Evaluating the Reform in 2015 and the New Reform Plan of the Government Employees Pension Scheme (2015년 공무원연금 개혁의 평가와 향후 개편방향)

  • This study evaluates and suggests a new reform plan that overcomes the limitations of the Government Employees Pension Scheme (GEPS) reforms in 2015. Research results indicate that the reforms were insufficient in terms of financial sustainability, functional transparency, and equity. Debates on the GEPS reforms will continue until an equitable solution is found. The priority of the next reform plans should lie in the unification of public pension schemes. In contrast to previous reform proposals, this study suggests a reforms plan, which should result in not the parametric change but the structural change in GEPS. The distinctive point of the new reform plan lies in translating a single-tire into a multi-tire pension system. Accordingly, the new GEPS should consist of a 'National Pension Scheme (NPS)', occupational pension (additional pension), and retirement allowance. Newly appointed government employee officials should be enrolled in the NPS. This study stresses that inequality between the public pension systems will be alleviated and a pension system of social solidarity will be established when the NPS develops in to a basic old age income security system for all citizens including civil servants.

  • E-business including e-commerce boosts the competitiveness of corporations remarkably through the creation of new value added, positioning itself as the key to national competitive edge. Thus, advanced nations and international organizations such as WTO and OECD are structuring a positive support system for e-transformation. Korea also has been pushing for activating e-business at the government level since 2000. ECRC(Electronic Commerce Resource Centers) project is an efficient government initiative and inter-agency coordination in implementing e-Business policy for industry. This project has been sponsored by the MOCIE and operated through prime contracts with KIEC. ECRCs provide such services as educational training, technology transfer, consulting and information service related to e-Business for industry. They had given the digital opportunity demanded by industry from 1997 but in these days there are many other new e-business activating projects in Korea. This paper sought to study a strategic reform plan of ECRC.

  • Importance of service competitive power is greatly increasing. Domestic enterprises are recognizing the importance of service competitive power, but the correspondence is insufficient level. Because service has the characteristic that production and consumption synchronizes, it can be considered as process. In this study, we utilize the process reform by plan for service competitive power elevation. We divide service process reform by four types based upon special quality of goods(form and formlessness) and reform target (new process design and existing process improvement), and present various examples by each type. On the this basis, we suggest the specific elevation plan of competitive power.

  • The purpose of this research is to find out the problem of plan composition by use the school building. The research was performed through the checking of 13 high schools which were built after 1997 in Busan. Followings are the result of the research. Presently, all the schools are divided classes into different levels and teach students, however, it is only limited to English and Mathematics and being carried on mostly for 1st graders. Moreover, although the plan is composed Department System plan which intended to ues new various learning method, schools have changed their plan into Usual with Variation type which is old educational program and renovated a few classes for certain subjects. Due to above reasons, the new kinds of space for Department System plan is used only as a study room by reform or even not used at all. Therefore, improvement of those problems are significant in schools.

  • The purpose of this study is to analyze the characteristics of Educational Reforms Policy in lately Japan and to evaluate it. Especially focus on the activities of the [MEXT; Ministry of Education, Culture, Sports, Science and Technology] and [CCE;The Central Council for Education] This article composed of five chapters; Implication and problem situation, History of the Japanese educational reforms, the characteristics in the site of process of educational reforms policy, evaluation on the main policies, and Conclusion(contain the suggestion for Korea). The method of study composed of the literature search and interview. The System Analysis[input-process-output-feedback] is used as a model of the analyze the characteristics of educational reforms policy. By the new Basic Act on Education, the principles of educational administration is changed. Education administration shall be carried out in a fair and proper manner through appropriate role sharing and cooperation between the national and local governments(Article 16). As a conclusion, The initiative in the establishment of educational reform plans has gone over to the cabinet side from MEXT. And evaluate the five policies. That is Japan's Basic Plan for the Promotion of Education, The new Basic Act on Education(enacted on 2006), Provincial Governor's (Tokyo & Oska) Educational Reform Plan, Reform plan of the Boards of Education, and Improvement Policy of the Quality of Teachers.

Sociomathematical Norms of Elementary School Classrooms: Crossnational Perspectives between Korea and U .S. on Challenges of Reform in Mathematics Teaching (초등학교 수학교실의 사회수학적 규범: 수학 지도에서의 개혁상의 문제에 대한 한국과 미국의 관점 비교)

