As a result of this study, vitality of natural monuments (large trees) looks relatively good but they require continuous management. Also, the management for condition recovery and condition maintenance, and minimum measures are needed at least to avoid natural calamity. Major points induced are as follows : The first, although most of natural monument large trees showed favorable growth environment, most of them are aged and have dense twigs with requirement for weed trimming to remove complicated and unnecessary branches. In addition, as most of large trees grow alone in a large space with potential natural calamity, thus, minimum measures are required at least. Secondly, change in electric resistance in surveyed large trees was relatively favorable, however, large trees with soil covering showed high electric resistance and were found to have low vitality. As shown, this study was conducted to find out the measurement techniques of natural monuments, Basic foundation is suggested through the measurement of electric resistance, and the vitality of natural monuments; more accurate investigation will be remained for further discussion.

각종 재난으로부터 국민의 생명과 재산을 신속하고 정확하게 구조$\cdot$구급하는 것은 국가의 당연한 책무이다. 소방방재청의 출범으로 재난으로부터 국민의 생명과 재산 보호를 최우선하는 국가 정책이 실현될 수 있는 기틀이 마련되었다. 그럼에도 불구하고 아직 만족할 만한 재난대비가 이루어졌다고 볼 수 없다. 각종 재난이 발생할 때마다 대응체계의 문제점이 항상 지적되어 왔다. 특히 위난시 긴급구조와 구급의 체계는 아직 선진국 수준에 도달하려면 많이 부족하다. 재난과 관련한 대응에서는 예방과 대비가 무엇보다도 중요한 일이다. 그러나 현재의 재난은 특별한 예고 없이 발생하는 것이 특성이니 만큼 발생이후 신속한 구조와 구급 대비체계를 확립하는 것 또한 매우 중요한 일이다. 먼저 긴급구조$\cdot$ 구급과 관련한 법령의 과감한 통$\cdot$폐합을 통하여 구조$\cdot$구급체계를 일원화할 수 있는 제도적 기틀이 마련되어야 한다. 이를 통하여 구조 구급체계의 전문화와 현장대응능력을 강화하여야 한다. 또한 실제로 긴급구조와 구급을 담당하는 119구조$\cdot$구급대의 인적$\cdot$물적 장비의 보강을 통하여 구조$\cdot$구급의 능력을 향상시켜야 한다

This study collected and analyzed records related to the Asian dust phenomenon in Korean history books. I collected a wide range of records from diverse sources and identified data for analysis. 290 records were selected through this process. These records provide a variety of information including the occurrence time and duration of the phenomenon, other natural phenomenon occurring at the same date, descriptions of the phenomenon, and so on. Reports on, Asian dust in the historical records was not continuous or uniform. However, their appearance in certain months of the year is similar to that observed in modern times. In addition, I collected 90 records showing it that can be largely divided into two viewpoints which they were a natural calamity or an unusual phenomenon. Generally, natural phenomenons in historical books are mostly recorded in viewpoint of unusual phenomenon. Nevertheless, research result verified the record as actual observational data. Consequentially, it also indicates that this data is important for research from a meteorological point of view. I think that the data collected through this study can be helpful to modern meteorological studies related to the Asian dust phenomenon.

The scale of disasters is very large, also the influence of disasters is irreversible. Korean people has continuously learned how to deal with disaster management law. However, as time goes by after the many disaster, the concern with the disaster management by the people seems to become old and banal topic which nobody has interest in. If so, can it be said that our society is safe from the disaster? This study start from critical mind of asking this question. This study puts an emphasis on the problems such as following; To realize whole concept of disaster management provided in the basic civil defense law, the combined disaster management should be required to be established, the combined law should play a integral part for prevention for the disaster and should be a concrete basis of various laws for disaster management. Establishing a consolidated organization for disaster managing and united response organization is necessary. This consolidated organization is not temporary one such as civil disaster control headquarter but permanent one such as Disaster Management Office which controls an over all aspects of disaster management. Temporary organization should not be divided into natural calamity and man-made calamity but integrated one as a single control tower for all sorts of disasters. The police and army under fire fighting system should be reconsidered. It is necessary to make leadership system on the disaster place more substantial centered around present fire fighting system. To do so, more clear division of duty is required. The working condition should be improved so that all public servants in this agency can play their roles with pride and worth. The resource owned the existing administrative organization must be used by an appointment system. And to manage a large scale of disaster, it is necessary to have interorganizational network system which many specialized organization including volunteer group are integrated. And the natural disaster happen, many professionals and volunteers are distributed to the spots of disaster in the right man in the right place. Finally, citizen's consciousness about safety supervision needs to be recover.

