The Need for Level-based Criteria in the Assessment of Oral Proficiency

  • The purpose of this study is to identify the most important factor(s) that contribute(s) to the overall oral proficiency and to examine whether the factor(s) play(s) a different role depending on the proficiency level of learners. Learners were divided into novice group and advanced group and were asked to produce an oral recording of a story based on a comic strip. The recordings were transcribed and graded by three raters. According to the results, the raters attained high inter-rater reliability when assessing advanced learners. However, the reliability level became considerably lower in the assessment of novice learners. The best predictor of oral proficiency among novice learners was sociolinguistic competence and fluency, while grammatical competence and fluency were the strongest predictors for advanced learners. The results suggest the need for a separate assessment tool for different proficiency levels and the need for a different focus in the classroom depending on the learners' proficiency level.

The Current State and the Development Direction of the Studies on Improving of Broadcasting Language (방송언어 개선 연구의 현황과 발전 방향)

  • The purpose of this paper is to seek the development direction of the studies on improving of broadcasting language, by examining the fruits and the limitations of existing research. Firstly, this paper makes sure that the study on improving of broadcasting language is one of the subtypes of study on broadcasting language. Then the current state of the studies on improving of broadcasting language is analyzed by genre, problem, and assessment standard. According to this analysis, existing research is concentrated too much in certain genres such as current affairs and news, but also in certain problems such as accuracy or publicness infractions. Finally, this paper concludes by suggesting three development directions of the future studies on improving of broadcasting language as follows: (1) Accuracy or publicness related problems need no more studies on themselves but continuous and systematic monitoring and institutional device. (2) We need more interest and research on language used in certain genres such as TV home shopping and commercial break. (3) Fairness or soundness related problems need more studies on themselves, because the judgement or assessment standard of these problems is not only difficult to find out, but also in need of viewer and listener awareness investigation and social agreement procedure.

A Comparative Study on the Local Governments' Environmental Impact Assessment Regulations in Korea (지방자치단체 환경영향평가 조례 비교 연구)

  • This study aims to survey whether local governments have legislated laws and regulations on environment impact assessment system, to compare and analyze specific projects and their scale, assessment items, and procedures & discussion process, to identify issues and generate improvement plans, and to suggest a direction for future legislation to local governments that plan to legislate laws and regulations in the future. Major outcome of the study are as follows. First, terminologies used for environment impact assessment by local governments need to be unified. Also, laws and regulations need to be legislated soon. Second, in "urban development project" areas, a total of nine project areas including "quarrying of soil and stone, sand, gravel, and minerals" was essential common projects. A total of six project types were added or newly established compared to national systems. Among them, four project types were added within national-level project areas and two project types were not available under the national-level project areas and newly added due to the nature of local governments. Third, in terms of project scale, scale enhancement of "urban development project" was most common. Analysis showed that in case of clean natural environment such as Cheju Island, it is necessary to consider reinforcing project areas where development activities take place directly in forests or rivers such as "industrial base and complex development", "water resource development", and "development of tourism complex." Fourth, the discussion and review procedures of assessment reports were similar to those at government level. However, in case of Seoul city, it is required to write a "preparation plan" before drafting an assessment report. The city features partial introduction of scoping and screening, which allows to exempt discussion procedures if impact on environment is found to be minimal after drafting the assessment report. In case of national-level, it has a dual system that is split between Ministry of Construction and Transportation and Ministry of Environment. However, in case of environment impact assessment of local governments, it is a single system where city mayors and provincial governors are in charge of both project execution and environmental assessment. Therefore, the most important task is how to satisfy objectiveness and accountability.

Housing Need and Demand Assessment: Focused on Public Housing Development Projects (공공주택 사업지구의 수요평가모델 구축 연구)

  • This study proposes a new housing need and demand assessment model centering on small-scale housing development projects and happy house development projects that reflected the recent changes in rental and small sized apartment centered public housing policies and development paradigms. The housing need and demand assessment model of public housing development projects consists of quantitative evaluation factors such as potential need indicator and demand pressure indicator and qualitative evaluation factors such as local condition indicator. The potential need indicators of small sized housing development projects are calculated by subtracting the stock of already-supplied constructed rental and purchased rental housings from the potential quantity of need drawn from the small regions such as -eup, -myeon, and -dong. In the potential need indicators of happy house development projects, the potential need is calculated from those who are expected to receive a happy house in the unit of -si, -gun, and -gu. In small-sized housing development projects, demand pressure indictors are the number and the proportion of those who opened a subscription deposit, the number of those who received basic livelihood security and the number of those who were patriots and veterans. The demand pressure indicators of the happy house development projects are stock ratio of small-sized houses, rate of rise in housing rent price, level of housing rent price, and rate of monthly rent house.

