper, we offer a new strategic portfolio model for national IT R&D project selection in Korea. A risk and return (R-R) portfolio model was developed using an objectively quantified index on the two axes of risk and return, in order to select a strategic project and allocate resources in compliance with a national IT R&D strategy. We strategize using the R-R portfolio model to solve the non-strategy and subjectivity problems of the existing national R&D project selection model. We also use the quantified evaluation index of the IT technology road map (TRM) and the technical level reports (TLR) for the subjectivity of project selection, and try to discover the weights using the analytic hierarchy process (AHP). In addition, we intend to maximize the chance for a successful national IT R&D project, by selecting a strategic portfolio project and balancing the allocation of resources effectively and objectively.

철도건설 투자우선순위에 관한 연구 (A Study on Criteria for investment Priority of Railway Project)

  • Determining the investment priority of the railway project is essential to keep its object of railway investment. [National railway construction plan] provide 4 major evaluation indicators and their weighting range in determining the investment priority of railway construction. Which are investment efficiency, inter-regional balance of development, network effects, government supporting policy. However this present criteria has inconsistency in determining economical feasibility of the railway transportation when applying the same evaluation indicator, investment efficiency, with the road transportation. The railway transportation is superior to road transportation in terms of transportation capacity and distance, while offering less carbon emissions. In spite of the prominent position of the railway transportation, it can be failed to obtain its proper investment priority when being determined under economical feasibility based. Therefore, this study analyzed the inconsistency under present evaluation criteria and proposed new evaluation method for the investment priority of the railway construction using AHP(analytic hierarchy process), while differentiate from the road construction. This method is optimized for only determining the priority of the railway construction itself under object of railway investment respectively.

부산항 신항 최적의 교통망 수립에 관한 연구 (A Study on the Establishment of Optimal Transportation Networks in Busan New Port)

  • 부산항 신항은 항만의 대형화 및 하역장비의 현대화와 상해, 싱가포르 등 경쟁항만과의 중심항만 선점 필요성 등 세계해운항만 여건 변화에 대응하기 위해 물류중심항만(Hub Port)으로 건설을 목표로 추진되고 있다. 현재 북컨테이너 부두 및 남컨테이너 부두 등 23선석 운영 중에 있으며, 장래 서컨테이너 부두, 남컨테이너 부두 등에 2020년까지 45선석 규모로 확장될 계획이다. 또한 기 준공된 북컨 외에 웅동지구 1,2단계, 서컨 1,2단계, 남컨 항만배후부지 등 항만배후단지 개발이 동시에 추진되고 있다. 따라서 이러한 개발계획을 반영한 장래 교통수요를 예측하여 부산 신항의 교통체계의 문제점을 도출하였다. 부산항 신항의 교통체계 문제점은 부산항 신항 제2배후도로와 연계되는 남북축 도로의 주요교차로의 교통혼잡이 발생하고, 장래 증가될 교통량 대비 신항로(북컨 임항도로)의 용량이 부족할 것으로 예상되었다. 또한 부산항 신항 제1진입도로와 국도2호선이 직접 연결되지 않아 신항북로 등으로 우회교통량이 발생하는 문제점이 있는 것으로 파악되었다. 이에 본 연구에서는 부산항 신항의 원활한 교통처리를 위한 3가지 교통체계 개선방안을 제시하였다. 첫째, 첫째, 부산 신항 제2배후도로와 연계되는 서"컨"남북간 교통축에 대한 주요교차로 운영 및 부교차로의 우회전 진입,진출만 허용하는 방안, 둘째, 존 보도 및 중앙분리대 공간을 활용한 신항로(북"컨"임항도로) 차로 확장방안, 셋째, 부산항 신항 제1진입도로에서 지방도 1042호선 직결 진출입램프 설치하여 국도2호선 방면 연계방안이다. 이러한 개선방안의 효과를 측정하기 위해 Micro Simulation Package인 Vissim을 사용하여 분석하였다.

도로시설 재굴착 방지를 위한 의사결정모델 및 관리시스템 개발 (Development of Decision Model and Management System to minimize Pavement Utility Cut for Road Facility)

  • 도시개발에 있어 도로의 건설은 교통의 목적 외에 전기, 가스, 통신, 난방, 하수, 상수, 오수 등의 도시 편의시설을 위한 공간으로도 활용되고 있다. 하지만 현재 도로 시공과정에서 각 기능에 따른 관련 주체들이 진행되는 공사수행일정에 대한 의사소통이 충분히 이루어지지 않아 재굴착 작업이 빈번히 이루어지고 있으며 이로 인해 예산의 중복투입, 공사기간 지연, 품질저하, 이용자의 불편 등 여러 가지 문제점들이 나타나고 있다. 본 연구에서는 신도시 개발과 같은 대규모의 프로젝트에서 도로 재굴착으로 인한 문제를 사전에 예방하기 위해 시간과 공간데이터를 활용한 재굴착 방지 프로세스 모델을 개발하였으며, 이를 활용하여 도시기반시설 건설주체간 원활한 협의를 돕기 위한 재굴착방지시스템을 개발하였다. 아울러, 개발된 시스템을 개발중인 신도시 건설사업에 활용하여 그 적용성을 검토하였다.

