자연재해 지역위험성평가 방법 개선방안 연구 (A Study on Improvements in the Method of Local Risk Assessment for Natural Disasters)

  • 전국 시·도 및 시·군·구의 안전 관련 주요통계를 기반으로 사회재난은 지역안전지수 6개 분야(화재, 범죄, 교통사고, 생활안전, 자살, 감염병)에 대한 전국 지방자치단체의 지역안전지수 등급을 관리하여 개선대책을 수립 시행하고 있으며 자연재난은 자연재해 안전도 진단을 통해 관리체계를 운영하고 있다. 현재 적용하고 있는 자연재해 지역안전도 평가는 읍면동 지역 단위까지 자연재해 지역위험성 평가를 하기에는 내용이 매우 미흡한 실정이며, 지나치게 공학적이고 어렵게 표시되어있어 일반인들이 사용하는데 한계가 있다. 본 연구에서는 외국 선진국에서 주로 사용하는 자연재난과 사회재난이 혼합된 지역위험성평가 모형을 원형으로 하여 우리나라의 자연재난 지역위험성평가를 읍면동 하위 단위까지 확장된 개선 모형으로 제시하는데 목적이 있다.

자연재해로 인한 조경수목 피해 판례 및 제도분석 연구 (A Study on Analyzing Precedents and Legal System of Landscape Tree Damage by Natural Disasters)

  • 지구온난화에 따른 기후변화로 인하여 자연재해의 발생빈도와 강도가 증가함에 따라 조경분야에도 피해가 늘어나는 추세이다. 이는 법률적 분쟁으로 이어져 사회적 경제적 피해도 증가하고 있고 있다. 특히, 외부환경에 영향을 많이 받는 조경수목의 경우 자연재해로 인한 피해를 많이 받고 있으나, 이에 대한 피해판정기준이나 재해기준의 구체적인 범위가 설정되어 있지 않아 피해 복구 및 보상에 많은 문제가 발생하고 있다. 이에 본 연구는 자연재해로 인한 조경수목의 피해 관련기준의 개선방향을 제시하고자 하였다. 이를 위하여 조경수목의 피해사례 및 판례를 분석하고, 한국과 일본의 자연재해 관련 법제도 및 기준의 비교 분석을 시행하였다. 판례분석 결과, 자연재해로 조경분야 피해는 명확한 법적 근거가 제시되어 있지 않아, 감정인의 소견이 판정결과에 많은 영향을 미치고 있었다. 이에 전문적이고 객관적인 감정절차가 요구됨을 알 수 있었다. 자연재해 관련 법제도 및 기준 비교분석에 있어, 우리나라의 경우 조경수목에 대한 자연재해 관련 법규 및 기준이 미흡하였으며, 일본의 경우 조경수목에 대한 구체적인 재해판정 기준이 제시되어 있었다. 이에 조경분야 자연재해 관련 제도 및 기준의 개선을 위해 '관련 법령 개정', '감정 및 손해사정 기준개정', '조경공사 표준시방서개정', '재해보험가입의무화', '계약에 따른 합리적 이행', '재해복구 비용계상 의무화' 등을 개선방향으로 제안하였다.

하수처리시설의 자연 재해 영향 정량화 지수 개발 연구 (Development of a disaster index for quantifying damages to wastewater treatment systems by natural disasters)

  • The quantified analysis of damages to wastewater treatment plants by natural disasters is essential to maintain the stability of wastewater treatment systems. However, studies on the quantified analysis of natural disaster effects on wastewater treatment systems are very rare. In this study, a total disaster index (DI) was developed to quantify the various damages to wastewater treatment systems from natural disasters using two statistical methods (i.e., AHP: analytic hierarchy process and PCA: principal component analysis). Typhoons, heavy rain, and earthquakes are considered as three major natural disasters for the development of the DI. A total of 15 input variables from public open-source data (e.g., statistical yearbook of wastewater treatment system, meteorological data and financial status in local governments) were used for the development of a DI for 199 wastewater treatment plants in Korea. The total DI was calculated from the weighted sum of the disaster indices of the three natural disasters (i.e., TI for typhoon, RI for heavy rain, and EI for earthquake). The three disaster indices of each natural disaster were determined from four components, such as possibility of occurrence and expected damages. The relative weights of the four components to calculate the disaster indices (TI, RI and EI) for each of the three natural disasters were also determined from AHP. PCA was used to determine the relative weights of the input variables to calculate the four components. The relative weights of TI, RI and EI to calculate total DI were determined as 0.547, 0.306, and 0.147 respectively.