Reviewing of Integrated Assessment of the Impacts of Climate Change and Sea-Level Rise on Agricultural Sector (기후변화·해수면 상승에 따른 농업부문 통합평가 사례연구 비교분석 및 개선방안)

  • The aim of this paper is to review integrated assessment studies conducted to address the impacts of climate change sea-level rise on agricultural sector and to derive suggestions for improving the integrated assessment process to assist decision-makers in establishing climate change adaptation policy. We collect integrated assessment studies which are based on the impact-pathway analysis, compare their step-by-step procedures and identify main factors addressed in each step. The assessment process is typically carried out in the sequence of scenario development, determination of assessment scope, physical impact assessment, economic analysis and synthesis of the outcomes from each step. We identify two types of integrated assessment. The first one examines the impacts of changes in temperature and/or precipitation on the crop-cultivation patterns and/or agricultural productivity and resulting economic effects on agricultural sector. The other investigates the impacts of sea-level rise on land use/coverage and resulting economic damages in terms of land-value loss where the effects on agriculture is treated as one sector among others. To enhance integrated assessment, we suggest that 1) scenarios need to incorporate the effects of climate change and sea-level rise simultaneously, 2) scope of the assessment needs to be extended to include ecosystem services as well as crop production, 3) social and cultural aspects need to be considered in addition to economic analysis, and 4) synthesis of the outcomes from each step should be able to combine quantitative as well as qualitative information.

Survey of Lifelong Education Field Training Programs and Need Assessment Based on Job Model (평생교육실습 프로그램의 운영실태 및 평생교육사 직무모델에 기반한 요구도 분석)

  • This study was designed to analyze the present condition of the lifelong education field training program and to implement the need assessment of field training program based on the job model application. In order to achieve these goals, surveys were conducted through questionnaires and in-depth interviews targeting staffs of lifelong education institution in Busan area. The 115 subjects were analyzed by frequency distribution, the paired samples t-test, and the Borich's need analysis. The result showed that the field training program was poorly executed during the year of 2013 due to deficiency of certified practitioners and systematic guidelines. Also, the most highly demanded tasks were promoting change, networking, planning, developing programs and conducting surveys among various roles of lifelong educators. On the other hand, the need for the assisting and supporting programs were relatively low. Finally, this study concluded the need for developing systematic guidelines and for accrediting as a lifelong education field training institution nationwide. The results of this study would ultimately contribute to enhance the quality of lifelong education field training program.

A Study of Effective Collection of Public Opinion on Environmental Impact Assessment (환경영향평가상의 효율성 주민의견 수렴에 관한 연구)

  • Procedures to establish well-balanced development and effectiveness of environmental impact assessment need include various stakeholder's participation in writing and reviewing document of environmental impact assessment, collecting public opinion, and post monitoring. Accordingly, to encourage effective and efficient collection of resident's opinion analyze present conditions and problems and suggest institutional and politic alternative proposals of it. This study resulted in following conclusions. In institutional aspects, (1) Proposal for drafting document of environmental impact assessment (2) Composition of committee for collecting and regulating stakeholder's opinion (3) Width of civil participation scale. In politic aspects, (1) Use of local community (2) Guide of local information from local society and environmental specialist (3) Understandable document and data of environmental impact assessment (4) Strength of roles and duties of local government.

The Study of Land Aptitude Assessment System Improvement Plan (토지적성평가 체계의 개선방안 연구)

  • The purpose of this study is to understand the appropriateness of land aptitude assessment system and to draw up the improvement of this method. The land aptitude assessment system is used to evaluate the effective demand of land development and land conservation. But, this assessment system has the technical problem of selection standards because the land development and the land conservation are against each other. In terms of the relation between development and conservation of land aptitude assessment system, development was increased rapidly as the economic pressure of local government. The application of the land aptitude assessment system using GIS methods was very useful for local plan. However, this system need to improve the selection standards of GIS parameters and statistical methods for the desirable land assessment system.

Performance Assessment for Mathematically Gifted (수학영재교육에서의 관찰평가와 창의력평가)

  • The study aims to figure out how to improve existing examination tools to distinguish mathematically gifted children and to clarify procedures and criteria for selecting candidates. Toward this end, it examined correlations between grades of gifted children selected through evaluation by pen-and-pencil tests and their creative problem-solving capability and performance assessment, and analyzed learning activities of the gifted children. According to the analysis, results of pen-and-pencil tests turned out to have low correlations with their creative problem-solving capability and performance assessment, but it was found that their creative problem-solving capability has high correlations with results of performance assessment. The analysis also found that there were some students who participated in a program for gifted children with high marks but had difficulties in adapting themselves to it. It found that there were children who joined the program with low marks but emerged as successive performers later on. In this regard, the existing examination tools to tell the gifted students apart need to be used to the fullest extent, and other diversified tools to evaluate mathematical capabilities that include mathematical creativity need to be further studied and developed. Qualitative studies on affective development of the gifted students and their creative problem-solving processes need to be conducted.

  • The study aims the introducing the items for the assessment of mathematical thinking including mathematical reasoning, problem solving, and communication and the analyzing on the responses of the 5th grade pupils. We categorized the area of mathematical reasoning into deductive reasoning, inductive reasoning, and analogy; problem solving into external problem solving and internal one; and communication into speaking, reading, writing, and listening. And we proposed the examples of our items for each area and the 5th grade pupils' responses. When we assess on pupil's mathematical reasoning, we need to develop very appropriate items needing the very ability of each kind of mathematical reasoning. When pupils solve items requesting communication, the impact of the form of each communication seem to be smaller than that of the mathematical situation or sturucture of the item. We suggested that we need to continue the studies on mathematical assessment and on the constitution and utilization of cognitive areas, and we also need to in-service teacher education on the development of mathematical assessments, based on this study.