Most of the natural calamities occurred in South Korea are due to rainfall, which are occurred during rainy season, June to September. The life-calamity reported in those seasons were over 75%, and the dead rate by the rainfall was about 98%. Especially, the disasters occurred in Pusan and Kyongsang-Namdo were highest of the whole country. The capability of landslide in this area was very high, which is included to Class 3 or Class 4 of disastrous risk grade suggested by the GIS system(Lee Su-Gon,1999). Those are based on the characteristics of topographical and meteorological data. In this study, the rainfall characteristics in Pusan were analyzed through the relationship between the cumulative rainfall and the maximum hourly rainfall. The landslide in this area depends on the elapsed time after maximum hourly rainfall intensity, and the most of landslide in Pusan recorded during within 3 hours after pick-time of rainfall intensity.

A debris flow is known as that flood and landslide of water cause much physical human damages worldwide to complex natural disaster that happen combining and happy event is happening mainly in urgent mountains area in domestic. Because happen about debris flow that happen from each place every year and is drift, mechanism of accumulation definitely make clear and great many damage is not running out. Must grasp actual conditions of priority debris flow to need debris flow prevention countermeasure and lay countermeasure to take away damage by debris flow. Because collecting actual conditions of debris flow that happen by objective investigation methods and accuracy, proposed about investigation calamity investigation method so that can calculate debris flow damage and prepare in subsequentness damage.

해안지역에서는 해수와 담수의 밀도차, 조석에 의한 해수면변화등과 같은 자연적 요인과 양수, 하구에서의 골재채취, 대규모 간척사업등의 인위적 요인에 의해서 해수가 육지부로 침투되는 현상이 발생한다. 본 연구에서는 양수가 지하수의 염분농도변화에 미치는 영향을 분석하였다. 모의결과, $200m^3/day$이상 양수시에는 지하수위의 저하보다는 횡방향흐름이 가속화 됨에 따라 밀도차에 의한 흐름과 횡방향흐름 유속이 합쳐져서 해수의 급격한 유입으로 TDS농도가 증가하는 것으로 나타났다. 결론적으로 기 관측된 점자료를 이용하여 3차원 공간분포상에서 양수에 따른 염분농도의 변화를 가시적으로 확인 할 수 있으며, 이를 통하여 해안지역에서 해수침투로 인한 재해를 막고 지하수를 보다 안전하게 이용하기위한 적정양수량을 제안할 수 있을 것으로 기대된다.

All citizens over 17 year old living in Korea have to be fingerprinted to obtain a certificate of resident registration. For this reason, human identification through fingerprints has been used actively in crime scene investigation. The fingerprint is so unique that it is one of the most certain ways to identify oneself and it can differentiate between genetically identical twins. Fingerprints gained in crime scene indicate a direction of criminal investigation in conjecturing a suspect. Fingerprints help a reunion of family got scattered for a long time and make it possible to get a personal identification for missing person who met with natural calamity. We developed a new fingerprinting method using safranine O, so as to develop fingerprints on the adhesive tapes and non-porous papers in various physical environments. Results were compared to the preexisting fingerprinting method, the minutiae numbers of fingerprints were greatly increased in our newly developed safranine O fingerprinting method. This newly developed safranine O method showed a quantity and quality comparable to the preexisting fingerprinting method routinely used in these days. In our hands, the safranine O fingerprinting method is another easy and obvious choice when the forensic case sample is available for fingerprints on the adhesive tapes and non-porous papers.

The most famous thought of Dongjungseo's must be 'the Sky-Earth Response Theory.' The theory includes the Same 'Gi' Correspondence(the Same Category Homology) and explains the relationship between the nature and the men based on Yin-Yang. This theory, commonly studied by the scholars of the political science, however, has been constituting the foundation of the oriental medicine. Also, he insists many other theories related to Yin-Yang including the natural calamity, the treatise of human nature, the name and reality, and the national school of Confucianism, etc. This paper covers the Yin-Yang theory, particularly with regard to ethics. politics, human nature of Dongjungseo, and the comparison of his Yin-Yang and that of the Emperor Inner Cannon. Dongjungseo insists on the harmony of Yin-Yang just only in the area of health care, excluding other areas such as state and family governance. However, in contrast, he asserts the Yang central idea for what he defined as the order of a family, a society and a state. This presents his contradiction and logicality. In the last part of this paper, his logical flaws would be discussed and analysed. However, he is a lucky scholar, because his Yang central idea has been successfully governing peoples for a long time, despite such imperfection and contradiction in his studies.