경상남도 수자원재해관리를 위한 자연재해현황과 피해특성조사 (Investigation of Characteristics and States of Natural Disasters for Water Resources Disasters Control in Gyeongsangnam-do)

  • It is analysised the causes and extent of damage of natural disasters through the investigating of natural disaster states occurred in Gyeongsangnam-do. The data for this study were based on disaster annual report between 1987 and 2003. Especially, the data between 1993 and 2003 were used for the analysis in Gyeongsangnam-do area. A typhoon and a heavy rain were the major causes of the natural disasters in Gyeongsangnam-do. For all that the extent of damage by a heavy rain was twice as much as that of a typhoon, Gyongsangnam-do suffered heavy damage from a typhoon. So, special attentions should be paid to establish prevention plans for that in this area. Also, half of the natural disasters were occurred between July and August, the intensive prevention plans for the summer season are needed.

Does Natural Disasters Have an Impact on Poverty in East Java, Indonesia?

  • There is a strong association between poverty levels and the probability of natural disasters. East Java, however, exhibits a distinct pattern. While the rate of poverty is declining, natural disasters are becoming more severe. Considering that East Java is an area with a high risk of natural disasters and a high poverty rate, this study aims to estimate the effect of environmental preservation and the magnitude of the impact of disasters as measured by the Disaster Risk Index (IRBI) on poverty. The 3SLS model is used on secondary data from 38 districts/cities from 2015 to 2021 as an analytical database. Based on the estimation results, there are 3 findings in this study: (i) the role of government, population development, and economic activity have a strong influence on nature conservation; (ii) nature conservation has a strong influence on disaster risk; and (iii) the disaster risk index has a strong effect on poverty. As a result, areas with a high level of disaster risk have a slower rate of poverty reduction. The role of this research is to show the need for the government's role in improving the quality of natural disaster mitigation anticipation, economic activity, and the role of the population in a sustainable manner.

한반도에서 발생되는 기상재해 분석 (An Analysis of Meteorological Disasters Occurred in the Korean Peninsula)

  • Recently, we are suffered enormous loss from a natural disaster and making an effort to prepare measures for dealing with disasters. This study shows the major causes of natural disasters and stricken area with the analysis of meteorological data based on the Korean Meteorological Administration and the Central Disaster Relief Center records during 1987-2003 and classifies natural disasters according to the causes and damaged conditions. In this study, the most damaged area were Gangwon, Gyeongnam and Gyeongi province as a result of a typhoon and a localized heavy rain. To establish an effective disaster measure for these area, detailed prevention plans should be established by its causes after investigating precise regional damage data analysis.

주요 시설물 피해를 고려한 복합재난 피해 예측 시스템 방안 연구 (A study of a system for predicting damages of complex disasters considering the damage of major facilities)

  • 최근 재난이 대형화 및 복합화되고 있어 도시화 증가 및 기반시설 밀집화로 인해 경제적 피해가 심화되었다. 이러한 대형복합재난은 1차 단일 재난으로 인해 2차, 3차 재난이 동시다발적 연쇄적으로 발생하고 있으나 우리나라의 기존 재난관리 체계는 자연 사회재난간 이분법적 구분으로 적응력이 떨어진다. 복합재난의 원인은 산업구조의 변화에 기인한 거주환경의 급속한 도시화 진전으로 생활 환경속에서 위협요인이 다양하고, 예측불허의 양상을 보이고 있다. 지구온난화에 따른 기후변화로 인하여 자연재난 발생양상은 대형화 복합화되고 있으며, 과거와 달리 자연재난도 도시기능 마비와 같은 복합재난으로 발전할 가능성이 크다. 따라서, 본 논문은 기존 단일 요인에 의한 재난관리의 한계성을 극복하고 재난을 효과적이고 합리적으로 관리하기 위해 포괄적인 개념에서 자연재난과 사회 재난을 통합한 복합재난 시스템 모델링을 제시한다. 이를 통해 선제적 재난관리체계 기반 구축을 통해 국민의 생명과 재산을 보호하는데 큰 역할을 수행할 수 있을 것으로 예상된다.