새로운 시범(示範) 농촌(農村) 건설(建設) 방향(方向) - 농어촌정주생활권개발사업(農漁村定住生活圈開發事業)을 중심으로 - (New Direction of Pilot Rural Development -With Respect to Rural Settlement Zone Development Project-)

  • To mitigate the development gap between urban and rural area, the government has implemented project planning as the Rural Integrated Development in each Gun level since 1986. On account of shortage of the development fund, the government had changed the Gun level development into Myeon level development so called the Rural Central Settlement Zone Development. The government had started nine pilot projects throughout Korea from 1990. This study is aimed at identifing problems that found in the course of implementation of the projects and recommending the new direction of the successful implementation of the projects in the future. The problems and directions found in the cource of project implementation were as follows: 1. Project implementation by investment priority considering economic and financial rate of return should be made. 2. Objective project planning should be made. 3. Equal allocation of the limited investment fund by group interest and egoism should be prohibited. 4. Enforcement of special man power should be taken into account. 5. Unification of the diversified existing terms and conditions of loans for house construction and improvement. 6. Road development oriented budget allocation should be improved. 7. Sufficient development fund should be procured considering the present rate of sufficiency of the project cost as 36%. 8. Sufficient supply of the credit loans for improvement of living environment of the farmers should be realized. 9. Rational implementation planning in connection with farm household income source development should be made.

Influencing Variables and Keywords of Technology Strategy for Modernized Hanok Research

  • As eco-friendly and sustainable architecture is becoming more popular, the interest in Korean traditional wooden buildings (Hanok) has also been increasing. The building technologies of the wooden construction have been actively developed in all over the world through the diversification of new materials and construction methods. On the other hand, the growth rate of wooden construction market is still slow in Korea. In an attempt to promote the Korean traditional wooden buildings, a comprehensive research project has been conducted. This R&D project is developing standard designs, new materials, and methods for modernized Hanok including houses, public buildings, long-span structures, and even high-rise buildings. To this end, the purpose of this study is to formulate a technological strategy for popularization of modernized Hanok. Influencing variables and issues are analyzed and defined first. At the same time, the five keywords have examined in the perspective of dissemination of modernized Hanok technology. Finally, a technology road map for strategic development of modernized Hanok is proposed through casual diagrams.

어촌지역개발사업 과정 중 나타나는 갈등 양상과 해결 방안 - 어촌뉴딜300사업을 중심으로 - (A Study on the Conflicts and Solutions in the Development of Fishing Villages - Focusing on fishing village new deal 300 -)

  • The purpose of this study was to analyze the conflicts in fishing villages, focusing on the Fishing Village New Deal 300 Project. In order to solve the research problem, the case analysis method was selected among qualitative research methods. Interviewees were selected as the village leaders and the MP(master planner) at the center of the project contest and promotion process. Of the leaders who were in charge of the project or in the villages selected for the project, three leaders who fully understood the purpose of this study were selected. The categorized results are as follows: First, difficulties in forming regional councils due to indifference of residents. Second, demanding excessive sacrifice of the leader. Third, the leader and the residents distrust of the local government. Fourth, the non-cooperation and intentional interference of the residents. Preventing and managing these conflicts is as follows: First, the regional arrangement of experts at the national level. Second, education for improving residents awareness. Third, structuralization of pre-learning and refueling systems. Forth, participation of residents in the decision-making process, Fifth, development and application of a practical road-map.

효율적인 고속도로 유지관리를 위한 민간자본 활용방안 연구 (A Study on Utilization of Private Capital for Efficient Highway Pavement Management)

  • 본 연구에서는 효율적인 도로 유지관리를 위한 적극적인 민간의 참여방안을 위해 도로시설 개량사업 추진현황 및 현 추진 중인 민간자본 활용 개량사업의 개선사항을 검토하고, 이를 바탕으로 새로운 사업방식이 적용된 사례조사, 재무적 타당성 분석 업무 등을 수행하여 적용 가능한 사업방식을 선정하였다. 분석 결과, 현 추진 중인 민간자본 활용 개량사업의 민간방식보다 크라우드 펀딩을 활용한 방식이 비용측면에서 가장 유리한 것으로 분석되었으며, 고속도로 이용자, 특히 개량공사 구간 이용자로부터 자금을 조달 한다는 점에서 활용효과가 높을 것으로 판단된다. 또한 공사로 인해 불편을 겪는 도로이용객에게 도로공사가 얻는 통행료 이익을 사용자에게 환원한다는 의미도 부여할 수 있다.

도시철도차량 운영 및 발주관련 프로그램의 RIMS 적용 (A Study on Application of RIMS for City Rail-road Management and Ordering Programs.)

  • The Seoul-Metro is the first city railroad corporation to operate RIMS(Rolling-stock Information Maintenance System). The development of "RIMS Project" and trial running task were started from Mar 29, 2001. Finally, this project was completed successfully on Dec 31, 2005, as integrated systems including light or heavy maintenance works in Ji-Chuk and Chang-Dong Rolling-stock Offices. After that, from 2006 to Dec 31, 2007, we promoted a this new program to other four rolling-stock offices (Su-Seo, Gun-Ja, Sin-Jeong) and the headquarter. For the duration of trial running, we developed and applied new complementary program having made up for the weak points or defects. The series of new program which were newly developed and applied are comprised of an operation management, trouble management, wheel management, heavy maintenance table automatic creation programs and ordering prediction programs to purchase goods smoothly. The Seoul-Metro have registered these programs(RIMS) to Computer Program Protection Committee. We'd like to introduce a composition of program for enhancement of a city railroad Information Systems.