  • The case of four classrooms analyzed in this study point to many commonalities in the challenges of reforming mathematics teaching in Korea and the U. S. In both national contexts we have seen the need fur a clear distinction between implementing new student-centered social practices in the classroom, and providing significant new loaming opportunities for students. In particular, there is an important need to distinguish between attending to the social practices of the classroom and attending to students conceptual development within those social practices. In both countries, teachers in the less successful student-centered classes tended to abdicate responsibility fur sense making to the students. They were more inclined to attend to the literal statements of their students without analyzing their conceptual understanding (Episodes KA5 and UP 2). This is easy to do when the rhetoric of reform emphasizes student-centered social practices without sufficient attention to psychological correlates of those social practices. The more successful teachers tended to monitor the understanding of the students and to take proactive measures to ensure the development of that understanding (Episodes KO5 and UN3). This suggests the usefulness of constructivism as a model (or successful student-centered instruction. As Simon(1995) observed, constructivist teachers envision a hypothetical learning trajectory that constitutes their plan and expectation for students learning from the particular if the trajectory is being followed. If not, the teacher adjusts or supplements the task to obtain a more satisfactory result, or reconsider her or his assumptions concerning the hypothetical learning trajectory. In this way, the teacher acts proactively to try to ensure that students are progressing in their understanding in particular ways. Thus the more successful student-centered teacher of this study can be seen as constructivist in their orientation to student conceptual development, in comparison to the less successful student-centered teachers. It is encumbant on the authors of reform in Korea and the U. S. to make sure that reform is not trivialized, or evaluated only on the surface of classroom practices. The commonalities of the two reform endeavores suggest that Korea and the U. S. have much to share with each other in the challenges of reforming mathematics teaching for the new millennium.

Analysis of the 2015 reform plan of government employees pension system (GEPS) through monte carlo simulations (모의실험을 통한 2015년 공무원 연금제도 개정안의 효과분석)

  • Due to the increasing fiscal burden and structural unbalanced premium/benefit costs, the new reform on the government employees pension system (GEPS) was considered even after the recent reform in 2009. This article examines the various effects of recent amendment in 2015 on GEPS using a simple probabilistic model. We consider effects on both sides, the pensioners and the government. First of all, the expected net value of pension payment for an individual employee was calculated based on the supposed survival distribution. The fairness of individual pension holders was compared using the benefit-cost ratio. Secondly, from pension system users' point of view, the default probability and the government subsidy were examined by Monte-carlo simulation. From the simulation experiment, we could see that the 2015 reform plan indeed reduces the default probability and the size of the fiscal burden of government by increasing the premium and decreasing the benefit. However, the size of the effect is not very standout at this moment because the number of new employees who are fully subject to the reform will be much smaller than the number of previous employees for a while. Thus, the effect of the reform is expected to appear in a slow manner.

New drug classification system in accordance with global harmonization (글로벌 조화에 부합하는 국내 의약품 분류체계 개선방안)

  • The objective of this study was to investigate drug classification system in Korea and other developed countries. Laws and regulations of Korea regarding the system were retrieved from sources posted in Ministry of Government Legislation. We also reviewed previous research reports performed as part of government's effort to reform the system The system in the foreign countries was retrieved from the official homepage operated by each country's government. There have been two research funded by Korean government, which strongly suggested that the system should be reformed. However, we found that the system was never reformed and still effective. Drug classification system in US and most western countries consists of two categories, i.e., prescription drugs and non-prescription drugs except UK, which classifies into three categories: Prescription Only Medicines, Pharmacy Medicines, and General Sales List Medicines. Interestingly, in Japan, non-prescription drugs are further classified into three groups: Group 1, 2, and 3. Recently, Ministry of Health and Welfare (MOHW) in Korea proposed a plan to reclassify all the approved drugs according to purportedly rational and scientific criteria. However, the plan does not include reform of the existing laws and regulations, which appears that it is just one-time action rather than a sustainable administration backed up by law. Therefore, it is recommended that Korean MOHW take appropriate action on laws and regulations with regard to the system to meet global harmonization standard.

  • During the past 20 years, a small but potentially powerful initiative has established itself in the mathematics education landscape: Mathematics Across the Curriculum (MAC). This curricular reform movement was designed to address a serious problem: Not only are students unable to demonstrate understanding of mathematical ideas and their applications, but also they harbor misconceptions about the meaning and purpose of mathematics. This paper chronicles the brief history of the MaC movement. The sections of the paper correspond loosely tn the typical steps one might take to solve a mathematics problem. The Problem Takes Shape presents a discussion of the social and economic forces that led to the need for increased articulation between mathematics and other fields in the American educational system. Understanding the Problem presents the potential value of exploiting these connections throughout the curriculum and the obstacles such action might encounter. Devising a Plan provides an overview of the support systems provided to early MAC initiatives by government and professional organizations. Implementing the Plan contains a brief description of early collegiate programs, their approaches and their differences. Extending the Solution details the adoption of MAC principles to the K-12 sector and throughout the world. The paper concludes with Retrospective, a brief discussion of lessons learned and possible next steps.

  • The objective of this study is to propese a model of elementary school whih reflects the goal of the 7th Reform in Primary & Seconday School Curriculum and attracts prtvate investment through Seokwang elementaey snhool in Seosan. The chief concept of architectural planning on this school is brought out by the analysis of the 7th Reform which pursues a self-regulative and initiative education. Based on this analysis, a proper dimensions of each space are proposed and a new model of elementary school which includes zoning by grade in grouping of the classrooms and outdoor spaces is proposed. As there is no domestic example of the elementary school complex with attraction of private investment in public schools, the matters which must be consideed in planning of this complex are unvectigated, and actual plan for Seokwang elementary school is proposed.