초등 사회 및 과학 교과서의 자연재해 내용 분석 (A Study of the Analysis about Natural Disaster in Elementary Society and Science Textbooks)

  • The purpose of this study was to analysis natural disasters which can be applied environmental education for elementary students. For this study, the elementary society and science textbooks were selected. The results of this study are as follows. the society textbooks contain 2 units of the natural disaster in the 4th and 5th grades. In the science textbooks, 5 units of the natural disaster were showed in 3rd, 5th and 6th grades. The learning quantities were 4 hours in society textbooks and 7 hours in science textbooks. In society textbooks, the contents relating meteorological disasters were dominance. But the science textbooks were showed both meteorological and geological disasters. In aims of learning, while the society textbooks were focused as damages, prevention, counter-plan and restoring plan of the natural disaster, the science textbooks were emphasized damages. the photos in society textbooks, meteorological disasters were superiority in number; especially the flood and heavy rain were 76%. In science textbooks, the photos about earthquake were prominent as 40%. For activating environmental education in elementary school based on these results, it can be suggested that the effects of natural damage as tsunami and global warming should add to elementary textbooks. And the elementary teachers need to understand contents and photos relating environment problem in the elementary textbooks.

A study on Natural Disaster Prediction Using Multi-Class Decision Forest

  • In this paper, a study was conducted to predict natural disasters in Afghanistan based on machine learning. Natural disasters need to be prepared not only in Korea but also in other vulnerable countries. Every year in Afghanistan, natural disasters(snow, earthquake, drought, flood) cause property and casualties. We decided to conduct research on this phenomenon because we thought that the damage would be small if we were to prepare for it. The Azure Machine Learning Studio used in the study has the advantage of being more visible and easier to use than other Machine Learning tools. Decision Forest is a model for classifying into decision tree types. Decision forest enables intuitive analysis as a model that is easy to analyze results and presents key variables and separation criteria. Also, since it is a nonparametric model, it is free to assume (normality, independence, equal dispersion) required by the statistical model. Finally, linear/non-linear relationships can be searched considering interactions between variables. Therefore, the study used decision forest. The study found that overall accuracy was 89 percent and average accuracy was 97 percent. Although the results of the experiment showed a little high accuracy, items with low natural disaster frequency were less accurate due to lack of learning. By learning and complementing more data, overall accuracy can be improved, and damage can be reduced by predicting natural disasters.

자연재해 저감을 위한 한반도 피해 현황 분석 (The Meteorological Disaster Analysis for the Natural Disaster Mitigation in the Korean Peninsula)

  • This study aims to find the characteristics of damage and states of natural disasters at the Korean Peninsula from 1985 to 2004. Using the data of Statistical yearbook of calamities issued by the National Emergency Management Agency and Annual Climatological Report issued by the Korea Meteorological Administration. we have analyzed the cause, elements, and vulnerable regions for natural disasters. Major causes of natural disaster at Korean Peninsula are four, such as a heavy rain, heavy rain typhoon, typhoon, storm snow, and storm. The frequency of natural disaster is the highest from June to September. The period from December to March also shows high frequency. The total amount of damage is high during the summer season(Jul.-Sept). The period from January to March shows relatively high amount of damage due to storm and storm snow The areas of Gangwon-do, Gyeongsangnam-do and Gyeongsangbuk-do are classified the vulnerable region for the natural disasters. By establishing mitigation plans which fit the type and characteristics of disaster for each region, damage from disaster can be reduced with efficient prevention activities.
