  • The new environment for records managements requires the revolutionary transition from paper-record management to electric-record management. Capturing contents, contexts, and structure informations of the electric records to preserve the evidentiality, authenticity, and reliability is the outstanding issue. The recordkeeping metadata has been placed at the center of the current issue. This study focused on the establishment of the structures of recordkeeping metadata for current and semi-current stages in the life cycle of records. The reason concentrated on current and semi-current stages is that the authenticity of the record is concerned as the evidence of the business processes. Current and semi-current stages are where the records is able to be produced, captured and managed in the business context. The metadata can be collected and preserved with authenticity. This study explained the relations between entities concerned with producing records and proposed the metadata elements by establishing data model.

  • This study aims to identify the current situation and core competencies of records managers and archivists through an in-depth interpretation of the perception and its meaning behind their experiences and, based on them, to seek the educational service directions of professional organizations. As a result of qualitative data analysis using interpretive phenomenological research method, this study identified three categories of field needs, core competencies, and educational service directions, as well as 10 super-topics, 30 sub-topics, and 82 semantic units. Based on this, this study has suggested the educational service directions of professional organizations, such as the provision of opportunities to secure external driving forces for work innovation, the provision of learning opportunities for communication and public discussion among institutions, and the provision of new partnerships and practical learning opportunities. This study is meaningful in having derived the main educational service directions that professional organizations should focus on and support by identifying the current situation and core competencies of records managers and archivists.

  • This article adapts the democratic approach to the National Archives System. We must now search for a new archival landscape. Authors are agreeing that democracy is a basic principle for the new national archives model. This research looks into the direction of reform of the national record organizations in terms of individuality, integrity, and professionalism. It is, the fact that there are discussions rising on the need to reform the national records organization in the recent perspective of democracy. Democracy is a system that takes responsibility of even the results. This article describes all the discussions on what the best model for national archives system could be. In this social regulation, the archives carry out a noble mission of accountability. The discussion that suggests a clear perspective of democracy must be taken in to notice. Authors try to represent the voices of records managers. They also argue that records managers are the common wealth for our society. The national archives system is now the signature for the moral identity of national ruling powers. We argue that the new archives model should be derived from the point of the Candle Revolution.

Origin of the Korean Screen Planisphere with both Old and New Star-charts

  • The origin of the Korean Screen Planisphere with both Traditional and New Star-Charts, made by Korean Astronomers in the Royal Astronomical Bureau of the Joseon Dynasty by adopting the knowledge of the European astronomy, is investigated by analyzing its inscriptions and star charts. The considerations on both the changes in notations or representations of names of asterisms and the naming taboos used in the Old-style planisphere imply that the star-chart is originated from either the Sukjong-Stele-Replica of Cheonsang-Yeolcha-Punyajido(天象列次分野之圖). The New style planisphere is just the reproduction of Huangdao-congxingtu (黃道總星圖), with the exception of the non-Chinese-traditional stars. The Huangdao-congxingtu was made in 1723 CE by Ignatius K$\ddot{o}$gler who was a Jesuit missionary and worked for the Bureau of Astronomy (欽天監) in the Qing Dyansty. I find that the star chart was imported in 1742 CE from the Qing by An Gukrin (安國麟) who was an astronomer in the Royal Astronomical Bureau of Joseon. The chart became model for the screen star-chart made in 1743 CE and now housed in Bopju temple. I found that the inscriptions are extracted from the sentences in both Xinzhi Lingtai Yixiangzhi (新製靈臺儀象志) and Qinding Yixiangkaocheng (欽定儀象考成). Korean historical records in either Daily Records of the Royal Secretariat of the Joseon Dynasty (承政院日記) or Annals of the Joseonn Dynasty (朝鮮王朝實錄) show that Xinzhi Lingtai-Yixiangzhi was imported from the Qing Dynasty in 1708 CE, and the Qinding Yixiangkaocheng was imported in 1766 CE. Thus, the Korean Screen Planisphere with both Old and New Star-charts was certainly made after 1766 CE.

  • Detailed morphological studies and molecular analyses based on plastid-encoded rbcL gene sequences were undertaken on Peyssonnelia species, a poorly known genus from Korea. We report new records for the Korean coast, Peyssonnelia harveyana and P. rumoiana. Peyssonnelia harveyana is chiefly characterized by P. rubra-type anatomy, closely packed perithallial filaments in firm matrix, hypothallial filaments arranged in parallel rows, thalli with appressed margins, hypobasal calcification, and unicellular rhizoids. Peyssonnelia rumoiana is principally characterized by two vegetative features, hypothallial filaments arranged in a polyflabellate layer, and perithallial filaments arising from the whole upper surface of each hypothallial cell (Peyssonnelia rubra-type anatomy). Our rbcL analyses revealed that P. harveynana and P. rumoiana were placed within a clade of Peyssonnelia. We also propose the new combination, Sonderophycus cauliferus comb. nov., for previous Peyssonnelia caulifera. Phylogenetic analyses revealed that our S. cauliferus was placed within a clade of Sonderophycus.

  • A taxonomic study of the family Zoarcidae was conducted using fish collections deposited in the Department of Biology, Chonbuk National University, Jeonju, Korea and the East Sea Fisheries Research Institute, Korea. Among these collections, the following four species of the genus Lycodes are recognized as the first records for Korea; L. sadoensis, L. japonicus, L. pectoralis, and L. sigmatoides. These species are here redescribed and figured, with their distributions and a provisional key to five genera and eleven species of the family Zoarcidae from Korea.

  • From the central East China Sea, a solenocerid shrimp (Haliporoides sibogae sibogae) and a nephropid lobster (Metanephrops armatus) are newly recorded into the Korean fauna. The former is the only member of the genus recorded in Korea. The latter extends its range from Tai Nan, northward to the central East China Sea. Brief comments on to fisheries interests and coloration are given for the two species.

  • Two species, Plectiscus impurator Gravenhorst and Stenomacrus laticollis(Holmgren), of the subfamily Orthocentrinae are newly recognized from South Korea. This subfamily Orthocentrinae was represented in South Korea as 17 species belonging to four genera until now. In this paper, two additional species belonging to two genera are recorded for the first time from South Korea. Diagnoses of genera and two unrecorded species, illustrations of diagnostic characters are provided.
